MINUTES
The Regular Bi -Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chair Stenzel on July 20, 2017, 7:00 p.m., at the Andover City Hall,
1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Shane Stenzel, Vice Chair Jim Lindahl

APPROVAL OFMINUTES
Motion by Marinello, seconded by Miskowiec, to approve the June 1, 2017 Park
Commission minutes as presented. Motion carried on a 4 -ayes, 0 -nays, 2 -absent (Angell
and Perra), 1 -present (Butler) vote.
AGENDA APPROVAL
Motion by Lindahl, seconded by Butler, to add item 9A Consider Lachinski Property
Sketch Plan/Park Dedication Requirements. Motion carried on a 5 -ayes, 0 -nays, and 2 -

CONSIDER 2017 TOURNAMENT APPLICATION/ANDOVER ATHLETIC
ASSOCIATION
Mr. Haas reviewed the Park and Recreation Commission is requested to consider the
2017 Tournament Application Form for the upcoming 2017 fall softball season as
requested by the Andover Athletic Association. The application is for a two-day Fall
State Fastpitch Tournament for September 23-24, 2017. The request is for:

September 23-24/AAA Fall State Fastpitch Toumament/Sunshine Park (Fields 1-6), City
Hall Park Complex Field 97 and Eveland Fields (north, middle and south fields).
Mr. Jason Strasser, AAA, stated there were two tournaments hosted this year. This is the
fall state tournament and will be the last tournament in the season. There should be 32
teams participating.
Motion by Lindahl, seconded by Marinello, to approve the 2017 Tournament Application
Form for the upcoming 2017 fall softball season as requested by the Andover Athletic
Association. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and Perra) vote.
CONSIDER 2017 FALL FOOTBALLIBASEBALL/SOFTBALL SCHEDULE
Mr. Haas reviewed this item regarding approving the 2017 fall softball/basebalUfootball
schedule. The applications received from the Andover Athletic Association (AAA),
Andover Baseball Association (ABA) and the Andover Football Association (AFA) were
provided for Commission review.
Ms. Patti Murnane, President ABA was not able to be in attendance but she emailed staff
and said she agreed with the schedule.
Motion by Butler, seconded by Miskowiec, to approve the 2017 Fall
Football/Baseball/Softball schedule as submitted. Motion carried on a 5 -ayes, 0 -nays, and
2 -absent (Angell and Perra) vote.
CONSIDER 2017 TOURNAMENT APPLICATION/ANDOVER FOOTBALL
ASSOCIATION
Mr. Haas reviewed this item regarding considering the 2017 Tournament Application
Form for the upcoming 2017 fall football season as requested by the Andover Football
Association. The application was provided for Commission review. The dates and fields
being requested for the multi -day event are:
August 26-27/AFA Youth Preview/Prairie Knoll Park (southeast, southwest and north
fields), Sunshine Park (football fields 2, 3, and 4) and Sunshine Park (ball fields 1-4).
Mr. Jason Strasser, AFA, stated the preview is a very heavily attended event. The intent
is to have Sunshine Park as the main location as more teams can be hosted at the same
time. There should be 40-50 teams with 17 being Andover teams.
Motion by Marinello, seconded by Miskowiec, to approve the 2017 Tournament
Application Form for the upcoming 2017 fall football season as requested by the
Andover Football Association. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell

CONSIDER 2017 FALL FOOTBALL/SOCCER/LACROSSE SCHED ULE
Mr. Haas reviewed this item regarding approving the 2017 fall soccer/football/lacrosse
schedule. The schedule was provided for Commission review. Mr. Haas noted a detailed
practice and game schedule are required to be submitted to Mr. Haas, Parks Coordinator
before the start of the season so the Andover Public Works Parks Department is aware of
when fields need to be mowed. Lacrosse will not be requesting fields for the fall. Timber
River Park has been offered for soccer but no response has been received.
The number of football games at all fields being used is limited to 6 games per week per
field. The days that have been identified are Tuesday's, Thursday's and Saturday's with
the understanding that there will be some makeup games because of the weather or
conditions of the fields. It is understood that both football and soccer associations
evaluate when games should be postponed due to inclement weather and/or field
conditions which may be too wet from previous rain events and/or if it is raining at the
start of the game. Public Works Staff will monitor the condition of the fields throughout
the season and will provide to the Commission an update at the end of the season to
determine if any adjustments should be made for the 2018 football and/or soccer season.
Motion by Butler, seconded by Lindahl, to approve the 2017 Fall soccer/football/lacrosse
schedule as submitted. Motion carried on a 5 -ayes, 0 -nays, and 2 -absent (Angell and

CONSIDER REQUEST FOR ADDITIONAL SECURITY LIGHTITRAIRIE KNOLL
PARK
Mr. Haas reviewed the Park and Recreation Commission is requested to consider a
request from Mr. Gary Aus who is a resident that lives in the neighborhood, to provide an
additional security light in the south parking lot at Prairie Knoll Park.
A screenshot of where the existing security lights are located in the south parking lot at
Prairie Knoll Park was provided for Commission review. Staff provided an aerial view of
the south end of the park. Mr. Aus has indicated to the Anoka County Sheriffs
Department and to City Staff that they would like to see another security light installed
near the entrance at the west end of the south parking lot. The cost of the additional
security light will range from $2500 to $5000 depending on where the electric service
would come from. If the security light is recommended to be approved, the improvement
would be funded from the 2017 miscellaneous fund which is funds from park dedication.
Mr. Haas indicated the existing light is much closer to the trail than indicated on the map.
The light bulbs will be changed to LED's in the existing lights.
Mr. Gary Aus, described the problem. Two of the existing lights are not bright enough to
light the southeast corner of the parking lot where there have been incidents occurring.
Mr. Aus's neighbor has had a car keyed and he knows who did it. Mr. Aus's daughter is

scared when cars are parked in the "dark spot" and does not like to go outside. If there is
a light added Mr. Aus would be able to see what is going on and can alert the Sheriff. The
Commission has supported Mr. Aus and Prairie Knoll Park in the past and if this light can
be added it would be beneficial and would prevent some incidents.
Commissioner Miskowiec asked about the existing light that is surrounded by trees and
Mr. Aus stated in order to get that light to shed sufficient light the trees would need to be
removed. If the light were higher it would emit more light. Mr. Aus stated the Sheriffs
Department has been doing an excellent job and they are most likely uncomfortable
approaching a car parked in the dark.
Commissioner Lindahl asked Mr. Aus if his request is for an additional light and/or
raising the existing light. Mr. Aus stated the additional light would work best.
Mr. Haas stated the existing light is a standard decorative light and the higher it is the less
light that shines on the pavement.
Commissioner Butler asked if Mr. Aus has called the Sheriffs Department and Mr. Aus
stated when he sees something suspicious he calls. Mr. Aus asked why the park has to be
open until 11 p.m. as other parks are closed at 10 p.m. Commissioner Butler stated if the
park is closed at 10 p.m. other residents may not tolerate a game running past 10 p.m.
Commissioner Butler stated in the Sheriffs Department report which will be reviewed
later on the agenda, there were no reports at Prairie Knoll Park.
Chair Stenzel confirmed with staff the cost for a new light would be $2500 - $5000
depending on where the electric service would come from.
Commissioner Miskowiec asked for the cost difference for LEDs and Mr. Haas stated he
would need to research the cost. Commissioner Miskowiec asked staff to find out the
replacement plan from Connexus and the cost difference. Mr. Haas will report back at the
next information the results from his research. The neighborhood has an option to petition
the City for street lights but the property owners would be responsible for the cost of
installation.
Mr. Aus stated an additional light would take care of the problems and increase safety.
Commissioner Stenzel asked if the trees have been looked at that interfere with the
lighting of the parking lot. Mr. Grode stated some tree trimming had been done earlier
this year. Mr. Grode stated he will look and see if additional grooming can be done.
CONSIDER LACHINSKI PROPERTY SKETCH PLANIPARK DEDICATION
REQUIREMENTS
Mr. Haas reviewed the Park and Recreation Commission is requested to review the
proposed sketch plan and consider the park dedication requirements for the Lachinski

Property. A copy of the proposed sketch plan was provided for Commission review. This
parcel was previously reviewed by the Commission back on September 5, 2013 and the
recommendation was to accept cash in lieu of land. The reason the Commission is being
presented this sketch plan is for a couple of reasons. First the property will be developed
by a different developer and second is the property being considered now includes all the
property that will be developed up to 16152 Avenue NW. Oakview Park is adjacent to the
parcel on the west side that is being considered for development. By reconfirming the
previous recommendation to accept cash in lieu of land will allow the developer to move
forward with preparing the preliminary plat.
Commissioner Miskowiec asked if next to Lot #6 is wetland and Mr. Haas indicated the
wetland area on the drawing. Wetland delineation will need to be done by the developer.
Mr. Haas showed a contour grading plan of the development.

ANOKA COUNTYSHERIFF'SDEPARTMENT 2ND QUARTERLYREPORT
The list of reports generated by the Anoka County Sheriffs Office regarding city park
activity for the 2°a quarter was provided for Commission review. Commissioner Butler
questioned if all reports were included in the report as it is very short for the summer
months.
UPDATE ON THE 2018 — 2022 PARK CAPITAL IMPROVEMENT PLAN
SPREADSHEET/FINANCE DEPARTMENT
The Project Commitment Listing Report, Balance Sheet and Revenue and Expenditure
Reports for the Park Improvement Fund as of June 30, 2017 were provided for
Commission review. Any questions should be referred to Finance Manager Lee Brezinka.
Chair Stenzel suggested a master plan be done for Rose Park including the residents
neighboring the park. A meeting with the residents should be held earlier rather than later
before the Existing and Future Park Facilities Chart for the Zones is finalized. Mr. Haas
suggested the meeting be held in September — October timeframe.

REVIEW OUTSTANDING ITEMS
Mr. Haas reviewed outstanding items including Completed Projects, On -Going Projects,
On -Hold Projects, and Other Items of Interest.
Commissioner Butler reported the Community Center Commission met last week and the
budget was reviewed for next year. The rental rates will be adjusted although they are
already among the top 5% for ice rental. The open gym rate will also be increased
slightly.
Mr. Haas stated the gaga ball pit has been completed at Sunshine Park. He reviewed the
outdoor pickle ball courts available within the City.
No Commission meeting will be held at a park this year.
Mr. Grode reviewed the Weekly Parks Maintenance Update since May 27, 2017.
Commissioner Miskowiec asked if there was any storm damage within the City and Mr.
Grode stated there has been some damage from the June 11, 2017 storm.

REVIEW UPDATED 2017 EXISTING AND FUTURE PARK FACILITIES
CHART/ZONE D
Mr. Grode reviewed the Zone D chart and noted the changes were indicated in red. The
plan for playground structures is 20 years. For irrigation improvements, it may involve
replacing the heads rather than replacing the entire systems. Playground structures,
concrete border and woodchips are done at the same time. Staff will review all the Zones
with the Finance Manager and will come before the Commission in September to review.
Commissioner Miskowiec asked what the "*" means on the spreadsheet and Mr. Grode
stated those are subject to change if a city campus development is done.
Commissioner Lindahl asked on Wild Iris about the fence height and Mr. Haas stated that
is the recommendation from the League of Minnesota Cities.
Chair Stenzel suggested another column be added to include the year so the report can be
sorted by date. Chair Stenzel reiterated the need for park maintenance fund going
forward. A joint meeting with the Council will be held to review.
Commissioner Miskowiec asked if insurance paid for arson damage at Shadowbrook and
Mr. Haas stated it was covered after the $2500 deductible.
There are no plans for Commission meetings in August.

INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of Sunshine Park softball fields as requested by Robb Wetenkamp.
DISCUSSION
The group has been using Prairie Knoll Park or Sunshine Park soccer/football fields for the past
few years on Friday nights. The first scheduled use of the fields is September 8, 2017 and would
end on October 27, 2017 (subject to the weather). Staff recommends the applicant use Sunshine
Park softball fields 1-4 for the fall season (Andover Football Association did not request the use
of fields for Friday nights). Two fields would be used every Friday night and they will need to
rotate the fields every week. The group is not associated with an organized athletic association.
They will be using the field lights so there is a fee associated with the use of the field since both
adults and youth will be using the field.
The fee required for the use of 2 field lights is $640 for 8 weeks. A minimum charge of 2 hours
per field per night was used to calculate the fee. In addition, the applicant will need to check out
a light key and submit the required deposit.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider approving the attached
Application for Scheduled Use of Recreational Facilities for use of Sunshine Park softball fields
1-4 as requested by Robb Wetenkamp subject to paying the required fee of $640 for use of the
two fields each Friday for 8 weeks.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the idea of having an
additional security light in the south parking lot at Prairie Knoll Park.
DISCUSSION
Attached for your review is an e-mail from Connexus Energy identifying the 3 lights. Light
OL60078 was previously a 100W HPS Traditionaire but Connexus Energy could do a simple re-
wire upgrade to make this a 150 W HPS fixture. Light OL62035 could be upgraded from a 100W
HPS to a 150W HPS would take about an hour to complete with a 2 -man crew at about $200 per
hour. Note: As indicated in the e-mail from Connexus Energy, the only time they upgrade from a
traditionaire to LED is if they get knocked down or they are unable to repair. If the Commission
is interested in upgrading lights from HPS Traditionaire to LED the cost is about $800 per
fixture.
The cost of the additional security light is estimated to be $3053.50 which includes the new pole
and fixture as well.
BUDGETIMPACT
If any improvements to the security lights is recommended to be approved, the improvement
would be funded from the 2017 miscellaneous fund which is funds from park dedication.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the idea of having an
additional security light in the south parking lot (near west end at the driveway entrance) at
Prairie Knoll Park.

Hi Todd,
We have been in touch about the lights at Prairie Knoll Park a few times over the last couple weeks. Below is summary
of what Connexus has done so far along with a few other options and estimated pricing.
Currently there are three lights at Prairie Knoll Park.
• OL62035 —10OW HIPS Traditionaire
• OL60077 —15OW HPS Traditionaire
OL60078 —15OW HPS Traditionaire - this was previously a 10OW HPS Traditionaire but on 7/27 our crew was
apse to ao a simple re -wire upgrade to make this a 15OW HPS fixture.

Typically we do preventative maintenance every 4 % to 5 years. This includes changing the bulb and photo eye and
cleaning lenses as needed. I had a crew go out a couple weeks ago and change the bulbs and eyes. Then on 7/28, a
crew went out to the park and trimmed some of the trees around the lights in hopes this would help illuminate the
park.
Additional options with estimated pricing -
1. OL62035 is still a 10OW HPS Traditionaire fixture. Our crew was not able to easily re -wire this fixture as it was a
different version but we could change out the whole ballast to make it a 150W HPS. This would take the crew
about an hour to complete. A two man crew and truck is about $200/hour. Keep in mind light OL62035 is in the
trees so I'm not sure this would give you a significant more amount of light.
The existing HPS Traditionaire fixtures could be upgraded to LED. Connexus isn't proactively changing
decorative fixtures (such as the Traditionaire) to LED. The only time we upgrade them is if they get knocked
down and/or we are unable to repair them. As the lights at Prairie Knoll Park are functioning as they should be
we would not cover the cost. The charge to upgrade an HPS Traditionaire to LED is approximately $800 per
fixture or a total $2,400.
3. To add an additional fourth Traditionaire fixture we would pull power from 01-60078. We would bill
approximately 90' of lighting conductor and directional bore for the new light and pole. The cost is estimated to
be $3053.50 which includes the new pole and fixture as well.

INTRODUCTION
The item is an update regarding the Rose Park Shelter.
DISCUSSION
Attached is a memorandum from Todd Lindorff, City of Andover Facilities Maintenance
Supervisor, regarding the condition and repairing of the existing shelter.
Public Works staff will be removing the shelter over the next few months. Park and Recreation
Commission will need to determine if you would like to replace the existing structure with the
same size structure or go with a little larger structure. If the Commission will like to move
forward with a new structure, it will be necessary to determine if the Verizon funds that are
collected from the lease should be used to fund the new shelter or if park maintenance
replacement funds should be used or a combination (shelter value and upgrade).
Note: The Park and Recreation Commission has expressed interest in meeting with the
neighborhood to discussed what other improvements should be considered for the park including
the expansion of the existing playground equipment and maybe this would be a good time to
discuss the replacement of the shelter.
BUDGET IMPACT
As mentioned above, the replacement of the existing structure could be funded by Verizon funds
that are available and/or utilize the park maintenance funds that are allocated for replacement of
park equipment.
ACTION REQUIRED
The Park and Recreation Commission is requested to determine if the shelter is to be replaced
and if so what size would the Commission like to recommend and what fund source is to be
utilized to purchase and construct the new shelter.

Todd,
I recently went to Rose Park to look at making repairs to the picnic structure as you requested. I
thought I could try to remove the corrugated roofing panels and bend them back in shape and
reattach so daylight could not be seen through them. This was unsuccessful. The issue with this
style of roof is that these pieces of metal corrugated roofing are 24' long and span 16' from the
two structure supports where they are fastened. The roofing is installed in a way to allow that
doesn't allow the proper shedding of water and snow load. Overtime the weight of snow and
possibly kids climbing on the roof has caused the center of the roof to bow. In order to make
repairs to this structure the entire roof should be removed, metal supports welded every 2'
between the 16' span and to install new corrugated galvanized metal roofing installed so water
and snow will shed off properly. It would be my recommendation to remove the whole structure
and put up a new style that will last and be aesthetically pleasing for the years to come.

INTRODUCTION
This item is regarding an update on the 2018-2022 CIP Park Playground Equipment Replacement
Plan.
DISCUSSION
Attached is a copy of the proposed 2018-2022 CIP Park Playground Equipment Replacement
Plan that has been submitted to the Finance Department. The Parks Maintenance Department has
evaluated the older playground structures around the City and has determined the following
structures be rebuilt in the next 5 years. Note: To keep up replacement of the equipment that
should be done every 20 years, it will be necessary to replacement 2 structures each year.
• 2018
— Pine Hills South Park and Purple Park (City Hall)
• 2019
— Terrace Park and Strootman Park
• 2020
— Hawkridge Park and Sunshine Park
• 2021
— Hidden Creek North Park and Prairie Knoll Park
• 2022
— Wild Iris Park and Tot Lot Park (138`h Avenue NW)
The Park and Recreation Commission will need to have a discussion because of the Community
Center/Public Works/City Campus expansion and determine what direction you would like to go
with Purple Park (which is top priority from a staff's perspective) as how much the Commission
wants to allocate towards the replacement of the playground equipment.
As a reminder, the Parks Maintenance Department will continue to review the playground
structures from year to year so the list may be modified as the condition of the structures change.
BUDGET IMPACT
As indicated on the attached sheet $50,000 is proposed to be allocated each year for the next 5
years. For quite a few years Public Works Parks Maintenance Department was making every
effort to replace 2 structures a year but with the rising cost of equipment and supplies (concrete
borders, wood chips, etc.) the number of playground rebuilds over the last couple years was
reduced to 1 a year. To keep up with replacing of older/outdated equipment, additional funds will
be needed if the City would like to replace 2 structures a year as $50,000 a year that is currently
being budgeted will not be enough to replace 2 structures.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the 5 Year Playground Equipment
Replacement Plan and determine if any adjustments are to be made to the proposed replacement
plan and how the Commission would like to proceed.

Purple Park Playground
Hi Todd,
The Parks Department is strongly recommending to prioritize the replacement of the playground equipment located at
Purple Park.
Here are several reasons that this is our recommendation:
(1) The Purple Park playground equipment was last installed in 1996 and 2001. It is one of our oldest playground
structures that is still in use at one of our parks. It is overdue for replacement.
(2) During safety inspections of this playground equipment, the number of repairs due to structural issues is
continuing to increase each year. This is not only a safety issue, but repair costs keep increasing each year, too.
(3) This is one of only a few City of Andover playgrounds that still has sand as a fall zone material. Most of our parks
have been converted over to wood fiber material, which is better for fall zones and also helps reduce the
incidents of ground wasp nests.
(4) This playground needs to be updated to become ADA accessible and updated platform structures would
accommodate this.
(5) If needed, we could install a structure that could be easily relocated with minimal costs down the road.

COMPLETED PROJECTS —
• Nordeen's Park — Basketball court has been paved and the hoop has been installed.
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is in
October.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —Next quarterly
report is in October.
• Fox Meadows Park —The well has been completed and the fields have been seeded. Paving of the
driveway and trails remain left to be completed.
• Update on Existing and Future Park Facilities Chart — The final draft of all Zones (A -D) is
scheduled for review at the September 21, 2017 Commission meeting. If there are no further major
additions or deletions at that meeting, staff will schedule a joint meeting with the City Council so the
Park and Recreation Commission can present the recommended proposed improvements to the park
system. This Park Facilities Chart will be used to help calculate the park dedication fee that is
collected from new developments.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park -- Staff has received notice from the MNDNR grant (Outdoor Recreation
Grant Program) that it was not selected as part of this round. Staff will resubmit again as part of the
2018 round.
ASN Trail -- Staff has received from the MNDNR grant (Local Trail Connections Grant Program)
that it was not selected as part of this round. Staff will resubmit again as part of the 2018 round.
Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover
Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what
needs to be done. As mentioned previously AAA and the Andover High School coach are interested
in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the
players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty
poor condition in some sections and probably should be replaced if the outfield fence is to be
relocated. Note: Staff recently had a conversation with AAA Board member and sounds like they
would like to move forward yet this fall.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Andover Blvd NW between Bluebird Street NW and Vale Street NW. The trail
construction has begun and is anticipated to be completed within the next couple
weeks.
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed delaying this project until 2018.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Application was submitted by the March 31, 2017 deadline.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — Bunker Lake Boulevard NW is now open to traffic east of Hanson
Boulevard NW to Jefferson Street NW in the City of Ham Lake. There is still a lot of work that needs
to be completed (trails, 2" lift of asphalt, boulevard restoration, etc.) yet this fall. You can visit the

Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2018.
If you have any questions or comments regarding any of the items mentioned above or any items

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
