Adjournment x X 9CN66W^_ ANDOVER ECONOMIC DEVELOPMENTA UTHORITYMEETING— JANUARY 3, 2017 - MINUTES The Meeting of the Andover Economic Development Authority was called to order by President Julie Trude, January 3, 2017, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Absent: Also present: APPROVAL OFMINUTES Commissioners Sheri Bukkila, Mike Knight, Valerie Holthus, Timothy Cleven and Joyce Twistol Commissioner James Goodrich Executive Director, Jim Dickinson Community Development Director, Joe Janish Public Works Director/City Engineer, Dave Berkowitz December 6, 2016, Regular Meeting: Correct as written. Motion by Twistol, Seconded by Cleven, to approve the minutes as written. Motion carried 6 ayes and 1 absent (Goodrich). ORGANIZATIONAL ITEMS Mr. Dickinson indicated the current. Motion carried 6 ayes and 1 absent (Goodrich). REDEVELOPMENT UPDATES Mr. Dickinson reviewed the following: ReMax Results, 2677 Bunker Lake Boulevard- the building is complete and operational. Staff is working on setting up a future meeting with Mission Development and Boser Construction regarding plans for the other lot on the property. The Shops @ Andover, 13650 Hanson Boulevard- Dunkin' Donuts and Joy Kitchen are under construction. Estates at Arbor Oaks/Trident Development, 1753 156111 Lane- the roof is going on the senior © luxury living facility. The building is very prominent along that roadway, very nice looking building. 7t1' Avenue and Bunker Lake Boulevard — Staff has received a proposal on the area of 7th Avenue and Bunker Lake Boulevard, which is zoned high density, for a work force housing 2-3 level multi -family building. Mr. Dickinson explained the developer would likely be seeking some help from the City, such as a resolution of support. Staff is looking for direction on these proposals. Commissioner Holthus asked how many units would be in the building. Mr. Dickinson stated he did not know. President Trude stated she would like to see commercial in that area. She also noted the community is not asking for work force housing. Commissioner Holthus stated there is no public transportation in that area. Commissioner Bukkila indicated she would be ok with market rate housing, but is not with work force housing. The EDA discussed the Met Council guidelines. Commissioner Twistol asked what type of incentives the developer would be looking for from the City. Mr. Dickinson replied they could possibly ask for reduced water and sewer hookup, reduced park dedication fee, narrower streets or even a TIF District. The proposal was discussed. A majority of the EDA does not support this type of proposal for © Andover Economic Development Authority Meeting Minutes —January 3, 2017 Page 3 work force housing, continue to focus on market rate rentals and commercial. OTHER BUSINESS There was none. ADJOURNMENT Motion by Bukkila, Seconded by Knight to adjourn. Motion carried unanimously.
