Date: Time: Location: Case Number: 01.02 7:31 pm Prairie Knoll 19001419 A caller reported finding a DL at the location. A deputy met with the reporting party to collect the DL. It was mailed back to the person who lost it. 01.07 7:05 pm Prairie Knoll 19005753 A caller reported loud music coming from a vehicle parked in the lot. A deputy responded and found four vehicles, but all were unoccupied. The deputy heard no music or sounds disturbing in the area. 01.28 10:14 am Strootman 19022639 A deputy was called to a report of a snowmobile riding in the park. He located the suspect who was a juvenile. He spoke with the juvenile and his mother and explained the city ordinances. Due to no prior contacts, the juvenile received a warning and was advised the next time it would result in a citation. 01.29 12:03 am Prairie Knoll 19023222 A caller reported two suspicious vehicles in the park. A deputy located the vehicles which were occupied. He spoke with the individuals who were just hanging out. They were advised the park was closed. They left. 02.05 11:25 am Lion's 19029921 A caller reported a suspicious vehicle. A deputy arrived and found the vehicle. It was unoccupied with a flat tire. Contact was made with the owner and they were in the process of getting it removed. 02.08 2:12 pm Strootman 19032776 A deputy was called to a report of a snowmobile riding in the park. The caller was able to obtain a photo and the deputy located the registration. He made contact with the owner who admitted he was riding. The city ordinance was explained, and the suspect agreed to stay out of the park. • • Azp 02.19 7:17 pm Prairie Knoll 19041851 A deputy was dispatched to a motorist assist at the location. She arrived and assisted the driver. 03.01 10:36 pm Strootman 19050113 While conducting extra patrol, a deputy observed a snowmobile in the park. There was no person present, so the deputy ran the registration and went to the home. Lights were on, but no one answered the door. The deputy issued a citation to the registered owner. 03.20 1:45 pm Strootman 19064812 A caller reported a suspicious vehicle in the lot and a male walking the neighborhood. The deputy arrived and located the vehicle but did not locate the male. It was determined the vehicle was stolen out of Ham Lake and dumped at the location. The investigation continues. 03.26 4:34 am Round Lake Boat Landing 19069590 Two callers reported a fire at the boat landing. When the deputy arrived, he found a male near a small fire. The fire department responded to extinguish the fire and the man was issued a citation. 03.26 7:03 pm Lion's 19070175 A caller reported a contained dog. The deputy went to the location to retrieve the dog, but the owner arrived and picked up the dog. 03.28 11:42 pm Oak Bluff 19071618 A resident called to complain about loud exhausts in the park. The deputy arrived, and no one was in the lot. He called the complainant who requested extra patrol due to a concern over drug-deals that may be taking place at the park. Review Outstanding Items/Maintenance Update DATE: April 18, 2019 Issues list as of 4/12/19 UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD—Commissioner Butler COMPLETED PROJECTS— • ON-GOING PROJECTS- • Update of Park Dedication Improvement Fund Quarterly Report—Item is on the agenda. • Update of Quarterly Sheriff's Department Report on Park Patrol&Vandalism—Item is on the agenda. • Hills of Bunker Lake West Park Irrigation—The irrigation will be done in 2019. Staff has already purchased the irrigation materials for the park. The water service, irrigation system, electric service and controls will be installed by independent contractors or by Parks Maintenance Department. • Timber River Park—On March 21, 2019 staff met with 6 residents about creating a natural area in the south half of the field. Based on the conservation with the residents, it has been determined that pollinator type grasses will be seeded later this spring. Kameron Kytonen,Natural Resource Technician, will be the individual that will oversee the seeding of the area. • City Hall Park Complex#1 (Purple Park)Playground Equipment Replacement—The new playground equipment has been delivered. Parks Maintenance staff has removed the old playground structure and excess sand before the ground froze. The new equipment will be installed May 18th or sometime in June subject to the weather with help from YMCA volunteers. ON-HOLD PROJECTS—None at the time. OTHER ITEMS OF INTEREST— • City Hall Complex Outdoor Hockey Rinks/Timer for Lights—As mentioned at the March 18th meeting, more information is needed before a final decision can be made regarding the hours for being open. Later this summer, staff will meet with the Andover Huskies Youth Hockey Association (AHYHA)to look at a couple of ideas including the possibility of expanding the hours until 9 pm which is common with other Cities. Staff will also discuss with AHYHA about the continuation of volunteers to operate the warming houses on Monday, Tuesday and Thursday nights throughout next season. 410 S • Kelsey Round Lake Park(Outdoor Recreation Grant)—A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. The project will be constructed late summer or fall of 2019. Letters have been sent out to residents about the minor alignment changes to the trail. Staff did not receive any comments regarding the alignment. • ASN Trail (Local Trail Connection Grant) --A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. The project will be constructed in late summer or fall of 2019. • Hills of Bunker Lake West Park Trail Reconstruction -- The existing trail has deteriorated and is in need to be reconstructed. The reconstruction is planned for later this summer and will most likely be included as part of the Kelsey Round Lake Park and ASN Trail construction projects. • Update of Pedestrian Trails—The trails that are planned (2019) are as follows: ❖ 2019—Kelsey Round Lake Park Trail Extension. ❖ 2019—Andover Station North Trail Connection. ❖ 2019—Hills of Bunker Lake West Park Trail Reconstruction • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility— The Commission will need to determine if you would like to have a meeting at one of the City parks in 2019. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Hans or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Update 3/16/19 • Cleaned all warming house floors with Kaivac equipment. • Removed snow from trails and Park parking lots as needed. • Removed steps from temporary warming house at Hawk Ridge Park and put in storage. • Completed painting hockey goals and put in storage until next winter. • Completed trash and recycling service as needed. 3/23/19 • Helped remove warming house at Hawk Ridge Park. It was picked up by the vendor on March 18th. • Completed cleaning at Sunshine Park building and started painting concessions area. • Completed trash and recycling service as needed. • Completed converting rink equipment over to mowers for the summer season. • Continued replacing wooden boards on park benches and picnic tables. • Two Parks Department staff attended the Shade Tree Short Course. • Supervisor attended the Park and Recreation Commission Meeting on March 215` 3/30/19 • Completed cleaning the Sunshine Park building and painting concessions area. • Serviced trash and recycling containers as needed. DATE: April 18, 2019 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2020-2024 Park Capital Improvement Plan(CIP). DISCUSSION The target date for draft CIP is June 7th. Attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. This projected fund balance shows a portion of the $1,000,000 that would be used towards the construction of the Community Center Expansion if that project moves forward. Staff has made a couple adjustments to the park fund balance spreadsheet to ensure that the ending balance for each year has a positive balance. 2020 • Annual Misc. Projects- $15,000(no recommended changes from staff). 2021 • Prairie Knoll Park Parking lot with curb- $170,000 (staff is re-evaluating this based on recent construction bids received to see if this may be too low). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2022 • No projects identified. • Annual Misc. Projects- $15,000 (no recommended changes from staff). 2023 • No projects identified. • Annual Misc. Projects- $15,000(no recommended changes from staff). There are two (2) park improvement projects identified on the spreadsheet scheduled for 2019. The 2 projects anticipated are as follows: • Kelsey Round Lake Park (new) -- $152,000 (estimate) As you know, there will be a new trail expansion constructed on the westly portion of the park. The improvement project will be funded by a combination of MNDNR Grant funds and park dedication funds. • Hills of Bunker Lake West Park (new) -- $40,000 (estimate). A new irrigation system will be installed along with a new municipal water service connection and irrigation controls. As noted in the past there are several parks that do not have security lights. If the Commission is interested in knowing the planned improvements for all the parks,please review the most current spreadsheet that is in the Information Packet that is updated every year. BUDGET IMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of$50,000.00 or more. DISCUSSION The target date for the draft CIP is June 7t. Based on the discussion from the last meeting of March 21, 2019, the Park and Recreation Commission requested additional information including a map that identifies the walkers in each school area. Staff sent an e-mail(see attachment)to the Commission back on March 26,2019 that included maps received from the Anoka Hennepin School District identifying those areas except Crooked Lake Elementary School(no additional trails are needed since the trail system is generally completed in this area of the school). Staff also included in the e-mail the wetlands map from the US Army Corps of Engineers to help identify where they are located and the City website so the Commission can review the land use map(identifies the commercial and residential areas of the City)and the Metropolitan Urban Service Area of where municipal sanitary sewer system will ultimately serve Andover.Please bring your packet from the last meeting which included the following information: • 2019-2023 New Pedestrian Trail and Sidewalk Segments with descriptions from the existing CIP along with location maps(this attachment does not include projects that will be completed in 2019). • 2020-2021 Construction of a railroad underpass trail from the west side(Winslow Cove development)to the east side of the railroad tracks where there will be the potential of urban development.Location map is attached. The funding for the trails/sidewalk improvements have been a combination of DNR Grants, general funds and trail funds that have been received from new developments. Funding of improvements for 2020-2024 have not been identified and will need to be determined by the City Council. At the meeting staff will provide a more detailed large scale map of the existing trails system generally in the urban areas of the City. Attached is a smaller version of that map for your review.
