The Meeting of the Andover Economic Development Authority was called to order by President
Julie Trude, January 2, 2018, 6:00 p.m., at the Andover City,, Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Valerie Holthus, James Goodrich,
Mike Knight, Timothy Cleven and Joyce Twistol
Absent: None

18 Mr. Janish reviewed the following:

20 The Shops @ Andover, 13650 Hanson Boulevard - SportClips is complete, the Certificate of
21 Occupancy has been issued by the Building Department.

23 Estates at Arbor Oaks/Trident Development, 1753 150 Lane — In the process of renting out
24 units. 18 units have been rented which is 27% of the units. The facility manager indicated a
25 majority of the tenants are coming from outside the City of Andover.

27 Restaurants/Fast Food — Currently staff is aware of two companies continuing to look for land
28 to locate in Andover.

30 Andover Cinema, 1836 Bunker Lake Boulevard — A CUP was granted for liquor sales and an
31 On -Sale Liquor License was issued. Liquor sales will most likely begin in late January, early
32 February.

34 Northern Natural Gas/Centerpoint Energy — Project is wrapping up. The Fire Department is
35 waiting for the completion of an inspection report.

37 Interest in Hughes Industrial Park — Businesses continue to show some interest in the area. An
38 issue that continues to plague the area is the requirement that the new business would need to
39 install fire sprinklers. Commissioner Goodrich asked if that requirement could be looked at
40 again. Mr. Janish indicated the requirement is 1306 of the Fire Code that was adopted into the
41 Building Code. President Trude requested staff bring information on 1306 to a future Council
42 workshop to be reviewed, even if Council doesn't change the code they would have a better
43 understanding of why it is in place. Staff indicated they will have the information available at a
44 future Council workshop.

Clocktower Commons — There is interest in the parcel at 15216 Bluebird Street. A 12,000
square foot building is being considered.
1714 Bunker Lake Boulevard — There is a perspective buyer for the property to construct a strip
mall.
2288 Bunker Lake Boulevard — HJ Development may be interested in that property for
development purposes.
Overall Marketing — Staff continues to work with parties interested in investing in Andover.
Redevelopment — Mr. Janish stated the building and garage located at 2526 138`h Avenue has
been secured and is monitored on a weekly basis. The properties at 2543 and 2557 Bunker Lake
Boulevard have tenants and the city is managing the buildings.
The redevelopment area was discussed.
Mr. Dickinson stated staff will continue to monitor the area.
OTHER BUSINESS
Mr. Janish indicated he met with a developer, a representative from Centerpoint Energy and the
property owner regarding the parcel on 7th Avenue and Bunker Lake Boulevard. There is one
party interested in the property for commercial use.

Motion by Twistol, Seconded by Bukkila, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:34 p.m.

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• The Shops @ Andover, 13650 Hanson Boulevard NW —Natural Nails, Dunkin Donuts, Joy
Kitchen, Twin Cities Dental are open. SportClips is open.
• Estates at Arbor Oaks/ Trident Development, 1753 156'4 Lane NW — In process of renting out
units. Apartments are rented for $1,600 to $2,859 per month.
• Daycare Interest —A daycare facility continues to look around town.
• Restaurants/Fast Food— Currently staff is aware of two companies continuing to look for land to
locate in Andover.
• Upper Midwest Athletic Construction — A CUP was granted for outside storage, staff is waiting
for the Commercial Site Plan to be submitted.
• Andover Cinema — A CUP and liquor license were granted to sell alcohol, sales are expected in
March. The bar arrangement has been conditionally approved by Anoka County -staff expects a
permit this week or next week.
• Northern Natural Gas/CenterPoint Energy — Special inspection records are going to be provided
to the City.
• Interest in Hughes Industrial Park — CUP for Dog Daycare and boarding at the former Andover
Liquor store site will be reviewed by the City Council.
• Clock Tower Commons — Has their permit for the Electronic Messaging sign.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites.
• Water and Sanitary sewer to Bunker Hills Activity Center is done, but some minor plumbing is
occurring within the building.
