Adjournment C I T Y ,NDO PARKAND RECREATION COMMISSIONMEETING DECEMBER 21, 2017 MINUTES The Regular Bi -Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on December 21, 2017, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel (arrived at 7:05 p.m.), Vice Chair Jim Lindahl Commissioners Ted Butler, Angela Marinello, and Mark Miskowiec. Commissioners Absent: Also Present: RESIDENT FORUM Commissioners John Angell and Dawn Perra, Assistant Public Works Director, Todd Haas QNo one appeared to address the Commission. APPROVAL OFMINUTES Motion by Marinello, seconded by Butler, to approve the December 7, 2017 Park Commission minutes as presented. Motion carried on a 4 -ayes, 0 -nays, and 3 -absent (Chair Stenzel, Commissioners Angell and Perra) vote. AGENDA APPROVAL Motion by Butler, seconded by Miskowiec, to approve the agenda as presented. Motion carried on a 4 -ayes, 0 -nays, and 3 -absent (Chair Stenzel, Commissioners Angell and Perra) vote. CONSIDER APPLICATION FOR USE OF RECREATIONAL FACILITIESIANOKA HENNEPIN COMMUNITY EDUCATION Mr. Haas reviewed the Park and Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka Hennepin Schools Community Education for dog training. They would like to use one of the hockey rinks at City Hall Outdoor Hockey Rink Facility for a six-week long dog training course on the following days: Tuesdays Regular Andover Park & Recreation Commission Meeting Minutes —December 21, 2017 Page 2 (May 1,8,15,22,29 and June 5) from 6:00 pm — 7:00 pm and again from 7:15 pm — 8:15 pm. Ms. Lupita Forsyth from A -H Schools Community Education made a presentation about the training course. Written information about the training course was also provided to the Commission. Commissioner Miskowiec asked how the turnout was for the classes and Ms. Forsyth stated all classes were close to full for all sessions. Chair Stenzel arrived at the meeting at 7:05 p.m. Commissioner Lindahl asked if there have been any complaints and Mr. Haas stated there have not been any and the group cleans up after themselves. Motion by Lindahl, seconded by Miskowiec, to approve the Application for Scheduled Use of Recreational Facilities/Anoka Hennepin Schools Community Education as presented. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Commissioners Angell and Perra) vote. CONSIDER SHAW'S GLEN 2ND ADDITION PARK DEDICATION REQUIREMENTS Mr. Haas stated the Park and Recreation Commission is requested to review and determine the park dedication requirements for the proposed preliminary plat of Shaw's Glen 2nd Addition. A copy of the preliminary plat was provided for Commission review. Five lots are being proposed. The proposed preliminary plat is located in the southeast corner of the intersection of Nightingale Street NW and 157' Lane NW just south of Cardinal Ridge. There is an existing park (Woodland Crossing) just to the east of the proposed development. Staff is recommending cash in lieu of land. Mr. Jethro Carpenter, the Developer was invited to the meeting but was not in attendance. Motion by Butler, seconded by Lindahl, to approve cash in lieu of land on the park dedication requirements for the proposed Shaw's Glen 2nd Addition. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and Perra) vote. OUTS TANDING ITEMSIMA INTENANCE UPDATE Commissioner Butler reviewed the Community Center Commission met on December 11, 2017 and the City has moved forward with hiring a design firm for the Community Center Expansion with a report coming back to the Council in late spring 2018. The Community Center is hiring learn to skate instructors and interested instructors can © contact the Andover Community Center. A joint meeting will be scheduled in the future. Mr. Haas reviewed outstanding items including Completed Projects, On -Going Projects, On -Hold Projects, and Other Items of Interest. Mr. Haas also provided the weekly parks maintenance update. The City rinks are open, and the hours and locations can be found on the City's website. The next meeting of the Commission will be held on January 18, 2018. CHAIR'S REPORT Chair Stenzel asked about the sledding hill at ASN and whether it had been mowed and Mr. Haas stated it had. The Commissioners wished everyone Happy Holidays. ADJOURNMENT OF REGULAR MEETING © Motion by Miskowiec seconded by Lindahl, to adjourn the regular meeting at 7:15 p.m. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Commissioners Angell and Perra) vote. The Work Session Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on December 21, 2017, 7:15 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl Commissioners Ted Butler, Angela Marinello, and Mark Miskowiec. Commissioners Absent: Commissioners John Angell and Dawn Perra. Also Present: Assistant Public Works Director, Todd Haas REVIEW FINAL DRAFT OF THE 2018 PARK DEDICATION STUDY Mr. Haas reviewed the Park and Recreation Commission is requested to review the final draft of the 2018 Park Dedication Study. The Park Dedication fee is recommended for based on the study to be $3321 per unit for residential and $9963 per acre or 10% of the market value of the land for commercial/industrial property. © Mr. Haas summarized the main highlights of the report. Exhibit A — Park Service Area Exhibit B — Andover Parks Map Exhibit C — Park Facilities Chart Exhibit E — Survey of Park Dedication Fees based on 2016 results. The Commission received the final draft in email prior to the meeting. Chair Stenzel asked about the rural reserve area. Mr. Haas stated in the rural reserve area if a property owner divides their property then a park dedication fee would need to be paid. A study will be done to determine how many units could be developed in the rural reserve area. Chair Stenzel asked if the fee is paid based on the size of the lot and Mr. Haas stated it is a flat fee per unit. The rural reserve study will be entirely separate from the current study. Mr. Haas stated the current study should be updated every couple of years. Chair Stenzel stated the study looked good. Commissioner Lindahl stated there were not many changes since the last draft. Mr. Haas stated the MUSA line is pretty much established. Chair Stenzel stated if it were to come from the North that may change things. Mr. Haas stated the main line for the Rural Reserve Area cost at least $2M or more to serve that area. Motion by Butler, seconded by Marinello, to present the Park Dedication Study to the City Council in January 2018 for their consideration. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Commissioners Angell and Perra) vote. ADJOURNMENT OF WORK SESSION MEETING Motion by Lindahl, seconded by Miskowiec, to adjourn the work session meeting at 7:35 p.m. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and Perra) vote.
