INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka
Hennepin Schools Community Education for dog training.
DISCUSSION
The Anoka Hennepin School Community Education would like to use one of the hockey rinks at
City Hall Outdoor Hockey Rink Facility for a six-week long dog training course on the following
days: Tuesday's (September 4, 11, 18, 25 and October 2 and 9) from 5:45 pm - 6:45 pm.
Lupita Forsyth from Anoka Hennepin Schools Community Education will be at the meeting to
make a short presentation about the training course. Attached is information about the training
course.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at City Hall Outdoor Hockey Rink Facility as
requested by Anoka Hennepin Schools Community Education.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

I am an Adult Programmer with Anoka -Hennepin Community Education. In my
work I plan classes for adult learners in the categories of Create, Hobbies, Home and
Taste. I am writing to seek approval to use one of your ice rinks as a location for our Dog
Obedience -Canine Good Citizen class. Due to district building policies, animals are
prohibited entrance into our buildings; therefore we are unable to provide this class to our
participants in-house. We would like to offer 2 class sessions for our upcoming Fall 2018
catalog. The class proposed dates are: Tuesday's September 4,11,18, 25, October 2 and
9. The second class is proposed for Wednesday's September 5, 12, 19, 26, October 3 and
10. For both sessions the class would run from 5:45-6:45pm. This class would entail
providing community participants with skills and knowledge for responsible pet
ownership through practice in basic obedience with clicker training and positive
reinforcement. We anticipate limiting each class to 12 owners and dogs. We anticipate
needing 15-30 minutes before each class to allow for instructor setup or preparation.
I am currently planning for our Fall 2018 catalog that will be mailed out August 2.

INTRODUCTION
The Park and Recreation Commission is requested to consider a request for an additional security
light at Terrace Park.
DISCUSSION
Attached is a request from Craig Bakken, a resident that lives in the neighborhood who is also
coordinating the volunteers for community playground equipment install on May 19th, regarding
an additional security light near the basketball and parking lot area. Also attached is an aerial
view of the park that identifies the existing security light near the playground area.
The estimated cost for a new security light will be between $2500 - $5000 depending on where
the electric service would need to come from.
BUDGETIMPACT
If the Park and Recreation Commission is interested in a new security light, this would need to be
funded from the park dedication miscellaneous fund. The other option is to consider the request
as part of the 2019-2023 Capital Improvement Plan.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve a request from Craig Bakken for
an additional security light at Terrace Park.

As I walking round the park handing out leaflets to houses and walkers, I got feed back on many things.
Two that I thought related to our new park installation were important to pass on..... Without adequate security damage
will occur.
1, The light by the park equipment seems to be damaged at the top and I bet it does not work.
2. A local neighbor suggested that the city put another light by the basketball / parking area. Perhaps you can tap power
from the light you need to repair by the playground equipment and run the power under the landscaping you will be
upgrading or you can put two focused lights (one toward basketball and on playground equipment) on the top of the
existing pole.

INTRODUCTION
The Park and Recreation Commission is requested to consider a funding request from the
Andover Baseball Association (ABA) for improvements at Rose Park.
DISCUSSION
This item was tabled from the last meeting on May 3`d to allow Commission members to visit the
park and to allow time for staff to contact a fence contractor to submit a quote for improvements
to the park (privacy screening material around the 4 existing dugouts only and for dug out
covers/roofs for the 4 existing dugouts).
Attached is quote from Freedom Fence, Inc. for the privacy screening material for the dugouts
only and for dug out covers/roofs for the 4 existing dugouts. Note: If the Park Commission is
willing to fund these improvements, a 2nd quote would be obtained since the estimate is over
$10,000.
As mentioned previously, this proposed request is not standard improvements that the City has
made on new or existing ball fields. These items are above and beyond our typical improvements
to the fields.
BUDGET IMPACT
The Park and Recreation Commission has indicated the funding of these improvements would be
from the Tower Rental from Verizon. As of May 0, there is $24,917 available for new
improvements or maintenance. Also, if the Commission wants to move forward with the
improvements and utilize the Verizon Rental fees, this will need to be approved by the City
Council since such improvements are not standard and have not been identified in the Capital
Improvement Plan.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the improvements to the ball
fields and recommend the funding source to pay for the new improvements.

INTRODUCTION
The Park and Recreation Commission is requested to recommend the 2019-2023 Trail Capital
Improvement Plan (CIP).
DISCUSSION
The Park and Recreation Commission at the last meeting on May P identified 3 trail projects the
City Council should consider as part of the 2019-2023 Capital Improvement Plan (CIP). At that
meeting the Commission did rank the projects in order of priority and now will need to make a
formal recommendation to the City Council. The 3 trail projects that have been identified by the
Park and Recreation Commission are as follows:
• ASN Trail between Kensington Estates 7th Addition and Andover Station North Ball
Field Facility.
• Crosstown Blvd NW from Xeon Street NW to Prairie Road NW including the section
from 157th Avenue NW to 1591h Avenue NW (Millers Woods development).
• Station Parkway NW (south side of street) from Crosstown Blvd NW to just west of
Partridge Circle NW and from the east leg of Partridge Street NW to Hanson Blvd NW
BUDGET IMPACT
The funding for trail projects has not been identified for 2019-2023. The City Council will need
to determine how they will fund the trail improvements.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend to the City Council the 2019-
2023 Trail Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission are requested to review the final draft 2019-2023 Parks
CIP and consider recommending approval to the City Council.
DISCUSSION
The Park and Recreation Commission at the last workshop meeting on May 3, 2018 reviewed the
draft 2019-2023 Park CIP. Based on past practice it was suggested that the proposed Park CIP be
considered on a regularly scheduled agenda to present the CIP and allow the public to provide
any input they may have on proposed improvements. Attached is the proposed 2019-2023 Park
CIP for your final review before it is presented to the City Council at a future joint meeting (joint
meeting has not yet been determined).
Listed below are the current projects listed for 2019-2023 and the recommendation of each:
2019
• Small irrigation project (Hills of Bunker Lake West Park) - $20,000 (no recommended changes
from staff).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2020
• Pine Hills North/Parking lot with curb - $120,000
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2021
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2022
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2023
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
Note: It was discussed at the last Commission meeting on May 3`d to consider paving the north
parking lot at Prairie Knoll Park but at this point is not identified in the CIP.
BUDGETIMPACT
The Finance Department has indicated to staff that the ending fund balance for each of the 5
years should have a minimum positive balance of $50,000 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the final draft 2019-2023 Parks CIP
and consider recommending the approval to the City Council.

UPDATE OFANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler
COMPLETED PROJECTS —
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in July.
• Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Based on input from the
Commission at the last meeting on May 3`d, the water service, irrigation system and controls for Wild
Iris Park will be done this year. Hills of Bunker Lake West Park will be done 2019. Staff will
purchase the irrigation materials for Hills of Bunker Lake West Park and may install the irrigation
lines and sprinkler heads later this summer or fall if Parks Maintenance staff has time. The remainder
off the work that needs to be done such as the water service, electrical service, controls will be done
in 2019. All work and material cost will be within the $45,000 budget for 2018.
Rose Park Shelter Replacement Proiect — Shelter has been ordered and should arrive sometime in
the next few weeks. The Park and Recreation Commission at the last meeting on May 3`d approved
the installation of the concrete sidewalk (to meet ADA requirements) and concession pad which will
be funded from the 2018 park dedication funds. The existing shelter has been removed and the
existing concrete slab will be replaced utilizing maintenance dollars.
Terrace Park Playground Equipment Replacement — The playground structure for 5-12 year olds
and new swings have been delivered to Public Works. The neighborhood will be installing the new
equipment on Saturday, May 19th. If you want to help or check out the work that is being done, stop
by sometime after 7 am.
Pine Hills South Park Playground Equipment Refurbish — The replacement parts have been
received for the existing playground structure. Repainting of the playground structure will start very
soon. Once that is completed, Public Works staff will be replacing the plastic parts shortly after the
painting is done. Staff has begun some site prep work.
Timber River Park — Need to determine what improvements should be made for the field so it can
be useable by the associations. The other concern brought up by the associations is the high number of
mosquitos. The Commission will be meeting before the regular meeting at 6:15 pm at the park.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park — Staff has received approval from the City Council to move ahead in
applying for the MNDNR grant (Outdoor Recreation Grant Program). The application has been
submitted to the MNDNR.
• ASN Trail -- Staff has received approval from the City Council to move ahead in applying for the
MNDNR grant (Local Trail Grant Program). The application has been submitted to the MNDNR.
• Eveland Field Fencing — Staff was contacted recently by the Andover Athletic Association (AAA)
about when the fencing relocation project would start. At this point it appears the work will begin in
July or August after the spring -summer fastpitch season is over. As previously indicated they would
like the fence to be relocated closer to home plate to meet the fast pitch standards so the players have
an opportunity to hit homeruns.
• Update of Pedestrian Trails —The trails that are planned for the next 3 years areas follows:
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW. The
Engineering Department has completed the trail design and secured easements. Staff is
currently working on the boardwalk design with a consultant. Once the final

❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. MNDNR grant
application has been submitted (Local Trail Connections Program).
Note: There is item on the regular agenda to recommend to the City Council the 2019-
2023 Trail Capital Improvement Plan.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

4/28/18
• Completed trash service in parks and trails.
• Cleaned equipment and Public Works building.
• Moved some of the snow removal attachments to storage.
• Removed old park shelter at Rose Park.
• Prepared the playground area at Pine Hills South for refurbishment.
• Installed batting cage netting at Andover Station North.
5/5/18
• Opened all athletic fields on 4/30/18; except Fox Meadows, which opens fall 2018.
• Completed trash service at parks and trails.
• Moved snow removal equipment and plows into storage.
• Groomed all ballfields, installed all bases, pitching rubbers and home plates.
• Delivered lacrosse goals to fields.
• Delivered rakes, chalk and other baseball supplies to ballfields. Installed new foul pole flags and new park
flags.
• Installed basketball hoops at Prairie Knoll and Nordeen's parks.
• Started spring irrigation startups.
• Installed the Crooked Lake boat landing dock May 2'.
• Set up for fast -pitch softball tournament at Sunshine Park on May 4`" and 5'".

Application as requested by the Andover Baseball Association (ABA).
DISCUSSION
Attached is request from ABA for a tournament on the following day:
• Wednesday, June 13, 2018 from 8 am to 11 pm at Andover Station North Ball Field
Facility (west, middle and east fields).
There are no other conflicts with the request therefore it is recommended to approve the request.
ACTION REQUIRED

I have 3 issues with your application and they are as follows:
• That date that you requested will not work. There is already a tournament scheduled for that weekend on June
23rd. AAA has already received approval to use that weekend at Sunshine Park (June 22-24/AAA/End of Season
Jamboree/Fields 1-6 at Sunshine Park, City Hall Park Complex #7). Must have misread the tournament scheduled
that I sent you.
• The second item is you must have a second tournament director complete Page 1 of the application and sign the
last page.
• The last item is that you must submit a $250 refundable Damage Deposit fee with the application. No other
additional fees will be necessary.
The weekends that Sunshine Park would be available for a tournament in June or July are as follows:
