Consider 2019 Tournament Application/Andover Athletic Association DATE: July 18, 2019 INTRODUCTION This item is in regard to considering the attached 2019 Tournament Application Forms for the upcoming fall softball season as requested by the Andover Athletic Association(AAA). DISCUSSION The City has received fge applications from the Andover Athletic Association for the upcoming fall season. Listed below are the dates and the fields being requested for the multi-day event. • September 21-22/AAA/Fall State League State Qualifier/Sunshine Park(Fields 1- 6), City Hall Park Complex Field #7 and Eveland Fields (north, middle and south fields) • September 28-29/AAA/Fall State League/Sunshine Park(Fields 1-6), City Hall Park Complex Field #7 and Eveland Fields (north, middle and south fields) ACTION REQUIRED The Park & Recreation Commission is requested to consider approving the attached 2019 Tournament Applications for the upcoming fall softball season as requested by the Andover Athletic Association. Note: (*)This field reservation fee is used to secure the use of the field(s). If your organization schedules more than 2 fields an additional$100 per field will be charged. If your organization uses more than the approved number of field(s),the organization will be charged double per field plus a 15%administration fee. Number of fields to be used Note: 1-day tournaments will be charged 75%of the field reservation fee. The field reservation fee includes the use of the chalker, chalk and batters box during the duration of the tournament by the Tournament Director. The Tournament Directors is responsible for maintenance of the field(s), upkeep of trash bins, restrooms and building. 0 B. With Field Maintenance 0 Adult-$275.00 Field reservation fee is for the use of up to 2 fields(*)plus a$1000 escrow for maintenance. Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has been determined that the fees collected are not enough to cover the City maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee that has been collected for the tournament 0 Youth-$275.00 Field reservation fee is for the use of up to 2 fields for all youth organizations not affiliated with Andover youth (*)(to be considered an organization from Andover, a minimum of 51% participation of Andover residents shall be required based on the previous year participation of the organization or association).A$800 escrow shall be required for maintenance for all organizations and/or associations. Note:Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been determined. (Example: Include the location/distance of pitching rubbers and/or base locations.) All requests for tournaments must be submitted by Friday. July 5, 2019. The application will be considered by the Park & Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees (including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The$500.00 (or the$250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the tournament have been determined by the Public Works Department. *If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the followinSlicy: • °Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, the field reservation fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is cancelled,the association or group is to notify the City in writing at least 14 days prior to the date of the tournament". Application forms may be obtained from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW,Andover, MN 55304. * The City reserves the right to cancel or delay usage of the fields due to weather,field conditions, etc. * During the months of May&June, no more than three consecutive weekend tournaments in a row will be allowed. * Regulations, Violations and Penalties Regarding (City Code Title 8 Chapter 4) use and occupancy of city parks are available on the City of Andover's webpage at www.andovermn.gov * NEW in 2019! The applicant may be required to provide parking attendants during the duration of the tournament, multi-day, jamboree or event by hiring a company or providing association members to oversee the parking operations at Sunshine Park and at Andover Station North facility to ensure that vehicles are parking in designated parking areas only. All other parks/facilities may also require the association or applicant to provide parking attendants when it is anticipated a larger group of spectators/parents are expected. The company that is hired or the association members that will be working the tournament or event must always use the required MNDOT approved reflective vests. The parking attendants will be responsible to contact the Anoka County Sheriffs Department when there is a conflict/issue/concern with parking. Note: The association or applicant can provide other alternatives/options in writing to the City for approval which details how the parking operations for this event will not impact the park/facilities and/or the area residents in which the parking attendant requirements could potentially be waived. Please provide parking operations alternatives/options here: AAA intends to use Primarily Sunshine Park for this event. AAA will order at our expense yards signs that will be placed in the grass area along Crosstown Blvd and the Sunshine Parking lot. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. AFA has also submitted a separate application for the use of a soccer field (field location has yet to be determined) for use exclusively by adults that are members of the AFA. As part of the 2019 Fee Schedule, the fee is $iper day but AFA is requesting the feebe waived (fee waiver will require City Council approval). Based on my conversation, AFA only needs one day (either August 7th or August 8th). Since they are applying as part of AFA, an additional $250 damage deposit will not be required since one is already in place. Also, as a reminder, the number of football games at all fields being used is limited to 6 games per week per field. The days that have been identified are Tuesday's, Thursday's and Saturday's with the understanding that there will be some makeup games because of the weather or conditions of the fields. Note: It is understood that both football and soccer associations evaluate when games should be postponed due to inclement weather and/or field conditions which may be too wet from previous rain events and/or if it is raining at the start of the game. Public Works staff will monitor the condition of the fields throughout season and will provide to the Commission an update at the end of the season to determine if any adjustments should be made for the 2020 football and/or soccer season. Note: The Park and Recreation Commission is recommended to review the 3`d page of the AFA application to determine if the proposed parking operations alternatives/options are acceptable. Staff has reviewed the proposal and has determined that this is not acceptable. If this not acceptable to the Commission, direction will need to be provided. With the issues that the City has had over the past few years during the football season, staff's recommendation is requiring the use parking attendants until it can be proven that parking attendants are not needed. Signing that AFA is suggesting has been used in the past but has not been successful. Vehicles were still parking in the ditch. AFA is also requesting action 2 other items. First one is for lighting be considered along the walking path from the north parking lot at Prairie Knoll Park to the 2 full sized fields that are in the south half of the park. The second item is to allow parking along the north side of 146th Lane NW west of Prairie Road. The Park and Recreation Commission will need to indicate their interest in lighting the walkway and if parking should be recommended along the north side of 146th Lane NW. Via the game schedule we have limited to two games per night.This does have a negative effect to the Andover community and families.This results in fewer games being played in Andover. AFA will order at our expense yards signs that will be placed in the grass area along 146th Lane in locations that will not impact the cutting of the grass. These signs will remain up during the entire season,then will be taken done. AFA would like the city to consider allowing parking along the northside of the 146th roadway west of Prairie Road. AFA does not intend to monitor the roadway,meaning we can't patrol a person pulling to the side of the roadway and dropping off someone. Consider Villas at Crosstown Woods Park Dedication Requirements DATE: July 18,2019 INTRODUCTION This item is regarding reviewing and determining the park dedication requirements for the proposed preliminary plat of Villas at Crosstown Woods. DISCUSSION A copy of the preliminary plat for your review is on the side pocket of the packet. Forty-eight lots(single family and villa style) are being proposed. The proposed preliminary plat is located in the southeast corner of the intersection of Crosstown Boulevard NW and Constance Boulevard NW (Co Rd 60). The property on the south side of the plat is Millers Woods which was developed a few years ago. The preliminary plat is currently being reviewed by staff. There are two items that staff would like to bring to the Commission's attention. The items are as follows: • First, it is recommended that no park land be required. Therefore, staff is recommending cash in lieu of land. Note: There is a private pool and a playground in the Millers Woods development (see attachment as to the location). The proposed single-family homes are proposed to be combined with the Home Owners Association (HOA) of Millers Woods and would have access to the pool and play structure. The Villa area would have their own HOA. • Second, it is recommended that a trail easement be dedicated as part of the platting process to allow access out to Crosstown Boulevard NW through one of the platted lots. Having this trail will allow for the residents to access a future trail that could be constructed along Crosstown Boulevard NW which will ultimately provide a connection to City Hall, the schools, parks and other amenities. The developer has been invited to attend the meeting to answer any questions the Commission may have. Update of Andover Station North Ball Field Facility/Lighting of East Ball Field,Cont. DATE: July 18, 2019 INTRODUCTION The Park and Recreation Commission is to continue discussing the installation of lights for the east field at Andover Station North Ball Field Facility. DISCUSSION Based on discussion from the last meeting on June 20, 2019, the Commission requested additional information specifically authorizing staff to hire an Electrical Engineer to provide design and determine actual costs for the lighting at Andover Station North Ball Field Facility for the lighting of the east ball field. The Engineer with Wunderlich Malec Engineering has reviewed the lighting system and has determined lighting costs for the two types (Metal halide and LED): • Lighting system utilizing Metal Halide lamps, similar to lighting on the west and middle fields is as follows: D Musco lighting system, $160,000.00 to $170,000.00 o Includes poles, fixtures, control link installed and operational o Electrical costs (conduit, wire, labor) of$32,000.00 is included in above amount. D Lighting system utilizing LED lamps; Musco lighting system, $197,000.00 to $207,000.00 o Includes poles, fixtures, control link installed and operational o Electrical costs (conduit, wire, labor) of$29,000.00 is included in above amount. Below are answers to questions brought up from the last meeting: • How many hours a year are the lights on? It is hard to say since the associations are responsible for turning on and off the lights each time they use them. We suspect that they turn them on in the spring and summer around 8 pm (maybe earlier if it is cloudy skies) and turn them off around 10 pm or later depending on how the long the game is or if there was a double header. The timer is set to automatically to shut off the field lights just after 11 pm. Once we get into late summer and fall, the lights are turned on earlier depending on if it is cloudy or when sunset is. • • • How much does it cost after 5000 hrs. of usage to get a crane out there to replace maintenance on the lights? There is no cost to the City replace the lights since it is written into the contract/specification that the lighting company is responsible to re-lamp the lights after 10 years of use or 5000 hours whichever is first. After that the City would need to hire a lighting company to replace them and since is a ways out, it would be hard to know what the cost will be. City staff also received information the Electrical Engineer about energy savings and based on a conversation the Engineer had with a lighting supplier, here is what they had to say about that: "Quite frankly while LED is the future in lighting, there is not a significant energy savings with LED due to the limited number of hours the lights are in operation on a ball field. I recently did an analysis for a project down in Lakeville and based on 300 hours of use,there was only about a $350 annual savings with the LED. The Musco HID Light-Structure Green system is very efficient and while there are additional energy savings with LED, it will never pay for the difference in cost between the two systems. The biggest advantage I see of the Musco LED Total Light-Control is the elimination of unwanted spill and glare light. The Musco LED lighting is very environmentally friendly to residential areas near a park. Once about 70' from the field, neighbors will not see glare light from the diodes or glare light coming off the face of the reflector. The other bid advantage of the Musco LED system is a 25-year parts and labor warranty as compared to a 10-year parts and labor warranty with the HID lighting system." As far as additional donations from the Andover Football Association(AFA), staff has contacted Amy Novak with Andover Baseball Association(ABA) about having that conversation about with AFA. To date, staff has not heard back from ABA. For informational purposes, the underlying property owner is the Andover Economic Development Authority (EDA) and approval will be required by the EDA. BUDGET IMPACT This project has been identified in the CIP for the year 2020. ABA has indicated that they are willing to donate up to $90,000. The City's portion of the project would be funded through Park Dedication funds. ACTION REQUIRED The Park and Recreation Commission is to consider recommending the Metal Halide or the LED lamps for the installation of lights for the east ball field at Andover Station North Ball Field Facility. Discuss National Fitness Program Grant Opportunity DATE: July 18, 2019 INTRODUCTION The Park and Recreation Commission is requested to consider the National Fitness Program Grant Opportunity that is available. DISCUSSION Jessica Smith of the National Fitness Campaign has contacted staff about City's interest in making application for funding that is available regarding the program. Attached is 3 pages from the 2020 National Fitness Campaign information for your review. This was presented to the Park and Recreation Commission back in September 2018. At that time the Commission indicated it would rather wait to apply. Below is the website and video that you can check out. Note: This is the same video that was sent to the Commission on May 29, 2019. https://nationalfitnesscampaign.com/watch If the Commission is interested in applying for the grant funds, the project should be identified in the CIP as there will be an expense to the City to build the fitness court. As far as a location,the City Hall Campus site is probably the best location since it is surrounded by the schools, YMCA, and community center. The other important item that NFC is interested in is good access to the site from existing trails which the City has a lot of in the vicinity. Review Outstanding Items/Maintenance Update DATE: July 18, 2019 Issues list as of 7/12/19 UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD—Commissioner Butler. City Council has awarded to start construction. The Commission will begin seeing activity after the Andover Fun Fest Staff starting on July 15th COMPLETED PROJECTS— • City Hall Park Complex#1 (Purple Park) Playground Equipment Replacement—The new equipment has been completed along with the restoration. If you have not been to the park to check it out, we would encourage the Commissioners to do so. The project turned out to be really nice. • Timber River Park-The seeding of the south half of the field into natural area has been completed. ON-GOING PROJECTS- • Update of Park Dedication Improvement Fund Quarterly Report—Item is on the agenda. • Update of Quarterly Sheriffs Department Report on Park Patrol& Vandalism—Item is on the agenda. • Hills of Bunker Lake West Park Irrigation —The water service has been completed. The remaining irrigation system, electric service and controls will be ongoing throughout the summer by independent contractors or by Parks Maintenance Department staff. ON-HOLD PROJECTS—None at the time. OTHER ITEMS OF INTEREST— • City Hall Complex Outdoor Hockey Rinks/Timer for Lights —As mentioned at the March 18th meeting, more information is needed before a final decision can be made regarding the hours for being open. Later this summer, staff will meet with the Andover Huskies Youth Hockey Association (AHYHA)to look at a couple of ideas including the possibility of expanding the hours until 9 pm which is common with other Cities. Staff will also discuss with AHYHA about the continuation of volunteers to operate the warming houses on Monday, Tuesday and Thursday nights throughout next season. • Kelsey Round Lake Park(Outdoor Recreation Grant)—As mentioned at the last meeting, staff will be requesting to extend the contract with the MNDNR for another year due to concerns that have been raised by contractors which have indicated that they are booked for the remainder of the 2019 construction season. If the project were to be bid this summer, contractors have indicated that the City • • will see higher pricing of construction than normal. Staff will notify the residents to let them know that the project will be constructed in 2020. There is a good possibility that the existing bituminous trail in the park will be included with the new trail project and bid at the same time. The existing trail within the park is in poor condition and is due for a new bituminous surface. This existing trail was identified in the Capital Improvement Plan(CIP)to be reconstructed in 2020 therefore constructing both projects under the same contract may produce some cost savings. • ASN Trail (Local Trail Connection Grant) -- A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. Staff has contacted the MNDNR about extending the contract for this project, but the City will not be able to do that with this type of DNR grant so the project will need to be completed by June 30, 2020. • Hills of Bunker Lake West Park Trail Reconstruction -- The existing trail has deteriorated and is in need to be reconstructed. Due to the grades that need to be modified and retaining wall that will be necessary because of the grade changes,the cost of the construction will be higher than anticipated. Due to concerns that have been raised by contractors which have indicated that they are booked for the remainder of the 2019 construction season, the project has been moved out to 2020. • Update of Pedestrian Trails—The trails that are planned (2020) are as follows: ❖ 2020—Kelsey Round Lake Park Trail Extension. ❖ 2020—Andover Station North Trail Connection. ❖ 2020—Hills of Bunker Lake West Park Trail Reconstruction ❖ 2020—Kelsey Round Lake Park Trail Reconstruction (pending approval to determine if funds are available) • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility— The Commission will need to determine if you would like to have a meeting at one of the City parks in 2019.
