This year, qualifying cities will receive $30,000 in national grant funding toward the program. PROGRAM FUNDING Once awarded the partnership, NFC helps communities develop the remaining funding for the program. A minimum matching contribution from the city of $30,000 is recommended. Consider Selection of Playground Equipment Replacement for City Hall Park Complex 41 (Purple Park) DATE: September 6, 2018 INTRODUCTION The Park and Recreation Commission is requested to recommend approval of the new playground equipment that will replace the old equipment at City Hall Park Complex 41 (Purple Park). DISCUSSION Based on the direction from the joint meeting with City Council, to take advantage of 100% matching grant that is being offered by Game Time, the Park and Recreation Commission will need to recommend which playground equipment should be purchased. Staff will present a couple playground equipment options at the meeting with estimated prices. As mentioned, $50,000 has been allocated for 2019 for playground replacement which will need to cover the cost for new fall zones surfacing and concrete borders which would be constructed around the playground area. ACTION REQUIRED The Park and Recreation Commission is requested to recommend approval of the new playground equipment that will replace the old equipment at City Hall Park Complex #1 (Purple Park). Review Outstanding Items/Maintenance Update DATE: September 6, 2018 Issues list as of 8/31/18 UPDATE OFANDO VER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler COMPLETED PROJECTS — • Rose Park Dugout Covers/Roofs -- The dugout covers/roofs have been completed and inspected by staff. ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be in October. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly report will be in October. • Wild Iris Park Irrigation — The irrigation system is very close to being completed at Wild his Park and will be operational very soon. • Hills of Bunker Lake West Park Irrigation -- Hills of Bunker Lake West Park will be done in 2019. Staff has already purchased the irrigation materials for Hills of Bunker Lake West Park and may install the irrigation lines and sprinkler heads this fall if Parks Maintenance staff has time. The remainder of the work that needs to be done such as the water service, electrical service, controls will be done in 2019. • Timber River Park — Staff has been in contact with a contractor and provided them a grading plan about receiving a quote for regrading of the field so it slopes properly which will result in better surface drainage. Once staff receives a quote, it will be brought back to the Commission for discussion. At this point, if authorized to move forward, staff would be looking at having the field regraded in 2019. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Kelsey Round Lake Park — A fully executed contract from the MNDNR has been submitted to the City. Staff will now begin moving forward with survey and design work over the next few months. The project will be constructed in 2019. • ASN Trail -- Staff has been working on providing information to the MNDNR regarding the trail before the agreement can be sent to the City so the project can start moving forward with survey and design work. The project will be constructed in 2019/2020. • Eveland Field Fencing — We are waiting for AAA to notify staff when they would like to start on fence installation. As previously indicated they would like the fence to be relocated closer to home plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. • Update of Pedestrian Trails — The trails that are planned for the next 2 years are as follows: ❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW. The construction of the trail portion from the Andover Fire Station (near 1391h Avenue NW) to 140th Avenue NW is under construction. North Valley Inc is doing the work. The boardwalk will be constructed sometime between October and March 2019. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. As mentioned above a MNDNR grant has been approved (Local Trail Connections Program). Note: The draft 2019-2023 Trail Capital Improvement Plan recommendation of the Park and Recreation Commission will be presented to the City Council at the workshop scheduled for August 28, 2018 for discussion. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2018. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Update 8/4/18 • Mowed all athletic fields, parks, and trails. • Completed trash service in all parks. • Groomed all ballfields. • Continued spraying weeds in playground areas, park monument signs, and hard surfaces. • Continue work on the irrigation installation at Wild Iris Park. • Installed park sign at Andover Lions Park. • Re -painted lines at Terrace Park and Wild Iris basketball courts (after fog seal). • Set up for ABA Tournament (Aug 3-5) at ASN and Hidden Creek North. 8/11/18 • Mowed all athletic fields and parks. • Completed trash service at all parks. • Completed spraying weeds in playground areas, park monument signs, and hard surfaces. • Continued irrigation installation at Wild Iris Park. • Set up for ABA Tournament at ASN and AAA tournament at Sunshine Park. 8/18/18 • Mowed all athletic fields, parks and preserves. • Completed trash service at all parks. • Continue work on irrigation installation at Wild Iris Park. • Groomed all ballfields and removed weeds as needed. • Moved soccer goals for NMSA. • Removed trees on trails at the following Preserves: Dalske W000dlands and Martin's Meadows. • Applied turf fertilizer at Fox Meadows and Timber Trails Parks. 8/25/18 • Mowed all athletic fields, parks and trails. • Completed trash service in all parks. • Completed brush mowing at Preserves. • Put up netting at Prairie Knoll Park west field (north goal). • Set up for AFA Football Youth Preview event. • Set up fencing for ABA traveling team tryouts at ASN. • Groomed fields for AAA softball tournament at Sunshine Park and Eveland Softball fields.
