The Meeting of the Andover Economic Development Authority was called to order by President
Julie Trade November 19, 2019, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

October 15, 2019, Regular Meeting: Correct as written.
Motion by Holthus, Seconded by Twistol, to approve the minutes as written. Motion carried
unanimously.
COMMERCL4L PROJECTACTIVITY
Mr. Janish updated on the following:
Upper Midwest Athletic Construction — Staff is working with the owner on the screening of the
site with additional trees. A plan with additional tree plantings has been submitted to staff and
will be reviewed within the next week.
Hearth Development, 1714 Bunker Lake Boulevard — Fitaholic is open and two tenant spaces
remain to be leased. A question was raised about a possible drive through, however the building
was never designed with the intent for a drive through.
Clocktower Commons, 15190 Bluebird Street — The final building pad is complete. The last
building would have the clock tower.
Andover High School, 2018 Additions and Renovations, 2115 Andover Boulevard — Phase 1 is
complete. Staff is working through the Commercial Site Plan for Phase 2. Phase 2 will include a
gym addition, additional parking and improve drive lanes.

Interest in Hughes Industrial Park — Staff is working with a property owner on a code amendment
allowing "impound lots" in the industrial zones that do not have access to city water and sewer.
The code amendment will be brought to Council at their December 3`d meeting. If Council
approves the amendment, the property owner would need to make a formal request for a
Conditional Use Permit (CUP).
The area was discussed.
President Trude suggested an EDA workshop to discuss the area. From an EDA viewpoint she
doesn't think an impound lot enhances the area for future businesses. She feels an impound lot
will detract from other businesses.
Mr. Dickinson reminded the EDA the code amendment would need to be approved before an
impound lot could go in.
President Trude asked if the EDA has any goals or vision for this area that might aid the Council's
decision.
Commissioner Twistol stated she is opposed to an impound lot.
Commissioner Holthus suggested looking at the land use and conditional uses for the Industrial
and General Business zones.
Mr. Dickinson stated the City Code Use Table already identifies what can be in the industrial
zoning. Commissioner Holthus replied the use table could guide the EDA for the area.
Commissioner Kafer asked what the other businesses are in the area. Mr. Dickinson reviewed the
businesses. Commissioner Kafer indicated it's not clear cut to say no on difficult uses.
President Trude stated the area businesses support wholesale businesses. She recommends an
EDA goal of "the EDA will continue to support investment in Hughes Industrial Park that supports
local businesses that provide services and goods to the immediate area".
Commissioner Bukkila stated impound lots could attract unwanted activity to the area.
Mr. Janish reviewed the CUP process if the code amendment is approved by Council.
Andover Public Works Maintenance Building, 1900 Veterans Memorial Boulevard — This
project is underway. The cold storage building should have occupancy prior to the end of 2019.
The maintenance facility continues to have construction activities take place.
Andover Community Center, 15200 Hanson Boulevard — Construction is underway.
YMCA Expansion, 15200 Hanson Boulevard — Staff is waiting for the final Commercial Site Plan
to be submitted.

Beberg Landscaping (self -storage), 13535 Grouse Street — Staff has commented on the first
Commercial Site Plan and is waiting on the second submittal.
Legacy Christian Academy, 3037 Bunker Lake Boulevard — Construction is underway.
Anoka -Hennepin Schools Bridges Program, 13735 Round Lake Boulevard — The expansion
will remodel the area that was a former restaurant into space to be used by the Bridges Program.
This project is complete.
Downtown Center, 13735 Round Lake Boulevard — Mr. Dickinson stated there was an inquiry
that is creating some conflict. There is interest to put a restaurant in the Downtown Center. They
would like an on -sale liquor license, however the zoning of Shopping Center (SC) does not allow
for a liquor license to be issued if within 400 feet of a K-12 school or church. The distance from
the building to the church across Bunker Lake Boulevard is less than 400 feet. Mr. Dickson
explained General Business, Limited Business, Neighborhood Business or Industrial zoning
districts are exempt from the 400 feet requirement.
Commissioner Holthus asked if they could get a variance. Mr. Dickinson answered for a variance
there has to be a practical difficulty.
Mr. Dickinson stated the code could be amended by reducing the foot requirement or allowing the
SC district to be exempt.
President Trude suggested a possible code change would be if the buildings were separated by a
main county road.
EDA direction was for staff to move forward with a potential code amendment.
Custom Smiles Dentistry, 2258 Bunker Lake Boulevard — This dentistry will take over and
remodel the space where Belli Capelli was.
Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate to in Andover.
Train for Andover Station — Staff is attempting to follow up with a potential business on this
particular lot.
Hanson Boulevard and 133rd Avenue Monument Sign — The building permit will be issued once
Anoka County signs the license agreement.
711 Avenue and Bunker Lake Boulevard — Staff continues to work with Quest Development and
CenterPoint Energy on acquiring a roadway easement through the CenterPoint property.
Holasek Property — Staff has been having conversations with a developer and land broker on this
parcel.

Overall Marketing — City staff continues to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.
COMMERCL41,/INDUSTRML ZONING DISCUSSION
Mr. Janish indicated the Council previously asked staff to research why the property located at
13750 Crosstown Drive is zoned Limited Business (LB) and all other commercial properties
within the area are zoned Neighborhood Business (NB).
Mr. Janish stated staff did some research. At the time there were concerns from the
neighborhood about what would be allowed to go in there. It is possible the public concern led
to the zoning designation. He continued when looking at the City Code use table LB and NB
have the same requirements.
Commissioner Holthus suggested changing the zoning from LB to NB. Mr. Janish suggested
making the change as part of the Comprehensive Plan process.
The EDA directed staff to bring the change to the Council as part of the Comprehensive Plan
process.
2020 EDA BUDGETAPPROVAL
Mr. Dickinson stated back in August the preliminary EDA budget was discussed. The EDA
budget is exactly as it was back in the August discussion. He pointed out the declining fund
balance. The fund balance will go away over time. Through the City budget long term funds
have been set aside.
President Trude stated she likes having a separate budget that the EDA controls. She asked
about not having as much internal costs to the EDA.
Mr. Dickinson explained they have to identify the separation; the EDA is its own legal entity.
The EDA is no longer charged for staff time, only commissioner salaries.
President Trude reminded the EDA there is a separate budget for the redevelopment district. Mr.
Dickinson stated that is correct. The project fund has the TIF proceeds. Those proceeds can only
be used for redevelopment.
Motion by Twistol, Seconded by Knight, recommending the proposed EDA 2020 budget to the
City Council. Motion carried unanimously.

Mr. Dickinson stated the League of Minnesota Cities Insurance Trust (LMCIT) has requested that
participating entities annually decide whether or not to waive the statutory tort liability limits
established by Minnesota Statutes 466.04. Currently the City of Andover EDA Does Not Waive
the monetary limits on municipal tort liability established by Minnesota Statutes 466.04. It is his
recommendation to continue with past practices.
Motion by Twistol, Seconded by Bukkila, to approve the LMCIT Liability Coverage and to not
waive the monetary limits on tort liability established by Minnesota Statutes 466.04. Motion
carried unanimously.
OTHER BUSINESS
There was none.

Motion by Bukkila, Seconded by Holthus to adjourn. Motion carried unanimously. The meeting
adjourned at 6:55 p.m.

The Andover EDA is comprised of seven (7) commissioners, five (5) commissioners are the
members of the Andover City Council serving terms that coincide with their Council terms and
two (2) voting resident members serving six (6) year terms.

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• Upper Midwest Athletic Construction — City Council recently granted a CUP for Interim
Performance Standards to utilize parking stops vs. high back curb. City Staff is working with the
owner on the screening of the site by adding additional trees as indicated by the City Council
during their review, the project is expected to start in the spring of 2020.
• Hearth Development, 1714 Bunker Lake Blvd. NW — Fitaholic is open and two tenant spaces
remain to be leased. A question was raised about a possible drive through, however the building
was not built for one and would require acquisition of land from the bus company to
accommodate a drive through.
• Clock Tower Commons —The final building pad location interest is relatively low at this point.
• Andover High School, 2018 Additions and Renovations — First Phase is complete and City
Staff is working through the Commercial Site Plan for Phase 2 with the school and architect.
• Interest in Hughes Industrial Park — City staff is working with a property owner on a code
amendment for "Impound Lot". This was expected to be considered by the City Council, however
the applicant withdrew the request.
• Andover PW Maintenance Building, 1900 Veterans Memorial Blvd. — This project is
underway. The cold storage building should have occupancy spring of 2020. The maintenance
facility continues to have construction activities take place with occupancy spring of 2020 as
well.
• Andover Community Center, 15200 Hanson Blvd. NW — The east parking lot is complete.
The west parking lot and sport complex construction are underway. The fieldhouse expansion
will start mid-January 2020.
• YMCA Expansion — Is under construction, which will include a new gymnasium.
• Beberg Landscaping (self -storage) — City Council approved a CUP for additional Mini -storage
on a portion of this location on February 5`h. The buyers of the property had intended to expand
the mini -storage. City staff has commented on the second CSP and is waiting on the third
submittal.
• Legacy Christian Academy, Additions & Remodeling, 3037 Bunker Lake Blvd NW —
Kinghom Construction is underway to build a three-story classroom addition between the
existing buildings to replace temporary classrooms.
• Custom Smiles Dentistry, 2258 Bunker Lake Blvd NW —This dentistry will takeover and
remodel the remaining space where Belli Capelli was.
• Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to
locate in Andover.
• TCF Site — Apparently TCF approached private parties about acquiring the lot from them. Staff
has heard from three parties who have made offers on the site. Two uses would be allowed
according to current zoning regulations.
• Train for Andover Station — A few EDA Members are spoke with the St. Cloud Area Rail
Legacy Museum, additional research will continue to be conducted. City staff is attempting to
follow up with a potential business on this particular lot as well. This lot is owned by the
association.
• Hanson and 133'd Ave Monument Sign — Working with Demars signs on obtaining appropriate
permits and get the new sign up. The county is in process of reviewing their required documents
and we are projecting all permits to be ready late January, or early February.
• 7`h Avenue and Bunker — Staff continues to work with Quest Development and CenterPoint
Energy on acquiring an easement through the CenterPoint Property. Staff is expecting to hear
from CenterPoint Energy in early January on a second drawing submitted to them for the
easement.
• Holasek Property — Staff has been having conversations with a developer and land broker on
this parcel.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites. Staff continues to work with the Anoka County Regional
Economic Development (ACRED) on marketing of the community and Anoka County.

City staff will be present to provide verbal updates on the redevelopment area.
Staff will also discuss and seek direction from the EDA for the potential demolition of one of the
fourplexes located at 2557 Bunker Lake Blvd. This building is currently vacant. If demolition is pursued
staff would be looking for a motion with that direction.
