Councilmembers present: Sheri Bukkila and James Goodrich Councilmembers absent: Valerie Holthus and Mike Knight Appointed Alternate Board Member: Jim Dickinson, City Administrator Also Present: Jason Dagostino, Anoka County Residential Assessor Hillary Dishinger, Anoka County Assessment Manager © Mayor Trude read the official notice of the Board of Review and reviewed the guidelines for tonight's meeting. Mr. Dagostino indicated value notices were sent out in March and 47 phone calls were received from residents. He stated as a result of those 47 calls, he conducted nine reviews. There were 493 open market home sales in Andover in the last year, with the median sale price of $306,000 up from last year at this time which was $290,000. Mr. Dickinson stated there are a few commercial properties that will be appealing their taxes but noted those appeals will go straight to the County. There were no further questions, and no one was present for the Board of Review. Mr. Dagostino indicated he reviewed four properties and the valuation was changed within the last 10 days. Those properties are the following: PIN Change 25-32-24-42-0030 $350,100 changed to $325,000 18-32-24-21-0003 $442,100 changed to $402,400 16-32-24-11-0008 $765,700 changed to $577,800 20-32-24-41-0007 $432,200 changed to $322,000 Mr. Dagostino stated the Board would need a motion to approve the valuation changes to the four properties listed. He provided brief explanation on the changes to the valuation which included Andover Board of Review Meeting Minutes—April 16, 2018 Page 2 unfinished basements and other deferred maintenance issues. He confirmed the overall value of homes increased an average of five percent; explaining that while some areas increased in value, others did not. Motion by Councilmember Goodrich, Seconded by Councilmember Bukkila, approving the valuation changes to the four properties listed. Motion carried 3 ayes and 2 absent (Knight and Holthus). Mr. Dickinson indicated with no other appeals to be heard, Mayor Trude could request a closing of the Board of Review. ADJOURNBOARD OFREVIEW Motion by Councilmember Bukkila, Seconded by Councilmember Goodrich, to close the Board of Review meeting. Motion carried 3 ayes and 2 absent (Knight and Holthus).
