Some or all members of the Andover City Council may participate in the May 19, 2020 City Council
Workshop by telephone or video conference rather than by being personally present at the City
Council's regular meeting place at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
MN 55304. Members of the public can physically attend, although there is very limited seating in the
City Council Chambers as appropriate social distancing will be done by the Council and visitors.

Review Veterans Memorial Policy and Brochure - Engineering

INTRODUCTION
The City Council is requested to review and provide comments on the attached Veterans Memorial
Policy and Brochure.
DISCUSSION
Staff along with the Veterans Memorial Committee have been working on a draft policy and brochure
for the Veterans Memorial at the intersection of Veterans Memorial Boulevard and Nightingale Street.
Attached is the draft policy and brochure for review and discussion. After discussion and revisions the
final policy and brochure will be brought to a future City Council meeting for formal approval.

MEMORIAL RULES AND POLICIES
1. PURPOSE:
Under the direction of the City of Andover City Council, a Memorial Shrine has been
approved as a final resting place for the names of those who have honorably served our
Great Nation's military.
2. MISSION:
To honor our community members who have selflessly served our Nation.
3. ELIGIBILITY:
Eligibility includes individuals that either live in or has an eligible family member living in
the City of Andover, works or has worked for the City of Andover, including family
member(s).
If the above eligibility is met, they must also meet one or more requirements listed below
to have their given birth name or marriage name (no nicknames), rate/rank, branch of
service, and dates of service inscribed on a granite memorial for display on the
memorial.
a. Served in the active military, naval, or air service and who was discharged or
released under conditions other than dishonorable by means of an honorable or
under honorable conditions (general) discharge.
b. Was a member or former member of the selected reserve.
c. Completed at least one (1) enlistment as a member of the selected reserve or, in the
case of an officer, completed the initial obligated service as a member of the
selected reserve
d. Was discharged before completion of the person's initial enlistment as a member of
the selected reserve or, in the case of an officer, period of initial obligated service as
a member of the selected reserve, for a disability incurred or aggravated in line of
duty
e. Died while a member of the active component or selected reserve
f. Retired from an active component or selected reserve
g. Has served honorably in one of the Armed Forces of the United States of America
and has a Department of Defense DD214 form. A U.S. citizen who served in the
armed forces of a government allied with the United States in a war also may be
eligible
4. AUTHORIZED PROOF OF SERVICE:
a. DD Form 214 (Active Component or Selected Reserves)
b. NGB Form 22 or NGB Form 55 (National Guardsman)
c. Memorandum Eligibility for Retired Pay (20 Year Letter)
d. Certificate of Honorable Discharge
e. Verification of Eligibility of Burial in National Veterans Cemetery
f. Memorandum, Notification of Eligibility for Retired Pay at Age 60
g. DD Form 2 (Retired Identification Card)
5. PROCESS:
a. Complete the application and submit with payment.
b. Application is reviewed and approved or denied.
c. Memorial plaque is ordered and received.
d. Memorial plaques are scheduled to be positioned.
e. Memorial plaques will be placed within 3 months after order is received and
approved. Due to weather plaques will be placed between the months of May
through October.
6. MEMORIAL GROUNDS:
To assure the memorial is properly maintained and displays sacred honor to those being
memorialized, we maintain the right to enforce rules and remove items from the
memorial.
a. Flowers may be placed on the memorial grounds on the following dates:
a. Immediately after the plaque is placed.
b. Veterans Day
c. Memorial Day
d. July 4th
b. Fresh -cut flowers or artificial flowers made of silk, polyethylene, or similar material
are permitted. However, they will be removed when, in the judgment of the grounds
staff, they are unsightly. If flowers are in a vase, the vase shall be non -breakable
and have a steady base to hold the flowers upright. Shepherds hooks or open
flames are not allowed.
c. Potted plants will not be permitted.
d. Public displays of ten or more people shall require the approval of the City staff prior
to holding the event.
e. Nothing shall be affixed to the memorial wall.
f. Alcohol or drugs are not allowed on the memorial property.
No bicycles or skateboards shall be admitted to the memorial.
No signs or notices or advertisements of any kind shall be allowed in the memorial,
unless placed by the City.
7. MEMORIAL PLAQUE AND PLACEMENT:
a. Memorial plaques shall include the service members Rate/Rank full name, branch of
service, and date of service.
b. It shall be the responsibility of the applicant to assure the information placed on the
plaque is correct.
c. City staff shall determine when and where the plaques shall be placed on the
memorial.
d. The City shall maintain the memorial on a regular basis and will replace damaged
plaques at no cost to the applicant.
e. No touching, scraping, rubbing or spraying of liquids on the memorials or monument
is permitted for any purpose.
8. DONATIONS:
a. Donations will be accepted to properly maintain and/or expand the memorial
gardens.
i. Monetary donations shall be sent to the City of Andover Memorial Fund.
ii. Funds for the memorial shall stay in a specific budgetary line items solely
for the memorial itself.

About the Memorial
Former City Council member Mike Knight had
a desire for many years to honor veterans that
have ties to the city of Andover. He initiated
the naming of Veternas Memorial Boulevard
(formally 152nd Lane NW) back in 2004 and
continued on to see that a memorial would
be constructed.
Granite Memorial Plaques
Memorial engravings are the perfect
opportunity to individually recognize the
contributions of those who have served in
the military for our country. Bea partof
the memorial by having your name (or a
veteran of your choice*) engraved in a
granite plaque. Plaques are $300 each.
*Veterans must meet eligibility requirements

2021-2025 CIP Development Equipment Discussion
May 19, 2020
INTRODUCTION
Late March, Administration/Finance distributed baseline worksheets to Department Heads for the
2021-2025 CIP kick-off. Subsequent discussion centered on the 2021-2025 CIP development, the
need of other committees (Vehicle/Equipment Purchasing & Facility Management Committees)
and commissions (Parks and Recreation & Community Center Advisory) to start their work and
to work toward a "draft" proposed 2021-2025 CIP to present to the City Council.
DISCUSSION
Throughout the summer a significant amount of time will be spent on evaluating utility
infrastructure, transportation improvements, building maintenance, equipment and park and
recreation needs. Each of these items will be supported by a detailed fund balance analysis of
funding sources (based on various assumptions and estimates) that will be presented to the Council
for review at future workshops.
At this time, the Staff would like to have a brief discussion with the Council to determine
Council's priorities for a 2021-2025 CIP. It is anticipated that interactive reviews will be
done at future workshop meetings, but the focus during those reviews will be on new proiects
and outstanding questions on previously proposed proiects where staff may need ongoing
Council direction (such as State Aid Routes Reconstruction, Mill & Overlay projects Trial
improvements & maior building/expansion proiects).
Attached is a spreadsheet identifying the "requested" 2021-2025 Capital Improvement Plan

SUBJECT: Discussion: ACC — Walking Track

After discussions with the ACC Advisory Commission, ACC Staff, and some members of the
community I have laid out the recommendation for the track space. We would propose to run with
these recommendations for the first fall/winter to get a good understanding on what works and
what needs to be reevaluated.
FEES:
There would be no charge to use the track. We cannot find many indoor tracks that are charging
fees unless you are walking at a Community Center/YMCA or like facility that charges a monthly
membership fee, which then includes the use of a track.
CHECK-IN:
We are working with our facility management software company to have a check-in system in
place. This would simply be a tablet where you enter your phone and your "walking membership"
would pop up and check you in. No staff involvement once a member, which they can sign up for
on their own time at home or we can assist here at ACC.
HOURS:
We would post hours for September - April from 6:30am — 9:00pm. Summer hours would need to
change depending on facility closing time, morning could stay the same.
USE:
After lots of discussions, review, research, phone calls we feel its 100% best to start with no
specific rules related to use. Being up on the track level it is a good size space, plenty wide for
lots of different use. We would set expectations and some rules to keep everyone safe and
informed. What this means is walking, running, strollers, viewing events below is all ok. The ACC
Staff would monitor the activities, including comments from our user customers and develop
improvements based upon real time usage.
USE/HOURS:
We can look at a monthly calendar and create specific times for running, seniors, strollers, etc... A
couple days a week for a couple hours at a time if needed, maybe down the road once we see
how the first few months go and get a feel for the track use.
I understand having free or discounted facility programs/spaces available to the residents of
Andover is important to you. Not charging a fee for the walking track helps that directive but to be
clear we would not charge anyone a fee. The operational cost to staff someone at the track level
daily for 14 hours and sort out those that are residents and non-residents would quickly eat up any
revenue that was brought in if non-residents are charged a small fee. If we get into a situation
where the track is too busy, we can look at resident only scheduled times to ensure they are taking
care of first. Again, I would like to let things play out for the first winter and adjust as needed, very
similar to the way the field house operation was handled 15 years ago when that space opened.
