This is a 55+ facility. Daycare Interest — A daycare facility submitted a commercial site plan for a property located in Clocktower Commons. Restaurants/Fast Food — Currently staff is aware of two companies continuing to look for land to locate in Andover. The companies are focusing on Bunker Lake Boulevard and Hanson Boulevard. Andover Cinema, 1836 Bunker Lake Boulevard — A CUP and liquor license were granted, sales are expected in March. The bar arrangement has been conditionally approved by Anoka County, staff expects a permit this week or next week. Northern Natural Gas/Centerpoint Energy — Special inspection records are going to be provided to the City. Interest in Hughes Industrial Park — This evening a CUP for doggy daycare and boarding facility at the former Andover Liquor store site will be reviewed by the City Council. Clocktower Commons — Has their permit for the electronic message sign. Overall Marketing — Staff continues to work with parties interested in investing in Andover and marketing all commercial sites. Water and sanitary sewer to Bunker Hills Activity Center is done, but some minor plumbing is occurring within the building. President Trude and Mr. Dickinson attended the North Metro Mayors' Association Meeting. Commissioner Knight asked for an update on the area of 7' Avenue and Bunker Lake Boulevard. Mr. Janish indicated a developer has been having conversation with the gas company regarding a land swap. There are some utility concerns that will need to be discussed with Anoka County. Mr. Janish stated since this property is an estate the owners intend to sell the entire property in one transaction. REDEVELOPMENT UPDATE Mr. Dickinson stated staff continues to focus on Bunker Lake Boulevard properties. The two buildings acquired on Bunker Lake Boulevard have renters. A management company has been hired for the rental properties, Mr. Janish is working with the management company. Commissioner Knight asked if the redevelopment area could all be commercial. Mr. Dickinson answered the area could be "mixed use". Mr. Dickinson reminded the EDA; the current density will need to be replaced when redeveloped. Mr. Dickinson stated going into comprehensive plan discussions. High density in the City is 14 units per acre. He continued that this density does not yield a cost-effective apartment building when you are talking redevelopment. President Trude asked if it is a better opportunity if it's a "clean" site. Mr. Dickinson stated staff will continue to monitor the area. OTHER BUSINESS Mr. Janish indicated staff received a sketch plan for a development on the Turkey Farm property located off 7'h Avenue. The sketch plan and area were discussed. Mr. Janish stated the sketch plan will go to the Planning and Zoning Commission and Council for comments and questions at a future meeting. ANDOVER COMMERCIAL PROJECTS • The Shops @ Andover, 13650 Hanson Boulevard NW —AT&T, Natural Nails, Dunkin Donuts, Joy Kitchen, Twin Cities Dental, SportClips are all open. Estates at Arbor Oaks / Trident Development, 1753 156"' Lane NW — In process of renting out units. Thirty percent (30%) of the Apartments are rented out or reserved. The apartments rent for $1,600 to $2,859 per month. • Growing Generations, 15216 Bluebird —Growing Generations is working towards construction. • Restaurants/Fast Food— Currently staff is aware of two companies continuing to look for land to locate in Andover. • Upper Midwest Athletic Construction —A CUP was granted for outside storage, staff is waiting for the Commercial Site Plan to be submitted. • Hearth Development, 1714 Bunker Lake Blvd. NW— Staff is in process of reviewing the second submittal. • Muddy Paws, 3121161" Ave NW— A building permit has been issued for the remodeling of the former Andover Liquor store. The owner has indicated to the Building Department they are focused on using local contactors. • Interest in Hughes Industrial Park — Interest in the area has quieted down now that the former Andover Liquor store has been purchased and being remodeled. • Clock Tower Commons — Has their permit for the Electronic Messaging sign. Tom Roberts has indicated he has some interest in lot 4 but nothing is concrete at this time. • O'Reilly Auto Parts Expansion, 3414 Bunker Lake Blvd NW — A building permit has been issued for expansion into the former Debra Miller's World of Dance space. • Andover High School, 2018 Additions and Renovations — City staff is aware of the proposed construction and is expecting a commercial site plan soon. The project has a value expected around $11.9 million -dollar project this spring and summer. • Overact marketing - City Staff continue to work with parties interested in investing in Andover and marketing all commercial sites. Staff has provided information related to the management of these medians by Prairie Restorations, Inc. Management for these medians would cost $600 for the 2018 growing season. Kameron Kytonen, Natural Resources Technician is requesting a quote for some additional work estimated to cost around $1,000. I have attached an email from Mr. Kytonen for your review. Staff has also provided estimates on removing the plants and placing concrete in the area. The cost to remove and install concrete is between $160,000 to $190,000. I spoke with Cory from Prairie Restorations yesterday, and he's going to put together a cost estimate for planting more material in there. However, a ballpark is $1K or so. Renters occupy 2557 Bunker Lake Blvd. and 2543 Bunker Lake Blvd. The third has been secured and is not intended to be rented at this time. When the two properties along Bunker Lake Blvd were purchased, the listings indicated rent could be increased to be closer to market rate. Staff contacted Cedar Management, Inc. who is managing the properties for the City of Andover to have a rent analysis conducted. Attached you will find the information provided by the management company. After review of the rental analysis staff is proposing an increase in rent by $100 per month starting July 1, 2018. The management company would provide notice to the renters after the EDA approves the increase.
