INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 13 softball/fast
pitch and baseball tournament applications for the upcoming 2019 softball/baseball season as
requested by the Andover Baseball Association (ABA) and the Andover Athletic Association
(AAA).
DISCUSSION
Tournament applications are due by the 1 st Friday of January for the upcoming summer season.
Listed below are the 13 applications (8 from ABA and 5 from AAA) along with the dates that
have been requested for the tournaments. ABA tournaments are listed in Bold.

Note: The Andover Family Fun Fest is tentatively scheduled for July 12th & 13th.
Copies of the tournament applications are available at City Hall if you would like to review any
of them. Feel free to contact Todd Haas directly and copies can be sent directly to you by e-mail.
Staff will be having their annual meeting soon with each association to discuss maintenance and
expectations along with addressing parking issues that may come up during the tournaments.
The City currently has a damage deposit in place for ABA and AAA as required. Both ABA and
AAA have indicated on their applications that no field maintenance from the City is necessary.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the 13 tournament applications for
the upcoming 2019 softball/baseball season as requested by AAA and ABA.

INTRODUCTION
The Park and Recreation Commission is requested to approve 3 soccer/lacrosse tournament
applications for the upcoming 2019 soccer/lacrosse season as requested by the North Metro
Soccer Association (NMSA).
DISCUSSION
Tournament applications are due by the 1 st Friday of January for the upcoming summer season.
The City has received a total of 3 applications (all 3 applications from NMSA) for the upcoming
season. The Andover Area Lacrosse Association (AALA) has notified staff that they will not be
having any tournaments in 2019. Listed below are the NMSA applications received and the dates
that have been requested for a tournament/multi-day event/jamboree.
- May 9-11/NMSAINMSA Spring Tune-up Soccer TournamentlHawkridge Park
(west, middle and east fields) and Pine Hills North (Grow East Field and
Bennett Field)

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 4th quarter.

10.02 7:56 pm Prairie Knoll 18244261
A caller complained about a vehicle parked illegally. The deputy arrived and located a single female in
a running vehicle. The female advised she was waiting for the early game to end so she could find a
parking spot. She did not want to park on Prairie because it was dark and dangerous to cross. The
deputy allowed her to stay until she could get a spot.
10.07 12:49 pm Pine Hills North 18248494
A caller reported a suspicious male sitting in a vehicle watching people in the park. The deputy
identified the man through records and it showed he lives in the area and has no prior incidents or
contacts with law enforcement — nothing suspicious. The caller was advised.
10.16 7:46 pm Prairied Knoll 18256106
A caller advised several occupied vehicles were parked on 146 Lane waiting for parents of the earlier
game to leave so parking spots would open up. The deputy drove through the area and the vehicles
moved.
10.21 5:06 pm Wild Iris 18260139
Deputies responded to a domestic between a father and daughter at the location. When they arrived,
the daughter appeared to be having a mental health issue. An ambulance was called, and she was
transported.
10.22 9:21 am Station North 18260559
A city employee wanted to make a theft report after three score boards were damaged and the
copper wire were removed from them.
10.23 1:59 pm Crooked Lake Boat Landing 18261619
A deputy responded to a vandalism call at the location; damage was done to the gazebo and
electrical box. City workers believe thieves were trying to remove copper. Damage was approximately
$1500 - $2000. Extra patrol was conducted.
10.24 5:15 pm Hawk Ridge 18262659
Deputies responded to a neighborhood dispute where a resident claimed another resident's dogs of
bothering park goers — the park borders the owner's property. The dog owner advised he has an
invisible fence and that he would do better to keep his dogs away from the end of his property line.
The dog owner also contends that park -goers are taunting his dogs.
10.25 8:13 pm Sunshine 18263654
On routine patrol a Reserve unit observed a handicap parking violation. They made contact with the
driver who did had a handicap sticker, but he was parked in the spot which allows handicap people to
access their vehicles, no an actual spot. He was preventing another handicap person from accessing
their vehicle by parking illegally in that space. After much rhetoric, a citation was issued.
10.26 12:09 am Lion's Park 18263784
On routine patrol, Reserve deputies noticed two vehicles parked in the lot after park hours. They
stopped and identified the people who advised they were there to talk. They were told the park was
closed and they agreed to leave.
10.27 2:40 pm Prairie Knoll 18265031
On routine patrol a CSO observed a vehicle parked in violation of the no parking signs. She issued a
citation.

A caller reported two males smoking marijuana in a vehicle at the location. The deputy arrived and
located the vehicle. The vehicle was empty and legally parked.

A CSO responded to a parking complaint where a vehicle was parked on the reporting parties yard.
The CSO arrived and spoke to the woman sitting in the running vehicle who stated she was waiting
for her son's game to finish. She was advised that if traffic got congested she would need to move.
The woman advised the reporting party came up to her car and was screaming at her in front of her
son and other parents. She requested that our office document the interaction in case there were any
further issues.
10.29 9:42 am Prairie Knoll 18266446
A caller reported a possible "slumper" in a vehicle at the park. A deputy made contact with the male
in the vehicle who stated he was waiting to pick up a friend. Nothing appeared suspicious.
11.01 3:14 pm Sunshine 18269484
A caller reported that there may be a fight taking place at the park at 5:30 today; the caller also
mentioned a gun. Deputies conducted extra patrol and noticed a group moving through the park
throwing a football around. The deputies made contact with them and it was obvious that there was
a plan for someone to fight but with deputy's presence it didn't happened. The group was separated
and advised to leave the park.
11.03 10:09 pm Shadowbrook East 18271467
A caller reported fireworks coming from the area. The deputy arrived and heard some fireworks, but
they were a few miles away in the City of Ham Lake.
11.15 11:42 pm Prairie Knoll 18281148
On routine patrol a deputy observed a vehicle in the parking lot. He made contact with the occupants
of the vehicle. When the deputy asked for their names and dates of birth, the female occupant lied
about her birth date. The female was taken home to her parents and they were advised of the
situation. The parents requested that the situation be handled in the home. The deputy agreed.
11.28 3:57 pm Prairie Knoll 18291366
On routine patrol, a CSO observed a driver having problems with his vehicle. The CSO offered to
jump the man's vehicle and he accepted.
12.04 12:25 pm Hidden Creek South 18296033
A resident requested extra patrol due to a suspicious vehicle parking in the lot frequently around 5
pm. Extra patrol was conducted.
12.06 9:25 pm Crooked Lake Boat Landing 18298213
The city requested follow-up on a snowmobile complaint. The deputy located the owner of the
snowmobile and he advised he no longer owned the snowmobile. He had no record of who he sold it
to. Extra patrol was done in the area.
12.07 10:11 pm Crooked Lake Boat Landing 18299084
Two residents called to complain about the loud snowmobiles. A deputy arrived and located the
vehicles and stopped the drivers; both were issued warnings.

UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler
COMPLETED PROJECTS —
• Eveland Field Fencing — The new outfield fence for the varsity (south) field has now been completed
and will be usable for high school girls fast pitch program that starts in the spring of 2019. As
previously mentioned, the fence is being relocated closer to home plate to meet the high school fast
pitch standards.
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Quarterly report is on the
agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Quarterly
report is on the agenda.
• Hills of Bunker Lake West Park Irrigation — The irrigation will be done in 2019. Staff has already
purchased the irrigation materials for the park. The water service, irrigation system, electric service
and controls will be installed by Parks Maintenance Department.
• Timber River Park — Letters were sent out on December 28, 2018 to area residents about reducing
the area of the field that will be maintained and mowed. The south half of the field is proposed to now
become a natural area. The City Council is scheduled to consider the Park and Recreation
Commission recommendation at their meeting on January 15, 2019. Staff will provide an update on
this at the meeting regarding the Council's action. Note: Staff has received comments from 4
residents. Based on the comments received, staff will be preparing a plan over the next months for the
south half of the field and will schedule a meeting with the residents to look at a couple options. We
are looking at meeting with the residents at the park on April 18t`. Kameron Kytonen, Natural
Resource Technician, will be preparing a couple options for the residents to consider.
• City Hall Park Complex #1(Purule Parkl Plavaround Eauipment Replacement— The new
playground equipment has been delivered. The Parks Maintenance staff has removed the old
playground structure and excess sand before the ground froze. The new equipment will be installed in
the Spring of 2019 with help from YMCA volunteers.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park (Outdoor Recreation Grant) — A fully executed contract from the MNDNR
has been submitted to the City. Staff has completed the field surveying work. Staff is currently
working on a draft plan. The project will be constructed in 2019. Letters has been sent out to residents
about the minor alignment changes to the trail. To date staff has not received any comments regarding
the alignment.
• ASN Trail (Local Trail Connection Grant) -- A fully executed contract from the MNDNR has been
submitted to the City. Staff has completed the field surveying work. Staff is currently working on a
draft plan. The project will be constructed in 2019.
• Update of Pedestrian Trails — The trails that are planned for the next year (2019) are as follows:
❖ 2019 — Kelsey Round Lake Park Trail Extension.
❖ 2019 — Andover Station North Trail Connection.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2019.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

Weekly Parks Maintenance Update
12/15/18
• Completed trash service in all parks and trails.
• Continue flooding skating rinks. Rinks opened December 12'.
• Completed pruning perennials and shrubs around most of the park name signs.
• Started winter pruning of trees in parks and along trails.
• Cleaned equipment and shop areas.
12/22/18
• Completed trash service at all parks and trails.
• Continued flooding skating rinks.
• Checked all warming houses and cleaned as needed.
• Continued pruning trees in parks and along trails.
• Completed an inventory of trail stop signs and Parks handicapped parking signs.
• Completed various repairs on playground structures.
