Chair's Report 10.Adjournment H PARKAND RECREATION COMMISSIONMEETING FEBRUARY 7, 2019 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Lindahl on February 7, 2019 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Jim Lindahl, Commissioners Brian Beek, Ted Butler, Dawn Perra and Jake Widmyer. Commissioners Absent: Commissioners Angela Marinello and Mark Miskowiec Also Present: Assistant Public Works Director, Todd Haas RESIDENT FORUM No one appeared to address the Commission. © APPROVAL OFMINUTES Motion by Perra, seconded by Butler, to approve the January 17, 2019 Park Commission minutes as presented. Motion carried on a 5-ayes, 0-nays, 2-absent (Marinello and Miskowiec) vote. GC19mill)XV, 9MUNKK" Motion by Butler, seconded by Widmyer, to approve the agenda as revised adding Item 6A Consider Proposed Parks Location for Two (2) New Emergency Alert Sirens. Motion carried on a 5-ayes, 0-nays, 2-absent (Marinello and Miskowiec) vote. CONSIDER 15991 VALE STREET NW SKETCH PLAN/PARKDEDICATION REQUIREMENTS Mr. Haas reviewed twenty-one condo units are being proposed in the sketch plan provided to the Commission. The proposed sketch plan is located in the southeast corner of the intersection of 161" Avenue NW (Co. Rd. 20) and Vale Street NW. A location map showing where the new development is being proposed and where the location of existing parks are located in the area. There are no existing trails or sidewalks in the area. Staff is recommending cash in lieu of land since the park dedication study that was done this past year indicates that the City has sufficient mini -parks. By accepting additional park Regular Andover Park & Recreation Commission Meeting Minutes —February 7, 2019 Page 2 land adds to the maintenance for Public Works as these smaller parks are more costly to maintain. Chair Lindahl stated he agreed another park is not needed in that area. Commissioner Perra stated a new park would not be accessible with crossing 161". Commissioner Butler agreed. Mr. Haas noted this will come back again to the Commission for approval of the preliminary plat. Motion by Widmyer, seconded by Beck, to recommend cash in lieu of land for the development located at 15991 Vale Street NW. Motion carried on a 5-ayes, 0-nays, 2- absent (Marinello and Miskowiec) vote. CONSIDER THE VILLAS AT CROSSTOWN WOODS SKETCH PLANIPARK DEDICATIONREQUIREMENTS Mr. Haas reviewed the sketch plan is for forty-eight detached single-family villas proposed in the southeast corner of the intersection of 161" Avenue NW (Co. Rd 20) and Crosstown Boulevard NW. A copy of the sketch plan and location map were provided for the Commission. The location map showed the location of existing parks in the area. Mr. Haas noted there are existing sidewalks and trails in the area to the south in Millers Woods development. These were identified on a map. Staff is recommending cash in lieu of land since the park dedication study that was approved by the City Council in 2018 indicates that the City has sufficient mini -parks. Commissioner Butler asked about the proposed trail from Crosstown to Miller's Woods. Mr. Haas stated that is part of the transportation plan and is in the five-year plan. Mr. Stan and Mrs. Judy Carlson, 680 Constance Blvd NW, stated the area that is west of the pond in the middle there is also pond and, in some places, it is six feet deep. It is not indicated as a pond on the map. Mr. Haas stated this is just a sketch plan. Mr. Carlson stated if trails are added they would hope the developer would get some Eagle Scouts involved to make some benches along the trail. Mr. Carlson added the land has been in his wife's family since 1911. Commissioner Widmyer asked if this neighborhood has access to the association playground and Mr. Haas stated it would not unless the association documents were revised. Mr. Haas stated Council has not yet reviewed this sketch plan. Some lots may be lost or gained when the grading is actually done. Commissioner Butler asked if anything could be done in Oak Hollow Park and Mr. Haas © stated there is potential to develop the front half of the park which would provide amenities Regular Andover Park & Recreation Commission Meeting Minutes — February 7, 2019 Page 3 © to both neighborhoods. Commissioner Butler stated Oak Hollow is included in the comprehensive plan. Chair Lindahl agreed to cash in lieu of land and suggested a trail be added on the western side of the development on the south side. Motion by Butler, seconded by Perra, to recommend cash in lieu of land for The Villas at Crosstown Woods and a trail be added on the western side of the development on the south side. Motion carried on a 5-ayes, 0-nays, 2-absent (Marinello and Miskowiec) vote. CONSIDER PROPOSED PARKS LOCATION FOR TWO NEW EMERGENCY ALERT SIRENS Mr. Haas noted the information and drawings were provided by Fred Patch, Chief Building Official/Civil Defense Director. Mr. Haas reviewed the City has budgeted in 2019 for the construction of two new emergency siren systems to be in northern Andover, where audibility gaps have been observed. Possible locations for new sirens happen to coincide with two city parks: • 3929 1691h Lane NW — Valley View Park © • 2139 172"d Avenue NW — Woodland Meadows Park Andover's existing siren installations have been constructed on City property and within the road right of way. Locations within road right of way often don't allow for both safe separation from roadway and adequate working area around the siren base. Consequently, right of way locations have caused encroachment issues onto adjacent private properties. Where sirens have been located on city properties, somewhat greater working space is afforded and encroachment issues don't occur. Mr. Haas showed the locations of the current sirens and their coverage area on a city map. If located on city parkland, the two new sirens would be erected to the side of the park and as unobtrusively as possible to preserve the aesthetic qualities of the parkland. The Commission received for consideration photographs of two typical siren installations, map of emergency siren locations — both existing and proposed new, tone coverage maps showing existing and proposed audibility/noise levels. Mr. Haas noted Valley View Park is undeveloped and for the most part is located in the flood plain. No major additional improvements are planned in the future for this park. Woodland Meadows Park has existing amenities including a playground structure. There are no major improvements planned for this park in the fixture. Motion carried on a 5-ayes, 0-nays, 2-absent (Marinello and Miskowiec) vote. OUTSTANDING ITEMS/MAINTENANCE UPDATE Commissioner Butler provided an update of the Andover Community Center Advisory Board and noted the next meeting is Monday, February 11 at 6:00 p.m. Mr. Haas reviewed the completed projects, on -going projects, on -hold projects and other items of interest. The weekly parks maintenance update was provided for Commission review. There will be a meeting of the residents near Timber River Park on March 21, 2019 at 6:00 p.m. Commissioner Butler suggested having a timer available to allow the rinks at City Hall Complex Outdoor Hockey Rinks be lit until 11:00 p.m., which is when the parks close per City Code. The consensus of the Commission was for Staff to obtain options and an estimate for a possible timer and bring that back to the Commission for consideration. Commissioner Butler stated the trail off Bunker is always glare ice. Mr. Haas stated the maintenance crew can take a look at that trail. Mr. Haas reminded residents many of the trails are icy and care should be taken. There were no reports.
