INTRODUCTION
This item is an update of the final City expenditures for Sunshine Park Building modifications
that were made to construct a storage area in a portion of the conference room.
DISCUSSION
Attached is the final cost of materials/supplies that were purchased for construction of the storage
area by the City that was recently completed. The City Council based on a recommendation by
the Park and Recreation Commission previously approved $3,750 towards the improvement. To
date, $2,235.31 has been spent by the City and the remaining balance of $1,514.69 will be
reimbursed to the Andover Athletic Association (AAA) to cover other costs such as electrical
expenses. The original estimate from AAA for the improvements was $8,000 but as mentioned at
the November 15, 2018 meeting, the final costs which does not include City labor
(approximately $12,180) exceeded the original estimate. The total labor costs that the City has
contributed is $4,640.00 which is equates to approximately 62 hours.

INTRODUCTION
This item is the current up to date fund balance for the 2018 Park Improvement Miscellaneous
Fund which includes the City expenditures for Sunshine Park Building modifications that have
already been paid to construct a storage area in a portion of the conference room.
DISCUSSION
Attached is the current up to date fund balance for the 2018 Park Improvement Miscellaneous
Fund which includes the $2,235.31 for Sunshine Park Building modifications. The Park and
Recreation Commission approved $3,750 so the remaining $1,514.69 will be paid to Andover
Athletic Association and included as an expenditure as soon as the City receives documentation
that the electrical contractor has been paid. To date, $12,040.30 worth of projects has been spent
from the Park Improvement Miscellaneous Fund for 2018.

INTRODUCTION
The item is an update regarding Kelsey Round Lake Park Trail Expansion.
DISCUSSION
Attached is a draft plan identifying the recommended alignment of the trail along the west side of
Kelsey Round Lake Park which is the section of trail that has been authorized for funding
through a MNDNR Outdoor Recreation Grant.
The trail alignment in 2 locations has been slightly modified. The alignment on the west side of
the park has been shifted a little to the east for drainage reasons. The previous trail alignment was
located in a low area where water could pond up during the spring thaw when the ground is still
frozen and during heavier rain events. The second realignment location is near the north end of
the attached drawing due to some poor soils that were recently found while sampling the soil
conditions along the previously proposed location. Locating the trail further south slightly allows
the trail to be constructed in good soils.
ACTION REQUIRED
If there are no comments about the modified proposed alignment of the trail, staff will prepare a
letter with a drawing and forward to the property owners that live near and adjacent to Kelsey
Round Lake Park trail expansion.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the regrading of the
field at Timber River Park.
DISCUSSION
Staff recently met with David Tarleton, President of North Metro Soccer Association (NMSA)
and had a phone conversation with Dan Thinnes, President of Andover Area Lacrosse
Association as to what their thoughts are moving forward with regrading of the field. Based on
what staff heard from NMSA, they would not schedule regular practices at the park. They may
occasionally use the field for practice, but it would be minimal. As far as lacrosse using the field,
attached is an e-mail from Dan Thinnes, President of the Andover Area Lacrosse Association
(AALA) indicating that they have no immediate need for the space. They also mentioned that it is
a bit far for the parents (based on feedback in the past) to use as a regular space for practice and
with no lights and little parking, is not a primary choice for a game location. Note: The Andover
Football Association was requested to provide input about the field, but staff did not hear back
from them.
Staff received a quote back in September 2018 from a contractor to regrade the field for an
estimated cost of $27,295 (see attachment). There would be savings if the City seeded and
fertilized all disturbed areas. The Parks Maintenance Department has indicated they would be
interested in regrading the field which also would be a savings since a contractor would not be
hired. As far as the mosquito defense, there would be 3 rounds of the application. The first one
would be completed at the same time they complete the round three fertilizer and weed control
application. The remaining two applications would be a standalone scheduled service visit.
Attached is the TruGreen estimate from this past summer 2018 and a park drawing of where they
would spray.
Based on input from NMSA and AALA, staff recommends that the field not be regraded. If it is
determined by the Park and Recreation Commission not to regrade the field, staff would
recommend that south half of the field not be mowed and allow the area to become a natural area
and over time the City could work on the area to provide some nice habitat for the wildlife. As
far as the north half of the field, staff is recommending that portion continue to be mowed on a
regular cycle with the rest of the park which will allow the public to use the space for various
types of games or to throw a ball around.
If the recommendation of the Commission is not to regrade the field and reduce the size of the
playing field, staff would notify the neighborhood to let them know of the City's intention to
modify the use of the field. The letter would also ask if there are concerns regarding the change
of the field or other items within the park.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the regrading of the
field at Timber River Park and direct staff on how to proceed.

I am open to any decision made for the park. Unless our organization expands, we will have no immediate
needs/concerns for how the park will look/feel - as we won't have a need for the space. It is a bit far for the parents
(based upon feedback in the past) to use as a regular space for practice and with no lights/little parking, is not a primary
choice for a game location.
I don't see any other need to meet. If you do need some feedback on alternative options/opinions from our organization
for use ideas, I can supply those.

• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in January.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in January.
• Hills of Bunker Lake West Park Irrigation — The irrigation will be done in 2019. Staff has already
purchased the irrigation materials for the park. The water service, irrigation system, electric service
and controls will be installed by Parks Maintenance Department.
• Timber River Park — Item is on the agenda.
• City Hall Park Comnlex #1 (Purple Park) Plaveround Eauinment Replacement — The new
playground equipment has been delivered. The Parks Maintenance staff has removed the old
playground structure and excess sand before the ground froze. The new equipment will be installed in
the Spring of 2019 with help from YMCA volunteers.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park (Outdoor Recreation Grant) — A fully executed contract from the MNDNR
has been submitted to the City. Staff has completed the field surveying work. The design work will be
done over the next few months. The project will be constructed in 2019. Minor alignment changes are
being made to make construction cost more feasible. Item is on the agenda to review the proposed
trail alignment.
• ASN Trail (Local Trail Connection Grant) -- A fully executed contract from the MNDNR has been
submitted to the City. Staff is currently working on the field surveying. The design work will be done
over the next few months. The project will be constructed in 2019.
• Eveland Field Fencing — The new fence posts and mow strips for the south (varsity) field have now
been completed. The mesh fencing will be installed before the high school girls fast pitch starts in the
spring of 2019. As previously mentioned, the fence is being relocated closer to home plate to meet the
high school fast pitch standards.
• Update of Pedestrian Trails — The trails that are planned for the next year (2019) are as follows:
❖ 2019 — Kelsey Round Lake Park Trail Extension.
❖ 2019 — Andover Station North Trail Connection.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility =
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2019.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.
