Consider 2019-2020 Hockey Rink Schedule DATE: November 21, 2019 INTRODUCTION This item is in regard to considering the 2019-2020 hockey rink schedule for the upcoming season. DISCUSSION Attached is the application from the Andover Huskies Youth Hockey Association (AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations have been aware that rinks are available for them to reserve but over the past few years none of them have responded since they have their own outdoors rinks that they use. Attached is the proposed schedule and the rinks that AHYHA plan on using for the 2019-2020 season. AHYHA will be providing warming house attendants on Monday's, Tuesday's and Thursday's at City Hall Outdoor Complex #1, Crooked Lake School and Prairie Knoll Park. The City will be providing warming house attendants on Wednesday's, Friday's, Saturday's and Sunday's for these same locations. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first- come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Request from North Metro Soccer Association for a Storage Building/Pine Hills North Facility DATE: November 21, 2019 INTRODUCTION The Park and Recreation Commission is requested to consider a request from the North Metro Soccer Association (NMSA) to consider allowing a storage building to be constructed at Pine Hills North Facility. DISCUSSION Attached is the request from NMSA including a garage floor plan and wall configurations of the storage building they would like to purchase and install at Pine Hills North Facility. The storage building will need to be donated to the City and NMSA would need to enter into a lease agreement to be able to use the building for storage of their equipment. The building is proposed to be 30 ft x 40 ft which is consistent with the concept plan that has been approved by City Council. The building would be placed on a concrete slab and will have electrical service provided for the building as they will need lighting. NMSA is requesting the City to cover the Connexus Energy cost of$7000 to provide service to the building as well as the excavation and preliminary grading of where the building will be constructed. Public Works staff could provide the site grading, but the cost of the electrical service will need to be discussed by the Park and Recreation Commission. If the Commission recommends approval to fund the Connexus Energy service, the funding source recommended to be used would come from the 2020 Park Improvements Miscellaneous Fund where there is $15,000 available to do these types of projects. Attached is copy of the concept plan for Pine Hills North Facility identifying the general location of where the proposed building will be constructed. The storage building will be located on property owned by the Andover Economic Development Authority (EDA) and will require approval from them before the project can begin. NMSA will also be required to apply for a building permit. S ACTION REQUIRED The Park and Recreation Commission is requested to consider a request from the North Metro Soccer Association to allow a storage building to be constructed at Pine Hills North Facility and discuss how to fund the cost of the electric service to the new building. We are proposing the build would take place in the location specified on the original park plan, in the northeast corner of the parking lot. The building will have the following: • 12' Ceilings (allows for radiant heat) • 2 insulated garage doors for trailers, equipment • Insulated ceiling and walls • Non vinyl siding, used 50yr. Warranty boards, holds up better to abuse The building would be constructed by volunteers under the guidance of a licensed contractor. The exterior would be painted in a neutral earth tone brown color, with brown shingles. Attached you will find the specs of the building along with elevations. Centerpoint will run a gas line to the building with no charge. Connexus will charge r approximately$7000 to run the electrics from the current box at the park to the building location. We are asking that the city cover this cost, as well as the excavation and preliminary grading needed to pour the concrete. North Metro will cover all construction costs of the building, including the cement pad flooring, and will donate the building back to the city. We would then enter a rental agreement. Consider Request/Prairie Knoll Park/Andover Football Association DATE: November 21, 2019 INTRODUCTION The Park and Recreation Commission is requested to consider a request from the Andover Football Association(AFA)to redesign Prairie Knoll Park. DISCUSSION Attached is the request from AFA including a proposed layout of the park. AFA proposal is to shift the existing west and northwest field further north. By relocating the fields further north would provide additional parking at the south end. Moving the fields further north would reduce parking on the north end of the park. The other option is to eliminate the northwest field. Moving the fields north will result in the field lights for the west field to be relocated. Moving the lights will need to be evaluated by an electrical engineering company. There will be consulting fees associated with evaluating the light relocation. As far as the other items that will need to be evaluated such as the repositioning and regrading of fields including restoration of the field can be determined by City staff such costs associated with the redesign could be evaluated by City Engineering staff over the next 4 to 5 months as time permits. Options to consider: • Option A. Direct staff to provide an estimated cost for the relocation of the west and northwest field, the cost of expanding the south parking lot and hire an electrical engineering consultant to provide an estimate for the relocation and the rewiring of the field lighting system. The Andover Football Association would be responsible for all external costs for determining the estimates of the improvements. • Option B. Direct staff to provide an estimated cost for the relocation of the west field, the cost of expanding the south parking lot and hire an electrical engineering consultant to provide an estimate for the relocation and the rewiring of the field lighting system. The City of Andover would be responsible for all costs for determining the estimates of the improvements. Note: Need to identify the funding source if this option is selected. • Option C. Direct staff to provide an estimated cost for the relocation of the west field, the expansion of the south parking lot and to hire an electrical engineering consultant to • • provide an estimate for the relocation and the rewiring of the field lighting system. The City of Andover and the Andover Football Association would split the external costs 50- 50 for determining the estimates of the improvements. Note:Need to identify the funding source if this option is selected. • Option D. Forward a copy of the layout to the neighborhood for their review and schedule a neighborhood informational meeting so they can provide input to the proposed layout. • Option E. Indicate to the Andover Football Association that the Park and Recreation Commission is not interested in redesigning the park as the park is already providing the necessary amenities and parking requirements that are necessary for the football association to play at the park. We started the season with parking issues,got them under control a bit, then had a scheduling snafu the last day. The results was more people and cars than planned. As you know I try to find solutions to the problem vs the band-aids. I have attached a potential redesign for Prairie Knoll Park: Increase the south parking lot to be like Sunshine Park. My proposal is to shift the West field North. Option A: Keep the small 60 yard field, maybe turn it Option B: Eliminate the 60 yard field Gazebo would stay, keep small parking lot on the North East side. This solves the need to pave the north parking lot. We could improve the West field, by placing a crown (moving north helps the drainage requirement.) This would significantly add parking to the south end where all the action is happening(fields, park, hockey). Review of the Kelsey Round Lake Park Trail Plan/18-33 DATE: November 21, 2019 INTRODUCTION The Park and Recreation Commission is requested to review the layout for Kelsey Round Lake Park, Project 18-33. DISCUSSION Attached is a copy of the trail layout for Kelsey Round Lake Park. The final plan will be included as a bid package with the Andover Station North Trail Connection project and with the Hills of Bunker Lake West Park trail reconstruction project. This section of trail will be funded through a MNDNR Outdoor Recreation Grant and the park Dedication Fund. As mentioned to the Park and Recreation Commission back in December of 2018, the alignment on the west side of the park has been shifted a little to the east for drainage reasons. The previous trail alignment was located in a low area where water could pond up during the spring thaw when the ground is still frozen and during heavier rain events. The second realignment location is near the north end of the attached drawing due to some poor soils that were found while sampling the soil conditions along the previously proposed location. Locating the trail further south allows the trail to be constructed in good soils. When the deputy arrived, the vehicle was being loaded onto a tow truck. When he arrived, the fire had been put out by residents with a hose. He located the vehicle that was parked perpendicular and taking up three spots. The driver was in the running vehicle, singing to the music. The deputy had him step out and he appeared intoxicated. They said they were not doing donuts and a guy came out and yelled at them and claimed to be a cop, so they moved to the other lot. The deputy told them the park was closed and they had to leave. The parking lots is now open on both sides of the Community Center along with Tower Drive and Veterans Memorial Blvd NW. Community Center expansion(ice rink) on the west side is now under construction. COMPLETED PROJECTS— • ON-GOING PROJECTS- • Update of Park Dedication Improvement Fund Quarterly Report—Item is on the agenda. • Update of Quarterly Sheriff's Department Report on Park Patrol& Vandalism—Item is on the agenda. ON-HOLD PROJECTS—None at the time. OTHER ITEMS OF INTEREST— • Update of Warming House Hours—The Andover Huskies Youth Hockey Association(AHYHA) have committed to providing volunteers on Monday's, Tuesday's and Thursday's for the additional half hour for the upcoming skating season. The new warming house hours at City Hall Outdoor Hockey Rink Complex, Crooked Lake School, Hawkridge Park and Prairie Know Park will be open from 4 pm to 9 pm on weekdays when school is in session. • Strootman Park—This existing playground equipment is scheduled for replacement in 2020. A survey has been sent out to the neighborhood. Results of the survey will be presented to the Park and Recreation Commission at the December 5, 2019 meeting to review with the neighborhood. • Hidden Creek North Park-- This existing playground equipment is scheduled for replacement in 2020. A survey has been sent out to the neighborhood. Results of the survey will be presented to the Park and Recreation Commission at the December 5, 2019 meeting to review with the neighborhood. • Kelsey Round Lake Park(Outdoor Recreation Grant)—Item is on the agenda regarding the engineering layout plans for review. As mentioned previously, staff will be requesting to extend the contract with the MNDNR for another year due to concerns that have been raised by contractors • • which have indicated that they are booked for the remainder of the 2019 construction season. Staff has notified the residents to let them know that the project will be constructed in 2020. Due to the lack of maintenance funding that is available, the existing bituminous trail in the park will not be included with the new trail project and will need to be considered at a later date when maintenance funding becomes available. The existing trail within the park is in poor condition and is due for a new bituminous surface at some point. • ASN Trail(Local Trail Connection Grant) -- Item is on the agenda regarding the engineering layout plans for review. Staff has contacted the MNDNR about extending the contract for this project, but the City will not be able to do that with this type of DNR grant so the project will need to be completed by June 30, 2020. Staff has notified the residents to let them know that the project will be constructed in 2020. • Hills of Bunker Lake West Park Trail Reconstruction -- The existing trail has deteriorated and is in need to be reconstructed. Due to the grades that need to be modified and retaining wall that will be necessary because of the grade changes, the cost of the construction will be higher than anticipated. The reconstruction of the trail is now back on for 2020 and will be done with Kelsey Round Lake Park Trail and ASN Trail as one bid package. Staff has met with the residents on east side of the park where the grading will be impacting their yard as the trail will be lowered to provide flatter grades. • Update of Pedestrian Trails: The trails that are planned(2020) are as follows: ❖ 2020 —Kelsey Round Lake Park Trail Extension. ❖ 2020—Andover Station North Trail Connection. ❖ 2020 -- Hills of Bunker Lake West Park Trail Trails that need to be reconstructed when maintenance funding becomes available are as follows: ❖ Kelsey Round Lake Park Trail • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility— The Commission will need to determine if you would like to have a meeting at one of the City parks in 2020.
