INTRODUCTION
The Park and Recreation Commission is requested to consider approving the attached tournament
application for the Annual Andover Huskies Winter Classic Tournament at the City Complex Outdoor
Hockey Rinks as requested by the Andover Huskies Youth Hockey Association (AHYHA) for January
12-14,2018.
DISCUSSION
Attached is the application received from AHYHA. The days that are being requested are as follows:
• Friday, January 12, 2018 from 5 pm to close at City Complex Outdoor Hockey Rinks (both east
and west rink).
• Saturday, January 13, 2018 from 8 am to 6 pm at City Complex Outdoor Hockey rinks (both east
and west rink).
• Sunday, January 14, 2018 from 8 am to 6 pm at City Complex Outdoor Hockey rinks (both east
and west rink).
Note: If the weather is bad on either one of the 2 days, AHYHA will need Sunday, January 14'b as a
backup day.
A14YHA has requested Public Works Parks Maintenance Department to provide rink maintenance during
the jamboree. The required fees were submitted with the application.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the tournament application for the Annual
Andover Huskies Winter Classic Tournament at the City Complex Outdoor Hockey Rinks as requested
by the Andover Huskies Youth Hockey Association (AHYHA) for January 12-14, 2017.

HOCKEY RINK FEES AND USAGE
Fees are as follows: (Check A or B)
• A. No Rink Maintenance
• Adult - $200.00 rink reservation fee is for the use of up to 2 rinks (*).
• Youth - $200.00 rink reservation fee is for the use of up to 2 rinks (*) for all youth
organizations not affiliated with Andover youth (to be considered an organization from
Andover, a minimum of 51% participation of Andover residents shall be required based on
the previous year participation of the organization or association).
Note: (*) This rink reservation fee is used to secure the use of the rink(s). If your
organization schedules more than 2 rinks an additional $100 will be charged per
rink. If your organization uses more than the approved number of rinks, the
organization will be charged double per rink plus a 15% administration fee.

The rink reservation fee includes the use of the shovels during the duration of the
tournament.
The Tournament Director is responsible for maintenance upkeep of trash bins, restrooms

• B. With Rink Maintenance
• Adult - $200.00 rink reservation fee is for the use of up to 2 rinks (*), and a $600 escrow for
maintenance. Note: Any remaining escrow will be returned to the applicant once the final
City maintenance personnel costs have been determined. If it has been determined that the
fees collected are not enough to cover the City maintenance personnel costs of the
tournament, the applicant will be responsible to pay for these costs prior to the release of
any damage deposit that has been collected for the tournament.
• Youth - $200.00 rink reservation fee is for the use of up to 2 rinks for all youth organizations
not affiliated with Andover youth (*) (to be considered an organization from Andover, a
minimum of 51 % participation of Andover residents shall be required based on the previous
year participation of the organization or association). A $400 escrow shall be required for
maintenance for all organizations and/or associations. Note: Any remaining escrow will be
returned to the applicant once the final City maintenance personnel costs have been
determined. If it has been determined that the fees collected are not enough to cover the
City maintenance personnel costs of the tournament, the applicant will be responsible to
pay for these costs prior to the release of any damage deposit fee that has been collected
for the tournament. For organizations affiliated with Andover Youth, the rink reservation fee
will be waived but the escrow is required.

The application will be considered by the Park & Recreation Commission at the next available meeting.
The Park and Recreation Commission meet on the first and third Thursday of each month.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due at the time of
application is made to the City. Any equipment damaged or lost or any damage to City property by
renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will
be returned after inspection by the Public Works Department.
If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to
request Attachment A.
The City Council has adopted the following policy:
"Rink reservation fees for tournaments shall be paid at the time application is made to the City. If the
tournament/jamboree is cancelled, the Rink Reservation Fee and/or the Non -Intoxicating Liquor
License Fee will not be returned. In the event that another sponsor requests the use of the facilities
after a tournament has been cancelled, the new sponsor must pay the full amount and the original
sponsor will be refunded the total minus any administrative costs incurred by the City. Where
tournament fees are not required and a tournament is cancelled, the association or group is to notify
the City in writing at least 14 days prior to the date of the tournament.

forms may be obtained from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown
Boulevard NW, Andover, MN 55304.

INTRODUCTION
This item is in regard to approving the attached Application for Scheduled Use of Recreational
Facilities for use of the west rink at City Hall Outdoor Complex as requested by Hometown
Hockey Minnesota.
DISCUSSION
The day that has been requested is as follows:
• Saturday, February 3, 2018 from 4:00 pm- 6:00 pm at the West Rink at City Hall Outdoor
Complex.
Note: Since this is a one -day request, the Commission may want to consider waiving the
requirements that are to be submitted as part of the Guidelines to use the facility. Note: Just so
you know, the free skating rink and east hockey rink will still be open to the public.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the west hockey rink at City Hall Outdoor Complex as
requested by Hometown Hockey Minnesota.

It is the policy of the City of Andover to try to meet the recreational needs of Its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreafional
facilities. In a fair and equltablemanner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youlh Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with

INTRODUCTION
This item is in regard to considering the 2017-2018 hockey rink schedule for the upcoming
season.
DISCUSSION
Attached is the application from the Andover Huskies Youth Hockey Association (AHYHA).
The associations of Anoka, Coon Rapids and St. Francis Youth Hockey Associations have been
aware that rinks were available for them to reserve but over the past few years none of them have
responded since they have their own outdoors rinks that they use. Attached is the proposed
schedule and the rinks that AHYHA plan on using for the 2017-2018 season. As you can see
from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or
member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm at
City Hall Outdoor Hockey Rink Complex, Prairie Knoll Park and Crooked Lake School Rink.
The City will need to provide a warming house attendant on all the other days of the week
(Wednesday's, Friday's, Saturday's and Sunday's) for these locations. At Hawkridge Park the
City will need to provide warming house attendant 7 days a week throughout the season.

The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 3rd quarter.

A deputy responded to a report of graffiti on the railroad bridge. The city was notified.

A juvenile reported a group of 4 teenaged males on bikes attempted to steal his cell phone. The
juvenile chased them and the phone was dropped. The deputies arrived and checked the park and
were unable to locate anyone.
08.05 11:02AM Crooked Lake Boat Landing 17179491
A deputy responded to a report of a vehicle break-in where a purse and credit cards were stolen. A
window was broken to gain access. A suspect was identified by the Andover Investigator.

A deputy responded to a report of a burnt bench and broken fence at the park (Martin's Meadows
Park). A deputy responded but at this time there was no evidence to collect. Extra patrol was issued.

A caller reported a vehicle being parked at the location for multiple days. A deputy responded and
had the vehicle towed. The deputy was unable to locate a phone number for the registered owner.

An Andover supervisor reported damage to a birdhouse, fence, and bench at the location along with
some graffiti on a garbage can. Extra patrol continues.

A deputy responded to a call of the path and bridge at the park being spray painted overnight. The
city was notified.

A caller reported a suspicious vehicle where occupants were going through bags of stuff. The deputy
arrived and located the people. They stated they were repacking items. They packed their stuff up
and left.

A caller reported that his son's bike was destroyed by the railroad bridge over the creek. His son had
been down there with his bike and some younger kids were up on the tracks throwing large rocks
down on the bike. The caller did not have any suspect information to provide.

A caller reported a group of 7-9 juveniles harassing him and his son. A deputy arrived and located the
juveniles and spoke with them about the incident. They were warned to stop the behavior and the
deputy discussed with the juveniles' solutions to this problem. Information was passed along to the
School Resource Officer at Andover High School.

A deputy responded to a hit and run incident that happened in the parking lot. Witnesses provided
information about the vehicle involved and the deputy follow-up with the Wright County Sheriff's
Office to locate the driver.

Residents walking on the path found a cell phone. They turned it in to a deputy who located the
owner.

A deputy responded to a call of four juveniles being in the park after curfew. He arrived and located
three females and one male. He identified them and noticed a bottle of vodka sitting on a bench
nearby. Parents were contacted and they received a verbal warning.

On routine patrol a Community Service Officer located an illegally parked vehicle. He notified a
deputy and a citation was issued.

Street NE in Ham Lake — All lanes for Bunker Lake Boulevard NW are now open to traffic east of
Hanson Boulevard NW to Jefferson Street NW in the City of Ham Lake. The trails are now open so if
you get a chance go check them out.
• Fox Meadows Park — The project is complete including the shelter.
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report will be
in January of 2018.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Park Dedication Study — Now that the Future Park Facilities Chart has been reviewed by the City
Council, staff will move forward with updating the park dedication study and bring back for review
for consideration in either November or December. The Future Park Facilities Chart (middle column)
will be used to help calculate the park dedication fee that is collected from new developments.
• Wild Iris Park and Hills of Bunker Lake West Park Irrigation — Staff has been contacting private
contractors for installing the water services over the past couple months for both parks. The
contractors are busy this fall so staff was unable to receive any quotes. Both irrigation projects will be
done in 2018.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park -- Staff has received notice from the MNDNR grant (Outdoor Recreation
Grant Program) that it was not selected as part of this round. Staff will resubmit again as part of the
2018 round.
ASN Trail -- Staff has received from the MNDNR grant (Local Trail Connections Grant Program)
that it was not selected as part of this round. Staff will resubmit again as part of the 2018 round.
Eveland Field Fencing — The Andover Athletic Association (AAA) and the Andover High School
Fast Pitch Softball Head Coach recently contacted staff and indicated interest in moving forward in
relocating the outfield fence yet this fall closer to home plate to meet the fast pitch standards so the
players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in poor
condition in some sections and probably should be replaced if the outfield fence is to be relocated.
Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 1406, Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed over the next few months. Design and Right of Way work will be done over
the next few months.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Most likely the City will be making application for the next
round with the application due by March 31, 2018.
• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.

residents that were notified. Also attached is an aerial view of the park so the Park and
Recreation Commission has a general idea of what is currently in the park. The 3 items
that will need to be discussed with the neighborhood are as follows:
• The existing shelter is over 30 years old and is in poor condition and needs
to be replaced. The roof is damaged and leaks when it rains. The
Commission is to discuss this with the residents if the current size is
adequate or should the shelter be larger than the existing shelter. Note:
The existing shelter will be removed over the next few months and the
goal is to replace it with a new shelter in 2018.
• The playground equipment is now 14 years old and although the
equipment is in decent shape it will continue to be evaluated for
replacement in the next 2-5 years. The Commission is to discuss with the
neighborhood if the existing equipment should be replaced with the same
activities if they are available, or would the neighborhood prefer to see the
entire playground structure removed and replaced with a new playground
structure with different activities.
• Although there are 2 new baseball fields that were recently constructed at
the park, is the neighborhood interested in seeing other types of activities
available in the large free space area to the east of the existing ball fields.
To date the City has received one letter from the neighborhood (see attachment) since the
notification letter was sent out.
ACTION REQUESTED
The Park and Recreation Commission is requested to hold a public information meeting
regarding Rose Park.

We live in the Woodland Creek neighborhood and received your letter on possible work/upgrades to be done on Rose
Park. We used to bring our children there to play and eventually they played ball for Andover on the ball fields as young
children. We have appreciated the park in our neighborhood. The improvements that you have done to the park so far
are quite an upgrade and look good. Our thoughts on the three possibilities for additional upgrades are:
* Existing Shelter.... Make the shelter bigger
* Playground Equipment.... Would like to see equipment updated/upgraded and add for variety of ages, toddler -young
child. Remove and replace existing.
* Other Activities/fields etc...... ABSOLUTELY NOT. It would make the area overcrowded. The area past the ball fields
helps give players an area to play catch and warm up, etc .... It is already dangerous on the street when cars park for the 2
ball fields when games are going on. The park has plenty in it with the 2 ball fields.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the parking issues that are
occurring at Prairie Knoll Park.
DISCUSSION
As you know the last half of October and first week of November is playoff time for the
youth football program. On one of the nights recently (October 251) when playoff games
were going on, the Anoka County Sheriffs Department received a call from a resident
about vehicles parking in the ditch along 14611 Lane NW. The Sheriffs Department
responded to the call and issued 3 citations. There were multiple individuals that moved
their vehicle, so they were not cited. By moving the vehicles elsewhere, the drivers really
had no place to park accept on 148th Lane NW (north side of the park) and on Prairie
Road since the south, north and east parking lot were full. Just so you know there is no
parking along both sides of 146th Lane NW west of Prairie Road past the park. There are
also a couple sections posted no parking on both sides of Prairie Road north and south of
146th Lane NW so it does not restrict the site distance concerns for vehicles wanting to
access onto Prairie Road or to cross the intersection. See attached aerial view of the park
identifying those areas.
To resolve the concerns that have been raised by the neighbors (mostly concerned with
drivers parking in the ditch or grassy areas or designated no parking areas) and by the
Sheriff s Department regarding safety specifically the parking on Prairie Road, there are
options for the Park and Recreation Commission to consider. They are as follows:
• Recommend to the City Council to allow parking on the north side of 146th Lane
NW west of Prairie Road. The concerns with removing no parking is that the
existing street is narrow (24 feet) which will limit the movement of vehicles
traveling east and west on 146th Lane NW especially emergency vehicles. The
other concern is if the City were to allow parking on the north side of the street,
damage will occur from vehicles parking on the shoulders and grassy areas which
will create maintenance issues with the Public Works Department. If the
Commission would prefer a nice -looking area along the street, it is recommended
to continue restricting no parking on both sides of the street.
• Recommend to the City Council to restrict parking on the east side of Prairie
Road north and south of 146th Lane NW. Posting no parking along this section
will eliminate crossing Prairie Road which is posted as a 50 mph by MNDOT.
• Restrict the number of games being played on any given night. Staff would
suggest that no more than 2 games be played on any given night. The games
could be played at the same time or could be played back to back. Note: Most
games are being back to back since the referee officials referee both games. Staff
has discussed with the football association in the past about spacing out the start
time for the second game but that was a concern with the referees as they are not
being paid to wait that long in between games. Once the association schedules 3
games there could be as many as 6 teams at the park at the same time or if the
association schedules 4 games there could be as many as 8 teams at the park at
the same time. With having 6 or more teams at the park at the same time is
creating traffic concerns as there just is not enough parking stalls to
accommodate that many teams and spectators/relatives/friends especially during
the playoff games.
It really comes down to two items. First item is safety. Does the City want to continue
allowing parking on Prairie Road? If the City does not want to see parking along Prairie
Road, then it will be necessary to restrict the number of games being played or require
the associations to space out the start time of the second game at least one hour or more if
6 or more teams are scheduled to be played at the park. The second item is concerns of
the neighbors located near the park. Is the City willing to be aggressive in enforcing the
rules at the park and issue citations to owners of vehicles that are parked in the
ditch/grassy areas and in areas of the parking lot that are not designated parking stalls?
This is not the first time the Sheriffs Department has been dispatched to the park
regarding issues with parking. It has happened on numerous occasions over the past few
years and the residents have continued to bring these concerns to City staff and to the
Sheriff Department's attention that something needs to be done.
The neighbors that live around the park have been invited to participate in the discussion.
Attached is the letter and map of the area identifying the property owners that were
notified.
The safety and parking concerns will be presented to the City Council at their Work
Session meeting on November 28, 2017.
ACTION REQUESTED
The Park and Recreation Commission is requested to discuss the parking issues that are
occurring recently at Prairie Knoll Park and recommend the option or options that will
result in having a safer area and eliminate neighborhood parking concerns.

INTRODUCTION
The Park and Recreation Commission is requested to discuss the playground equipment
replacement plan for 2018.
DISCUSSION
With Purple Park playground equipment replacement being on hold for I year until the
Community Center exploration plan has been completed and received by the City
Council, it is recommended by staff to consider replacing one of following playground
structures at either Strootman Park or Terrace Park. The following information on each of
the structures is follows:
• Strootman Park (Park 46C on Park map) — This park is located in the
rural part of the City in a 2.5 -acre lot development. The existing
playground equipment was installed in 2002. The equipment is outdated
and the fall zone areas are sand with rotting timber borders. Some of the
rubber surfaces that exist in the area are starting to peel off, the swing set
sits too high and the paint is peeling off the metal on the equipment. Some
of the welds are also rusty.
• Terrace Park (Park 47C on Park map) — This park is located in the urban
part of the City which are generally about a third of acre in size. The
existing playground equipment was installed in 2002 and is in a little bit
better condition than the equipment at Strootman Park but is still outdated.
The fall zone is sand and all of the timber borders need to be removed.
Of these two parks, Terrace Park is getting more use than Strootman Park. The Park and
Recreation Commission may want to hold off on the playground equipment replacement
at Strootman Park until such time the Commission has had an opportunity to evaluate this
park as part of the study to determine if this is one of those parks where the playground
equipment is not replaced at all or is downsized. From a location perspective Terrace
Park is the only park in this general area and so having a playground structure replaced at
this park does make sense.
Note: Pine Hills South Park is already scheduled to be refurbished in 2018.
ACTION REQUESTED
The Park and Recreation Commission is requested to discuss the playground equipment
replacement plan for 2018.
