INTRODUCTION
This item is in regard to consider approval of the 2018 spring/summer softball/baseball schedule.
DISCUSSION
This item was tabled from the March 22, 2018 meeting to allow the Andover Baseball
Association (ABA) to prepare their game schedule. The ABA game schedule was not available to
be included in the packet before they went out. The game schedule will be presented at the
meeting. If staff receives the game schedule before the meeting, it will be e-mailed out to each of
the Park and Recreation Commission member for review.
Attached for your review is the proposed 2018 softball baseball schedule that was presented at
the last meeting on March 22nd. The City has received four (4) applications for use of the fields
for the upcoming season from the Andover Athletic Association (AAA), Andover Baseball
Association (ABA), Legacy Christian Academy (LCA) and the MN Augers Baseball (they have
submitted 2 applications -one for practices and one for games). Copies of the applications are
available in the March 22, 2018 packet. Timber Trails Park ball field is now on the schedule and
is proposed to be available for use during the spring -summer season.

The Park and Recreation Commission is requested to approve the 2018 Softball/Baseball
Schedule.

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 1st quarter.

A deputy was called to the landing due to a vehicle hitting a pole. When she arrived she located the
vehicle with no driver. She located the driver through records and called her. The driver advised she
went into a tailspin due to icy road conditions. The deputy advised she should have called 911 due to
the damage to the electrical pole. The vehicle was towed.

A caller reported a female dumping large bags of garbage in the trash can next to the pavilion. The
deputy figured out who the trash belonged to and made contact. They were instructed to remove the
trash and dispose of it at their own home. They complied.

A caller asked a deputy to check the welfare of a male that was in a fish house because he had been
there for a couple days. The deputy made contact and the male was fine.

A deputy responded to a property damage crash at the location where one vehicle backed into
another.
03.15 1:08 PM Green Acres 18057951
A caller reported a suspicious vehicle in the lot. A deputy arrived and was unable to locate the
vehicle. The caller was advised to call again if she saw it return.

A deputy was dispatched to the park on a 911 hang-up call with noises in the background. He arrived
in the area and was unable to locate anything.

UPDATE OF ANDOVER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler

ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Ouarterlv Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff will be contacting private
contractors over the next couple months for installing the water services that will be installed in the
spring of 2018. Both irrigation projects will be done in 2018.
• Rose Park Shelter Replacement Proiect — Shelter has been ordered and should arrive sometime this
spring. Staff has contacted a contractor about providing the City a quote for the concrete pad area for
concessions and a sidewalk that is necessary to meet ADA requirements to the new shelter.
• Terrace Park Playground Equipment Replacement — The playground structure for 5-12 year olds
and new swings have been ordered. As of right now the neighborhood will be installing the new
equipment most likely on Saturday, May 19th.
• Pine Hills South Park Playground Equipment Refurbish — The replacement parts have been
received for the existing playground structure. The replacement and repainting of the playground
structure will be done this spring. Public Works staff will be replacing the plastic parts and the local
GameTime representative will be repainting the metal parts of the structure once the weather is
warmer.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park — Staff has received approval from the City Council to move ahead in
applying for the MNDNR grant (Outdoor Recreation Grant Program). The application has been
submitted to the MNDNR.
• ASN Trail -- Staff has received approval from the City Council to move ahead in applying for the
MNDNR grant (Local Trail Grant Program). The application has been submitted to the MNDNR.
Eveland Field Fencing — Nothing new to report. This fencing project is on hold until staff hears back
from the Andover Athletic Association (AAA) and the Andover High School to determine if they plan
on moving forward in relocating the outfield fence in 2018. As previously indicated they would like
the fence to be relocated closer to home plate to meet the fast pitch standards so the players have an
opportunity to hit homeruns. Note: The existing outfield fencing itself is in poor condition in some
sections and probably should be replaced if the outfield fence is to be relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140th Avenue NW. The
Engineering Department has completed the draft trail alignment and has identified trail
easements needs. It is anticipated to have all the trails easements signed by the middle
of April. Staff is currently working on the boardwalk design that will cross the wetland
south of Fire Station 1. Once the final construction plan has been completed, the plan
will go out for bids sometime in early summer. Anticipated construction to begin in
July/August.
2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to proceed applying for a MNDNR grant
(Local Trail Connections Program).
Note: There is item on the agenda to discuss 2019-2023 Trail Capital Improvement
Plan
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

• Completed Kaivac floor cleaning of all warming house floors and ASN building.

• Three Parks employees attended the Minnesota Shade Tree Short course March 13-14.

Subject: A. Discuss Use of Timber River Park and Concerns

INTRODUCTION
The Park and Recreation Commission is requested to discuss the future use of Timber
River Park and concerns that have been raised by the associations that have used the park
over the past few years.
DISCUSSION
As indicated on the 2018 Soccer -Lacrosse Schedule for the upcoming, lacrosse which
generally schedules this park for practice has decided not to schedule any practices for
the upcoming season for a couple different reasons. First is that the association has
indicated that the mosquitos are bad which probably has to do with a few low areas north
and south of this park which may be breeding habitat for the mosquitos throughout the
summer. The second concern is the condition of the field. Portions of the field at times
can be wet or saturated even when there are days where it did not rain for a period of
time.
Staff recommends a meeting at the park in May and get first hand look at the situation.

The Park and Recreation Commission is requested to discuss the future use of Timber
River Parks and concerns that have been raised by the associations that have used the
park over the past few years.

INTRODUCTION
The Park and Recreation Commission is requested to begin evaluating Zone C and prioritizing
the importance of each park and features within the park.
DISCUSSION
The parks within Zone C (21 parks) will be reviewed at this meeting. Subsequent Zone D will be
reviewed at future meetings. Below identifies Zone C by category:

Attached is a spreadsheet of Area C replacements that have been identified for each park. Staff
has identified the priority of each item in each park as either low, medium, or high. The
Commission is to review the spreadsheet to determine if you would like to change any of the
priorities that have been proposed by staff.
As mentioned at the last Park and Recreation Commission meeting, the direction from the City
Council at the joint meeting in October 2017 is for Park and Recreation Commission to
determine the priority of each of these parks and features within the park so that when the time
comes to replace existing items or pieces of equipment (for example playground equipment) due
to condition, age, ADA requirements, and/or lack of resident use, the City will have a plan in
place on how to deal with each park when it is brought up for discussion by staff or the residents.
By identifying the priorities for each of these parks and what items or equipment will or will not
be replaced or repaired has an impact on the Existing and Future Park Facilities Chart
(replacement section of the spreadsheet) could reduce the cost to the general fund to replace or
repair these features.
ACTION REQUIRED
The Park and Recreation Commission is requested to evaluate the parks in Zone C and prioritize
them as to the importance to the overall park system.

INTRODUCTION
The Park and Recreation Commission is requested to discuss responses received from the
associations regarding future storage needs.
DISCUSSION
Based on discussion between the City Council and Park and Recreation Commission last
April 2017, it was requested to contact the associations about future storage needs. The
associations had about a year to submit. The deadline date for submittal was March 30,
2018. Now that the deadline has past, it is time to review the following responses that
were received by the associations:
• Andover Huskies Youth Hockey Association (AHYHA) - Has indicated that no
additional storage is needed.
• Andover Baseball Association (ABA) - Has indicated that no additional storage
is needed.
• Andover Football Association (AFA) — Has indicated they will need short and
long term needs for their program. They also have some thoughts to resolve AFA
needs. Refer to the attached e-mail.
• Andover Athletic Association (AAA) — Has indicated that they do not have short
term needs. As far as the long term, with the POD being removed, AAA needs a
place to store their tractor and other equipment. Refer to the attached e-mail.
• North Metro Soccer Association (NMSA) — Has indicated that they would like
additional storage space. Refer to the attached e-mail.
• Andover Area Lacrosse Association (AALA) - Has indicated that in the short
term that the space in Sunshine Park works for them. Long term needs as
identified on the attached e-mail would be for an 8 ft x 12 ft (up to 14 ft) garage
space to provide storage for the bigger items like nets.
The storage needs request was prompted due to the existing POD at Sunshine Park and
PODS at Andover High School that are not allowed in that Zoning District. Sunshine
Park is zoned General Recreational (GR) and the Andover High school is zoned Single
Residential (R-4). Attached is a copy of the April 25, 2017 City Council meeting minutes
along with agenda item for your review.

The hockey association discussed our storage needs at the rink to the consultant/designer of the potential new
multipurpose arena last month at our meeting with them. Otherwise, we will continue to use the space given to us at

gambling housing of old pull tabs, etc.

Andover Football is not planning a large growth in participation numbers. We are also not seeing the decline in football
players like the other surrounding communities.
Andover Football storages needs are the following:
Current:
AFA currently stores equipment at Prairie Knoll Park —year around
AFA currently stores equipment in a 10x16 Trailer—year around
AFA currently rents two storage garages to store—year around
AFA uses the POD at Sunshine for Field Carts during the season
Short Term:
AFA could use an additional space at Prairie Knoll Park to store equipment.
AFA could use a second field box at Sunshine to store Field items.
AFA could use a storage unit near the or inside the building at Sunshine Park for field items.
Long Term:
AFA may need a climate controlled building to store helmets. This requirement is still unknown.
Additional storage space for the trailer and eliminate the storages garages.
Thoughts to resolve AFA needs:
-Add a second level to the building at Prairie Knoll
-Construct a 2000 Garage type building (needs security and protection from elements)
-Changes to Sunshine Facilities - adding a field box and changes or additional of a field box by the building will resolve
AFA needs

Dear Mr Todd Haas,
North Metro would like to express our interest in additional storage space. Currently we have
approximately 450 square feet at Prairie Knoll. In addition to the space at Prairie Knoll we have
items stored at the homes of various board members.
Below is a list of the attributes of our preferred space.
• 900 - 1200 square feet of secure space located at Pine Hills North or Hawkridge
• Electricity and lighting
• Heated and insulated (space heated to 40 degrees during the winter months)
Garage door for ease of access.
We would be willing to relinquish the space we have at Prairie Knoll to football or another
activity should we obtain the new space. We are also prepared to make a donation to the City
of Andover to help in the development and building of this space.

Short term storage needs for Andover Area Lacrosse Association are currently being met with building space at Sunshine
(room on the 2nd floor of main building).
Long term needs (requests) would be for an 8x12' (up to 14') garage space - similar to the ones at Prairie Knoll. This
would be helpful for storage of our goals/nets to be out of the elements during the offseason and out of the snow -
which does the most damage to the nets.
Other long term storage needs may simply depend on the ability for our association to keep the space at Sunshine, but if
that were compromised, would be some indoor space to store such items as unused paint or other similar items which
would be affected by below freezing temperatures. This space size could be as small as 4' x 6'.
Please let me know if there is anything else that you may require.

a form of a deed restriction. City Attorney Baumgartner stated an easement is an interest in
property, a deed restriction is only as good as whoever holds that deed, that is the problem he has
with it. Mr. Dickinson stated they need to look at what the County recorder will accept. For the
most part Counties will not record those things unless it is signed off by the municipalities and
that is really where the City wants to get to. City Attorney Baumgartner stated that is what he
wants to see.
Mayor Trude asked when the City went to the Met Council and asked to move down this path,
what was on their list that the City had to do. Mr. Janish stated it is a deed restriction of some
manner to prevent the density and preserve that future development possibility.
Mr. Packer stated they do not necessarily want the easement, if there is another way to do it that
would be the way they would want to go but if it ends up that it is the only way to get it done
then they may need to go along with it. He asked for a status update on the Comprehensive Plan
amendment. Mr. Janish stated he has not heard from the Met Council yet. He reviewed the
process with Mr. Packer and the Council.
Mr. Packer stated they are looking to move forward with building as soon as possible. Staff
reviewed a possible timeline of actions that need to occur before building can happen. Mr.
Dickinson stated they need to figure out Item K in the staff report that talks about blanket
easements on the property.
Councilmember Goodrich stated he did not want to hold the Packers back from building if the
only issue is Item K. Mr. Dickinson stated he would talk to the Packers and help them to work
out a timeframe to build.
* DISCUSS STORAGE UNITS (PODS) IN CITY PARKS & RESIDENTIAL DISTRICTS
Mr. Berkowitz explained the City Council is requested to discuss portable storage containers,
often referred to as PODS, in City parks and residential districts.
Mr. Berkowitz reviewed the staff report.
Mr. Berkowitz asked if the Council supported permanent PODS in the City. Council consensus
was not to allow them.
Mr. Berkowitz asked if the City Council supported a timeframe for the athletic associations to
get rid of their current PODS. Councilmember Holthus understood why they need them. Mr.
Berkowitz stated staff discussed giving them three to five years to get rid of the PODS. Mayor
Trude disagreed and stated five years was a long time for them to find alternative storage. She
thought a shed looked better than PODS. Mr. Berkowitz stated it is up to the Council to decide
what a reasonable timeframe is for the associations to raise funds to build a structure for storage.
Councilmember Bukkila stated her issue is the burden on one association for multiple structures.

If it was only one park and one organization she would agree to three years but if one
organization had something in two or more parks then she would be more sympathetic to a
longer timeframe to plan out multiple structures.
Mr. Berkowitz reviewed where the PODS are located at. He noted the Andover Baseball
Association wants to move a POD from the high school to Sunshine Park and thought the City
Council would not be in favor of that. The Council agreed. Mr. Berkowitz stated the Andover
Football Association has one at Prairie Knoll Park during the season, He stated they could have
multiple associations put their resources together and build one structure at the parks.
Councilmember Holthus thought the associations need to clean out the buildings and see what
their needs are. Mr. Berkowitz stated they would need to have a structure at each park to house
the equipment needed for that park so he thought the Council should give them enough time to
figure out what their full needs are and how they can do it efficiently so they can raise money,
design and build a structure so it works for them for a long time.
Councilmember Bukkila thought the associations should be given twelve months to make a plan
and tell the Council what they would like to see before a decision is made by the Council. She
stated she wanted the associations to react and not put it off.
Councilmember Knight asked if some of the items being stored at the parks was City owned.
Mr. Berkowitz stated the associations are now buying their own equipment to use at the parks so
the City does not have any equipment that is stored. Mayor Trude stated that takes a big load off
of the City, she wondered if there was a way to find a way to build some little sheds with money
from their reserves to store equipment so the parks look better. Mr. Berkowitz stated he would
need to go to the Park and Recreation Commission to see how they would weigh in on a
recommendation for that.
Councilmember Goodrich asked if they could screen the PODS with some sort of nice fencing so
they cannot be seen. Mayor Trude stated she liked that idea.
Councilmember Bukkila stated she is not ready to put a drop -dead date on this, she would like to
get some feedback from the associations on what they propose. Councilmember Holthus
suggested staff go look at the buildings and see what the associations have in them to see how
space can be better utilized.
Mr. Berkowitz asked if there was support for the associations to come back after twelve months
with a storage plan. Council agreed.
Mayor Trude suggested staff work with the associations on getting a plan together.
Mr. Berkowitz asked if the Council was in favor of using park dedication money to fund the
storage. Mayor Trude stated she is in favor of doing this. The rest of the Council is against.

The Council is not in favor of permanent PODS in residential use. The Council is in favor of
temporary PODS in residential use. Councilmember Bukkila stated she would be in favor of
temporary storage if there is an open construction permit. Mr. Dickinson noted construction
permits could be open for years. Councilmember Goodrich asked what other cities do. Mr.
Dickinson stated most do not allow them at all or for only ninety days. Mayor Trude thought
they should start with ninety days. Mr. Berkowitz stated if allowed there would need to be an
ordinance change because they currently do not allow anything like that in the City. He stated
staff will work on language change and bring it back for Council review. Councilmember
Bukkila stated there needed to be some language stipulating ninety days in total so it does not
disappear for one day and then come back again for another ninety days.
Mr. Berkowitz noted there are not any restrictions on five acres or more. The majority of the
Council did not have an issue with that. Mayor Trude is not sure if she wanted that because then
the property owner can have as many of them as they want and then it starts to look bad. Mr.
Janish thought there needed to be some type of screening on those sites. Mayor Trude stated she
did not support allowing them on five acres or more.
CLOCKTOWER COMMONS"ENDMENT
Mr. Janish stated this is in regard to the Clocktower Commons PUD amendment. He passed out
a building design and stated the new building they are proposing is mostly rock face block and
he is requesting the Council review the building fagade and indicate any changes that should be
made to the building. Mr. Dickinson stated according to the PUD all the buildings need to look
alike in appearance.
The City Council thought the new building fagade looked better than some of the existing
buildings. They thought maybe there could be the same style of roofing or closer looking brick
to the color in the design of the existing buildings.

INTRODUCTION
The City Council is requested to discuss portable storage containers, often referred to as PODS, in City parks
and residential districts.
DISCUSSION
This discussion was prompted by an Andover Baseball Association (ABA) request to place a storage POD at
Sunshine Park. One of the PODS that ABA owns is currently located at Andover High School next to the
varsity field on the north side of the school buildings (attached Picture B). ABA has indicated to staff and to
the Park and Recreation Commission that they would like to relocate one of the PODS from Andover High
School to Sunshine Park near an existing storage POD which is currently located near the south and west end of
the park (attached Picture A).
The current City Code does not allow PODS to be located in the following Zoning Districts:
• General Recreation (GR) - Sunshine Park is identified on the Zoning Map as GR. To allow the POD to
be permanently placed in the park would require a Zoning Code change.
• Single Family Residential (R-4) - The following subsections of Section 12-6-4 identifies what is
allowed for an accessory structure:
The following is City Code regarding accessory buildings:
12-64B. The accessory buildings on a residential parcel with a lot area of iiv4 acres,or.less, but inose than dnv
12-6-4E. All detached accessory buildings within the single-family urban residential (R-4) zoning district shall
have a minimum X1:12 roof pitch
12-6-4G. Exterior Finishes: No permanent sheet metal, painted or unpainted accessory building, except small
garden sheds not exceeding one hundred twenty (120) square feet, shall be allowed on parcels of three (3) aoies
or less in all residential districts and .w, tUin 1 e, metropolitan urban service area (ly CI5A) bduridary. The
foregoing shall not apply to painted and finished metal siding normally used on residential structures. (Ord.
8NNNNNN, 7-16-2002)
The Planning Department's interpretation regarding storage containers (accessory structures) would be allowed
if met by the highlighted criteria on residential lots between 3-5 acres. There is not current code that would
regulate specified accessory structures above 5 acres in regards to PODS. It appears that the requirement of
matching exterior finishes is not in place if the parcel is above 3 acres and located outside the MUSA boundary.

Attached are pictures showing examples of PODS that are currently in the City.
Picture A is located in the southwest section of Sunshine Park which was considered a temporary storage and is
not covered by City Code.
Picture B is located at Andover High School by the main baseball field northeast of the school. There is
currently an understanding between the City and Andover High School regarding these storage containers.
Picture C is located in an R-4 Single Family Urban Residential District and is a current violation of City Code.
Picture D is located in an R-1 Single Family Rural Residential District but currently is not a violation of City
Code.
There are many cases that residents use PODS for storage, before they move out of their home or they are using
them for temporary storage once they move into their home. The current code does not allow such use.
Staff is requesting direction for the following questions:
• Should PODS be allowed in City parks? If not what should be the transition period to remove the
temporary PODS that are place or have been placed at Sunshine Park, ASN and Prairie Knoll Park?
• How should the PODS be handled at Andover High School?
• Should PODS be allowed in all residential districts?
• Should PODS be allowed in residential districts for temporary use for remodeling, moving, etc? If so,
what should be the allowable time period?
Depending on the answers to these questions, City Code may need to be amended and go through the formal
process for approval.
ACTION REQUIRED
The City Council is requested to provide direction to staff regarding the use of PODS and determine if the
Planning and Zoning Commission should evaluate the City Code to see if amendments should be made to
clarify this section of the City Code.

INTRODUCTION
The Park and Recreation Commission is requested to begin discussing the 2019-2023 Trail Capital
Improvement Plan (CIP).
DISCUSSION
It is that time of the year to begin discussing the 2019-2023 Trail CIP. The target date for draft CIP is
Friday, June 1 st. Attached are the following items for your review:
• 2018-2022 New Pedestrian Trail and Sidewalk Segments from the existing CIP.
• Crosstown Boulevard Trail is moving forward for 2018. Construction is anticipated later this
summer.
• Figure I 1 (Proposed Regional Trails Plan) from Chapter 7 of the City of Andover Transportation
Plan identifies where the existing and proposed Regional Trails are located.
• Page 17 from the CIP on the funding sources that are proposed for trails.
The funding for the trails/sidewalk improvements have been using a combination of general funds and
trail funds that have been received from new developments. Funding of improvements for 2019-2022
have not been identified and will need to be determined by the City Council.
Since it has been a couple years that the Commission has reviewed the possible trail improvements, staff
thought it would be good for the Commission to provide input to the City Council to possible new trail
segments that are of higher priority or where uncompleted segments should be extended for the next 5
years.
Staff will provide a large wall map will be available at the meeting.
BUDGET IMPACT
The City Council will determine how they will fund the trail improvements.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the 2019-2023 Trail Capital
Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2019-2023 Park Capital
Improvement Plan (CIP).
DISCUSSION
The CIP was introduced at the last meeting on March 22, 2018 to begin discussing possible park
improvements for the next 5 years 2019-2023. The target date for draft CIP is June 1st. Also attached is
a projected fund balance sheet that was prepared recently by the Finance Department for your use. The
Finance Manager has removed the funds that are available for Rose Park and Chesterton Commons Park
as standalone accounts identified at the bottom of the spreadsheet at the request of the Commission. The
Commission should pay attention to the status of 2018 end of the year balance. The Commission will
need to make sure that the ending balance for each year has a positive balance of $50,000.00 or more. If
the Commission wanted to consider a project for 2019 or beyond about $130,000 would be available.
2019
• Small irrigation project - $20,000 (no recommended changes from staff).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2020
• Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this
project will be done in 2020 or beyond or if the project should be removed from 5 -year plan).

2021

Projects that are also anticipated for 2018 are identified on the spreadsheet are as follows:
• Fox Meadows Park (carryover project from 2017) -- $20,000 (estimate) This amount represents
the funds that are needed to be complete the improvements that were made at the park in 2017.
• Sophies Park (new) -- $11,950 (estimate). Winslow Cove Phase 1 (single family residential area)
is anticipated to move forward in 2018 which will include new park land that will be added to
Sophies Park. Since a new trail has been recommended to constructed thru the park, now is the
time to install the trail with other improvements (streets, utilities and trail along Xeon Street
NW) that will be constructed by the developer.
• Rose Park Shelter (new) -- $2288 (estimate) This amount represents the additional concrete that
will be added around the perimeter of the shelter. Note: A sidewalk will need to be constructed to
provide ADA accessibility which is estimated at $6650 (staff will obtain quotes for this work
from the contractor that will be constructing the shelter). If the Commission would like to include
the concrete slab for a concession trailer it is estimated to cost $1400. Total estimate that is
identified on the spreadsheet for all three improvements is $10,500.
• Irrigation Project (already identified as a CIP project in 2018) — $45,000 (estimate) Two
irrigation projects (Wild Iris and Hills of Bunker Lake West) are planned for 2018.
• Terrace Park (new) -- $2300 (estimate) Since there are not enough funds within the project
budget to install both what the neighborhood has requested and replace the 2 -5 -year-old
playground, the neighborhood is requesting that the City purchase and a new Spinning Whirl.
Since this is not a replacement item, it would be funded from Park Dedication annual
miscellaneous project funds.
As noted in the past there are several parks that do not have security lights. Also keep in mind the Public
Works Parks Department has expressed concern in the past that some of the parks need to be updated
with a paved surface parking lot throughout the parks system including Prairie Knoll Park. If the
Commission is interested in knowing the planned improvements for all the parks, please review the most
current spreadsheet that is in the Information Packet that is updated every year.
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to Public Works Department that the ending fund balance for each of the 5 years should have a
minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin discussions on the 2019-2023 Parks Capital
Improvement Plan.

INTRODUCTION
This is an update on potential Andover Community Center (ACC) and YMCA program
ideas/events for the upcoming spring and summer season.
DISCUSSION
ACC is still interested in helping coordinate a movie in the park. They would commit to one
movie sometime in August. The biggest question right now is, will QCTV be purchasing the
necessary equipment to play a movie? Our understanding is they are looking into it. There has
been no action on this since the March 1St meeting, but we can start the ball rolling here in April.
We will check with QCTV on equipment and determine some nights in August that will work
and bring this back to the Commission to see what would work best. Sunshine Park would be
ACC staff s first choice.
The YMCA indicated that they would like to participate in having a Fitness in the Park program.
City staff will be meeting soon with the YMCA to understand the current park usage so that it
can be determined the best formats at the best times. Once that's solidified, we can roll out the
info.
Staff will continue to look in to the possibility of having Facebook for the Park and
Recreation/Community Center, etc.
ACTION REQUIRED
No action is necessary since this an update on potential ideas/programs for the upcoming spring
and summer season.
