DISCUSSION Attached is information about the merger from the NMSA website which will have a new name called Boreal Futbol Club. A representative from NMSA will be at the meeting to discuss the merger and answer any questions the Park and Recreation Commission may have. This exciting new journey will begin Fall 2020. BOREAL FC will operate a comprehensive competitive program as well as two community -based recreational programs. Youth soccer in the midwest is adapting to the ever -changing soccer landscape and BOREAL FC will have a stronger base for player development and the competitive capacity to provide the very best for families at every level. BOREAL will have the opportunity to invest in families across both communities by combining and expanding its vast coaching staff. Review Concept Plans and Costs Estimates/ Prairie Knoll Park/20-18 Date: March 5, 2020 INTRODUCTION This item is in regards to reviewing 2 concept plans and cost estimates for Prairie Knoll Park, 20-18. DISCUSSION Two concept plans have been prepared by WSB (consultant hired by the City to prepare the concepts) that were reviewed by staff for your review. Concept Plan 1 shifts the west field further north from its present location. The south parking lot would be expanded to allow for additional parking stalls from 89 stalls to 124 total stalls. The north parking stall has been reconfigured with a total of 94 total stalls when paved. Overall the proposed site total is 218 parking stalls which is an additional 12 stalls from the current configuration. This concept plan allows the practice field to stay in existence but at a smaller scale. The plan also includes expanding the trail system around the perimeter of the fields and to the east parking lot. Total estimated cost of the improvements is $573,903. Concept Plan 2 has been designed to accommodate additional amenities such as expanding the existing building, construction of a new basketball court, remove the existing asphalt surface in the hockey rink area with a new concrete surface with the potential to have pickleball courts available during the summer months, and a bench seating area along one of the trail segments. This plan also includes expanding the trail system around the perimeter of the fields and a trail segment to the east parking lot. There are currently 204 existing parking stalls and with this concept there would be 203 stalls. Total cost of the improvements is $1,032,336. ACTION REQUESTED The Park and Recreation Commission is requested next couple weeks for discussion at the March 26, meeting. From the discussion at that meeting a rec Council. Consider Street Lighting Cost/Strootman Park Improvements/20-12 Date: March 5, 2020 INTRODUCTION The Park and Recreation Commission is requested to consider the street lighting cost at Strootman Park. DISCUSSION Staff has received the cost of $9794.50 from Connexus Energy to install a security light at Strootman Park. Attached is a drawing identifying the location of the light which will be installed at the small gravel parking lot near the trail access entrance point to the Rum River. Since the cost from Connexus Energy is higher than originally estimated, the Park and Recreation Commission will need to determine if they would like to still move forward with installing the security light. BUDGET IMPACT If the Commission would like to continue moving forward, the cost of the security light would be funded from the 2020 park improvement miscellaneous fund. ACTION REQUESTED The Park and Recreation Commission is requested to consider the streetlight cost at Strootman Park. Respectfully submitted, Todd J. The Commission discussed the half basketball court and whether it would get used enough to justify the cost. The Commission reached a consensus that a half basketball court was not cost-effective for this park. The Commission discussed options for the swing set, weighing costs, additions, and replacement. The consensus of the Commission was to replace the existing structure with a similar structure installing two regular swings and ADA bucket swings. The Commission discussed additional options for the park and came to a consensus to replace the spring rides, install a security light and make the park ADA compliant. Chair Lindahl summarized the Commission's recommendation to City Council as follows: replace the swing set with a two -bay set with regular and ADA swings; replace two spring rides; install a security light; install concrete border and new fill; and construct ADA access. Motion by Miskowiec, seconded by Marinello, to recommend to the City Council Replacement and Improvement of Strootman Park with the amenities reached by Commission consensus. Motion carried on a 5-ayes, 0-nays, 2-absent vote (Butler and Widmyer). CONSIDER IMPROVEMENTS TO HIDDEN CREEK NOR TH PARK12 0-13 Mr. Haas identified the location of Hidden Creek North Park and presented options and costs based on discussion from the previous meeting. Mr. Haas stated that staff is recommending the following: replacement of the swing set -with 2 regular and 2 expression swings; replacement of the spring rides; replacement of the playground structure; ADA access to playground; and concrete border and fill. Mr. Haas presented three playground structure options for the Commission to choose from. The Commission discussed the options that staff presented and came to consensus on the following: replace swings with regular and ADA bucket swings; replace the spring rides; replace the playground with the Forest Path proposal; construct ADA access; and install concrete border and new playground fill. Motion by Lindahl, seconded by McElhose, to recommend to the City Council Replacement and Improvement of Hidden Creek North Park with the amenities reached by Commission consensus. Review Outstanding Items/Maintenance Update DATE: March 5, 2020 Issues list as of 02/28/20 UPDATE OFANDOVER COMMUNITY CENTER AD VISOR YBOARD — Commissioner Butler. Community Center expansion (ice rink) on the west side is now under construction. Concrete exterior walls are up and the roof is closed to being completed so the building can be enclosed and interior work can begin. COMPLETED PROJECTS — ON -GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda in April. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda in April. • Strootman Park — The playground equipment has been ordered. Installation will be done sometime this spring by Public Works. • Hidden Creek North Park — The playground equipment has been ordered. Installation will be done sometime this spring by MN-WS Playground. • Prairie Knoll Park Plan — Item is on the agenda as an update. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • ASN Ball Field Lighting Improvement — The bids have been awarded by the City Council. Work is anticipated to start around March 9r' starting with the installation of the concrete foundation so the poles can be set. The underground conduits and wiring will be done once the frost is out of the ground. The field lighting is scheduled to be completed by June 8th so the associations can use the field in low light periods or after dark. • Kelsey Round Lake Park (Outdoor Recreation Grant) — The bid for the new trail on the west side of the park has been received. The contractor will be North Valley, Inc. The bid received was $99,014.05. The engineer's estimate was $129,835.00. The project will begin in the spring and be completed during the summer of 2020. • ASN Trail -- The bid for the new trail has been received. The contractor will be North Valley, Inc. The bid received was $89,035.16. The engineer's estimate was $126,215.00. The project will begin in the spring and be completed during the summer of 2020. • Hills of Bunker Lake West Park Trail Reconstruction -- The bid for the reconstruction of the trail has been received. The contractor will be North Valley, Inc. The bid received was $103,897.71. The engineer's estimate was $121,130.00. The project will begin in July after the baseball season is over and will be completed late summer or the fall of 2020. • Update of Pedestrian Trails: Trails that are planned to be reconstructed when maintenance funding becomes available over the next couple years are as follows: •3 2021 -- Kelsey Round Lake Park Trail ❖ 2022 — Tom Anderson Trail (along Coon Creek east of Hanson Blvd) The Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to the east side of the railroad tracks will evaluated in 2020. Possible construction 2022 or beyond. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2020.
