2-1-1: COUNCIL AUTHORITY: The Council performs the duties and
exercises the powers of administrative boards or commissions. However, the
Council may establish boards or commissions as set forth in this title to
investigate subjects or to perform quasi-judicial functions. Additional
administrative boards or commissions shall be established as required by law or
for the administration of a municipal function jointly shared with another political
subdivision. (Ord. 202,2-18-1997)

2-2-1: COMMISSION ESTABLISHED; POWERS AND DUTIES: The
Planning and Zoning Commission is established pursuant to the Minnesota
Municipal Planning Act 1 and has the powers and duties assigned to it by that
act, by this chapter and state law. (Ord. 202, 2-18-1997)
2-2-2: COMPOSITION; APPOINTMENTS AND REMOVALS;
VACANCIES; TERM OF OFFICE: The Planning and Zoning Commission
shall consist of seven (7) members from the city. The members shall be
appointed at large and may be removed by a majority vote of the City
Council. Members of the commission are appointed by the Council for
staggered terms of three (3) years, expiring January 1 of each year. Original
and successive appointees shall hold their offices until their successors are
appointed and qualified. Vacancies during a term shall be filled by the City
Council for the unexpired portion of the term. All members shall serve with
compensation as established by City Council resolution. The City Attorney
and Engineering, Community Development, Planning and Zoning Department
and Building Department staff shall attend meetings of the Planning and
Zoning Commission in an advisory capacity at the request of the chairperson.

MSA § 362,351 et seq.
2-2-3: ABSENCES: Three (3) consecutive Planning and Zoning
Commission meeting absences of a member sha II constitute an automatic
resignation from office. A leave of absence for medical reasons in excess of two
(2) consecutive meetings may be granted at the discretion of the chairperson for
up to three (3) months, inclusive of consecutive time away from duties, at which
time the leave shall be reviewed and the member may be discharged. (Ord. 202,
2-18-1997)
2-2-4: OFFICERS: The Chairperson and Vice Chairperson of the Planning
and Zoning Commission are appointed by the Commission from among the
members of the Commission, subject to approval by the City Council, for a two
(2) year term. (Ord. 202, 2-18-1997)
2-2-5: MEETINGS: The Commission shall hold at least two (2) regular
meetings on the second and fourth Tuesdays of each month and shall hold as
many additional meetings per month as the City Council or Commission shall
deem necessary. (Ord. 202,2-18-1997)
2-2-6: VOTING: All members of the Commission may vote on all
questions before the Commission. No member of the Commission may vote on
any question in which the member is directly or indirectly interested. (Ord. 202, 2-
18-1997)
2-2-7: POWERS AND DUTIES: The Planning and Zoning Commission
shall have the powers and duties allowed under state law. (Ord. 202, 2-18-1997)

2-3-1: COMMISSION CREATED; COMPOSITION: There is hereby
created a Park and Recreation Commission which shall consist of seven (7)
members who are residents of the city. (Amended Ord. 229, 9-2-1997)
2-3-2: APPOINTMENT AND TERM OF OFFICE: The members shall be
appointed by the City Council by a majority vote and shall be appointed for three
(3) year staggered terms. Terms shall expire on January 1. Original and
successive appointees shall hold their offices until their successors are
appointed. (Amended Ord. 229, 9-2-1997)
2-3-3: REMOVAL FROM OFFICE; VACANCIES: A member may be
removed at any time by a majority vote of the City Council. Vacancies during a
term shall be filled by the City Council for the unexpired portion of the term.

2-3-4: ABSENCES: Three (3) consecutive unexcused absences of a
member from duly called Commission meetings shall constitute an automatic
resignation from office. Determination that an absence is unexcused shall be at
the discretion of the Commission chairperson. (Amended Ord. 229, 9-2-1997)
2-3-5: OFFICERS: The City Council shall appoint a Chairperson from the
appointed commission members who shall serve a term of one year. The
Commission may create and fill such other offices as it may deem necessary for
its own administration. The Commission Chairperson shall attend City Council
meetings upon the request of the City Council. (Amended Ord. 229, 9-2-1997)
2-3-6: MEETINGS: The Park and Recreation Commission shall hold
regular meetings on the first and third Thursdays of each month. The
Commission may hold as many additional meetings per month as the City
Council or Park and Recreation Commission may deem necessary. The
Commission shall adopt rules for the transaction of business and shall keep a
record of its resolutions and transactions. (Amended Ord. 229, 9-2-1997)
2-3-7: DUTIES:
A. The Commission shall research and advise the City Council concerning parks
and recreation programs.
B. Fees and deposits shall be reviewed by the Commission on an
annual basis and a recommendation made to the City Council.

2-3-8: COMPENSATION: All commissioners shall serve with such
compensation as established by City Council resolution. (Amended Ord. 229, 9-
2-1997)

Have served on P&Z Commission since October, Professional Engineer (P.E.) in Minnesota,
current dayjob involves working with government entities to achieve common goal of providing
quality services to the public, volunteer work in Andover.

Dear Andover City Council Members,
As a current Park and Recreation Commissioner and longtime resident,of Andover with
extensive experience in volunteer committee work, I hope to continue serving my city for
another term.
I feel that I am an asset to the Park and Recreation Advisory Commission due to my
leadership on the Program Steering Committee at PACT Charter School in Ramsey,
where I served three years as vice chairperson and four years as chairperson. During
my time as committee chair I also served on multiple task forces, including expansion
planning and mission / vision development. In addition to my volunteer work at PACT,
have served in leadership roles in outreach and missions programs at Grace Lutheran
Church in Andover.
My family moved to Andover in the early 1970's and I have lived here nearly all of my
life. I am so proud to live in a city where the integrity and character of the city is an
obvious priority as it grows and develops. My husband, three children and I have
enjoyed Andover parks, nature trails, YMCA /Community Center, athletic fields and
facilities greatly over the years.
I welcome the opportunity to meet with the Council to further discuss continuing to serve
the city of Andover. I believe my experience has given me the skills to make a valuable
contribution to our community.

For 30 years I owned and managed a retail business. Party Papers & Costumes, LLC. I trademarked this
shop as `The Halloween Store in the Halloween Capital of the World." Under my successful ownership,
it grew to S times its size. In 20011 was awarded "Business of the Year", chosen from over 600 eligibles.
I sold it in November 2016.

Directing the activities of the City for four years and 30 years of retail management have given me great
opportunities to pioneer paths and inspire others. I have supervised and trained over 60 people in my
years of administration.

Mayor and Council Members of the City of Andover:
Attached are my application and.resume for your consideration in placing me on the Planning
and Zoning Commission.
I am uniquely suited to serve because I am a former member of the Planning and Zoning
Commission. During my term, we created the first Comprehensive Plan for the City, mandated
by law, and assisted by Otto Schmidt, one of the foremost planners in the State. He had worked
Region 7 West and proved to be a far sighted, enlightened guide through the process. Our plan
was very progressive and in compliance with Metropolitan Council policies intended to make the
best use of the land and to slow the runaway, random development occurring at the time. We
also prepared a financial capital improvement plan and began working on ordinances to drive
the plans.
I also served a four year term on the Andover City Council during which some of the most
progressive, responsible growth was experienced in our community. The beginning of the
business corridor along Bunker Lake Blvd., the development of the walking trails and MSAH
roadways; good, plentiful parks and improved lot and road standards were all worked on while I
was on the Council. The first municipal water and sewer projects were installed during that
time.
Subsequently, for 30 years I owned and operated a retail business in Anoka which grew to 5
times its size under my tutelage. Sometimes, I was able to provide input on projects which
affected the downtown Anoka community. I served on several Anoka committees but was
always careful to avoid any that would cause a conflict of interest. My tenure as a board member
on the Anoka Area Chamber of Commerce and 30 year membership with that organization were
helpful in improving the business community. I have always believed that the community is best
served by paying singular attention not to one property or individual, but to the community as a
whole.
Exposure to both business law and municipal government operation has given me an
understanding of policy and protocol, and insight into the multi faceted responsibilities of
running a City. Also, my attendance at the recent WDE landfill public hearing reminded me that
some of my earlier experiences have historical merit.
I am very proud of the fine community Andover has become. As a citizen of 45 years I am a
beneficiary of the work of the dedicated people who have made positive contributions towards
furthering the good foundation that was established in the beginning days. Improving and
upholding ordinances, maintaining a Building Department that enforces compliance with the
State Building Code, and the attention to creating a safe environment for all have shown that our
City is being run well and definitely deserves its r putation as one of the finer communities in
Minnesota. My thanks to all who have devoted e andoort for the betterment of the
wonderful City of Andover. v
