Motion carried 4 I). Boulevard — AT&T, Natural Nails, Dunkin Donuts, Joy lips are open. There is one space still available. Estates at Arbor Oaks/Trident Development, 1753 156" Lane — In the process of renting out units. 30% of the apartments are rented or reserved. Apartments are rented for $1,600 to $2,859 per month. Growing Generations, 15216 Bluebird Street — Is a daycare facility. They are working towards construction and have a footing to grade permit. Restauranis/Fast Food — Currently staff is aware of two companies continuing to look for land to locate in Andover. Andover Economic Development Authority Meeting Minutes —April 17, 2018 Page 2 1 Upper Midwest Athletic Construction — A CUP was granted for outside storage, staff is waiting 2 for the Commercial Site Plan to be submitted. 4 Hearth Development, 1714 Bunker Lake Boulevard — Staff is in the process of reviewing the 5 second submittal. The constructed building will be multi -use. 6 7 Muddy Paws, 3121 1615 Avenue — A building permit has been issued for the remodeling of the 8 former Andover Liquor store. This facility will feature doggy daycare, boarding and some retail. 10 Interest in Hughes Industrial Park — Interest in the area has quieted down now that the former 11 Andover Liquor store has been purchased. 12 13 Clocktower Commons — Has their permit for the electronic message sign. The property owner has 14 indicated he has some interest in Lot 4. 15 16 O'Reilly Auto Parts, 3414 Bunker Lake Boulevard — A building permit has been issued for 17 expansion into the former Debra Miller's World of Dance space. 18 19 Andover High School, 2115 Andover Boulevard — Plans submitted show Phase 1 and Phase 2. 20 There will be building expansion and parking lot expansion. The project has a value expected 21 around $11.9 million. 22 23 Overall Marketing — Staff continues to work with parties interested in investing in Andover and 24 marketing all commercial sites. 25 26 Th Avenue (Sonsteby Property) — There are a couple of developers interested in the property. 27 President Trude asked how much of the area could be purchased. Mr. Janish replied all of the 28 properties would be purchased together in one sale. 29 30 Potential commercial properties in the City were reviewed. 31 32 BUNKER LAKE BOULEVARD MEDL4N 33 34 Commissioner Twistol suggested cleaning up the entire median and replant the area with hardy 35 flowers and flowering shrubs. She stated what previously had been done is just "patching." 36 37 Mr. Dickinson asked if they should explore doing something other than prairie grass. The EDA 38 answered yes. Mr. Dickinson continued that irrigation would likely need to be restored. 39 40 President Trude suggested getting an updated quote for the irrigation system, have Kameron 41 Kytonen, Nature Resources Technician meet with a contractor and put a planting plan together. 42 She also asked about the budget and what funds could be used. Mr. Dickinson indicated the project 43 could qualify as TIF, then TIF funds would be used. 44 45 President Trude suggested Commissioner Twistol meet with Mr. Kytonen. Andover Economic Development Authority Meeting Minutes—April 17, 2018 Page 3 1 Staff was directed to get an updated irrigation quote and to meet with a landscape contractor to 2 discuss a plant plan. 3 4 BUNKER LAKE BOULEVARD CITY OWNED RENTAL UNITS 5 6 Mr. Janish indicated the EDA purchased properties on Bunker Lake Boulevard are renter occupied. 7 Staff contacted Cedar Management who is managing the properties for the City to have a rent 8 analysis conducted. 9 10 Mr. Janish stated after review of the analysis, staff is recommending a $100 rent increase per unit, 11 per month starting July 1, 2018. 12 13 Mr. Janish indicated the new lease has been reviewed by the City Attorney, staff and Cedar 14 Management. 15 16 Motion by Goodrich, Seconded by Bukkila to approve the proposed rent increases as 17 recommended by staff. Motion carried 4 ayes and 3 absent (Knight, Holthus and Cleven). 18 19 ECONOMIC DEVELOPMENT UPDATES 20 21 Mr. Janish explained Anoka County is creating an Economic Development Initiative (EDI), cities 22 can choose to partner with the County by contributing a yearly fee. The fee for Andover would be 23 $1,800. Each participating city will have a member on the Board. The County will hire an 24 individual that will report to the EDI Board. What the City would get out of the EDI is economic 25 abilities that the County would provide, such as marking, knowledge of the communities and 26 access to the new MNCAR website. 27 28 Commissioner Twistol asked what the advantages are for a city that already has an EDA 29 department. Mr. Dickinson answered, "a seat at the table" and being able to participate in 30 discussions and the ability to network. 31 32 Mr. Dickinson explained even though the City doesn't have a lot of available commercial property, 33 the City does have the population that supports community businesses. If we support our 34 community and other communities the County and School District benefit, which lowers the taxes 35 in the City. 36 37 Commissioner Goodrich stated if the City gets one business out of the program that could pay the 38 City's contribution fee for years. 39 40 President Trude asked Mr. Janish if he feels like he could be a "voice" that could steer good things 41 to the community for County benefit. Mr. Janish answered yes, the benefit is working on a county 42 wide perspective and having a seat at the table. 43 44 President Trude asked how many members would be on the board. Mr. Dickinson answered one 45 member from each participating community. He believes it is worth 2 a shot. 3 4 Motion by Bukkila, Seconded by Twistol to participate in the Anoka County Economic 5 Development Initiative (EDI). Motion carried 4 ayes and 3 absent (Knight, Holthus and Cleven). 6 7 OTHER BUSINESS 8 9 President Trude indicated Commissioner Cleven has put in his EDA resignation. She asked how 10 the EDA would like to handle the replacement process. 11 12 Commissioner Bukkila stated she would prefer a formal process since it is a 6 -year term. The 13 EDA agreed. 14 15 ADJOURNMENT 16 17 Motion by Bukkila, Seconded by Twistol, to adjourn. Motion carried 4 ayes and 3 absent 18 (Knight, Holthus and Cleven). ANDOVER COMMERCIAL PROJECTS • The Shops @ Andover, 13650 Hanson Boulevard NW —AT&T, Natural Nails, Dunkin Donuts, Joy Kitchen, Twin Cities Dental, SportClips are all open. • Estates at Arbor Oaks / Trident Development, 1753 156`4 Lane NW — In process of renting out units. Roughly thirty percent (30%) of the Apartments are rented out or reserved. The apartments rent for $1,600 to $2,859 per month. • Growing Generations, 15216 Bluebird —Growing Generations Daycare is under construction. • Restaurants/Fast Food— Currently staff is aware of two companies continuing to look for land to locate in Andover. • Upper Midwest Athletic Construction — A CUP was granted for outside storage, staff is waiting for the Commercial Site Plan to be submitted. • Hearth Development, 1714 Bunker Lake Blvd NW— Staff is waiting for 3`d submittal. • Muddy Paws, 3121161' Ave NW —A building permit has been issued for the remodeling of the former Andover Liquor store. The owner has indicated to the Building Department they are focused on using local contactors. • Interest in Hughes Industrial Park — Interest in the area has quieted down now that the former Andover Liquor store has been purchased and being remodeled. • Clock Tower Commons —Electronic Messaging sign installation in progress. Tom Roberts has indicated he has some interest in lot 4 but nothing is concrete at this time. Mr. Roberts is looking at some adjustments to lot 4. • O'Reilly Auto Parts Expansion, 3414 Bunker Lake Blvd NW — A building permit has been issued for expansion into the former Debra Miller's World of Dance space. • Andover High School, 2018 Additions and Renovations —City staff has provided District 11 and ATS&R I't round of comments. A building permit has been applied for the I" phase and will consist of additional classrooms and vestibule. The project has a value expected around $11.9 million -dollar project this spring and summer. • Overall marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites. The last few years, the focus has been to get more color and less weeds. At our April 17, 2018 meeting, it was determined that Economic Development Authority Resident Member Joyce Twistol and Kameron Kytonen would spend some time checking into possible options for the median. Kameron Kytonen is in process of obtaining quotes based on adding some additional plantings within the medians that would add "color." This would involve a combination of native and ornamental flowers. Mr. Kytonen will be present and the meeting to provide detail on the quotes and the proposals. Respectfully submitted, Joe Janish
