INTRODUCTION
The Park and Recreation Commission is requested to review the survey results and hold a
public information meeting with the neighborhood regarding possible improvements to
Strootman Park.
DISCUSSION
Attached is a copy of the letter that was sent to the neighborhood and location map of the
area where the park is located. Also attached are the results of the neighborhood survey that
was sent out a couple months ago. A total of 33 properties were notified by letter about the
online survey and the informational meeting.
Based on review of the 6 surveys received, there are only 4 children between the ages of 2-
12 year olds. There may be other property owners that have children within the notified area
that received the letter but for whatever reason did not complete the survey.
This park may be one of those parks where the existing playground equipment is removed
but is not replaced with new equipment. The Park and Recreation Commission could look at
providing a couple other activities such as a swing set and/or a spring ride just so there is
something to do at the park for children that may be there with their parents attending a
baseball or softball game.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the survey results and hold the
public information meeting with the neighborhood regarding possible improvements to
Strootman Park.

Re: Strootman Park/Public Information Meeting and Resident Survey
Dear Resident:
The Andover Park and Recreation Commission has scheduled a public
information meeting for Thursday, December 5, 2019 at 7:00 p.m. or shortly
thereafter at Andover City Hall Council Chambers regarding the possible
improvements to Strootman Park in 2020. The existing playground equipment is
proposed to be replaced along with the installation of new concrete edging. The
fall zones around the new equipment will have woodchips installed which is
being done at many of the parks throughout Andover. Also, a new sand box will
be included in the park layout. The park location map is on the back side of this
letter along with a picture of the existing playground equipment currently located
at the park.
For the Park Commission to consider what other improvements could be made
to the park now or in the future, the City would like to receive input from the
neighborhood. The way you can participate in this is by completing the on-line
survey that is available on the City of Andover's Website at
http://www.andovermn.gov/and click on City Departments. Once you get to City
Departments, then click on Parks to find the survey. For the Park and
Recreation Commission to consider your comments, the survey must be
completed by 4:30 p.m. on Friday, November 15, 2019.

STROOTMAN PARK
NEIGHBORHOOD PARK SURVEY RESULTS
The Andover Park and Recreation Commission is considering new park improvements be provided at
Strootman Park. In order to determine the best playground plan and/or other improvements to the park,
your help is needed. Please take a few minutes to complete the following survey, To complete the survey,
simply go the City of Andover's website at www. http://www.andovernm.gov/and click on city departments
and then click on parks.
Park improvement plans being considered by the Park Commission will be discussed at their meeting
on Thursday,December 5,2019 at 7 P.M. or shortly thereafter for resident input at Andover City Hall.

the playground(that park BAKES in the summer!)

• (Survey C)I live around the corner from the park,more people are at and visit the canoe
landing than the playground. I would rather see improvements to the canoe landing.Larger

and Survey B are from the same household.
• (Survey E)It's difficult to answer such a standard survey form such as this but here goes:
We've lived in this neighborhood for 33 years and have observed park uses.It's our opinion
that no upgrades are needed. The neighborhood now has very few young children and from
what we've observed the parents of the existing ones do not let their children go to the park
alone but rather have playground-type equipment at their own homes.The park is a bit out of
the way as a"destination"park for people driving plus most neighborhoods already have
parks of their own. We have two small grandchildren that we take down to the park
occasionally when they are here,they're fine with the existing equipment. In the latest time
period of 7 years of both driving by the park and using it(this is how long we've been taking
grandchildren there),neither my wife nor myself can remember of seeing any other children
there, it's just not utilized. The only uses we've seen are the very few baseball games in the
spring. Other than that,the park is vacant other than the occasionally teens sitting on the table
and smoking. We've long felt that the best utilization of this land would be for the city to sell
it to a contractor and allow one or two new homes to be built on the site. People do use the
canoe/kayak launch on the river but the park playground?So seldom that we feel upgrades
should not be considered and that tax payer's money could be better spent elsewhere.Just our
thoughts.P,s.: We couldn't answer the Park Committee question without having some idea as
to scheduling of the meetings. So our answer would be "possibly" but there isn't an option for
that.

information meeting with the neighborhood regarding possible improvements to Hidden Creek
North Park.
DISCUSSION
Attached is a copy of the letter that was sent to the neighborhood and location map of the area where
the park is located. Also attached are the results of the neighborhood survey that was sent out a
couple months ago. A total of 169 properties were notified by letter about the online survey and the
informational meeting.
Based on review of the 3 surveys received, there are only 6 children between the ages of 2-12 year
olds. There may be other property owners that have children within the notified area that received
the letter but they did not complete the survey.
Besides the existing playground equipment, this park type is considered a community play field
since there is an existing baseball field and soccer field along with a basketball court. The Park and
Recreation Commission will need to discuss the direction of the park improvements due to the fact
that the City did not receive much interest from residents completing the survey. At a minimum the
swing set should be replaced along with installing a spring ride just so there is something to do at the
park for children that may be there with their parents attending a baseball or soccer game.

and you are unable to see your way. You have to have a flashlight or hope the
homeowners have a light on to help see the path.

Issues list as of 11/27/19
UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD—Commissioner Butler.
Community Center expansion(ice rink) on the west side is now under construction. Concrete exterior walls
is scheduled for early December.
COMPLETED PROJECTS—

ON-GOING PROJECTS-
• Update of Park Dedication Improvement Fund Quarterly Report-Item will be on the agenda in
January.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism-Item will be
on the agenda in January.
ON-HOLD PROJECTS—None at the time.
OTHER ITEMS OF INTEREST—
• Strootman Park-Item is on the agenda. This existing playground equipment is scheduled for
replacement in 2020.
• Hidden Creek North Park-Item is on the agenda. This existing playground equipment is
scheduled for replacement in 2020.
• ASN Ball Field Lighting Improvement-The bid opening for the lighting for the east field is
scheduled in February 2020.
• Kelsey Round Lake Park(Outdoor Recreation Grant)—Bid opening for the new trail on the west
side of the park is scheduled in February 2020. The project will be completed by next fall.
• ASN Trail(Local Trail Connection Grant) --Bid opening for the new trail west of Andover Station
North Ball Field Facility is scheduled in February 2020.The project will be completed by next fall.
• Hills of Bunker Lake West Park Trail Reconstruction --Bid opening for the reconstruction of the
existing trail within the park is scheduled in February 2020. The project will be completed by next
fall. The existing trail has deteriorated and is in need to be reconstructed. Due to some trail grades
that need to be modified and retaining walls that will be necessary because of the grade changes,the
cost of the construction will be higher than anticipated. This will be done with Kelsey Round Lake
Park Trail and ASN Trail as one bid package.
• Update of Pedestrian Trails:
The trails that are planned (2020) are as follows:
d• 2020—Kelsey Round Lake Park Trail Extension.
• 2020—Andover Station North Trail Connection.
• 2020 -- Hills of Bunker Lake West Park Trail(Reconstruction)
Trails that are planned to be reconstructed when maintenance funding becomes available over the
next couple years are as follows:
❖ 2021 --Kelsey Round Lake Park Trail
• 2022—Tom Anderson Trail(along Coon Creek east of Hanson Blvd)
The Railroad Underpass trail to connect internal developments from Winslow Cove 2nd Addition to
the east side of the railroad tracks will evaluated in 2020. Possible construction 2022 or beyond.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility—
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2020.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

11/09/19
• Serviced trash and recycling containers.
• Finished Fall cleanups of Parks.
• Converted Toro Zero-Turn Mowers for Winter to PolarTracs.
• Moved Summer Equipment to Storage for Winter.
• Closed Concessions for the season.
• Finished painting lines at Hockey Rinks.
Went through Winter plow routes
11/16/19
• Serviced all trash and recycling containers.
• Plowed snow on main trails and sidewalks around schools.
• Completed stump grinding in parks.
• Snow and ice removal, as needed.
• Moved more summer equipment to winter storage.
• Started working on small pedestrian bridge at Woodland Creek Restoration.
• Cleaned out remaining storage boxes for ABA.
• Started setting up warming houses for the winter.
11/23/19
• Serviced all trash and recycling containers.
• Blew leaves and debris off trails.
• Continued working on the small pedestrian bridge at Woodland Creek Restoration.
• Moved more summer equipment to winter storage.
• Made a list of benches and picnic tables that will need boards replaced this Winter.
• Continued pruning trees throughout Parks and Trails.
