Adjournment H H H ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— MA Y 15, 2018 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, May 15, 2018, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, James Goodrich, Valerie Holthus, Mike Knight and Joyce Twistol Absent: None Also present: Executive Director, Jim Dickinson Community Development Director, Joe Janish City Engineer/Public Works Director, Dave Berkowitz Natural Resources Technician, Kameron Kytonen APPROVAL OFMINUTES April 17, 2018, Regular Meeting: Correct as written. Motion by Twistol, Seconded by Knight, to approve the minutes as written. Motion carried 5 ayes and 1 present (Holthus). BUNKER MEDIAN UPDATE President Trude stated Mr. Kytonen and Commissioner Twistol are the sub -committee for this project. Mr. Kytonen did some research and is proposing a plan for the plantings in the Bunker Lake Boulevard medians. Mr. Kytonen indicated the goal is getting the medians to look good. Prairie Restorations was used in the previous years with mixed results. Mr. Kytonen continued stating the grass component in the medias is really good, they are just missing color. In the past smaller plugs were planted that did not survive. The proposed plan is to plant some ornamental plants. He consulted with Mickman Brothers. A quote from Mickman flBrothers was received. Mr. Kytonen reviewed the pictures of the suggested plants that could be used. Commissioner Goodrich asked if they are plants that do well along a "roadside". Mr. Kytonen © Andover Economic Development Authority Meeting Minutes — May 15, 2018 Page 2 indicated all the plants in the proposed plan do well on "roadsides". Larger plants will be planted. Commissioner Twistol stated the focus will be on the end caps of the median. Mr. Kytonen agreed but also suggested planting some flowering plants through out the entire median. The EDA agreed. President Trude asked about installing irrigation into the median. Mr. Kytonen indicated he didn't think irrigation was necessary. City water trucks could be used to water the plants when needed. Commissioner Bukkila asked if the plants will have flowering color the entire season. Mr. Kytonen stated that is correct. President Trude suggested getting a warranty on the plants. Commissioner Twistol stated there is usually a two-year warranty on plants. The lane closure cost and procedure for maintenance of the medians were discussed. Mr. Berkowitz indicated each time a lane closure is needed it costs approximately $1,50041,900. © Motion by Twistol, Seconded by Goodrich authorizing staff to spend up to $7,500 for the Bunker Lake Boulevard median plantings. Motion carried unanimously. Mr. Dickinson stated on-going maintenance costs are covered by EDA Operation Funds. REVIEW COMMERCL4L PROJECT ACTIVITY Mr. Janish reviewed the following: The Shops @ Andover, 13650 Hanson Boulevard — AT&T, Natural Nails, Dunkin Donuts, Joy Kitchen, Twin Cities Dental and SportClips are open. There is one space still available. Estates at Arbor Oaks/Trident Development, 1753 156"' Lane — In the process of renting out units. 30% of the apartments are rented or reserved. Apartments are rented for $1,600 to $2,859 per month. Growing Generations, 15216 Bluebird Street — The daycare facility is under construction. A ground breaking ceremony is scheduled for Thursday, May 17th at 4:00 p.m. Restaurants/Fast Food — Currently staff is aware of two companies continuing to look for land to locate in Andover. Upper Midwest Athletic Construction — A CUP was granted for outside storage (behind the © building) staff is waiting for the Commercial Site Plan to be submitted. President Trude stated no improvements have been done and the property looks "rough" compared to what they had said it would look like. She asked if they are in violation. Mr. Janish indicated he has been in contact with the property owner about bringing the property into compliance. Mr. Dickinson indicated the property owner does have one year to comply with the CUP. President Trude requested staff send the EDA members the approved CUP and site plan. Hearth Development, 1714 Bunker Lake Boulevard — Staff is waiting for the 4th submittal. Muddy Paws, 3121161" Avenue — A building permit has been issued for the remodeling of the former Andover Liquor store. This facility will feature doggy daycare, boarding and some retail. The owner is anticipating to open Monday, May 21St Interest in Hughes Industrial Park — Interest in the area has quieted down now that the former Andover Liquor store has been purchased. Clocktower Commons — The electronic message board is installed but not turned on yet. Tom Roberts, the property owner has indicated he has some interest in Lot 4. Mr. Roberts is looking at some adjustments to Lot 4. The adjustments could pertain to adjusting the current drive thru at Brio and adding additional parking. © O'Reilly Auto Parts, 3414 Bunker Lake Boulevard — A building permit has been issued for expansion into the former Debra Miller's World of Dance space. Andover High School, 2115 Andover Boulevard — Staff received the 2nd revised plans for Phase 1. There will be building expansion and parking lot expansion. The project has a value expected around $11.9 million. Overall Marketing — Staff continues to work with parties interested in investing in Andover and marketing all commercial sites. President Trude asked about the size of the parking spaces at US Bank, 3445 Bunker Lake Boulevard. She indicated they are quite small. Mr. Berkowitz answered the standard size required is larger, that property was grandfathered in when the size requirements changed. BUNKER LAKE BOULEVARD CITY OWNED RENTAL UNITS Mr. Janish reported the tenants were notified of the rent increase beginning July 1St. As of now 4 tenants have signed new leases, 2 tenants will likely be leaving the end of June and 2 units have yet to respond. OTHER BUSINESS Mr. Janish updated on the housing activity in the City. © • 18 new construction homes so far this year. • Knoll Planned Unit Development (PUD) sketch plan will be on the City Council meeting agenda June P. 0 Petersen Farms (former turkey farm) will be applying for a PUD for a phase 1 Andover Economic Development Authority Meeting Minutes — May 15, 2018 Page 4 development.
