Members of the public can physically attend, although there is very limited seating in the City Council Chambers as appropriate social distancing will be done by the Commission and visitors. PARKAND RECREATION COMMISSION MEETING —MARCH 5, 2020 MINUTES The Regular Bi -Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on March 5, 2020, 7:00 p.m., at the Andover City Hall, 1885 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Ted Butler, Angela Marinello, Kathy McElhose, Mark Miskowiec, Dawn Perra and Jake Widmyer Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR 2020 Motion by Butler, seconded by Miskowiec, to nominate Jim Lindahl as Chair of the Parks and Recreation Commission. Motion carried on a 7 -ayes, 0 -nays vote. Motion by Pena, seconded by Marinello, to nominate Ted Butler as Vice Chair of the Parks and Recreation Commission. Motion carried on a 7 -ayes, 0 -nays vote. APPOINT REPRESENTATIVE TO ANDOVER COMMUNITY CENTER ADVISORY COMMITTEE Motion by Lindahl, seconded by Miskowiec, to nominate Ted Butler as the Commission's Representative to the Andover Community Center Advisory Committee. Motion carried on a 7 -ayes, 0 -nays vote. RESIDENT FORUM No one appeared to address the Commission. APPROVAL OF MINUTES Motion by Butler, seconded by Miskowiec to approve the January 16, 2020 Park Commission minutes as presented. Motion carried on a 6 -ayes, 0 -nays, 1 -present (Perra) vote. Regular Andover Park & Recreation Commission Meeting Minutes — March 5, 2020 Page 2 APPROVAL OF THE AGENDA Motion by Widmyer seconded by Marinello, to approve the Agenda as presented. Motion carried on a 7 -ayes, 0 -nays vote. UPDATE OFNORTH METRO SOCCER ASSOCL4TIONMERGER WITH THREE RIVERS SOCCER ASSOCL4TION Chair Lindahl stated he spoke to a representative of the North Metro Soccer Association. He informed the representative that the merger will reduce the percentage of Andover residents in their association and may impact the way the fields are allocated. Chair Lindahl stated the issue of field allocation will come up at a future meeting. Chris Randall, newly elected President of North Metro Soccer Association, came forward and stated the two associations voted to merge effective May 1, 2020. The new soccer association (Boreal Futbol Club) will allow for a more competitive organization with a wider variety of levels. Commissioner Miskowiec asked how many players each association has. Mr. Randall stated North Metro Soccer Association has about 700 and Three Rivers has about 1000. Commissioner Butler asked why soccer associations are operated so differently than other sports organizations. Mr. Randall replied the soccer associations feed the high schools. Tony Brown stated soccer does not have designated boundaries and by having a competitive youth soccer program, players may stay in the area. Commissioner Widmyer asked if the new association will need more fields. Mr. Randall stated there will not be less demand and the goal is to expand the number of players served. Mr. Tony Brown, Vice President of North Metro Soccer Association, stated field use has gone down because they have lost kids to more competitive organizations. Commissioner McElhose congratulated the associations on the merger and stated her support for soccer. Mr. Randall stated Andover fields are high quality and well taken care of. Assistant Public Works Director Haas stated North Metro Soccer Association has not met the 51 % Guideline requirement threshold in the past few years, but they have worked with lacrosse and football to balance use of the fields. Mr. Haas stated the association has been respectful of the fields. REVIEW CONCEPT PLANS AND COST ESTIMATESITRAIRIE KNOLL PARK/20- 18 Assistant Public Works Director Haas stated the City Council authorized WSB to prepare concept plans for Prairie Knoll Park. Mr. Haas reviewed the two concept proposals for Prairie Knoll. Concept one will cost approximately $574,000. Concept two is Regular Andover Park & Recreation Commission Meeting Minutes — March S, 2020 Page 3 approximately $1 million. Mr. Haas stated the concept plans are an idea for the overall development of the park. Mr. Haas stated the Commission is asked to make a decision on a recommendation at the March 26 meeting. Commissioner Miskowiec stated the goal was to eliminate the north parking lot and he can't justify the cost of moving the fields. Commissioner Pena stated the point of eliminating the north lot was because people don't use it because it is a long walk to the fields. Chair Lindahl stated he has not received feedback about a need for outdoor pickleball courts. Commissioner Butler stated he has spoken to several players who would like to see outdoor courts. Chair Lindahl stated there are better locations for pickleball courts, such as the Community Center complex. Mr. Haas asked the Commission to review the concepts and email questions if they have any before the next meeting. CONSIDER STREET LIGHTING COSTISTROOTMANPARK120-12 Assistant Public Works Director Haas reviewed the location of the proposed security lighting for Strootman Park. Mr. Haas stated the cost came in higher than anticipated and asked the Commission if they still wanted to move forward. Chair Lindahl asked to move the location 100 feet closer to the parking lot to save costs. Mr. Haas stated the light could be moved, however, staff felt that the proposed location was best for security purposes. Mr. Haas stated the cost for the light comes out of the 2020 Miscellaneous Items Park Improvement Fund. Commissioner Butler asked if the cost could come out of the playground fund. Mr. Haas stated the Commission has worked hard to increase the playground replacement fund and it isn't wise to take a security light out of that account. Chair Lindahl asked Mr. Haas to move the location of the light, update the quote, and research other funding sources. RESCHEDULE PARKAND RECREA TION COMMISSION MEETING Motion by Widmyer, seconded by Perra, to move the March 19 Park and Recreation Commission meeting to March 26. Motion carried on a 7 -ayes, 0 -nays vote. REVIEW OUTSTANDING ITEMS Andover Community Center Advisory Board - Commissioner Butler stated the Community Center has been busy with activity in addition to construction. He updated the Commission on the status of the expansion. Regular Andover Park & Recreation Commission Meeting Minutes — March 51 2020 Page 4 2. Items of Interest - Mr. Haas updated the Commission regarding on-going items such as playground equipment, ASN ballfield lighting, trail bids, and park construction updates. Mr. Haas stated he will bring an updated budget report to the April meeting. 3. Parks Maintenance Update — Mr. Haas presented the staff report to the Commission. CHAIR'S REPORT None. Consider 2020 Spring/Summer Softball/Baseball Schedule DATE: April 16, 2020 INTRODUCTION This item is in regard to consider approval of the 2020 spring/summer softball/baseball schedule. DISCUSSION Attached for your review is the proposed 2020 softball/baseball schedule. The City has received three (3) applications for use of the fields for the upcoming season from the Andover Athletic Association (AAA), Andover Baseball Association (ABA), and Legacy Christian Academy (LCA has now canceled their spring season). At this point, it is our understanding that AAA has met with ABA to work out the details. Consider New Association-Organization/CR United Soccer Club DATE: April 16, 2020 INTRODUCTION The Park and Recreation Commission is requested to consider CR United Soccer Club as a qualifying association under the Guidelines for Field Usage by Youth Athletic Associations. The Guidelines that have been adopted by the City Council. are attached for your review. DISCUSSION The City has received an Application for Scheduled Use of Recreational Facilities from the CR United Soccer Club organization. Since CR United Soccer Club would like to use City fields for the upcoming season, the Park and Recreation Commission will need to review the information/documentation provided and determine if they are a qualified association. Staff has reviewed the applicant's information provided regarding the Procedures (Item 2) referenced in the Guidelines for Field Usage by Youth Athletic Associations. The requirements, CR United Soccer response and City staff's review and response is as follows: 2.1.1- The program shall be targeted to have a minimum of 51% participation from Andover residents based on the previous year participation in that association. This would be the first year of CR United Soccer Club is requesting the use of Andover fields. Based on their application, 30% of the participants from the organization are Andover residents. City Staff's Review and Response: Based on the participants from 2019 per the application, 233 out of 783 players were Andover residents. Therefore, this does not meet the intent of the Guidelines for Field Usage by Youth Athletic Associations. 2.1.2 — Democratic procedures and elections that ensure input from the residents regarding the program and policies. CR United Soccer Club has indicated in their March 13, 2020 letter to the City that the by-laws are in place that outlines the club's policies and procedures. They also indicated that they have monthly meetings. City Staffs Review and Response: In reviewing the By-laws, there is language that identifies the democratic procedures and elections. Therefore, this does meet the intent of the Guidelines for Field Usage by Youth Athletic Associations. © 0 2.1.3 - All associations must provide verification that they have 501c(3) or equivalent non-profit status with the State of Minnesota. As indicated in their March 9, 2020 e-mail letter to the City that they do have 501 c(3) status. A copy has been provided to the City. City Staffs Review and Response: CR United Soccer Club has provided the necessary document to the Cityfrom the State of Minnesota indicating that they are a 501c(3) organization. Therefore, this does meet the intent of the Guidelines for Field Usage by Youth Athletic Associations. 2.1.4 - Certificate of insurance, which also names the City of Andover as "Additional Insured". The applicant has provided the required insurance certificate. City Staffs Review and Response: The provided insurance certificate does list the City of the same insurance coverage as the Named Insured. The provided insurance policy does meet the intent of the Guidelines for Field Usage by Youth Athletic Associations. 2.1.5 - Established grievance procedures, as outlined by association by-laws. CR United Soccer Club in their March 13, 2020 letter indicated they do not have no written grievance procedures. Their intention is to establish grievance procedure to the clubs By-laws at the next annual meeting this fall. City Staffs Review and Response: Since a written and approved grievance procedures have not been adopted in the By-laws, this does not meet the intent of the Guidelines for Field Usage by Youth Athletic Associations. 2.1.6 - Duplication of sport offering by associations is not encouraged. CR United Soccer Club has provided a letter dated March 13, 2020 letter which provides information about their soccer club. City Staffs Review and Response: CR United Soccer Club has a traveling and rec program. The City of Andover currently has an association that offers traveling and rec soccer. Therefore, the Park and Recreation Commission will need to determine if this is a duplication of sport offering or not. Summary of the Guidelines - Based on the information available at this time, it appears CR United Soccer Club currently meets 3 out of 6 requirements of the Guidelines for Field Usage by Youth Athletic Associations. Item 2.1.6 will need discussion to determine if that section meets the Guidelines. History: The current associations (ABA, AAA, NMSA, AALA and AFA) were established prior to the City adopting the Guidelines for Use of City Facilities so they are recognized by the City. Since the Guidelines were established, there has been only 1 team/organization from a couple years ago that requested to be recognized as an organization. The Park and Recreation Commission determined that this organization did not meet the Guidelines and were not able to schedule games or practices on City facilities. The City staff did contact this team after the Park and Recreation Commission made their determination that if fields became available from ABA, those fields were offered to that team. If the Park and Recreation Commission determines that this organization does not meet Guidelines, the Commission could offer fields that are available after NMSA and AALA determine the fields they need for the upcoming season. As of right L LIWI now, Hidden Creek North, Oak Bluff and Timber Trails fields are available for use by other associations/organizations which can be discussed under Item 8 (scheduling) on the agenda. ACTION REQUIRED Based on the information provided and City staff review, the Park and Recreation Commission is requested to consider whether or not the CR United is a qualifying association under the Guidelines for Field Usage by Youth Athletic Associations that have been adopted by the City of Andover. Given this is our first time we are requesting fields from your city I would like to give you some information about our soccer club. CR United Soccer Club is a community-based, non-profit soccer organization. Our clubs objectives include promoting the sport of soccer and providing a safe and healthy atmosphere for our members to participate in organized competition. We also try to ensure that our members develop the proper skills and sportsmanship. Currently the trend in youth soccer nationwide is to increase fees to play dramatically. It is commonly referred to as the Pay to Play concept. We pride ourselves in keeping our fees low which allows many more children the opportunity to play soccer with the club. We also frequently give scholarships to families in need who are not able to pay our fees. CR United is based out of Coon Rapids but we serve players and families from many neighboring cities. The number of Andover residents in our club have increased dramatically the last two years. We hope and anticipate that this trend will continue into the future. Our primary complex that we play games at is near Highway 10 and Hanson Boulevard in Coon Rapids. We area sanctioned member of the Minnesota Youth Soccer Association (MYSA), and we offer soccer programs for boys and girls ages 4 through 19. We offer competitive soccer, recreational soccer and summer training camps. A majority of our coaches are made up of parents and community members. This helps keep our clubs costs down. Our director of player development and coaching is Todd Dusosky. Todd Graduated from Anoka High School in 1994 and went onto play professional soccer for the Cleveland Crunch, Minnesota Thunder and the Milwaukee Wave. Todd also was the member of numerous National Futsal teams. One of the teams qualified for the World Cup. With Todd's guidance our parent and community member coaches are in good hands. In accordance with your guidelines I am responding to your required documentation. 2.1.1. I have attached a copy of our completed notarized application. As you see our number of Andover residents participating in our programs increased from last year to this year. Also numerous members of our Board of Directors are Andover residents. We hope and anticipate that the number of Andover residents in our club will continue to increase in the future. Our participation last year was 233 of 783 which was about 30% of our participants. . 2.1.2. Our clubs Bylaws address the democratic procedures and rules regarding election for our board Positions. Our intention is at the clubs next annual meeting this fall that we will adding the Grievance policy to the clubs bylaws. The annual meeting is when changes to our clubs bylaws can occur. Our proposed policy is as follows. CR United Proposed Grievance Procedures A: Player or fntily grievance against coach or team 1. Family should contact head coach with the concern they have to hopefully have tire concern resolved. 2. If the concern is stilt unresolved the player should contact the appropriate director which hopefully will result in resolution. The competitive teams should contact the Competitive Director and the recreational teams should contact the Recreational Director. 3. If things are still unresolved the family should contact the Director of Coaching to hopefully find resolution. 4. If resolution is not found in the previous steps the board's executive committee will meet and make the final decision on the situation. B: Grievance against a board member or club in general 1. Concern should be brought to the appropriate board member to try to resolve. 2. If the board member isnotableto resolve the concern, the concern should be brought to the attention of the President or Vice President of the club. Our competitive director Fred Guenther has been in contact with North Metro's Vice President Tony Brown regarding the possible field usage. They were in support of CR United using some of the fields and are willing to figure out the best options for both organizations. One significant difference between the two clubs is CR United has attempted to keep our fees as low as possible to allow children that might not be able to afford to play for other clubs because of the high cost an opportunity to play. Consider 2020 Spring/Summer Soccer/Lacrosse Schedule DATE: April 16, 2020 INTRODUCTION This item is in regard to consider approval of the 2020 spring/summer soccer/lacrosse schedule. DISCUSSION Attached for your review are the proposed fields that will be available for 2020 soccer/lacrosse season. The City has received applications for use of the fields from the following groups: Note: Copies of the By -Laws, 501C3 Status, Certificate of Insurance and Grievance Procedures for NMSA, AALA, and CRUS are available from City staff if you would like to review them or you can visit their websites for that information. NMSA and AALA have submitted the list of fields they would like to have for the upcoming spring - summer schedule (see attached). There will be one field that both organizations will be sharing throughout the season (Sunshine Park fields #3). The YMCA is identified on the schedule to use the field south of the City Hall Water Tower on Monday and Wednesday nights from June 81" thru August 811. CR United Soccer is not included on the schedule until the Park and Recreation Commission has determined whether or not they are recognized as a City of Andover youth athletic association. Date: April 16, 2020 INTRODUCTION This item is in regard to reviewing 2 concept plans and cost estimates for Prairie Knoll Park, 20-18. DISCUSSION Two concept plans were presented at the March 5, 2020 Park and Recreation Commission meeting for preliminary review. At that meeting staff requested the Commission review the concept drawings and provide a recommended concept (or a combination between the two concepts) to the City Council. City staff had a conference call with the Andover Football Association (AFA) president to go over the concepts and cost estimates. Attached is an e- mail from Jason Strasser, AFA President, that addresses the options and potential funding assistances which was discussed recently by the AFA Board. Staff has indicated to Mr. Strasser that a member of AFA is encouraged to attend the meeting to address the Commission about the concepts and potential funding of the project. Concept Plan 1 total estimated cost of the improvements is $573,903 and Concept Plan 2 is $1,032,336. ACTION REQUESTED The Park and Recreation Commission is requested to review the Concept Plans and provide a recommendation on the preferred concept plan to the City Council. Problem statement: Parking is inadequate to host multiple games, with a emphasis on games after dark. Potential solution: Increased properly lighted parking spaces The city has generated two sketches, AFA prefers sketch B layout. This option is to reconfigure the park by moving the west field north. Then increasing the south parking lot, where most park users arrive. Phase I Move the field north per sketch B -Move parking lot to south, as part of phase the south lot would not be paved. The parking lot section would be 'gated' by being chained off, Associations would be responsible to secure the lot after use. -Move lights -move irrigation -replace existing path, no additions Phase II -Pave the lots per Plan B -Replace playground? Phase III -Build shelter -extend paths -improve basketball court Funding: The AFA board has discussed funding. We discussed as much as $200K if a one-time project (one lump sum). I this project is done in multiple phases over a number of years, AFA could potentially do more. For example $75K per year for 3 years. Which may include improvements to the current building that are not listed in the current plan. Under the shelter in place COVID-19 order AFA is not currently operating charitable gambling. AFA is continuing to pay our employees, and we don't know when the shelter in place order will end. During this uneasy time making a firm commitment to dollars is not feasible. DISCUSSION Based on input from the Park and Recreation Commission at the last meeting on March 5, 2020, staff contacted Connexus Energy to look at relocating of the security light to the north side of the parking lot which is closer to the electrical source. Based on the new location of the security light, the new cost is $8,879.00. Attached is a drawing identifying the new location of the light which would be installed at the small gravel parking lot on the north side and will be closer to the electrical source. As indicated at the last meeting, the previous cost of the security light near the trail access which provides access to the Rum River was $9794.50. BUDGETIMPACT If the Commission would like to continue moving forward, the cost of the security light would be funded from the 2020 park improvement miscellaneous fund. The deputy arrived and found the car. DISCUSSION The target date for the Parks Maintenance Department to submit the draft 2020-2024 CIP Playground Equipment Replacement Plan is June 5th. Listed below is the existing playground equipment that will be recommended for replacement over the next 5 years which may also include improvements to the fall zones. 2021— Sunshine Park (2-5 year old), Hawkridge Park and Woodland Meadows Park (proposed budget impact is $100,000) 2022 — Prairie Knoll Park and Rose Park (proposed budget impact is $100,000) 2023 — Wild Iris Park and Hills of Bunker Lake West Park (proposed budget impact is $100,000) 2024 — Hidden Creek East Park, Oakview Park and Shady Knoll Park (staff is recommending increasing the proposed budget impact to $150,000) 2025 — Woodland Estates Park, Creekview Crossing Park and Ok Bluff Park (staff is recommending increasing the proposed budget impact to $150,000) The playground equipment identified can be moved up or down a year depending on the condition of the equipment, ADA requirements, entrapments, fall zones and handicapped accessibility. This projected fund balance does include a portion of the $1,000,000 that was recommended by the Commission which would be used towards the proposed construction of the Community Center Expansion. 2021 • Prairie Knoll Park Parking lot with curb - $170,000 • Annual Misc. The one project anticipated is as follows: • Prairie Knoll Park (new) -- $170,000 (estimate) This project consists of paving the north parking lot. There are a couple options on how to layout the parking lot. This item is the agenda for discussion to determine which concept will work the best. There is one (1) project that was recommended to the City Council as part of the CIP last year but was removed from the 2020-2024 CIP. The Park and Recreation Commission may want to consider including back into the 2021-2025 CIP • Pine Hills North/Parking lot with curb - $120,000 Note: Total estimated cost for the improvement is $400,000. It is proposed that $280,000 would be funded from the Capital Equipment Reserve. If the Commission is interested in knowing the planned improvements for all the parks, please review the most current spreadsheet that is in the Information Packet that is updated every year. BUDGETIMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. DISCUSSION It is that time of the year to begin discussing the 2021-2025 Trail CIP. The target date for draft CIP is Friday, June 5th. Attached are the following items for your review: • 2021-2024 New Pedestrian Trail and Sidewalk Segments with descriptions from the existing CIP along with location maps (these attachments do not include projects that will be completed in 2020). • 2022 Construction of a railroad underpass trail from the west side (Winslow Cove development) To the east side of the railroad tracks where there will be the potential of urban development. Description and Location map is attached. Note: The City will be hiring a consulting engineering firm to determine if the construction is feasible. • Fi¢ure 11 (Proposed Regional Trails Plan) from Chapter 7 of the City of Andover Transportation Plan identifies where the existing and proposed Regional Trails are located. The funding for the trails/sidewalk improvements have been using a combination of DNR Grants, general funds and trail funds that have been received from new developments. As of right now funding of improvements for the 2020-2024 CIP identifies utilizing trail funds collected from new developments or funds that come from the General Fund. Staff will provide a larger wall map of the trails system at the meeting. BUDGETIMPACT The City Council will determine how each of the proposed trail improvements will be funded.
