INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka
Hennepin Schools Community Education for dog training.
DISCUSSION
The Anoka Hennepin School Community Education would like to use one of the hockey rinks at
City Hall Outdoor Hockey Rink Facility for a six-week long dog training course on the following
days: Tuesday's (May 1, 8, 15, 22, 29 and June 5) from 6:00 pm - 7:00 pm and again from 7:15
pm — 8:15 pm.
Lupita Forsyth from Anoka Hennepin Schools Community Education will be at the meeting to
make a short presentation about the training course. Attached is information about the training
course.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at City Hall Outdoor Hockey Rink Facility as
requested by Anoka Hennepin Schools Community Education.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

To Whom It May Concern:
I am an Adult Programmer with Anoka -Hennepin Community Education. In my
work I plan classes for adult learners in the categories of Create, Hobbies, Home and
Taste. I am writing to seek approval to use one of your ice rinks as a location for our Dog
Obedience -Canine Good Citizen class. Due to district building policies, animals are
prohibited entrance into our buildings; therefore we are unable to provide this class to our
participants in-house. We would like to offer 2 class times. The class proposed dates are:
May 1, 8,15, 22, 29 and June 5 from 6-7PM and again from 7:15-8:15PM. This class
would entail providing community participants with skills and knowledge for responsible
pet ownership through practice in basic obedience with clicker training and positive
reinforcement. We anticipate limiting each class to 12 owners and dogs. We anticipate
needing 15-30 minutes before each class to allow for instructor setup or preparation.
I am currently planning for our Spring/Summer 2018 catalog that will be mailed
out March 5, 2018. I would like to ask that my application please considered for the next
Parks and Recreation Commission meeting on January 4 or 18 (1 can attend either date). I

INTRODUCTION
This item is regarding reviewing and determining the park dedication requirements for the
proposed preliminary plat of Shaw's Glen 2"d Addition.
DISCUSSION
A copy of the preliminary plat is in the side pocket of the packet. Five lots are being proposed.
The proposed preliminary plat is located in the southeast corner of the intersection of Nightingale
Street NW and 157th Lane NW just south of Cardinal Ridge. There is an existing park (Woodland
Oaks) just to the east of the proposed development.
Staff is recommending cash in lieu of land.
The developer has been invited to attend the meeting to answer any questions the Commission
may have.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the proposed preliminary plat and
provide direction on the park dedication requirements for the proposed Shaw's Glen 2"d
Addition.

UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler
COMPLETED PROJECTS —
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in January of 2018.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report will be in January of 2018.
• Park Dedication Study — Item is on the agenda.
• Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff will be contacting private
contractors over the next couple months for installing the water services that will be installed in the
spring of 2018. The contractors were busy this past fall so staff was unable to receive any quotes.
Both irrigation projects will be done in 2018.
• Rose Park Shelter Replacement Project — Staff is working on receiving a quote from the shelter
vender. Once the shelter has been ordered, it will take 3-4 months to manufacturer and make delivery.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park — Once staff receives approval from the City Council to move ahead in
applying for the MNDNR grant (Outdoor Recreation Grant Program), staff will update the application
from last year and resubmit by the deadline date in March 2018.
• ASN Trail -- Once staff receives approval from the City Council to move ahead in applying for the
MNDNR grant (Local Trail Grant Program), staff will update the application from last year and
resubmit by the deadline date in March 2018.
• Eveland Field Fencing — The Andover Athletic Association (AAA) and the Andover High School
Fast Pitch Softball Head Coach did contact staff this past fall and indicated interest in moving forward
in relocating the outfield fence but now that it is late fall this project will have to wait until 2018. As
previously indicated they would like the fence to be relocated closer to home plate to meet the fast
pitch standards so the players have an opportunity to hit homeruns. Note: The existing outfield
fencing itself is in poor condition in some sections and probably should be replaced if the outfield
fence is to be relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140" Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed over the next few months. Design and Right of Way work will be done over
the next few months.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff will be
seeking approval from the City Council on December 19, 2017 to apply for a MNDNR
grant (Local Trail Connections Program). Application for this next round is due by
March 31, 2018.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

SUBJECT: A. Review Final Draft of 2018 Park Dedication Study/16-39D, Cont.

INTRODUCTION
The Park and Recreation Commission is requested to review the final draft of the 2018 Park
Dedication Study.
DISCUSSION
Attached is the final draft of the 2018 Park dedication for your review. The Park Dedication is
recommended for based on the study is recommended to be $3321 per unit for residential and
$9963 per acre or 10% of the market value of the land for commercial/industrial property.
The main highlights of the report are as follows:
• The study does not include the Rural Reserve area. If the Rural Reserve area develops, a
separate study will need to be developed which will provide recommendations on the
various types of parks that could be included in the area and what the park dedication fee
should for developing those parks.
• Based on the Metropolitan Council buildout of the City and the surplus of Mini parks, it
is recommended that no additional land for Mini parks be taken as part of the park
dedication requirements. See Table 2 of the study.
• Based on the Metropolitan Council buildout of the City, one additional Neighborhood
Park is recommended near the east -central part of the City somewhere in Sections 13, 23,
or 24 Township 32 Range 24. Note: Based on Table 2 the City is deficient in one
Neighborhood Park. This was also noted in the 2011 park dedication study that the City
was deficient on at least one neighborhood park.
• Based on the Metropolitan Council buildout of the City, Community Parks is deficient by
about 120 acres but as indicated in Page 8 of the study Bunker Hills Park does make up
for some if not all the acreage to satisfy NRPA suggested acres.
• Based on the Metropolitan Council buildout of the City and the surplus of Community
Playfields, it is recommended that no additional land for Community Playfields (example
like Sunshine Park) be taken as part of the park dedication requirements. See Table 2 of
the study.
• The actual household count from 2016 Metropolitan Council estimate and the future 2040
household count is approximately 67% developed (not including the Rural Reserve Area).
• The City has completed approximately 66% of its 2040 park system based on estimated
value and future improvements. This indicates that the current park system is on track
with its current population.
• Once the 2020 US Census is done, it is recommended to update the Park Dedication study
to determine the park dedication fee based on the population numbers and the
improvements yet to be completed. By then Metropolitan Council will have new estimate
household numbers (not including the Rural Reserve Area) identified in the City of

Not included in the packet is a copy of the Exhibit D which is the 2018 Existing and Future Park
Facilities Chart (29 pages). A copy of this was included in the City Council Workshop Packet for
the October 24, 2017 meeting. If any of the Commission members need a copy, let staff know
and we can e-mail you a copy.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the draft of the 2018 Park
Dedication Study.
