Chair's Report 10.Adjournment C ANLb 6 W 0 jOqk- PARKAND RECREATION COMMISSION WORKSHOP MEETING MAY 18, 2017 MINUTES The Workshop Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on May 18, 2017, at 6:00 p.m. at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Shane Stenzel, Vice Chair `Jim Lindahl Commissioners Ted Butler, Angela Marinello (arrived at 6:55 p.m.), Mark Miskowiec (arrived at 6:06 p.m.), and Dawn Perra. Commissioners Absent: Commissioner John Angell Others Present: Todd Haas, Assistant Public Works Director UPDATE ON THE COMMUNITY WIDE SURVEY Mr. Haas reviewed a copy of the Community Survey presentation/summary that was presented to the City Council at May 10, 2017 and a copy of the actual survey with results were provided for the Commission. The Commission is requested to review the results of the Community Wide Survey. Commissioner Butler stated he was disappointed in the different perceptions for lack of indoor and outdoor field space. There does not seem to be a clear understanding of what the Associations are dealing with. Chair Stenzel noted on page 16 it showed 58% of respondents did not have school -aged or pre-school children. There was a discussion about whether that was a good reflection of the City. Commissioner Perra stated some of the answers seemed that the respondents did not want any tax increases. She noted over 60% use the open space and trails within the City. Chair Stenzel noted the responses regarding parks maintenance. Commissioner Miskowiec asked how many responses were received. There were 400 included. There are 31,000 residents in the City. Chair Stenzel asked how the cell phone numbers were obtained. Commissioner Perra stated the company that did the survey said they are able to obtain the numbers for non -marketing calls. X Regular Andover Park & Recreation Commission Meeting Minutes — May 18, 2017 Page 2 Commissioner Perra asked how these results compare to other Cities. No one was able to respond. Both lighting and restrooms in parks were mentioned as needs/wants. There was a discussion about the amount the respondents would be willing to have their taxes increase. DISCUSS 2018 — 2022 PARK CAPITAL IMPROVEMENT PLAN Mr. Haas reviewed the Commission is requested to continue discussing the 2018-2022 Park Capital Improvement Plan (CIP). The target date for draft CIP is June 2, 2017. The projected fund balance sheet that was prepared by the Finance Department was provided for Commission review. The Commission should pay attention to the status of 2017 end of the year balance. The Commission will need to make sure that the ending balance for each year has a positive balance of $50,000 or more. This was tabled from the last meeting. Mr. Haas noted he removed Wild Iris Park (irrigation improvements) from 2020 and updated the spreadsheet. The irrigation improvements were being done in 2017 and in 2018. Chair Stenzel asked what the maintenance cost is for a gravel parking lot and Mr. Haas stated when calcium chloride is put down that helps reduce the maintenance and keeps the dust down. Mr. Haas stated the maintenance is very minimal. There was a discussion of Pine Hills North parking lot. Commissioner Butler feels it should be paved at some point. Chair Stenzel added the same goes for Prairie Knoll Park north parking lot. Commissioner Miskowiec referred to his book stating the parking lot for Prairie Knoll Park was estimated to be $150,000. Mr. Haas stated that seems like an old number. Commissioner Miskowiec stated it would be nice to finish Prairie Knoll Park. 2018 Small irrigation project - $25,000 (it is recommended to use these funds to install the irrigation systems for Wild Iris Park and Hills of Bunker Lake West Park). Annual Misc. projects - $15,000 (no recommended changes from staff). 2019 Small irrigation project - $20,000 (no recommended changes from staff). Annual Misc. Projects - $15,000 (no recommended changes from staff). 2020 Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 -year plan). May want to increase the estimate for this parking lot improvement due to possible material price increases. Annual Misc. Projects - $15,000 (no recommended changes from staff). As noted in the past there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. A list of park replacement improvements recommended by the Public Works Parks Department for the commission to consider was provided. Mr. Haas stated this will come back to the June 1st Park and Recreation Commission Meeting for final consideration. Chair Stenzel asked if there are any "rural' parks where a trap shooting range could be put in. He stated there are grants available for sites. Commissioner Lindahl suggested Pine Hills North. Mr. Haas stated there is a property owner adjacent that may be relocating and their property may be for sale. Chair Stenzel stated possibly other communities might be interested. © Commissioner Butler stated he may be interested if the City had a spot for it but not to purchasing land for that purpose. Commissioner Miskowiec also suggested an archery range might be an option. Another suggestion would be disc golf. DISCUSS NEW SHELTER/FOX MEADOWS PARK Mr. Haas reviewed the Commission is requested to continue discussing the new shelter that is being considered at Fox Meadows Park. Pictures of a couple different shelters from Coverworx, a manufacturer of shelters were shown to the Commission. Staff is aware that the Park and Recreation Commission would like to have a shelter similar to the one at the Crooked Lake Boat Landing which is basically built with cedar. Staff is recommending to stay away from cedar (due to the annual maintenance needed to seal the wood) and construct a shelter that is maintenance free. Shelter A (28 ft. x 28 ft.) is very similar to the shelter built at Maple View Park which is estimated at $30,746.28 (includes the lattice, decorative base for the columns and freight) plus an additional $13,875 for install which includes shelter and concrete slab/footings. Shelter B (28 ft. x 28 ft.) is a basic metal shelter and is estimated at $20,946.98 plus an additional $12,785 for the install and concrete slab/footings. If the © recommendation of the Park and Recreation Commission is to move forward with constructing a new shelter, a combination of funds from Park Dedication and Park Maintenance Funds would be utilized to fund the new shelter. The cost of the shelter fits Regular Andover Park & Recreation Commission Meeting Minutes — May 18, 2017 Page 4 © within the total budget for Fox Meadows Park as identified in the CIP. The concrete pad is 30 ft. x30 ft. Commissioner Lindahl stated the lattice would not be a good idea in Fox Meadows Park. Commissioner Marinello arrived at the meeting at 6:55 p.m. Commissioner asked if a square shape is the only option as a rectangular shape would allow for more picnic tables, etc. Mr. Haas stated once the engineering drawings are done then the shelter is ordered and it takes 10-12 weeks before it is delivered to the City. A combination of park maintenance funds and park dedication funds will be used to fund the shelter. If the Commission were to replace the existing shelter of the same style the estimated cost would be a little over $11,000 just for the shelter. The consensus of the Commission was Option B. Going back to the CIP on the agenda Chair Stenzel referred to the ball field fencing list. Mr. Haas stated any ball field fencing will need to come out of park dedication funds since it is considered new and not replacement. Timber Trails Park may become an issue. © Mr. Haas stated staff can come back with recommendations in the future if there are seeing problems with any of them that are the list. The Regular Bi -Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Stenzel on May 18, 2017, 7:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Motion carried on a 5 -ayes, 0 -nays, 1 -absent (Angell), 1 -present (Miskowiec) vote. AGENDA APPROVAL The agenda was approved as submitted. CONSIDER APPLICATION FOR USE OF RECREATIONAL FACILITIESIANOKA HENNEPIN COMMUNITY SCHOOL Mr. Haas reviewed this item is in regard to considering approving the Application for Scheduled Use of Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka Hennepin School Community Education for dog training. The request is to use one of the hockey rinks at the City Hall Outdoor Hockey Rink Facility for a six-week dog training course on the following days: Tuesdays (September 5,12,19,26 and October 3,10) and Wednesdays (September 6,13,20,27 and October 4,11) from 5:30 — 6:30pm. © Ms. Lupita Forsyth from Anoka Hennepin School Community Education was present at the meeting and made a short presentation about the training course. The May session filled immediately and another session was added immediately after the first session. The reason for the request for two days is because of the earlier sunsets in the fall. There are currently 24 participants and a survey was done and Ms. Forsyth read some of the comments. Mr. Haas stated there are no conflicts. Motion by Butler, seconded by Marinello, to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at City Hall Outdoor Hockey Rink Facility as requested by Anoka Hennepin School Community Education. Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Angell). DISCUSS PARK ADVERTISEMENT POLICYAND AGREEMENT Mr. Haas reviewed the Commission is requested to continue discussing the $240 that has been approved as part of the Park Advertisement Policy and Agreement and how the fee was determined. The calculation for the fee was determined as follows: -Two public works employees are used to install the banner in the spring (0.5 hour) and to remove the banner in the fall (0.5 hour) for a total of 1 hour. The fee for this service for one year is approximately $84. This fee does not include the use of a City vehicle. © -To review/approve and manage the agreement by administrative staff for one year is $32. Regular Andover Park & Recreation Commission Meeting Minutes —May 18, 2017 Page 6 © The total for 1 year is approximately $116 and multiplied by two years the fee (rounded out) is $240. Mr. Haas did hear from an individual that attended the last meeting that the fee was still too high. Commissioner Lindahl stated the fee seems reasonable and the only possible solution would be to train them to do it themselves which would also take time. A copy of the most recent version of the Park Advertisement Policy and Agreement is attached which includes the recommended language change to Item 12 that was discussed at the last meeting on May 4, 2017. Motion by Butler, seconded by Miskowiec, to recommend to approve the proposed revision to the policy in Item 12 with the correction "administration of the program". Motion carried on a 6 -ayes, 0 -nays, 1 -absent (Angell). REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items including Completed Projects, On -Going Projects, On -Hold Projects, and Other Items of Interest. Commissioner Butler stated the Community Center Commission met a couple of weeks ago but he was unable to attend. They are working on their presentation to the City Council. QMr. Haas noted an Eagle Scout donated two small libraries to the City and the suggestion was made to put one at Chesterton Commons Park and the other Hickory Meadows Park. The consensus of the Commission was not to have a pickle ball court at Nordeen's Park. The Community Garden plots are sold out for the year. CHAIR'S REPORT There were no reports.
