Note: Some or all members of the Andover Park and Recreation Commission may
participate in the May 7, 2020 Park and Recreation Commission meeting by
telephone or video conference rather than by being personally present at
the Park and Recreation Commission regular meeting place at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, MN 55304. Members of
the public can physically attend, although there is very limited seating in
the City Council Chambers as appropriate social distancing will be done by
the Commission and visitors.

INTRODUCTION
The Park and Recreation Commission is requested to reconsider the location of the security
light at Strootman Park.
DISCUSSION
Commissioner Strombeck contact Chairman Lindahl about reconsidering the location that
was approved by the Park and Recreation Commission at the meeting on April 16, 2020.
The location of the light that was approved would be installed at the small gravel parking lot
on the north side and will be closer to the electrical source. The previous light location that
was considered was located near the trail access which provides access to the Rum River.
ACTION REQUESTED
The Park and Recreation Commission is requested to reconsider the location of the security
light at Strootman Park.

Subject: 6. Update on Paving North Parking Lot/Prairie Knoll Park/20-18

INTRODUCTION
This item is an update on the paving of the north parking lot at Prairie Knoll Park, 20-18.
DISCUSSION
Staff will provide an update on the City Council decision on paving the north parking as
recommended by the Park and Recreation Commission. The City Council will be discussing
this on Tuesday, May 5, 2020.
As far as security lighting plan, staff will discuss potential locations at this meeting. Once
the lighting locations are identified by the Commission, staff will contact Connexus Energy
to prepare the final layout along with providing cost of the lights. Once staff receives an
estimated cost, staff will bring the item back for consideration at a future meeting.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the Concept Plans and provide
a recommendation on the preferred concept plan to the City Council.

Subject: 7. Consider Removal of Existing Picnic Shelter/Timber River Park

INTRODUCTION
The Park and Recreation Commission is requested to consider removing the existing south
picnic shelter at Timber River Park.
DISCUSSION
There are currently 2 shelters at this park. One of the shelters (south shelter) needs new
shingles and soffits. The other shelter is in pretty good shape except for a few shingles that
are missing. Attached is a recent picture of the shelter that needs new shingles and soffits.
Based on a discussion with the Park and Recreation Commission a couple years ago, as part
of the preparation of the 2017 Existing and Future Park Facilities Chart, it was determined
that if this shelter deteriorated to point beyond repair or had a higher replacement cost that
this shelter would be removed and not replaced. With no associations using this field the
past few years and the limited use it receives from the general public, it is staffs
recommendation to remove the south shelter.
If recommended for removal, this will be forwarded to the City Council for their
consideration.
ACTION REQUESTED
The Park and Recreation Commission is requested to recommend approval of removing the
existing south shelter

UPDATE OFANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Strombeck.
The contractor has been working on the interior part of the building for both the rink/multi sports area and
gymnasium. Some of the outside work such landscaping has started.
COMPLETED PROJECTS —
ON -GOING PROJECTS -
• _Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda in
July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on
the agenda in July.
• Strootman Park — The playground equipment has been delivered. Installation will be done
sometime this spring by Public Works after Hidden Creek North Park is completed. Security light
discussion for the south parking lot is on the agenda for reconsideration.
• Hidden Creek North Park — The playground equipment has been delivered and will be installed
by next Thursday's meeting. The Parks Maintenance Department will finish up placing the wood
chips for the fall zones shortly after the equipment has been installed.
• Prairie Knoll Park Plan — Item is on the agenda.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• ASN Ball Field Lighting Improvement — The footings and poles have been installed. The
contractor has been performing some of the interior work in the electrical room of the ASN
Building. The underground conduits have been installed and wiring of the system is currently
being worked on. The field lighting will be up and running by June 8th so the associations can use
the field.
• Kelsey Round Lake Park (Outdoor Recreation Grant) — The contractor (North Valley, Inc.) be
starting grading work within the next few days. Tree clearing has been completed. The project will
be completed sometime this summer.
• ASN Trail -- The contractor (North Valley, Inc.) will be starting work within the next few days.
Tree clearing has been completed. The project will be completed sometime this summer.
• Hills of Bunker Lake West Park Trail Reconstruction -- The contractor (North Valley, Inc.)
will begin work July 13th after the baseball season is over and will be completed late summer or
the fall of 2020. Tree clearing has already been completed.
• Update of Pedestrian Trails:
Trails that are planned to be reconstructed when maintenance funding becomes available over the
next couple years are as follows:
❖ 2021 -- Kelsey Round Lake Park Trail
❖ 2022 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
The Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to
the east side of the railroad tracks will evaluated in 2020. Possible construction 2022 or beyond.
• _Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2020.

recommends the Commission continue reviewing the City Council meeting minutes that you

• Completed trash and recycling service for all parks and trails.
• Continued picking up litter in parks and along trails.
• Completed pouring concrete border at Hidden Creek North playground area.
• Continued the preparation for installation of new playgrounds at Hidden Creek North and Strootman Parks.
• Started working on the installation of new irrigation at new Public Works building.
• Continued preparing irrigation systems for Spring startup.
• Set up the Public Works' Parks area with a microwave and refrigerators for staff to use separately for
distancing from other departments.
• Continued repairing winter plow damage.

• Installed pet waste and leash signs at Kelsey Round Lake Park.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2021-2025 Park
Playground Equipment Replacement Plan that is being recommended by staff.
DISCUSSION
The target date for the Parks Maintenance Department to submit the draft 2020-2024 CIP
Playground Equipment Replacement Plan is June 5th. Listed below is the existing playground
equipment that will be recommended for replacement over the next 5 years which may also
include improvements to the fall zones.
2021— Sunshine Park (2-5 year old), Hawkridge Park and Woodland Meadows Park (proposed
budget impact is $100,000)
2022 — Prairie Knoll Park and Rose Park (proposed budget impact is $100,000)
2023 — Wild Iris Park and Hills of Bunker Lake West Park (proposed budget impact is $100,000)
2024 — Hidden Creek East Park, Oakview Park and Shady Knoll Park (staff is recommending
increasing the proposed budget impact to $150,000)
2025 — Woodland Estates Park, Creekview Crossing Park and Ok Bluff Park (staff is
recommending increasing the proposed budget impact to $150,000)
The playground equipment identified can be moved up or down a year depending on the
condition of the equipment, ADA requirements, entrapments, fall zones and handicapped
accessibility.
BUDGET IMPACT
The budget impact for replacement/repair of various playground equipment is proposed at
$100,000 for each of the next 3 years, then $150,000 moving forward (years 2024 & 2025).
ACTION REQUIRED
If there are no further comments, Parks Maintenance Department will forward this to the City
Council for consideration as part of the CIP. No action is necessary by the Park and Recreation
Commission.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2021-2025 Park Capital
Improvement Plan (CIP).
DISCUSSION
The target date for draft CIP is June 5th. Attached is a revised projected fund balance sheet that was
prepared recently by the Finance Department for your use based on comments from the last Park and
Recreation Commission workshop meeting (April 16, 2020) to pave the north parking lot in 2020 if
approved by City Council. Also based on discussion from the last meeting, Pine Hills North parking lot
improvements are identified in 2021. This projected fund balance does include a portion of the
$1,000,000 that was recommended by the Commission which would be used towards the proposed
construction of the Community Center Expansion.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2021-2025 Trail
Reconstruction Improvement Projects that are being considered by staff for the Capital Improvement Plan
(CIP) that will require approval from City Council.
DISCUSSION
As the trail system ages and deteriorates, reconstruction of segments becomes necessary to maintain a
high -quality trail system. Below are the projects that were identified in the 2020-2024 CIP that needs to
be reconstructed to maintain the level of service expected on the trail system by residents.
2021-- Kelsey Round Lake Park ($320,000)
2022— Tom Anderson Trail (Hanson Blvd to Bunker Lake Blvd) ($370,000)
2023 -2025 — No projects as of yet have been identified. Projects are based on annual condition
inspections.
BUDGETIMPACT
The funding for the trails/sidewalk reconstruction improvements will be from the general fund.
ACTION REQUIRED
If there are no further comments, Parks Maintenance Department will forward this to the City
Council for consideration as part of the CIP. No action is necessary by the Park and Recreation
Commission.

This item was discussed at the last meeting on April 16, 2020. The target date for draft CIP is Friday,
June 5th. Below are the projects that have not been constructed as identified in the 2021-2024 CIP for the
Park and Recreation Commission to consider along with potential new trail projects in 2025:

8 ft Bituminous trail along Crosstown Blvd from Railroad Tracks to 157`' Avenue NW.
8 ft Bituminous trail along Crosstown Blvd from 157th Avenue NW to 1591h Avenue NW

8 ft Bituminous trail along Station Parkway from Thrush Street NW to Partridge Circle
NW (west leg)
8 ft Bituminous trail along Station Parkway from Partridge Circle NW (east leg) to

8 ft Bituminous trail along Verdin Street NW from 161" Avenue NW to 163`d Lane NW

• (New potential trail segment) 8 ft Bituminous trail along Coon Creek from Prairie Road
going east to the existing trail in the Shadowbrook development. This project would most
likely be eligible for MN DNR funding. Note: This section is identified as Segment 4 on
the attached Trail Map
• (New potential trail segment) 8 ft Bituminous trail from the Winslow Cove
development to the east side of the railroad tracks where there will be the potential of
urban development which will require an underpass under the tracks. Note: This section
is identified as Segment 5 on the attached Trail Map
The funding for the trails/sidewalk improvements have been using a combination of DNR Grants, general
funds and trail funds that have been received from new developments. As of right now funding of
improvements above for the 2021-2025 CIP identifies utilizing trail funds collected from new
developments and/or funds that come from the General Fund.
BUDGETIMPACT
The City Council will determine how each of the proposed trail improvements will be funded.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the 2021-2025 Trail Capital
Improvement Plan to the City Council.
