Consider Andover Farms Sketch Plan/Park Dedication Requirements DATE: February 22, 2018 INTRODUCTION This item is in regards to reviewing and determining the park dedication requirements for the proposed sketch plan for the proposed Andover Farms. DISCUSSION A copy of the sketch plan is in the side pocket of the packet. Twenty-nine lots are being proposed in Phase 1 which is located near 168th Avenue NW west of Valley Drive NW. The overall concept plan includes the turkey farm north of 165'h Avenue NW and east of Roanoke Street NW. The Park Comprehensive Plan does not identify additional park land for this area. Note: The developer is proposing this development be done as a Planned Unit Development (PUD). Staff is recommending cash in lieu of land. The developer has been invited to attend the meeting to answer any questions the Commission may have. ACTION REQUIRED The Park and Recreation Commission is requested to review the proposed sketch plan and provide direction on the park dedication requirements for the proposed Andover Farms Phase 1 development. Update of Winslow Cove/Sophies Park DATE: February 22, 2018 INTRODUCTION This item is an update of Winslow Cove preliminary plat that has been submitted to the City and proposed property that is to be dedicated and included as additional parkland to Sophies Park. DISCUSSION Attached is a copy of the general area of the park and the proposed grading plan that identifies the proposed grades and the location of the trail. The proposed trail will be constructed between 1521 Avenue NW and 152"d Lane NW. As far as the proposed grading, there will be a storm water pond just south of the existing playground. This area was identified as a storm water area as part of Sophies South development. Staff has reviewed the proposed plan and does not have any concerns. At this point the developer has indicated that the development will be done in phases. The developer's representative has been notified regarding the meeting. ACTION REQUIRED This item is an update of Winslow Cove preliminary plat and the proposed grading plan that has been submitted for review. Unless there are concerns or comments by the Park and Recreation Commission regarding the proposed grading, staff will let the developer know that the plan as submitted is acceptable. Review Outstanding Items/Maintenance Update DATE: February 22, 2018 Issues list as of 2/16/18 UPDATE OFANDO VER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler COMPLETED PROJECTS — • Park Dedication Study Update — The City Council has approved the study along with the resolution adopting the 2018 Park Dedication fee of $3319 per unit. ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be in April of 2018. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report will be in April of 2018. • Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff will be contacting private contractors over the next couple months for installing the water services that will be installed in the spring of 2018. The contractors were busy this past fall so staff was unable to receive any quotes. Both irrigation projects will be done in 2018. • Rose Park Shelter Replacement Project — Shelter has been ordered. It will take 3-4 months to manufacturer and make delivery. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Kelsey Round Lake Park — Staff has received approval from the City Council to move ahead in applying for the MNDNR grant (Outdoor Recreation Grant Program). Staff is currently updating the application from last year and will resubmit by the deadline date in late March of 2018. • ASN Trail -- Staff has received approval from the City Council to move ahead in applying for the MNDNR grant (Local Trail Grant Program). Staff is currently updating the application from last year and resubmit by the deadline date in late March of 2018. • Eveland Field Fencing — Nothing new to report. This fencing project is on hold until staff hears back from the Andover Athletic Association (AAA) and the Andover High School to determine if they plan on moving forward in relocating the outfield fence in 2018. As previously indicated they would like the fence to be relocated closer to home plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in poor condition in some sections and probably should be replaced if the outfield fence is to be relocated. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140"' Avenue NW. The Engineering Department has completed the draft trail alignment and has identified trail easements needs and has begun working with property owners to secure the trail easements. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has received approval from the City Council to proceed applying for a MNDNR grant (Local Trail Connections Program). Application for this next round is due by March 31, 2018. • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2018. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Discuss Rose Park Master Plan Date: February 22, 2018 INTRODUCTION The Park and Recreation Commission is requested to begin discussing the Master Plan for Rose Park. DISCUSSION Based on the discussion from the meeting on January 18, 2018 the Commission would like to consider what the improvements should be for the Master Plan of Rose Park to determine a recommendation on what the Verizon lease funds should be used for. Based on the 2017 Future Facilities Chart, new improvements are identified as follows: • Landscaping - Although $1000 is identified in the chart, staff has already done some new plantings over the past couple years specifically near the shelter area and between the ball fields and the parking lot to provide some shade. Staff has been cautious about planting additional trees in the park specifically the green space area (east of the ball fields). The Parks Maintenance Department has indicated that adding more trees in the park would be a concern with mowing and trimming as it takes time to mow and trim around the trees. • Security Lights — Two lights are identified in the chart. There is one security light that already exists at the park. The location for these 2 future lights has not identified. • ADA Trail Access — There is potential to construct a trail from the north end of the existing parking lot over to the driveway near the water tower. • Half Basketball Court — A '/z basketball court is identified in the chart. Although the location has not been determined it is possible to construct a court just east of the ball fields or over near the water tower. Based on the 2017 Replacement Items Chart, replacement items are as follows: • Ball field Maintenance (regrade, reseed and irrigation) — These are on-going items related to maintenance. • Ag -lime material — This is an ongoing maintenance item. • Shelter Replacement — Shelter is being replaced in 2018. • Play round Structure - The playground equipment is now 14 years old and although the equipment is in decent shape it will continue to be evaluated for possible replacement in the next 2-5 years. There could be an expansion of the playground area but not too much since there is limited space. If the playground equipment is replaced, additional wood chips will be needed for the fall zone. • Other Replacement Items — At some point in the future (2035) the ball field fencing will need to be replaced. The existing parking lot will need to be repaved around the year 2045. The Park and Recreation Commission will need to determine if there are other improvements that you would like to see in the park as part of the overall Master Plan. ACTION REQUESTED The Park and Recreation Commission is requested to determine if there are additional improvements that you would like to see in the overall Master Plan for Rose Park. DATE: February 22, 2018 INTRODUCTION The Park and Recreation Commission is requested to continue discussing Zone A and prioritizing the importance of each park and features within the park. DISCUSSION The parks within Zone A (13 parks) will be reviewed at this meeting. Subsequent Zones will be reviewed at future meetings. Staff has identified the priority of each item in each park as either low, medium, or high. The Commission is to review the spreadsheet to determine if you would like to change any of the priorities that have been proposed by staff. As mentioned at the last Park and Recreation Commission meeting, the direction from the City Council at the joint meeting in October 2017 is for Park and Recreation Commission to determine the priority of each of these parks and features within the park so that when the time comes to replace existing items or pieces of equipment (for example playground equipment) due to condition, age, ADA requirements, and/or lack of resident use, the City will have a plan in place on how to deal with each park when it is brought up for discussion by staff or the residents. By identifying the priorities for each of these parks and what items or equipment will or will not be replaced or repaired has an impact on the Existing and Future Park Facilities Chart (replacement section of the spreadsheet) could reduce the cost to the general fund to replace or repair these features. ACTION REQUIRED The Park and Recreation Commission is requested to evaluate the parks in Zone A and prioritize them as to the importance to the overall park system. Respectfully submitted, Todd J.
