Consider Knoll Property/Centra Homes Sketch Plan/Park Dedication Requirements DATE: May 3, 2018 INTRODUCTION This item is in regard to reviewing and determining the park dedication requirements for the proposed sketch plan for the proposed Knoll Property. DISCUSSION A copy of the sketch plan is attached to this item. Fourteen lots are being proposed on the north side of 157`h Avenue NW (Co. Rd. 20) between Tulip Street and Round Lake Boulevard NW (Co. Rd. 9). The Park Comprehensive Plan does not identify additional park land for this area. Note: The developer is proposing this development be done as a Planned Unit Development (PUD). Staff is recommending cash in lieu of land. The developer has been invited to attend the meeting to answer any questions the Commission may have. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed sketch plan and provide direction on the park dedication requirements for the proposed knoll Property development. One of the ideas that will be addressed is having a Fitness in the Park program. There will be classes offered for youth, adults and seniors. We will have a schedule of classes offered and parks to be held at, with days/times offered. (flyer to be handed out at meeting). We will be holding these classes primarily at parks such as Sunshine and Prairie Knoll that are close to the YMCA. The walk/run clubs will be held at Kelsey Round Lake park. Classes will be held primarily from 6am-noon and 4:30pm-8:30pm, Monday -Friday. Nonmembers will be able to stop at the YMCA and purchase a punch card/outdoor pass. Consider Request from Andover Baseball Association for Improvements/Rose Park DATE: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to consider a funding request from the Andover Baseball Association (ABA) for improvements at Rose Park. DISCUSSION Attached is an estimate from Freedom Fence for improvements for the following items as requested by ABA at Rose Park: a 4 Dugout Privacy Screening. a 4 dugout covers (roofs). a 550 ft of black netting to be installed on the fence. a Yellow cap on top of fence. These proposed request is not standard improvements that the City has made on new or existing ball fields. These items are above and beyond our typical improvements to the fields. If ABA would like to fund the improvements just as they did for Andover Station North Ball Fields and at Shadowbrook East Park, that would be acceptable to the City. BUDGETIMPACT If the Park and Recreation Commission is interested in funding the request, there are two funding sources available which are Park Dedication miscellaneous funds or Verizon Lease Fund. Note: If the Park Commission is willing to fund these improvements, 2 new quotes would need to obtain since the estimate is over $10,000 and the quote will need to come to the City. Also, if the Commission recommends funding the improvements, this will need to be approved by the City Council since it is not identified in the Capital Improvement Plan. Consider Schedule Use of Fields/MN Augers DATE: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to consider approving the use of ball fields for the upcoming spring/summer season as requested by the MN Augers. DISCUSSION Attached is the list that Andover Baseball Association (ABA) provided of field openings for Friday through Sunday. Kevin Torgerson of the MN Augers will provide a schedule of fields that they would like to use from the available list at the meeting. In addition, now that baseball registration is complete, staff has requested that ABA provide any unused/available game fields and dates, particularly Monday through Thursday for the spring - summer season. If it is determine there are any unused/available game fields, the MN Augers would be able to add those to their field schedule request. ACTION REQUIRED The Park and Recreation Commission is requested to consider approving the use of ball fields for the upcoming spring/summer season as requested by the MN Augers. Discuss Irrigation Costs/Wild Iris and Hills of Bunker Lake West Parks Date: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to discuss the status of Wild Iris and Hills of Bunker Lake West Parks costs for the installation of irrigation at both parks. DISCUSSION As of right now, the cost for installing the irrigation system will exceed the $45,000 that has been identified in the Capital Improvement Plan. The estimated costs for each park are as follows: Hills of Bunker Lake West Park $11,200.00 $15,800.00 $3,000.00 $2,584.00 $32,584.00 As far as the installation of the water service, staff is working on obtaining a second quote. Just so you know there are very few contractors that do directional drilling work so trying to receive quotes can be a little bit of a challenge. The reason directional drilling was selected versus open cut at Wild Iris Park is that if an open cut was considered the existing city trail and a resident's private fence that would have to be removed and replaced along performing restoration that will be needed. At Hills of Bunker Lake West Park an open cut could be done but the parking would be impacted along with the grass areas adjacent to the driveway and parking lot would be disturbed. As far as the electric service, Connexus Energy is working on the plans and staff will be meeting with them within the next few weeks to finalize the location of the service line and meter. The final estimated costs will most likely be exceeding the budgeted amount by about $19,000. Date: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to discuss and review quotes received for concrete concession pad and sidewalk for Rose Park. DISCUSSION The quotes receive for the sidewalk and concrete concession pad are as follows: Option 1 Option 2 (sidewalk to shelter) (concession pad) Total • Contracting Solutions, Inc. $4,738.00 $2,093.00 $6,831.00 • Eberhard Construction Inc. $3,850.00 $5,550.00 $9,400.00 Staff estimated a total of $8,050.00 for both options. BUDGET If the Commission would like to move forward with the improvements, the Commission will need to determine if park dedication funds or Verizon Lease funds are to be used to fund improvements. At a minimum the sidewalk will need to be constructed to meet ADA requirements, so access can be provided to the shelter. ACTION REQUESTED The Park and Recreation Commission is requested to approve the low quote to Contracting Solutions, Inc. if the Commission selects both Options 1 and 2. Review Outstanding Items/Maintenance Update DATE: May 3, 2018 Issues list as of 4/26/18 UPDATE OF ANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler COMPLETED PROJECTS — ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be in July. • Update of Ouarterly Sheriff's Department Report on Park Patrol & Vandalism -Next quarterly report will be in July. • Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff will be contacting private contractors over the next couple months for installing the water services that will be installed in the spring of 2018. Both irrigation projects will be done in 2018. • Rose Park Shelter Replacement Project — Shelter has been ordered and should arrive sometime this spring. Staff has contacted a contractor about providing the City a quote for the concrete pad area for concessions and a sidewalk that is necessary to meet ADA requirements to the new shelter. • Terrace Park Playground Equipment Replacement — The playground structure for 5-12 year olds and new swings have been ordered. As of right now the neighborhood will be installing the new equipment most likely on Saturday, May 19th. • Pine Hills South Park Playground Equipment Refurbish — The replacement parts have been received for the existing playground structure. The replacement and repainting of the playground structure will be done this spring. Public Works staff will be replacing the plastic parts and the local GameTime representative will be repainting the metal parts of the structure once the weather is warmer. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Kelsey Round Lake Park— Staff has received approval from the City Council to move ahead in applying for the MNDNR grant (Outdoor Recreation Grant Program). The application has been submitted to the MNDNR. • ASN Trail -- Staff has received approval from the City Council to move ahead in applying for the MNDNR grant (Local Trail Grant Program). The application has been submitted to the MNDNR. • Eveland Field Fencing — Nothing new to report. This fencing project is on hold until staff hears back from the Andover Athletic Association (AAA) and the Andover High School to determine if they plan on moving forward in relocating the outfield fence in 2018. As previously indicated they would like the fence to be relocated closer to home plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in poor condition in some sections and probably should be replaced if the outfield fence is to be relocated. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW. The Engineering Department has completed the trail design and secured easements. Staff is currently working on the boardwalk design with a consultant. Once the final construction plan has been completed, the plan will go out for bids sometime in early summer. Anticipated construction to begin in July/August. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. MNDNR grant application has been submitted (Local Trail Connections Program). Note: There is item on the agenda to continue discussing the 2019-2023 Trail Capital Improvement Plan • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2018. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. DATE: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2019-2023 Trail Capital Improvement Plan (CIP). DISCUSSION Based on discussion at the last meeting on April 12, 2018, staff was to identify the list of potential trail projects for the Park and Recreation Commission to consider. The Commission members will be requested to consider their top 3 trail segments and identify them at the meeting on a chart that will be available at the meeting. Once the Commission have determined the top 5 trail segments, they will be presented at the May 17, 2018 meeting as part of the regular scheduled meeting so that the residents have an opportunity to comment before the final recommendation will be made to the City Council. Attached are the following items for your review: • 2018-2022 New Pedestrian Trail and Sidewalk Segments from the existing CIP. A copy of Figure 11 (Proposed Regional Trails Plan) from Chapter 7 of the City of Andover Transportation Plan was included in your last packet dated April 12, 2018. Please refer to that Figure for potential locations. The funding for the trails/sidewalk improvements have been using a combination of general funds and trail funds that have been received from new developments. Funding of improvements for 2019-2022 have not been identified and will need to be determined by the City Council. Since it has been a couple years that the Commission has reviewed the possible trail improvements, staff thought it would be good for the Commission to provide input to the City Council to possible new trail segments that are of higher priority or where uncompleted segments should be extended for the next 5 years. Staff will provide a large wall map that will be available at the meeting. BUDGETIMPACT The City Council will determine how they will fund the trail improvements. DATE: May 3, 2018 INTRODUCTION The Park and Recreation Commission is requested to continue discussing the 2019-2023 Park Capital Improvement Plan (CIP). DISCUSSION The CIP was introduced at the March 22, 2018 to begin discussing possible park improvements for the next 5 years 2019-2023 and there was continued discussion at the last meeting on April 12, 2018. The target date for draft CIP is June 1 st. Staff attached is a projected fund balance sheet which is the same balance sheet at the last meeting that was prepared by the Finance Department for your use. The Commission should pay attention to the status of 2018 end of the year balance. The Commission will need to make sure that the ending balance for each year has a positive balance of $50,000.00 or more. If the Commission wanted to consider a project for 2019 or beyond about $130,000 would be available. 2019 • Small irrigation project - $20,000 (no recommended changes from staff). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2020 • Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 -year plan). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2021 • No projects identified yet. • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2022 • No projects identified yet. • Annual Misc. Projects that are also anticipated for 2018 are identified on the spreadsheet are as follows: • Fox Meadows Park (carryover project from 2017) -- $20,000 (estimate) This amount represents the funds that are needed to be complete the improvements that were made at the park in 2017. • Sophies Park (new) -- $11,950 (estimate). Winslow Cove Phase 1 (single family residential area) is anticipated to move forward in 2018 which will include new park land that will be added to Sophies Park. Since a new trail has been recommended to constructed thru the park, now is the time to install the trail with other improvements (streets, utilities and trail along Xeon Street NW) that will be constructed by the developer. • Rose Park Shelter (new) -- $2288 (estimate) This amount represents the additional concrete that will be added around the perimeter of the shelter. Note: A sidewalk will need to be constructed to provide ADA accessibility to the shelter and playground area. The sidewalk discussion along with the concession pad option is on the agenda for discussion. • Irrigation Project (already identified as a CIP project in 2018) — $64,000 (updated estimate) Two irrigation projects (Wild Iris and Hills of Bunker Lake West) are planned for 2018. Note: Updated estimate is not reflected in the most current spreadsheet. • Terrace Park (new) -- $2300 (estimate) Since there are not enough funds within the project budget to install both what the neighborhood has requested and replace the 2 -5 -year-old playground, the neighborhood is requesting that the City purchase and a new Spinning Whirl. Since this is not a replacement item, it would be funded from Park Dedication annual miscellaneous project funds. As noted in the past there are several parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system including Prairie Knoll Park. If the Commission is interested in knowing the planned improvements for all the parks, please review the most current spreadsheet that is in the Information Packet that is updated every year. BUDGETIMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more.
