SUBJECT: 2018 Comprehensive Plan Update — Everything Water

REQUEST
As part of the 2018 Comprehensive Plan Update, the following documents must be updated: Wastewater
and Comprehensive Sewer Plan, Water Resource Management Plan, Comprehensive Water Plan and
Water Supply Plan. Each of these plans are part of the 2015 System Statements for the City of Andover
in which the City will need to update the sections to comply with the policies for the City of Andover.
Dave Berkowitz, Public Works Director/City Engineer, will discuss each of the plans and answer
Commission questions.
Wastewater and Comprehensive Sewer Plan
The Metropolitan Urban Service Area (MUSA) boundary, in general, bisects Andover into a northern and
southern portion. The southern portion of the City is served by municipal sewer. The northern portion of
the City has individual sewage treatment systems (ISTS). Sewer flow from the City of Andover is treated
by the Metropolitan Council through the Metropolitan Disposal System (MDS), specifically the
Metropolitan Water Treatment Plant (MWTP) in St. Paul.
The City has updated the information regarding the current and projected population in the sewered areas,
the capacity and design of the existing system and the capacity and plans for future expansion.
Water Resource Management Plan (Surface Water)
The Water Resource Plan includes policies and strategies that will protect, conserve, and utilize the
groundwater and surface waters in ways that protect the environment. There were two (2) changes to the
plan. The Coon Creek Watershed District and Lower Rum River Watershed Management Organization
are in the process of reviewing and approving the updated plan.
Water Supply Plan
Public water suppliers serving more than 1,000 people, and large private water suppliers in designated
Groundwater Management Areas, and all water suppliers in the Twin Cities metropolitan area, are
required to prepare and submit a water supply plan.
The goal of the WSP is to help water suppliers: 1) implement long term water sustainability and
conservation measures; and 2) develop critical emergency preparedness measures. Your community needs
to know what measures will be implemented in case of a water crisis. A lot of emergencies can be
avoided or mitigated if long term sustainability measures are implemented.
The Water Supply Plan manages the municipal ground water with conservation measures. City staff
submitted a draft of the update plan to the MNDNR in December 2016 and the plan was formally
approved in July 2018.
