Consider 2019 Spring/Summer Soccer/Lacrosse Schedule DATE: March 21, 2019 INTRODUCTION This item is in regard to consider approval of the 2019 spring/summer soccer/lacrosse schedule. DISCUSSION Attached for your review are the proposed fields that will be available for 2019 soccer/lacrosse season. NMSA and AALA have met and have agreed on the spring-summer schedule(see attached). Fox Meadows Park is now available for the spring-summer season. NMSA has requested the use of both fields for the upcoming season. ACTION REQUIRED The Park and Recreation Commission is requested to approve the 2019 spring/summer soccer/lacrosse schedule. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. All other parks/facilities may also require the association or applicant to provide parking attendants when it is anticipated a larger group of participants/spectators are expected. The company that is hired or the association members that will he working the tournament or event must always use the required MNDOT approved reflective vests. Parking attendants will be responsible to contact the Anoka County Sheriff's Department when there is a conflict/issue/concern with parking. Note: The association or applicant shall provide other alternatives/options in writing to the City for approval which details how the parking operations for the season will not impact the parkifacilities and/or the area residents in which the parking attendant requirements could potentially be waived. Haas, Assistant Public Works Director SUBJECT: 6• Consider 2019 Tournament Application/The Heroes Tourney 3rd Annual Softball Tournament-Tribute to the Troops MN DATE: March 21,2019 INTRODUCTION The Park and Recreation Commission is requested to consider the 2019 Tournament Application as requested by the Tribute to the Troops of Minnesota for the 3rd Annual Softball Tournament called The Heroes Tourney. DISCUSSION Attached for your review is the application that has been submitted by the group. The group has requested to use Sunshine Park Fields 1-4 all day for Saturday, August 3, 2019. This request does not conflict with any of the youth tournaments as none are scheduled for that weekend at Sunshine Park since the youth fall schedules are not due until July. There will be fees required since this is an adult group that will be using the fields. The fee proposed will be as follows (assuming no field maintenance is required by the City): • $206.25 Tournament fee for the park (1 day only). Note: Applicant is requesting this fee be waived. • $200 Field usage fee for the 2 extra fields that are being requested. A total of 4 fields are being used. Note: Applicant is requesting this fee be waived. • $250 Damage deposit fee which refundable after the tournament is over and an inspection has been done by Public Works. Note: Since the applicant has requested to waive the tournament and field usage fees it will require City Council approval. The damage deposit of $250 has been rolled over from 2018 to 2019 so no addition deposit will be required. All fees (including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The$500.00 (or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the tournament have been determined by the Public Works Department. * If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, the field reservation fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament". Staff has already purchased the irrigation materials for the park. The water service, irrigation system, electric service and controls will be installed by independent contractors or by Parks Maintenance Department. • Timber River Park—On January 15, 2019,the City Council approved the Park and Recreation Commission recommendation to create a natural area in the south half of the field. Staff has received comments from 5 residents. Staff will be meeting with the neighborhood before the regular meeting at 6 pm at the park to look at a couple options (copies in side pocket of packet) for the natural area. Kameron Kytonen,Natural Resource Technician, will also be at the neighborhood meeting to present a couple options. • City Hall Park Complex#1 (Purple Park) Playground Equipment Replacement—The new playground equipment has been delivered. Parks Maintenance staff has removed the old playground structure and excess sand before the ground froze. The new equipment will be installed in the Spring of 2019 with help from YMCA volunteers. ON-HOLD PROJECTS—None at the time. OTHER ITEMS OF INTEREST— • City Hall Complex Outdoor Hockey Rinks/Timer for Lights—Waiting for quote from electrical contractor. The Park and Recreation Commission at the meeting on January 17, 2019 requested staff to contact an electrical contractor about providing an estimate of having a timer available to allow the rinks to be lit until 11 pm which is when parks are officially closed per City Code. • Kelsey Round Lake Park(Outdoor Recreation Grant)—A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. The project will be constructed in 2019. Letters has been sent out to residents about the minor alignment changes to the trail. Staff did not receive any comments regarding the alignment. • ASN Trail (Local Trail Connection Grant) --A fully executed contract from the MNDNR has been submitted to the City. Staff has completed the field surveying work. Staff is currently working on a draft plan. DISCUSSION The target date for draft CIP is June 7th. Attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. This projected fund balance does include a portion of the$1,000,000 that was recommended by the Commission which would be used towards the proposed construction of the Community Center Expansion. Staff has made a couple adjustments to the park fund balance spreadsheet ensure that the ending balance for each year has a positive balance. 2020 • Annual Misc. A new irrigation system will be installed along with a new municipal water service connection and irrigation controls. As noted in the past there are several parks that do not have security lights. If the Commission is interested in knowing the planned improvements for all the parks, please review the most current spreadsheet that is in the Information Packet that is updated every year. DISCUSSION It is that time of the year to begin discussing the 2020-2024 Trail CIP. The target date for draft CIP is Friday, May 31st. Attached are the following items for your review: • 2019-2023 New Pedestrian Trail and Sidewalk Segments with descriptions from the existing CIP along with location maps(this attachment does not include projects that will be completed in 2019). • 2020-2021 Construction of a railroad underpass trail from the west side (Winslow Cove development)to the east side of the railroad tracks where there will be the potential of urban development.Location map is attached. • Figure 11 (Proposed Regional Trails Plan)from Chapter 7 of the City of Andover Transportation Plan identifies where the existing and proposed Regional Trails are located. The funding for the trails/sidewalk improvements have been using a combination of DNR Grants, general funds and trail funds that have been received from new developments. Funding of improvements for 2020-2024 have not been identified and will need to be determined by the City Council. Staff will provide a larger wall map of the trails system at the meeting. BUDGET IMPACT The City Council will determine how they will fund the trail improvements.
