Absent: Tony Peterson, Val Holthus, Allison Boes Frank Kellogg called the meeting to order at 6:11 pm Agenda Approval Motion by Ted Butler seconded by Tony Howard to approve agenda as written. Motion carried unanimously. Approval of Minutes Motion by Ted Butler seconded by Tony Howard to approve August 13, 2018 meeting minutes. Motion carried unanimously. Discussion Items Expansion Update — Erick stated that the YMCA continues to meet with 292 Design group to discuss layout of future expansion. Plans currently include an elevator, fitness studio, a gym and administrative offices. Commission members asked if both the YMCA and City portions of the expansion need to take place at the same time. Erick indicated that they do not. Commission members also asked for clarification on how expenses were being billed. Erick stated that 292 will bill the YMCA separately for engineering costs. The service road South of the building will need to be moved 8' closer to City Hall and the plan would be to open up the parking lot of city hall into the East side of the Andover Community Center parking lot. It was suggested that Erick check with the Anoka Hennepin School district to see if they would have an interest in donating money towards the new gym space and dedicate the space to the Anoka Hennepin Mustangs. Commission also suggested that the relocated 15` floor men's and women's restrooms on the East side of the building should be flipped so that the women's is located closer off the main hallway. It was also suggested that single stall restrooms are also included in the building. Frank Kellogg spoke about the multipurpose areas and that one of the spaces should be labeled specifically for the seniors. The commission also asked what the YMCA has planned for their future Summer Power programs if an expansion were to happen. Would they expand the number of participants in the program and what does that mean for using other areas of the building during the Summer month's? Currently the YMCA Summer Power program takes over the meeting rooms during the Summer months and then the Senior group needs to find other areas throughout the city to meet such as the Andover Senior Center and Arbor Oaks. Frank would like to see a dedicated Senior space, so that for Summer months the seniors are not having to relocate. Andover YMCA Community Center Advisory Commission Minutes September 10, 2018 Frank asked if Erick has heard of any revised construction numbers and Erick stated he has not. Erick indicated the next 292 meeting will be held this Thursday and expects numbers at that meeting. Commission asked what the construction of the bleachers would be in the multipurpose sports arena and they would be steel frame with plastic seat benches with seating around 380. Erick would like to see some space freed up in the Northwest corner of the multipurpose arena to allow for team warm-ups. The multipurpose arena is estimated at 4,000 square feet. Discussion about the 2nd floor dryland area and that space would not just be for hockey groups but for other sport groups such as baseball and softball groups and could include batting cages, etc. Commission thought flexible walls instead of fixed would be beneficial for that space. A running track is proposed above the multi -sports arena and it would have 4 lanes with netting around the corners and at least a 4 ft high plexiglass type railings/side. It was also mentioned to look at moving the community center offices to the east so that an area could be expanded for a lobby area just outside the entrance/exit doors of the multipurpose sports arena. Erick mentioned that Tony Peterson has planned to attend the 292 meeting on Thursday. Frank asked when the final information will be presented to the city council. Erick believes it will be September 25, 2018. Erick will ensure all commission members are aware of meeting. Erick suggested commission members attend the council meeting. 2019 Budget — Erick indicated that lobby furniture and upgraded security equipment have been moved out of the 2019 budget and into the expansion budget. Erick also revised some of the expected utility numbers and then was able to present a positive budget. Motion by Ted Butler seconded by Tony Howard to approve 2019 budget as presented. Motion carried unanimously. Don mentioned new technology for power over ethernet vs electrical and that it should be looked at if the expansion project should go through. Don suggested that it could be another area where cost savings could be made. AHYHA Update — Ted stated traveling hockey registration has closed, mite registration remains open. YMCA Update — Erick stated the pool has re -opened from their annual maintenance and cleaning. When the pool was closed, the Y updated all the aquatics lighting with LED. The Y is also working on cleaning up after Summer Power programs. Commission Input Ted indicated that the park and recreation commission has approved a $1,000,000 donation to the community center expansion project. The park and rec commission have also approved to replace the equipment at "Purple" park and that the YMCA has generously agreed to coordinate volunteers to help Andover YMCA Community Center Advisory Commission Minutes September 10, 2018 assemble the new equipment along with the Andover Public Works staff. The equipment is scheduled to be installed in 2019. When the city campus expansion occurs, the equipment will be able to be moved as needed.
