Boulevard NW, Andover, MN 55304. Members of the public can physically attend, although
there is very limited seating in the City Council Chambers as appropriate social distancing will

Dear Mr. Dickinson,
I am submitting this letter of application to be considered for the City of Andover
open City Council seat that was vacated by Andover City Council member Mike
Knight. Per our phone conversation you asked that it be sent to you with the
enclosed resume.
First and foremost, I want to thank Council Member Mike Knight for his years of
service to the citizens of Andover. His time, talent and treasure has truly been put
to good use. I am sure it was most difficult for him to resign. I wish him health,
happiness and the knowledge that he did a good job toward bringing about the
quality of life that we enjoy in the City of Andover.
In sending this application, I express my sincere desire to serve the citizens of
Andover, and that I am not interested in running for this seat when it comes up for
election in November.
The position of a City Council member carries a great deal of responsibility.
Having been a Mayor for 10 years, serving 30 years in Law Enforcement, last 5
years as Chief Deputy with Anoka County Sheriff and serving on many local,
county and regional boards and commissions, has helped me to understand that
Government is for the people and by the people. I know the importance of
listening to each citizen, Mayor and Council members, boards and commissions
and City staff in making good plans and decisions that impact the quality of life for
us all.

I am writing you to respectfully request your consideration for the appointment to the
temporary open City Council Seat vacated by Mr. Mike Knight. Mr. Knight has dedicated many years to
this community and whomever you choose to take his place will have some large shoes to fill.
My wife and I have had the privilege of raising both of our kids as residents of Andover since
2002. We have enjoyed the family atmosphere of this community and the neighborhood that we call
home. In addition to calling Andover home, I have been involved in our local Senate District BPOU for
quite a few years.
I have served my country in the US Navy and have felt the spirit of service since that time. This
community and our neighbors have given so much to me and my family and now I feel the desire to pay
some of that back.
For your consideration, I have attached a copy of my resume. I have been working for the same
company since moving to Andover. I have been working in the Electrical Field Service and Electrical
Engineering for over 20 years. ' The work has been working with electric utilities to keep their systems
reliable and stable. Over the past few years I have been managing upwards of 44 people, two divisions
in two different regions of the country.
My duties involve preparing and managing multimillion -dollar budgets, managing personnel
issues, allocating resources, capital requests, board meeting presentations, and negotiation of large
contracts with customers and contractors. I have been trusted with building a successful division for a
family owned company.
I appreciate your consideration for this appointment. I hope that my experience and skills will

Andover Mayor and City Council Members,
I wish to be considered to fill the vacancy on the Andover City Council. Presently I am not working full
time and will be able to devote a proper amount of time to the position.
You are discerning what to look for in a candidate and how to determine who will best serve the City,
recognizing that a public official must look to the community as a whole, not using the office for personal
gain. The best candidate will have maintained an honorable, trustworthy reputation and will be able to
network on behalf of their entity.
I'm well known in both Anoka and Andover for my public service.
I honor the courage it takes each of you to do your job and the qualities you possess to do that job. l know
how it feels to be criticized when making public the votes and pronouncements which are not popular in
the room, despite evidence the project is needed to correct serious problems. Despite harsh testimony
from some, l voted for the first sewer and water projects in the City, understanding the engineering plans
and specs and the need to have sanitary sewer and water installed because there were several private
wells infested with coliform bacteria.
I have had to guide conflict.
Andover's new council member will need to know how to work with county and state officials, and
adjoining municipalities, understanding how to harness the machinery of government to solve problems.
I testified before a State Senate Committee on Land Use Planning worked with the League of MN Cities on
specific issues, and communicated with the Metropolitan Council while working on our comprehensive
plan.
I know how to communicate.
There is no substitute for experience. An item under consideration should trigger all tentacles of thought,
not just a singular thread. A good local government official can look back to the past, assess the present
and reach out to the future. I have been told by Council that "You certainly do your homework"
Experience does that It teaches us how to think comprehensively.
I am experienced.

Council members need to know how to supervise and hire staff. Andover began with a staff of 3 and
during my tenure on the Council, we grew it to cover engineering, administrative and advisory for the
benefit of the municipality. Also, in my running of my business of 30 years, I hired, trained and
supervised over 50 people.
I know how to be a good boss.
Social changes require adaptation. I was the first woman to serve on the Andover Planning & Zoning
Commission, the first woman to serve on the City Council, and on my return to city service, was again the
only woman on the Planning & Zoning Commission. As of this January, I am pleased that more women
have been appointed, Gender diversity in government is good.
I believe in equality.
Creativity, a strong spirit, an alert mind and a good memory serve government leaders well. Our earlier
councils had to create and amend ordinances, prepare resolutions and other documents without the
support of the large, competent staff Andover has now. We had to prepare fundamental standards for
roads and built Andover Boulevard with a very small contractual engineering staff who guided us on State
Aid Funding and eminent domain procedures which created that great roadway of vital value. We created
our first Fire Department.
I have a good understanding of law and finance
Crisis requires special skills and viewpoints, Leadership beyond the norm, truthful information to the
citizens and calm, inspiring messages. We had to deal with crippling snowfalls and a threatened
construction considered by the Metropolitan Airports of an extension of the airport in the northern part
of our city. The Rum River flooded and the Council had to assist. I acted with four other council members
to stop the dumping of hazardous waste. (You know all about that because you orchestrated the massive
clean up. Good work!) I had to act to preserve a pioneer cemetery before it was consumed by
development and began to work on controlling the junkyards.
I have good leadership and good public present4on skills.

Dear Mayor Trude and Members of the Council:
It is with great enthusiasm for the future of our community that I submit this letter of interest in filling
the current vacancy on the Andover City Council. By the time you have read this letter and reviewed my
attached resume, I hope you will agree that I have the vision, experience, skills, and passion to serve the
community I call home.
Vision
I have the vision to work for the people of Andover. As a very involved 20 -year resident, I have seen the
community grow, change, and improve over the past two decades. It is a great community that has
both challenges and opportunities on the road ahead, I envision Andover continuing to mature into a
community in which generations of Minnesotans will want to live, work, recreate, raise a family, and
retire. That is, we will mature into a community that future generations will continue to want to call
home. It is our shared responsibility to guide its future development to that end.
Experience
Over my two decades residing in Andover, I have consistently been a leader in community organizations
and within our city s advisory commission structure. As a member, chair, and vice -chair of the Parks &
Recreation Commission since 2007, 1 have played a role in every major park development undertaken by
the city in the past 13 years. I have developed strong relationships with city staff, my fellow
commissioners, and other community leaders along the way. I have used the financial skills developed
through my education and career to work collaboratively to solve financial challenges facing our parks
system going back to the Great Recession of 2008-2009 and also to help maximize opportunities for
improvements to our parks system when we have encountered better economic times.
As the Parks & Recreation Commission representative on the YMCA Community Center Advisory
Commission and its vice chair, I have helped guide the development of our community center to be
operated in a fiscally sustainable manner while meeting community needs and trying to maximize the
reach of the facility to as many community members as possible.
Skills
My educational background in finance and human resources and my career as a finance manager and
administrator at the University of Minnesota have given me the skills to solve both complex financial
challenges and even more importantly to engage challenging people with empathy and respect while
maintaining principles and consistency in compliance with laws, regulations, and policies.
My role managing the operations of a large lab research department with a diverse array of research
areas, administrative functions, and a complex set of funding sources prepares me well for a role with
the city council setting a vision and direction for a city that has a broad set of priorities and
commitments to resident services.
Passion
I give of my time far beyond my roles on formal city commissions, serving as President and Track & Field
Director of Andover Athletic Association, as an umpire, as a coach and volunteer in numerous
associations, and volunteering my time to help non-profit organizations and our schools.
I see our city as a resident, as a commission member, as the president of an athletic association, as a
coach, as a caring neighbor, and as a parent who is committed to making sure all of our kids grow up
knowing that Andover is a great place to call home.
In conclusion, I'd like to add that I have a deep and abiding respect for Mike Knight. He has been a key
force in building Andover into the great community it is today. I consider him a mentor and friend. He
dedicated his career as a teacher, principal, and coach to youth. He carried his passion for youth into his
work on the council. While I'm not a teacher or principal, I share Council Member Knight's passion for
supporting kids, having invested every ounce of my community involvement in activities supporting the
kids of our community. I would consider it an incredible honor to fill his council seat for the remainder
of this year.
