PARKAND RECREATION COMMISSIONMEETING DECEMBER 7, 2017 MINUTES The Regular Bi -Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on December 7, 2017, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners Ted Butler, Angela Marinello, and Mark Miskowiec. Commissioners Absent: Commissioners Angell and Perra Also Present: Assistant Public Works Director, Todd Haas 10 RESIDENT FORUM No one appeared to address the Commission. APPROVAL OFMINUTES Motion by Marinello, seconded by _Miskowiec, to approve the November 16, 2017 Park Commission minutes as presented. Motion carried on a 5 -ayes, 0 -nays, 2 -absent (Angell and Perra), 0 -present vote. AGENDA APPROVAL Motion by Butler, seconded by Lindahl, to approve the agenda as presented. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and Perra) vote. CONSIDER CATCHERS CREEK EAST PARKDEDICATIONREQUIREMENTS Park and Recreation Commission is requested to review and determine the park dedication requirements for the proposed preliminary plat of Catcher's Creek East. A copy of the preliminary plat was provided for Commission review. Thirty-nine lots are being proposed. The proposed preliminary plat is located just to the east of Hickory Meadows Park. Once the property to the west of this new development is purchased by a developer, the developer will need to make the necessary street connections between Regular Andover Park & Recreation Commission Meeting Minutes — December 7, 2017 Page 2 © Catcher's Creek East and Hickory Meadows which will allow residents access to and from Hickory Meadows Park. Staff is recommending cash in lieu of land. Commissioner Miskowiec asked if Ham Lake has any trails on Coon Creek that abuts the border and Mr. Haas stated there are not due to DNR protected wetland. Typically Ham Lake does not build a lot of trails due to the City being more rural with no City water or sewer. Commissioner Butler stated Shadowbrook East Park is just to the south and with Hickory Meadows Park just to the west of this proposed development, additional park land is necessary. Motion by Lindahl, seconded by Marinello, to recommend City Council approve the park dedication requirements be cash in lieu of land for the proposed Catcher's Creek East. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and Perra) vote. CONSIDER ROSE PARK SHELTER SIZEITYPE AND FUNDING Mr. Haas reviewed the Park and Recreation Commission is requested to consider the size and type of new shelter at Rose Park. The existing shelter will be removed within the next couple of weeks. It will take 3-4 months after ordering to receive the shelter. Pictures of different shelters from Coverworx were provided for Commission review. Shelter A is similar to the shelter at Maple View Park and Shelter B is similar to the one at Fox Meadows Park. Estimates are as follows: Shelter A 28 x 28ft. $30,000 - $32,000 $13,000 - $15,000 for installation Shelter B 28 x 2811 $21,000 - $23,000 $13,000 - $15,000 for installation Same Size Shelter as current $11,000 - $13,000 $11,000 for installation Mr. Haas stated there are three separate funds that can be utilized to help fund the shelter which includes park dedication funds, Verizon Lease funds (current fund amount is $20,983) and park maintenance replacement funds. The park maintenance funds would cover a replacement of the same size. Commissioner Miskowiec mentioned the residents were not in favor of moving the shelter to another location within the park. He stated he would be in favor of the same size shelter on the existing slab. The current shelter is approximately 23 x 2311. Commissioner Butler posed the question of whether the replacement would be a same style but a smaller version of Shelter B. Motion carried on a 5 - ayes, 0 -nays, and 2 -absent (Angell and Perra) vote. CONSIDER MNDNR GRANT OPPORTUNITIES Mr. Haas request the Park and Recreation Commission consider Minnesota Department of Natural Resources grant opportunities. A list of the recreational grants that will be available to governmental agencies or other statewide associations was provided to the Commission. The two Park and Trail Grant Programs that staff recommends applying for are the Outdoor Recreation Grant Program and the Local Trail Connections Program. Mr. Haas also provided information and details about these two grants. Kelsey Round Lake Park would be a good candidate again to apply for funding from the Outdoor Recreation Grant Program. The City applied for this grant last spring but were unsuccessful in receiving the grant. If the Commission would like to continue pursuing a paved trail along the west side of the park and/or other improvements that are identified in the Master Plan, they should make a recommendation to the City Council to apply for this grant. Mr. Haas stated if the Commission is still interested in expanding the current City trail © system, the Local Trail Connection Program grant should be recommended to the City Council. The segment that the Commission could consider again which meets the criteria that the grant requires would be the ASN trail extension between the Kensington Estates and Andover Station North Ball Field Facility. This segment has been applied for a couple of times in the past and staff would recommend reapplying for this grant. Staff will meet with the MN DNR for suggestions on what to include in the grant applications. Chair Stenzel asked if there is a Rec Trail Association in Andover and Mr. Haas stated there are not any in Andover. Commissioner Miskowiec asked if the City would have a better chance of receiving a grant if there was an association in town and Mr. Haas stated he does not know. Chair Stenzel asked if there are any legacy monies available or Lessard or Lottery monies. He stated the City should apply for any grant the City is eligible for. Commissioner Butler asked if other Cities have grant writers and Mr. Haas stated that some Cities on occasional do hire on a contractor basis. Motion by Butler, seconded by Marinello, to recommend the City Council consider the Minnesota Department of Natural Resources grant opportunities and recommend applying for the two grants along with any other the City is eligible for. Mr. Haas reviewed outstanding items including Completed Projects, On -Going Projects, On -Hold Projects, and Other Items of Interest. Mr. Haas stated flooding of the rinks has begun this week. The rink openings will be posted on the City's website. CHAIR'S REPORT There were no reports. The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on December 7, 2017, 7:25 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners John Angell, Ted Butler, Angela Marinello, Mark Miskowiec, and Dawn Perra. Commissioners Absent: None Also Present: Assistant Public Works Director, Todd Haas REVIEW DRAFT OF THE 2018 PARK DEDICATION STUDY The Park and Recreation Commission is requested to review the draft of the 2018 Park Dedication Study. Since the Future Park Facilities Chart has been reviewed by the City Council, the next step is to work on finishing the draft park dedication study. The Future Park Facilities Chart will be used to calculate the park dedication fee that is collected from new developments. The last Park Dedication Study was done in 2011. This will come back before the Commission at a later date. Mr. Haas reviewed the details of the rural reserve area. If developed a wetland delineation will need to be done and the flood plain area will be increased due to the new storm water design requirements. This area © would be a stand-alone park dedication study area and will not be included in the study that is being presented to the Park Commission tonight. Regular Andover Park & Recreation Commission Meeting Minutes —December 7, 2017 Page 5 Mr. Haas reviewed the draft study page by page noting the revisions. He recommends after the new census is done, the park dedication study should be redone. Mr. Haas asked the Commission to review the draft and call him if there are any questions. The open spaces are not included in the Park Dedication Study. Based on the guidelines Andover is 88 acres over in required park land. The numbers on Table 6 are yet to be determined. Mr. Haas presented Exhibit A — Park Service Area Map, Exhibit B — Andover Parks Map, Exhibit C — Andover Park Facilities Chart, Exhibit D — City of Andover 2018 Existing, Future Park Facilities, and Replacement Items Chart, and Exhibit E — Survey of Park Dedication Fees based on 2016 results. Mr. Haas asked the Commission to think about a proposed community playfield and one additional neighborhood park locations. Chair Stenzel suggested the location be out in the more rural area. Chair Stenzel asked Mr. Haas to email the updated draft. Mr. Haas recommended not taking any more park land for park dedication for mini parks. Commissioner Butler asked why the rural area is not part of the study and Mr. Haas stated because there is no certainty in the area being developed. UPDATE ON THE PARKING ISSUES AT PRAIRIE KNOLL PARK © Mr. Haas presented an update on the parking issues that has been discussed by the Park and Recreation Commission and the City Council. The City Council recently discussed the parking issues at their workshop on November 26, 2017. After a lengthy discussion, the City Council directed staff to meet with the football and lacrosse associations to evaluate options to improve the parking issues. The direction from the City Council was to work with the associations to reduce the number of games to no more than 2 games per night unless the games are spaced out far enough to allow the earlier games to clear the park before the next game and to discuss with the associations about playing games on other nights of the week when the fields are not being used. Staff recently discussed this with the football association and they are in discussions with their football board about this for 2018. Staff met with lacrosse earlier today. Football representative Jason Strasser suggested to staff that no parking on the east side of Prairie Road be considered by the City. Football will also look at other nights for games. As far as paving and curbing the north parking lot, although the City Council indicated that paving the parking lot would help the parking situation, the cost of the improvement would still need to come from park dedication funds. Unless there is a change of heart on the funding from the City Council, the Park and Recreation Commission will need to consider the parking lot improvements as part of the Capital Improvement Plan and utilize park dedication funds. H Regular Andover Park & Recreation Commission Meeting Minutes — December 7, 2017 Page 6 Chair Stenzel mentioned it is a shame the facility is available, and games need to be limited. Mr. Haas stated the neighboring residents' complaint is that the no parking signs are not being enforced. The Mayor mentioned if there is another paving project nearby the park that potentially the parking lot improvements could possibly be included as an alternate with another paving project that is being considered in 2018. Commissioner Butler does not understand why there is no parking on either side of 146tH Commissioner Lindahl stated the street width is 24 feet. If parking were allowed on the park side that would add approximately 30 more spaces.
