INTRODUCTION
The Park and Recreation Commission is requested to consider approving the 12 softball/fast
pitch and baseball tournament applications for the upcoming 2018 softball/baseball season as
requested by the Andover Baseball Association (ABA) and the Andover Athletic Association
(AAA).
DISCUSSION
Tournament applications are due by the 1st Friday of January for the upcoming summer season.
Listed below are the 12 applications (7 from ABA and 5 from AAA) along with the dates that
have been requested for the tournaments. ABA are listed in Bold.

The City currently has a damage deposit in place for ABA and AAA as required. Both ABA and
AAA has indicated on their applications that no field maintenance from the City is necessary.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the 12 tournament applications for
the upcoming 2018 softball/baseball season as requested by AAA and ABA.

SUBJECT: 8. Consider 2018 Soccer/Lacrosse Tournament Applications

INTRODUCTION
The Park and Recreation Commission is requested to approve 6 soccer/lacrosse tournament
applications for the upcoming 2018 soccer/lacrosse season as requested by the North Metro
Soccer Association (NMSA) and the Andover Area Lacrosse Association (AALA).
DISCUSSION
Tournament applications are due by the 1 st Friday of January for the upcoming summer season.
The City has received a total of 6 applications (5 applications from NMSA and 1 application
from AALA) for the upcoming season. Listed below are the applications received and the dates
that have been requested for a tournament/multi-day event/jamboree. NMSA applications are
indicated in Bold.
- April 21-22, April 28-29, May 5-6, May 12-13/AALA/AALA Spring Jamboree/Prairie
Knoll Park (north, southwest and southeast fields) Note: AALA will select only 2
of these days for the jamboree.
- May 11-13/NMSA/NMSA Spring Tune-up Soccer Tournament/Hawkridge Park
(west, middle and east fields) and Pine Hills North (Grow West and East
Fields and Bennett Field)
- June 11-15/NMSA/NMSA Recreational Camp/Sunshine Park (fields 3 & 4), City
Hall field near water tower
- June 18-22/NMSA/Competitive Camp/Sunshine Park (fields 3 & 4), City Hall field
near water tower
- July 23-27/NMSA/NMSA Try Out Prep Camp/Sunshine Park (fields 2,3 & 4)

Note: The Andover Family Fun Fest is tentatively scheduled for July 13th & 14th

The City currently has a damage deposit in place for NMSA as required. AALA will need to
submit the required $250 damage deposit fee as soon as possible.

SUBJECT: Add-on. Consider Application for Scheduled Use of Recreational
Facilities/Constance Free Church

INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of the hockey rink as requested by Constance Free Church.
DISCUSSION
The day that has been requested is as follows:
Wednesday, January 31, 2018 from 6:30 pm- 9 pm at Prairie Knoll Park.
Note: A key deposit will be required for shutting off the light unless they want to be done by 8:30
pm which is when the skating rink attendant closes the warming house for the evening. Since this
is a one -day request, the Commission may want to consider waiving the requirements that are to
be submitted as part of the Guidelines to use the facility.
Also attached is the proposed revised 2017-2018 hockey rink schedule.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at Prairie Knoll Park as requested by
Constance Free Church.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing. of scheduling will be considered
with City youth associations having first priority.

Requirements
DATE: January 18, 2018
INTRODUCTION
This item is regarding reviewing and determining the park dedication requirements for the
proposed preliminary plat of White Pine Wilderness 4th Addition.
DISCUSSION
A copy of the preliminary plat is in the side pocket of the packet. Fourteen lots are being
proposed. The proposed preliminary plat is located near the northeast corner of the intersection of
Hanson Boulevard NW and 161St Avenue NW. Previous review of the White Pine Wilderness 1St
— 3rd Addition resulted in the park dedication to be cash in lieu of land.
Staff is recommending cash in lieu of land.
The developer has been invited to attend the meeting to answer any questions the Commission
may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary plat and
provide direction on the park dedication requirements for the proposed White Pine Wilderness
4th Addition.

October 1 — December 31, 2017
The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 4th quarter.

On routine patrol a Community Service Officer observed a vehicle parked in a no parking zone and
issued a citation.
10.07 1:27 PM Prairie Knoll 17232698
A Community Service Officer was dispatched to parking complaints at the location. When he arrived,
he observed three vehicles illegally parked and all were issued citations.
10.09 7:51 PM Hidden Creek East 17234628
A resident called in a noise complaint coming from a vehicle in the parking lot. A deputy arrived and
made contact with the driver. The deputy observed paraphernalia and marijuana. The driver was
issued a citation.
10.12 9:10 AM Eveland Fields 17236636
On routine patrol a Community Service Officer observed a vehicle parked in a handicapped transfer
zone with no credentials. A citation was issued.
10.14 1:55 PM Prairie Knoll 17238604
A caller reported an anonymous parking complaint. The Community Service Officer arrived and
located a vehicle parked on the grass. The driver was issued a citation.
10.23 7:21 PM Sunshine Park 17246261
A deputy responded to a civil dispute over an X -box between an ex-boyfriend/girlfriend. They were
advised it was a civil matter. The couple resolved the disagreement.
11.07 1:18 PM Hidden Creek North 17257948
A caller reported a male at the park acting oddly. Deputies arrived and located the male. The male
was combative with deputies. A female who identified herself as the male's fiance came to the park.
An ambulance was ordered and the male was transported to the hospital.
11.28 7:56 PM Round Lake Boat Landing 17275021
A caller reported a suspicious vehicle at the location. A deputy arrived and made contact with the
driver who stated he was on his cell phone and waiting for a friend. There was nothing suspicious
and the driver left.
12.11 2:19 PM Lund's North 17284364
A deputy received an email from the city about damage done by an ATV in the park. The deputy
went to the park and followed tracks to a home in the nearby neighborhood. He made contact with
the suspected owner of the ATV who advised his son was riding the ATV over the weekend. Upon
investigation, it was determined his son did not have an ATV safety certificate and was riding in the
park against city ordinance. Two citations were issued to the son and an invoice for the damage to
the park was given to the parent.

SUBJECT: 12. Consider Use of Verizon Lease Funds/Rose Park/18-14

INTRODUCTION
The Park and Recreation Commission is requested to consider the use of Verizon Lease Funds
for the shelter that will constructed at Rose Park.
DISCUSSION
The shelter has been ordered for $18,430.50. It includes the shelter, MN stamped engineering
drawings and calculations, and freight costs. The quote for the installation of the shelter is
$12,073.00. This includes labor and material (concrete for the footings), and the additional 4 -foot
wide concrete slab extension around the existing slab. The shelter will be a custom 26 -foot
square hip all steel shelter, similar to the one at Fox Meadows Park.
Staff is recommending three possible sources of funding be utilized to pay for the shelter. Park
Dedication funds, Parks Maintenance funds and Verizon Lease funds (current balance of
21,996.48 available as of January 1, 2018). Keep in mind that the Verizon Lease funds can only
be utilize for improvements (new or replacement) within Rose Park. Using Verizon Lease
funding on the shelter will allow more flexibility in the Parks Maintenance funds to keep up on
other park replacement or maintenance items throughout the City that need to be done.
The funding sources that can be utilized for each component of the shelter are as follows:
• Replacement shelter: Park Maintenance funds and/or Verizon Lease funds.
• Replacement concrete footings: Park Maintenance funds and/or Verizon Lease funds.
• New 4 -foot wide slab extension: Park Dedication funds and/or Verizon Lease funds.
Staff's recommendation is to use Verizon Lease funds for the cost of the shelter ($18,430.50) and
remainder of the balance for the installation. The new 4 -foot wide concrete slab extension would
be funded by Park Dedication funds. The remaining portion would be funded by Park
Maintenance funds.
The funding sources recommendation will be presented to the City Council at the next regular
meeting of February 5, 2018.
ACTION REQUIRED
The Park and Recreation Commission is requested to recommend the use of Verizon Lease
Funds and other funding sources (Parks Maintenance funds and Park Dedication Funds) for the
shelter that will be constructed at Rose Park.

ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Ouarterly Report — Item is on the agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Park Dedication Study Update — The City Council is reviewing the study at their regular meeting of
January 16, 2018. Staff will provide an update at the meeting.
• Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff will be contacting private
contractors over the next couple months for installing the water services that will be installed in the
spring of 2018. The contractors were busy this past fall so staff was unable to receive any quotes.
Both irrigation projects will be done in 2018.
• Rose Park Shelter Replacement Project — Staff is reviewing the quote from the shelter vender.
Once the shelter has been ordered, it will take 3-4 months to manufacturer and make delivery.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park — Staff has received approval from the City Council to move ahead in
applying for the MNDNR grant (Outdoor Recreation Grant Program). Staff will update the
application from last year and resubmit by the deadline date in late March of 2018.
• ASN Trail -- Staff has received approval from the City Council to move ahead in applying for the
MNDNR grant (Local Trail Grant Program). Staff will update the application from last year and
resubmit by the deadline date in late March of 2018.
• Eveland Field Fencing — Nothing new to report. This fencing project is on hold until staff hears back
from the Andover Athletic Association (AAA) and the Andover High School to determine if they plan
on moving forward in relocating the outfield fence in 2018. As previously indicated they would like
the fence to be relocated closer to home plate to meet the fast pitch standards so the players have an
opportunity to hit homeruns. Note: The existing outfield fencing itself is in poor condition in some
sections and probably should be replaced if the outfield fence is to be relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW. The
Engineering Department has completed the draft trail alignment and has identified trail
easements needs and will begin working with property owners to secure the trail
easements.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to proceed applying for a MNDNR grant
(Local Trail Connections Program). Application for this next round is due by March 31,
2018.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

INTRODUCTION
The Park and Recreation Commission is requested to begin evaluating the parks in each of the
Zones (A -D) and prioritized the importance of each park and features within the park.
DISCUSSION
The parks within Zone A (13 parks) will be reviewed at this meeting. Subsequent Zones will be
reviewed at future meetings. Below identifies Zone A by category:

Based on direction from the City Council at the joint meeting in October 2017, the Park and
Recreation Commission has been requested to determine the priority of each of these parks and
features within the park so that when the time comes to replace existing items or pieces of
equipment (for example playground equipment) due to condition, age, ADA requirements, and/or
lack of resident use, the City will have a plan in place on how to deal with each park when it is
brought up for discussion by staff or the residents. By identifying the priorities for each of these
parks and what items or equipment will or will not be replaced or repaired has an impact on the
Existing and Future Park Facilities Chart (replacement section of the spreadsheet) could reduce
the cost to the general fund to replace or repair these features.
ACTION REQUIRED
The Park and Recreation Commission is requested to begin evaluating the parks in Zone A and
prioritize them as to the importance to the overall park system.
