Motion carried unanimously. Approval of Minutes Motion by Mayor Julie Trude, seconded by Tony Howard to approve the October 14, 2019 meeting minutes Motion carried unanimously. Andover Community Center Expansion Update Erick indicated that the pre -cast panels are starting to be put in place. Periodic road closures will occur throughout the construction process. There will always be one way around the facility to access both parking lots. Temporary lighting has been put in place for the West parking lots. Additional handicap spots have been requested. Construction on the field house has been pushed back about a month and should begin mid- January estimated completion date is May I'. The sports complex is on schedule and estimated to be completed by August ln. A meeting between the AHYHA and Super Rink will be held to discuss future ice times. The current contract is set to expire in 2026 and requires a 24 month notice in order to get the deposit back. Commission members asked if there is a concern on trying to fill the new field house court. Erick stated between MN Premier, AAA In -House Basketball and the Andover Girls In -House Basketball, that there will not be an issue with filling the space during prime season. Don asked if the hoops on the new field house court are the kind where the backboards can be lowered. He felt the space would be more sellable with the lower backboards. Erick will check on the type of hoops. Don asked if there will be baseball nets and cages in the sports complex dryland area. Erick said that they'll be looking for donations from associations to purchase equipment to fill that area. Tony Howard wondered if AHYHA were to buy up all the required hours up at the front of the season at the Super Rink so that the turf could stay in longer in the Fall. The commission asked Erick if he knew the cost of turf vs ice per square foot — Erick can look into that. Frank suggested that Erick put numbers together for 70 ice /30 turf usage vs a 80 ice/20 turf. Andover YMCA Community Center Advisory Commission Minutes December 9, 2019 The Mayor spoke about kids who don't make the Andover High School hockey teams and the ice could be used for Jr. Gold and Rec teams. Erick shared that there is a Jr Gold team, called the Ice Dogs, that is made up of kids in the Northern Suburbs which has many Andover players on the team. Commission members wondered if that team could move some of their practices and games to the Andover once the expansion is completed. Erick recently had a conversation with the coordinator of the program who asked if he could move a couple of the Ice Dog games from the Blaine Super Rink to the Andover Community Center Arena. Erick was working with him on scheduling. Mayor Julie Trude also mentioned the expanded areas for advertising in the new sports complex. Erick stated that staff has received multiple inquiries about the new advertising opportunities. Erick stated the preliminary walking track will have scheduled times/days based on facility rentals. Decisions have not yet been made on admission fees. Mayor Trude stated that the council recently held a tax meeting and information will be in the next newsletter showing that Andover is the 5' lowest city within Anoka County for proposed 2020 city taxes. She said no one attended the meeting to discuss the Andover Community Center expansion tax implications. The Mayor said Erick is doing a great job with communicating and working with RIM Construction and thanked Erick for all his hard work. Erick shared that the current ice arena is scheduled to closed on May 22"d — August I" to allow construction crews to update the refrigeration system. The current field house will be closed June 10 — July 10 to remove old cracked concrete and to allow the floors to be redone. Construction will also be happening in meeting room A beginning March 30 as it will receive a new design front. As we get closer to these construction and closure dates, information will be shared with the public on the Andover Community Center webpage and facebook. AHYHA Update Nick Giacomini said things with AHYHA are good. Nick said that they'll be working with various co-op teams to see if they can bring some additional games back to Andover with the newly expanded ice arena. Tony Howard asked how the girls hockey teams were doing and wants to make sure that the girls program remains strong. Nick shared that there are currently 7 girl's teams. Commission asked what the new ice arenas will be called, no decision has been made. East - West, 1 - 2 and Gold - Black were some ideas that were discussed. YMCA Update Allison shared that the annual Harvest Fest in October went very well. Estimated 400 kids attended the event. Cookies with Santa was also held this past weekend, the event was very well attended. Staff has been busy working in coordinating programs and activities around the expansion. In January, Y Summer programs will be launched. If expansion is completed, the kid's stuff will move to the new area. The Y will also be replacing all the lockers in the locker rooms. New cardio equipment will be delivered next week. Y expansion areas include 200 more feet over the roof towards city hall, a new workout studio where the current weights are located. With the expanded meeting room areas, the Y will be able to provide more adult programming and night and weekend programs for families and kids. An additional elevator will also be built near the existing staircase to the 2"d floor on the East side of the building. The YMCA will also be looking at expanding current programs to nights and weekends. Ted Butler left the meeting at 7:45 pm Andover YMCA Community Center Advisory Commission Minutes December 9, 2019 ACC Update Staff reviewed items on the status report that was included in the meeting packet. A ribbon cuttingigrand opening will be held once the entire expansion project has been completed. Erick commended the entire staff in helping out during the expansion process and shared that Elizabeth has been doing a lot of the daily scheduling. (Don Schmeichel left at 8 pm) Commission Input Mayor Trude shared that the Anoka Hennepin School District voted to install turf at all the Anoka Hennepin School stadiums along with one additional practice field at each high school. Mayor Trude also indicated that she is excited for the completion of the expansion and looking forward to a safe place for kids to hang out. She'd rather see the city pay for the facility than to pay extra costs in police force. Next meeting, scheduled for Monday, February 10, 2020 at 6:00 pm at Andover City Hall.
