INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 14 softball/fast
pitch and baseball tournament applications for the upcoming 2020 softball/baseball season as
requested by the Andover Baseball Association (ABA), Andover Athletic Association (AAA)
and The Heroes Tournament.
DISCUSSION
Tournament applications are due by the 1st Friday of January for the upcoming summer season.
Listed below are the 14 applications (6 from ABA, 7 from AAA and 1 from The Heroes
Tourney) along with the dates that have been requested for the tournaments. ABA tournaments
are listed in Bold and the Heroes Tournament is in italic.

Note: The Andover Family Fun Fest is tentatively scheduled for July 10th& 11th.
Copies of the tournament applications are available at City Hall if you would like to review any
of them. Feel free to contact Todd Haas directly and copies can be sent directly to you by e-mail.
Staff will be having their annual meeting soon with each association to discuss maintenance and
expectations along with addressing parking issues that may come up during the tournaments.
The City currently has a damage deposit in place for ABA and AAA as required. Both ABA and
AAA have indicated on their applications that no field maintenance from the City is necessary.
The Heroes Tourney (for adults) is requesting the tournament fee be waived along with field
usage fee. The current damage deposit fee of$250 from 2019 will be carried over into 2020.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the 14 tournament applications for
the upcoming 2020 softball/baseball season as requested by AAA, ABA and The Heroes
Tournament.

INTRODUCTION
The Park and Recreation Commission is requested to approve 1 soccer/lacrosse tournament
application for the upcoming 2020 soccer/lacrosse season as requested by the Andover Area
Lacrosse Association(AALA).
DISCUSSION
Tournament applications are due by the 1st Friday of January for the upcoming summer season.
The City has received a total of 1 application (from AALA) for the upcoming season. Listed
below is the AALA application received and the dates that have been requested for a
tournament/multi-day event/jamboree.
- April 18, 19, 25,26/May 2,3, 9, 10, 16, 17, 23, 24,30,31/June 6, 7, 13, 14/AALA
Spring Lacrosse Tournaments/Prairie Knoll Park(Southeast and Southwest
fields)Note: These are potential days for tournament games.None of the dates
identified are 2 day tournaments games but any of the dates identified may have as
many as 3-10 games.
Note: The Andover Family Fun Fest is tentatively scheduled for July 10th & 11th

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 4th quarter.

A caller had a safety concern for people parking on Prairie Road during football season. He was
advised that because of a resident requesting no parking on 146th and 148th, participants were forced
to park on the dark, curvy 50 mph road, when the lots were full.

A man called from the location to report some harassment issues involving his estranged sister who
has been showing up at his children's sporting events at the location. He was advised on how to
obtain a restraining order.
10.10 7:10 pm Prairie Knoll 19260143
A deputy responded to two males arguing about a parking issue at the location. One male had parked
his truck with a large boat trailer in an area designated for passenger vehicle. The man agreed to
move his vehicle.
10.12 12:19 Sunshine 19261569
A deputy responded to a youth football game where referees and parents were yelling at each other.
He was canceled before he arrived.

A deputy took a report from a city employee reporting a building was damaged by three unknown
kids three days prior. They used an umbrella to damage a lock box, water spout, and misc. other
items.

A caller reported juveniles in the woods trying to start a fire. The deputy arrived and did not find a
fire or anything suspicious. He did locate one juvenile, who was unrelated to the call and counseled
him on trespassing on railroad property.

A caller reported that juveniles had erected some sort of tent in the woods. The deputy arrived and
located several tarps attached together to form an enclosure. He also located a bike and some
scooters. The area smelled like marijuana. No one was located. He cut down the tarps, disposed of
the garbage, and took the scooters and bikes and entered them into found property.

A deputy responded to a medical involving an injured football player. He was transported by
ambulance.

A caller reported a suspicious male walking through the park. The deputy arrived and located a male
walking his dog. Nothing suspicious.
11.01 8:31 pm North Woods East 19279638
A caller reported a suspicious vehicle. The deputy arrived and made contact with the occupants. They
were advised of the call and chose to leave.
11.08 3:40 pm Crooked Lake Boat Landing 19286284
A caller reported a vehicle possibly selling drugs at the location. A deputy located the occupied
vehicle. He identified the female in the vehicle who was just smoking a cigarette there because she
can't smoke in her home.
11.17 11:39 am Chesterton Commons 19294320
A caller reported an abandoned bike at the location. A CSO retrieved the bike and placed it in the
found property room.

A caller reported three people on the ice at the landing and he was concerned for their safety. A
deputy arrived and did not locate anyone.
11.20 3:29 pm Andover Station 19297162
A deputy responded to an alarm at the location. An employee exited the building advising it was an
accidental trip.
12.03 8:34 pm Rose 19308848
A caller reported a vehicle doing donuts in the parking lot. The deputy located the suspect vehicle
and driver. He was given a warning for his conduct.

A deputy responded to a suspicious vehicle in the park. He located the vehicle. The driver admitted to
having been attempting to drift his vehicle down the street when he spun out and got stuck at the
location. He was issued a citation for careless driving.

Issues list as of 01/10/20
UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD—Commissioner Butler.
Community Center expansion(ice rink) on the west side is now under construction. Concrete exterior
walls are up and the roof is currently being installed so the building can be enclosed.
COMPLETED PROJECTS—

ON-GOING PROJECTS-
• Update of Park Dedication Improvement Fund Quarterly Report—Item is on the agenda.
• Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism—Item is on
the agenda.
• Strootman Park—The playground equipment has been ordered. Installation will be done
sometime this spring by Public Works.
• Hidden Creek North Park—The playground equipment has been ordered. Installation will be
done sometime this spring.
• Prairie Knoll Park Plan—WSB (engineering consultant) has been hired by the City and is
currently preparing a new high-level comprehensive plan along with an estimated cost for possible
modifications of the park.
ON-HOLD PROJECTS—None at the time.
OTHER ITEMS OF INTEREST—
• ASN Ball Field Lighting Improvement—The bid opening for the lighting for the east field is
scheduled in February 2020.
• Kelsey Round Lake Park(Outdoor Recreation Grant)—Bid opening for the new trail on the west
side of the park is scheduled in March 2020. The project will be completed by the summer of
2020.
• ASN Trail(Local Trail Connection Grant) -- Bid opening for the new trail west of Andover
Station North Ball Field Facility is scheduled in March 2020. The project will be completed by the
summer of 2020.
• Hills of Bunker Lake West Park Trail Reconstruction -- Bid opening for the reconstruction of
the existing trail within the park is scheduled in March 2020. The project will be completed by the
summer of 2020. This will be bid with Kelsey Round Lake Park Trail and ASN Trail projects.
• Update of Pedestrian Trails:
The trails that are planned (2020) are as follows:
❖ 2020—Kelsey Round Lake Park Trail Extension.
❖ 2020—Andover Station North Trail Connection.
❖ 2020 -- Hills of Bunker Lake West Park Trail (Reconstruction)
Trails that are planned to be reconstructed when maintenance funding becomes available over the
next couple years are as follows:
❖ 2021 -- Kelsey Round Lake Park Trail
❖ 2022 —Tom Anderson Trail (along Coon Creek east of Hanson Blvd)
The Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to
the east side of the railroad tracks will evaluated in 2020. Possible construction 2022 or beyond.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility—
The Commission will need to determine if you would like to have a meeting at one of the City
parks in 2020.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you
receive by e-mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
12/14/19
• Snow removal on streets, cul-de-sacs and trails, as needed.
• Continued flooding rinks whenever the weather was favorable.
12/21/19
• Continued flooding rinks overnight and during day shift.
• Cleaned up and prepped all warming houses for opening on 12/17/19.
• Put out and set up all Hockey Goals.
• Completed trash service for priority and high traffic areas.
• Snow removal of trails,rinks and other areas---as needed.
• Continued to prepare wooden boards for repairing benches and picnic tables in Parks.
• Parks Supervisor attended Park and Recreation Meeting on 12/19/19.
