It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Note: Any organization and/or association that apply for use of a recreational facility will be required to pay a fee as determined by the City Council for park security. Note: NEW in 2019! The applicant may be required to provide parking attendants during the duration of the season where needed by hiring a company or providing association members to oversee the parking operations at Prairie Knoll Park and Sunshine Park to ensure that vehicles are parking in designated parking areas only. All other parks/facilities may also require the association or applicant to provide parking attendants when it is anticipated a larger group of participants/spectators are expected. The company that is hired or the association members that will be working the tournament or event must always use the required MNDOT approved reflective vests. Parking attendants will be responsible to contact the Anoka County Sheriffs Department when there is a conflict/issue/concern with parking. Note: The association or applicant shall provide other alternatives/options in writing to the City for approval which details how the parking operations for the season will not impact the park/facilities and/or the area residents in which the parking attendant requirements could potentially be waived. i i Please provide parking operations alternatives/options here:_I don't anticipate any parking issues,but I do not know which,if any,field I will be allowed to use. There will be 10-14 kids on each team,with some expectation of carpooling and very low likelihood of additional fans at these games. I would expect that the parking lots would be adequate. Consider Andover Football Association Requests/Prairie Knoll Park DATE: August 15, 2019 INTRODUCTION The Park and Recreation Commission is to consider two requests by the Andover Football Associations (AFA)that were indicated in their field application regarding Prairie Knoll Park regarding parking along 146th Lane NW and security lighting. DISCUSSION The Park and Recreation Commission briefly discussed the request from AFA at the last meeting on July 18,2019 but tabled the discussion to a meeting in August so that other Commissioners that were not available at the July 18th meeting could participate in the discussion. The two items that are to be considered for discussion that were identified in the AFA field application are as follows: • The first item is that AFA would like the City to consider allowing parking along the north side of 146th Lane NW west of Prairie Road NW. • The second request by AFA is to consider lighting along the pathway from the north parking lot to the fields closer to the Prairie Knoll Park buildings. Staffs responses to requests: Regarding the request to allow parking along the north side of 146th Lane NW, it is staff's recommendation not to remove the No Parking along this segment. The existing street is 24 feet wide so allowing parking on the north side of the street would create a lot of congestion in the area and would have an impact for emergency vehicles that may need to get around and access Prairie Knoll Park or the adjacent neighborhood. If the Park and Recreation Commission is interested in removal of the No Parking along the north side of 146th Lane NW, staff would recommend the Commission to meet with the neighborhood to allow input as part of the process before a final recommendation is made. As far as additional security lighting, attached is potential locations of the security lights. The estimated cost for lights ranges anywhere from $2500 to $5000 per light. Since lighting • • improvements are not identified in the Capital Improvement Plan(CIP)Funding, the Park and Recreation Commission could authorize use of the 2019 Park Dedication miscellaneous funds for project requests such as this. AFA will order at our expense yards signs that will be placed in the grass area along 146th Lane in locations that will not impact the cutting of the grass. These signs will remain up during the entire season,then will be taken done. AFA would like the city to consider allowing parking alonggthe northside of the 146th roadway west of Prairie Road. AFA does not intend to monitor the roadway,meaning we can't patrol a person pulling to the side of the roadway and dropping off someone. AFA has requested lighting the pathway to the north lot to increase the usage of the north lot. APPLICATIONS WILL NOT BE CONSIDERED COMPLETE UNLESS ALL INFORMATION IS PROVIDED. Review Outstanding Items/Maintenance Update DATE: August 15, 2019 Issues list as of 8/9/19 UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD–Commissioner Butler. Some of site work(mostly on the north and east side of the community center) has started. Otherwise nothing else to report for now. COMPLETED PROJECTS– • ON-GOING PROJECTS- • Update of Park Dedication Improvement Fund Quarterly Report–Item will be on the agenda in October. • Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism–Item will be on the agenda in October. • Hills of Bunker Lake West Park Irrigation–The water service has been completed. Parks Maintenance Department staff has been working on getting remaining irrigation system, electric service and controls completed. ON-HOLD PROJECTS–None at the time. OTHER ITEMS OF INTEREST– • City Hall Complex Outdoor Hockey Rinks/Timer for Lights–As mentioned at the March 18th meeting, more information is needed before a final decision can be made regarding the hours for being open. Based on the adjustments that were made last winter, hours are now from 4 pm to 9 pm during the weekday and froml pm to 9 pm on weekends and on school holidays. These new hours that were established during the skating season last year and are pretty consistent with what other communities are doing. At this point, staff is recommending no changes be made for the upcoming skating season for the hours of operation. Staff will meet with AHYHA about the continuation of volunteers to operate the warming houses on Monday, Tuesday and Thursday nights throughout next season. • Kelsey Round Lake Park(Outdoor Recreation Grant)–As mentioned at the last meeting, staff will be requesting to extend the contract with the MNDNR for another year due to concerns that have been raised by contractors which have indicated that they are booked for the remainder of the 2019 construction season. If the project were to be bid this summer, contractors have indicated that the City will see higher pricing of construction than normal. Staff will notify the residents to let them know l4lk,dd.(ty Lon.) Pa/ • 1110 that the project will be constructed in 2020. There is a good possibility that the existing bituminous trail in the park will be included with the new trail project and bid at the same time. The existing trail within the park is in poor condition and is due for a new bituminous surface. This existing trail was identified in the Capital Improvement Plan (CIP) to be reconstructed in 2020 therefore constructing both projects under the same contract may produce some cost savings. • ASN Trail(Local Trail Connection Grant) --A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. Staff has contacted the MNDNR about extending the contract for this project,but the City will not be able to do that with this type of DNR grant so the project will need to be completed by June 30, 2020. • Hills of Bunker Lake West Park Trail Reconstruction -- The existing trail has deteriorated and is in need to be reconstructed. Due to the grades that need to be modified and retaining wall that will be necessary because of the grade changes, the cost of the construction will be higher than anticipated. Due to concerns that have been raised by contractors which have indicated that they are booked for the remainder of the 2019 construction season, the project has been moved out to 2020. • Update of Pedestrian Trails—The trails that are planned(2020) are as follows: •• 2020—Kelsey Round Lake Park Trail Extension. ❖ 2020—Andover Station North Trail Connection. ❖ 2020—Hills of Bunker Lake West Park Trail Reconstruction ❖ 2021 —Kelsey Round Lake Park Trail Reconstruction • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility— The Commission will need to determine if you would like to have a meeting at one of the City parks in 2019. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting.
