INTRODUCTION
This item is in regards to reviewing and determining the park dedication requirements for the proposed
sketch plan for the property located at 15991 Vale Street NW.
DISCUSSION
A copy of the sketch plan is located in the side pocket of the packet. Twenty-one condo units are being
proposed. The proposed sketch plan is located southeast corner of the intersection of 1615 Avenue NW
(Co. Rd 20) and Vale Street NW.
Also attached is the location map of where the new development is being proposed and where the
location of existing parks are in the area. There are no existing trails or sidewalks in the area.
Staff is recommending cash in lieu of land since the park dedication study that was done this past year
indicates that the City is sufficient with mini -parks. Also keep in mind by accepting additional park land
adds to maintenance for Public Works as these smaller parks are more costly to maintain.
The developer has been invited to attend the meeting to answer any questions the Commission may have

RE: Red Pine Fields Sketch Plan
City of Andover,
On behalf of Metrowide Development, LLC, Landform is pleased to submit this sketch plan
application for 15991 Vale Street NW to receive feedback from City staff, Planning Commission and
City Council on the proposed concept plan. Similar to the twin homes to the south, the concept plan"
proposes to CIC plat the parcel to allow 21 condo units in a layout that will preserve the larger
wetland on the northwest corner of the property and the wooded area to the southeast.
The proposed condo units are a minimum of 50 feet wide and 60 feet deep. The units will be setback
a minimum of 20 feet from the private drive, with 10 feet of separation between the structures on one
side and 20 feet of separation on the other side. The plan utilizes a 24 -foot -wide private drive to
provide access to the units. When a formal application is submitted it is anticipated the project would
require a Planned Unit Development to allow flexibility.
The units are targeted at first-time homebuyers and empty nesters to provide an underserved and
desirable,housing option in Andover. We look forward to your feedback prior to and at the Planning
Commission and City Council meetings.

INTRODUCTION
This item is in regards to reviewing and providing direction on the park dedication requirements for the
proposed sketch plan of The Villas at Crosstown Woods.
DISCUSSION
A copy of the sketch plan is in the side pocket of the packet. Forty-eight detached single-family villas are
being proposed. The proposed sketch plan is located southeast corner of the intersection of 1615 Avenue
NW (Co. Rd 20) and Crosstown Boulevard NW.
Attached is the location map of where the new development is being proposed and where the location of
existing parks is in the area. There are existing sidewalks and trails in the area to the south in Millers
Woods development.
Staff is recommending cash in lieu of land since the park dedication study that was approved by the City

Introduction
Landmark Development is pleased to submit this application for concept plan
review by the City of Andover. The land consists of two parcels, the Barth and
Carlson parcels, totaling +/-18.4 acres. The property is bounded on the north by
Crosstown Blvd. N.W. and to the west by Co. Rd. 18.
Concept Plan Review
Landmark Development is requesting staff review of a concept plan to subdivide
these two parcels into 48 detached single family villas with lots ranging in size
from 6,336 sq. ft. to 12,928 sq. ft. The parcel consists of open fields, significant
hardwood and softwood vegetation and wetlands. The public streets have been
designed as to minimize the disturbance of the existing trees, wetlands and
current neighborhoods.
The proposed subdivision is located in the R4 zoning district. We are requesting a
P.U.D. to allow flexibility from the typical R4 standards.
Lot Standards
Single family homes in the R4 District require a minimum lot size of 11,400 sq. ft.
and a minimum lot width of 80. We are requesting flexibility in the bulk area R4
standards for lot size, dimension, setback, and density primarily in order to have
the flexibility to minimize tree removal, mass grading of the site and wetland
impacts.
Using traditional R4 zoning the site would support 41 single family lots with all of
the land platted into lots, see attached R4 plan. The requested P.U.D. plan shows
48 lots with a significant land set aside for preservation of the sites natural
systems.
Changes to the land are minimized with existing natural resources connected thus
enhancing the quality of life for residents while maintaining ecological functions
and biodiversity.
We are proposing a 60 foot right of way with a 32 foot street width as per city
requirements. A 16 foot front yard setback is proposed with a total front yard
distance from house to street of 30 feet. The side yard setbacks would be 6.5 feet
on each side, and the rear yard setback would be 20 feet from a property line and
40 feet from a County Road.
This design will contribute to the overall commitment of ecological conservation
to the site.
Neighborhood Connectivity
Our concept plan provides for overall improved neighborhood access with the
access off Constance Blvd. N.W. The plan also shows how the new street system
connects to the existing neighborhood to the south.
P.U.D. Flexibility
We are requesting city approval for flexibility from area, width, and setback
standards in the R4 district. In return our proposal will provide a low impact
development minimizing tree removal, wetland impacts and better neighborhood
traffic circulation.
The zoning code outlines specific design qualities that the city desires in a P.U.D..
Our plan addresses the following.
1. Achieves efficiency in the provision of streets and utilities and preserves
area to achieve the elements of design quality.
Our proposed plan achieves development efficiency and provides low
impact design by, not only preserving woodlands and wetlands but allowing
substantial areas to be left for buffering to existing neighborhoods.
2. Provides convenient and safe access for vehicles and pedestrians
The proposed development is not anticipated to generate substantial traffic
volumes. The street is a form of public space with defined edges. Together
with the homes they form the character of the neighborhood. The design
provides a walkable, pedestrian friendly neighborhood with strong social
interactions.
3. Provides a buffer of existing vegetation between different uses, adjacent .
properties, roadways, and between backyards of back to back lots
Substantial buffers between this development and the existing
neighborhood exist because of the flexibility offered by a P.U.D.. Existing
preserved vegetation to the east provides a buffer to future development
with the large open space shown on our plan that ties into the existing
open space in Miller's Woods allows for a large, unified, ecologically
preserved area for both neighborhoods to enjoy.
4. Preserves existing stands of trees utilizing smaller lot sizes and dimensions
combined with similar lot numbers as a conventional plan allows us to save
significant amount of vegetation. That same afforded flexibility allows us to
incorporate large ecological areas consisting of wetlands and storm water
storage.
Though not specifically mentioned in the City's requirements an exciting
and necessary housing component is being proposed in this development.
All too often, cities offer a lack of lifecycle housing opportunities to its
residents. Market research has shown the Villa proposed addresses a need
shortage of this type of home. This product allows for empty nesters or
couples looking to downsize an alternative for housing not currently
offered in the City. This allows for new residents and existing residents to
stay in the City of Andover keeping the City Vibrant and growing.
In Summary, we respectfully respect feedback and comments on the
concept plan to allow a PUD on this property.

UPDATE OFANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler
COMPLETED PROJECTS —
• Eveland Field Fencing — The new outfield fence for the varsity (south) field has now been completed
and will be usable for high school girls fast pitch program that starts in the spring of 2019. As
previously mentioned, the fence is being relocated closer to home plate to meet the high school fast
pitch standards.
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next Quarterly report will be
on the agenda in April.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next Quarterly
report will be on the agenda in April.
• Hills of Bunker Lake West Park Irrigation — The irrigation will be done in 2019. Staff has already
purchased the irrigation materials for the park. The water service, irrigation system, electric service
and controls will be installed by independent contractors or by Parks Maintenance Department.
• Timber River Park — On January 15, 2019, the City Council approved the Park and Recreation
Commission recommendation to create a natural area in the south half of the field. Staff has received
comments from 5 residents. Based on the comments received, staff will be preparing a plan over the
next few months for the south half of the field and will schedule a meeting with the residents to look
at a couple options. We are looking at meeting with the residents at the park on March 21" or on April
181h depending on the weather. Kameron Kytonen, Natural Resource Technician, will be preparing a
couple options for the residents to consider.
• City Hall Park Complex #1 (Purple Park) Playground Equipment Replacement — The new
playground equipment has been delivered. Parks Maintenance staff has removed the old playground
structure and excess sand before the ground froze. The new equipment will be installed in the Spring
of 2019 with help from YMCA volunteers.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• City Hall Complex Outdoor Hockey Rinks — The Park and Recreation Commission had mentioned
at the last meeting on January 17, 2019 about exploring the possibility of having a timer available to
allow the rinks to be lit until 11 pm which is when parks are officially closed per City Code. If the
Commission is interested in having this type of improvement, a recommendation should be made to
direct staff to obtain options and an estimate for a possible timer and bring that back to the
Commission for consideration.
• Kelsey Round Lake Park (Outdoor Recreation Grant) — A fully executed contract from the MNDNR
has been submitted to the City. Staff has completed the field surveying work. Staff is currently
working on a draft plan. The project will be constructed in 2019. Letters has been sent out to residents
about the minor alignment changes to the trail. Staff did not received any comments regarding the
alignment.
• ASN Trail (Local Trail Connection Grant) -- A fully executed contract from the MNDNR has been
submitted to the City. Staff has completed the field surveying work. Staff is currently working on a
draft plan. The project will be constructed in 2019.
• Update of Pedestrian Trails — The trails that are planned for the next year (2019) are as follows:
❖ 2019 — Kelsey Round Lake Park Trail Extension.
❖ 2019 — Andover Station North Trail Connection.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2019.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

SUBJECT: Consider Proposed Parks Location for Two (2) New Emergency Alert Sirens

INTRODUCTION
The City has budgeted in 2019 for the construction of two (2) new emergency siren systems to be in northern
Andover, where audibility gaps have been observed. Possible locations for new sirens to fill the audibility
gaps happen to coincide with two city parks:
• 3929 169th Lane NW —Valley View Park
• 2139 172" Ave NW —Woodland Meadows Park
The Parks Commission is requested to consider and comment on the proposed parkland locations.
DISCUSSION
Andover's existing siren installations have been constructed on City property and within the road right of
way. Locations within road right of way often don't allow for both safe separation from roadway and
adequate working area around the siren base. Consequently, right of way locations have caused
encroachment issues onto adjacent private properties. Where sirens have been located on city properties,
somewhat greater working space is afforded, and encroachment issues don't occur.
If located on city parkland, the two new sirens would be erected to the side of the park and as unobtrusively
as possible to preserve the aesthetic qualities of the parkland. Attachments to this memo include:
• Photographs of two typical siren installations,
• Map of Emergency Siren Locations -- Both Existing and Proposed New
• Tone Coverage Maps Showing Existing and Proposed Audibility/Noise Levels
