Respectfully submitted, Michelle Harmer Haarmerl Deputy City Clerk Attach: Minutes 2 0 ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— APRIL 16, 2019 - MINUTES 10 The Meeting of the Andover Economic Development Authority was called to order by President 11 Julie Trude, April 16, 2019, 6:03 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, 12 Andover, Minnesota. 13 14 Present: Commissioners Jamie Barthel (arrived at 6:20 p.m.), Sheri 15 Bukkila, Valerie Holthus (arrived at 6:08 p.m.), Mike Knight, 16 Joyce Twistol, and Kari Kafer 17 18 Absent: None 19 20 Also present: EDA Executive Director, Jim Dickinson 21 Community Development Director, Joe Janish 22 Public Works Director/City Engineer, Dave Berkowitz 23 24 25 President Trude indicated Item #3 will be presented when all members are present. 26 27 OTHER BUSINESS 28 29 Mr. Janish indicated staff met with Mickman Brothers regarding the installation of the irrigation 30 system in the Bunker Lake Boulevard median. The two interior lanes need to be shut down 31 which does require a permit from Anoka County. 32 33 Mr. Janish reviewed the estimated cost break down: 34 • $2,500 for interior lane shutdown, barricades and permit from Anoka County. 35 • $20,000 - $23,000 for the irrigation system. 36 • $2,500 for ornamental flowers and plants. 37 38 Commissioner Twistol asked if they will do a burn in the median. Mr. Janish answered they will 39 not. They will mow the existing prairie grass to about two inches, install the drip irrigation 40 system and plant ornamental flowers in the end caps. He also stated some of the prairie grass 41 will remain. 42 43 Commissioner Bukkila asked if a lane closure will be needed every year for maintenance of the 44 irrigation system. Mr. Berkowitz replied no a lane closure would not be needed; yearly irrigation 45 blow-out maintenance will be done in the boulevard area not the median. Mr. Janish stated with 46 a drip system there will be no sprinkler heads to replace. 47 48 President Trude stated the funds for the project are in the budget. Mr. Dickinson replied the Andover Economic Development Authority Meeting Minutes—April 16, 2019 Page 2 money for the irrigation system is in the budget, the money for the lane closure and plants will need to be paid by another area of the budget. 4 BUNKER LAKE BOULEVARD1138THA VENUE -CITY OWNED RENTAL UNITS 6 Mr. Janish reviewed the City owned rental units with the EDA. He indicated staff contacted 7 Cedar Management Inc. who is managing the properties to have a rent analysis conducted. After 8 review of the rental analysis staff is proposing an increase in rent to bring the properties to a 9 consistent rental rate, also noting that costs to maintain are on the rise. 10 11 Commissioner Twistol asked when the increase would go into effect. Mr. Janish replied 12 September 1, 2019. 13 14 Motion by Bukkila, Seconded by Holthus approving to increase rent at the City owned rental 15 units on September 1, 2019. Motion carried 6 ayes, 1 absent (Barthel) 16 17 APPROVAL OFMINUTES 18 19 March 19, 2019, Regular Meeting: Correct as written. 20 21 Motion by Bukkila, Seconded by Twistol, to approve the above minutes as written. Motion carried 22 5 ayes, 1 present (Kafer) and 1 absent (Barthel). 23 24 ENTRANCE MONUMENT DISCUSSION UPDATES 25 26 Mr. Janish updated he has obtained information from Engineering on the site lines and has 27 started conversations with the Anoka County Highway Department (ACHD). Scott Maciej with 28 DeMars Signs has a copy of the site lines and will try to mimic the sign on Crosstown Boulevard 29 and Bunker Lake Boulevard. 30 31 Mr. Janish continued after discussions with Engineering it looks to be a 6-8 foot elevation for the 32 sign. He indicated the ACHD may be hesitant on a double -sided sign, the sign may have to one 33 sided an angled like the sign on Crosstown Boulevard and Bunker Lake Boulevard. 34 35 President Trude asked since the City owns the property it shouldn't be a problem if some brush 36 needs to be removed. Mr. Berkowitz answered yes but the wetlands would need to be avoided. 37 38 Commissioner Twistol asked if any plantings are going to be done around the Crosstown 39 Boulevard entrance sign on the Ham Lake border and at the sign on Crosstown Boulevard and 40 Bunker Lake Boulevard. Commissioner Bukkila stated no irrigation is the problem. Mr. 41 Berkowitz indicated with limited staff watering plants is not a priority. 42 43 Commissioner Twistol suggested putting down landscape fabric and rock to keep the weeds from 44 growing. 45 Andover Economic Development Authority Meeting Minutes—April 16, 2019 Page 3 1 Staff stated they will bring back some options to a future meeting. 2 3 POTENTIAL DEVELOPER DISCUSSION 4 5 President Trude introduced Mike Kaeding, President of Norhart. Mr. Kaeding will give a 6 presentation about his company and will share his perspective on the Bunker Lake Boulevard 7 redevelopment area. 8 9 Mr. Kaeding stated Norhart constructs and manages apartment buildings. Mr. Kaeding indicated 10 Norhart has five key strategies: 11 12 • Lifestyle Living 13 • Technology 14 • Community 15 • Giving Back 16 • Employee Engagement 17 18 Mr. Kaeding indicated the redevelopment area is a challenging site but at the end of the day they 19 can make any site work. It depends how big of a building the City wants to see, the smaller the 20 building the less viable a project is for them. 21 22 The area was discussed. 23 24 The Commission stated the presentation was very helpful. 25 26 The EDA thanked Mr. Kaeding for the presentation. 27 28 ADJOURNMENT 29 30 Motion by Bukkila, Seconded by Barthel to adjourn. Motion carried unanimously. Mr. Maciej indicated that the size of the ECM that was installed at Bunker Lake Blvd. and Crosstown would be appropriate for the 133`d and Hanson location. Mr. Maciej thought at this time it would also be better to keep the Andover above the ECM vs. below. This would allow for consistency with the signs. ANDOVER COMMERCIAL PROJECTS • The Shops @ Andover, 13650 Hanson Boulevard NW —1 tenant space remains • Walmart Front End Pickup Remodel, 1851 Bunker Lake Blvd NW - The next phase of development to support online ordering and pickup is the proposed construction of a customer vehicle canopy that may be located in the parking lot near the southeast comer of the store. A tensile fabric structure has been typical at other Walmart stores. This permit has been submitted to the building department and includes some modifications inside the store. • McDonalds Interior Remodeling/Renovation, 15232 Bluebird Street NW — This project has been pushed back until Fall 2019. • Anoka Parks, Activity Center Greenhouse Demolition and Renovation, 550 Bunker Lake Blvd. NW — Demolition of the existing greenhouse area will give way to an outdoor patio area. Footings are in. Other improvements are to renovate the site approach and provide for better accessibility and general renovation. This is complete with a few small items remaining to be completed. • Upper Midwest Athletic Construction — A CUP was granted for outside storage. The owner provided a commercial site plan that has been reviewed. The owner is currently working with his Engineer on the 3rd set of comments. A fence permit has been granted along the east side of the property. • Hearth Development, 1714 Bunker Lake Blvd. NW — Fitaholic is open and two tenant spaces remain to be leased. The building department has been talking with two businesses to occupy the spaces. • Clock Tower Commons —Tom Roberts has indicated he has some interest in lot 4 but nothing is concrete at this time. Mr. Roberts is currently adding additional parking and adjusting the Brio drive through. • Andover High School, 2018 Additions and Renovations — Construction is in process. The project has a value expected around $11.9 million -dollar project. The ceiling tiles are being installed at this time. The School is looking at starting Phase 2 this fall possibly • Estates at Arbor Oaks / Trident Development, 1753 156" Lane NW — Currently we are 86% occupied and have a total of 82 tenants residing here in 57 apartments and 96% reserved. The apartments rent for $1,600 to $2,859 per month. The manager of the property has indicated they can provide a tour of the facility when the EDA is available. • Crosstown Square, 13632 Crosstown Blvd. NW — Staff was contacted by the property owner and informed that space is available at this time. • Interest in Hughes Industrial Park — Interest in the area has quieted down. A few properties are being marketed in the area. • Andover PW Maintenance Building, 1900 Veterans Memorial Blvd. — This project is underway. Site utilities area being installed at this time. • Andover Community Center, 15200 Hanson Blvd. NW — Bids have been open and are being reviewed. The City Council is expected to review the bids on June 4, 2019. • Beberg Landscaping (self -storage) — City Council approved a CUP for additional Mini -storage on a portion of this location on February 511. The buyers of the property had intended to expand the mini -storage. • Legacy Christian Academy, Additions & Remodeling, 3037 Bunker Lake Blvd NW — Kinghorn Construction has provided a building permit application and plans to build a three- story classroom addition between the existing buildings to replace temporary classrooms. The permit for construction has been released. • Anoka -Hennepin Schools Bridges Program, 13735 Round Lake Blvd NW — The building department has released a permit for an expansion of the Bridges Program. The expansion will remodel the area that was a former restaurant into space to be used by the Bridges program. • Overall marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites. • Restaurants/Fast Food — Currently staff is aware of companies continuing to look for land to locate in Andover.
