SUBJECT: 9. Consider Request for Additional Security Light/Prairie Knoll Park
DATE: July 20, 2017
INTRODUCTION
The Park and Recreation Commission is requested to consider a request from Gary Aus who is
resident that lives in the neighborhood to provide an additional security light in the south parking
lot at Prairie Knoll Park.
DISCUSSION
Attached for your review is a screenshot of where the existing security lights are located in the
south parking lot at Prairie Knoll Park. Staff has provided an aerial view of the south end of the
park. Mr. Aus has indicated to the Anoka County Sheriff's Department and to City staff that they
would like to see another security light installed near the entrance at the west end of the south
parking lot. The cost of the additional security light will range from $2500 to $5000 depending
on where the electric service would come from.
Mr. Aus has indicated that they will be present at the meeting to address this with the Park and
Recreation Commission.
BUDGETIMPACT
If the security light is recommended to be approved, the improvement would be funded from the
2017 miscellaneous fund which is funds from park dedication.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss and consider a request from Gary
Aus for an additional security light in the south parking lot (near west end at the driveway
entrance) at Prairie Knoll Park.

Hi Dave,
Gary Aus (across from Prairie Knoll park) wanted me to pass on to you that he felt a light at the West end of the lot
would help to curb some of the nighttime deviant behavior as that is where they park.

April 2, 2017 — June 30, 2017
The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 2nd quarter.
Date: Time: Location: Case Number:
05.03 8:22 PM Hawk Ridge 17094504
On routine patrol a deputy observed a suspicious vehicle in the park. He stopped and made contact
with the female inside. It appeared the truck contained items that may indicate the occupant was
living out of the truck and in a tent. She advised she was not. The deputy advised her of "camping"
rules and when the park closes in order to avoid any ordinance violations.
05.05 8:04 PM Purple Park 17096338
A deputy was called to the park because a resident found drug paraphernalia in the wooded area.
The items were collected and destroyed.
05.30 1:01 AM Coon Lake Landing 17117334
During routine patrol a deputy observed a vehicle at the launch. He stopped and found 2 males on
the dock with nets. The males smelled of alcohol. They were advised it was illegal to fish with nets
and the location was closed. Parents were contacted and came to the location to retrieve the males.
06.02 5:09 PM Sunshine 17121007
A deputy responded to a crash in the parking lot. A citation was issued to one of the drivers.
06.05 8:40 AM Sunshine 17123351
A deputy took a report from a city employee about spray painted images on the sidewalk and park
equipment at the skate park.
06.07 6:08 PM Terrace 17125742
A deputy was called to check the welfare of a male wearing a ninja suit and swinging a plastic sword.
The deputy located the male who had a light saber, hoodie, and mask on. The male explained he was
practicing with his light saber. The deputy informed him that some parents and children were
becoming uneasy with him practicing so close to the playground. He agreed to move further out to
the field and practice.
06.11 2:28 AM Sunshine 17129041
On routine patrol a deputy located a suspicious vehicle in the parking lot. He made contact with the
occupants who stated they were just talking. Being one of the occupants was a juvenile, her parents
were contacted and asked to pick her up.
06.13 9:56 PM Coon Creek 17131679
A deputy responded to a found property report at the location. The property was taken to the
Sheriff's Office.
06.17 4:18 PM Sunshine 17134975
A deputy took a report of a coach and parent getting into an argument during a game. The incident
was documented and the softball association - who runs the league - will be looking in to the claims.
06.23 4:38 PM Coon Lake Landing 17140409
A deputy responded to a property damage crash in the parking lot at the landing. A truck pulling a
trailer struck another vehicle.
06.29 1:44 PM Sunshine 17145595
A deputy was called to the park due to damage to a vehicle that was parked next to the skate park.
His windshield was smashed, the vehicle dented, and there were shoe prints on his hood.

DATE: June 6, 2017
Items of clarification on the Projected Fund Balance Report. (see attached sheet for corresponding
numbers).
1. Ending Fund Balance — this is the available balance that can be used to budget for future
projects. It is a separate capital projects fund and is used to account for contributions
associated with land development.
2. The projects approved through the Capital Improvement Plan (CIP) and adopted through
the operating budget process.
3. Rose Park tower rental fees — this is the balance remaining from the tower rental fee that
hasn't been used.
4. Andover Lions Park irrigation —this is the balance remaining from a prior year project that
has been designated specifically for irrigation at Lions Park.
This is a separate fund; any budget savings rolls into fund balance increasing available funds for
future years and any overages comes out of fund balance decreasing available funds for future
years.

SUBJECT: 13. Review Outstanding Items/Maintenance Update
DATE: July 20, 2017
Issues list as of 7/14/17
UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler
COMPLETED PROJECTS —
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Quarterly report is on the
agenda.
• Update of Ouarterly Sheriff s Department Report on Park Patrol & Vandalism — Quarterly
report is on the agenda.
• Fox Meadows Park —The well has been drilled. Controls and piping will be installed within the next
month. The Parks Maintenance Department is currently working on installing the irrigation system.
• Nordeen's Park — Public Works Department has graded the location of the basketball court and
placed the Class 5 base. Staff is currently obtaining quotes for paving the basketball court.
• Update on Existine and Future Park Facilities Chart — Item is on the workshop agenda. Once the
Park Commission determines the Park Facilities Chart is ready to go for all Zones (A -D), staff will
schedule a joint meeting with the City Council so the Park and Recreation Commission can present
the recommendation in regards to proposed improvement to the park system. This Park Facilities
Chart will be used to help calculate the park dedication fee that is collected from new developments.
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
Kelsey Round Lake Park -- Staff has received notice from the MNDNR grant (Outdoor Recreation
Grant Program) that it was not selected as part of this round. Staff will resubmit again as part of the
2018 round.
ASN Trail -- Staff has received from the MNDNR grant (Local Trail Connections Grant Program)
that it was not selected as part of this round. Staff will resubmit again as part of the 2018 round.
• Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover
Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what
needs to be done. As mentioned previously AAA and the Andover High School coach are interested
in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the
players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty
poor condition in some sections and probably should be replaced if the outfield fence is to be
relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Andover Blvd NW between Bluebird Street NW and Vale Street NW. The
contract has been awarded by the City Council to install this section of trail and work
will begin sometime in July or early August.
❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140`h Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed delaying this project until 2018.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Application was submitted by the March 31, 2017 deadline.
•
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is now under construction west of Prairie Road. The project is
anticipated to be done by the fall of 2017. There will be road closures throughout the summer. You
can visit the following website for updates at http://www.anokacounty.us/1578/Construction-Weekly
•
Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.
Note: If you have any items that you would like to add to the list, let me know at the meeting.

SUBJECT: A. Review 2017 Existing and Future Park Facilities Chart/Park Zone D
DATE: July 20, 2017
INTRODUCTION
The Park and Recreation Commission is requested to review the updated 2017 Existing and
Future Park Facilities Chart for Zone D.
DISCUSSION
A copy of the most updated version of the 2017 Existing and Future Park Facilities Chart for
Zone D that staff has been working on over the past couple weeks is located in the side pocket of
the packet. Staff updated the left column of the spreadsheet (Existing) so the Commission has an
idea of what currently exists in each park. The updated middle column of the spreadsheet (Future
Facilities) items that will be used to determine Park Dedication Fee. The updated right column of
the spreadsheet is replacement items that are being recommended to be replaced over the next 20
to 50 years which are items that would need to be funded from another source (for example the
City's general fund).
Now that all the Zones have been reviewed, the Commission has indicated in the past that they
would like one more opportunity to review Zones A -D to make any final adjustments to the Chart
before they are forwarded to the City Council for their review. Staff recommends the final draft
version be scheduled for the August 17, 2017 Commission meeting. Staff will look to schedule a
joint meeting with the City Council in September or October to discuss the proposed
improvements that are being recommended by the Park and Recreation Commission.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the updated 2017 Existing and
Future Park Facilities Chart for Zone D.

Park & Recreation Commission
David D. Berkowitz, Director of Public Works/City Engineer
Todd J. Haas, Asst. Public Works Director
Add-on. Consider Lachinski Property Sketch Plan/Park Dedication
Requirements
July 20, 2017
INTRODUCTION
The Park and Recreation Commission is requested to review the proposed sketch plan and
consider the park dedication requirements for the Lachinski Property.
DISCUSSION
Attached is a copy of the proposed sketch plan. This parcel was previously reviewed by the
Commission back on September 5, 2013 and the recommendation was to accept cash in lieu of
land. The reason the Commission is being presented this sketch plan is for a couple reasons. First
the property will be developed by a different developer and second is the property being
considered now includes all the property that will be developed all the way up to 161" Avenue
NW. As you know Oakview Park is located adjacent to the parcel on the west that is being
considered for development. By reconfirming the previous recommendation to accept cash in lieu
of land will allow the developer to move forward with preparing the preliminary plat.
ACTION REQUIRED
The Park and Recreation Commission is requested to reconfirm that the park dedication
requirements will be cash in lieu of land.
Respectfully submitted,
oell
Todd J. Haas

on the sketch plan is based on the Park Comprehensive Plan, which includes additional
amenities such as a small shelter and a future park expansion for a free play area.
Mr. Haas stated the Public Works Staff have reviewed the sketch plan and recommends
not taking any more property than is necessary to fulfill the future planned improvements
that are identified in the Future Facilities Chart for the park. At one time, there was the
idea to have a free play area as part of the overall development of the park. Due to the
delineated wetlands that were recently determined, there is more wetland than
anticipated. Therefore, staff does not recommend any more than about 30-40 feet of
additional street frontage along 158th Lane NW to allow for the installation of small
shelter.
Mr. Haas stated any property the Commission requests to be dedicated will be calculated
based on the formula as per City Code 11-3-7 (C). The more land required to be
dedicated the lesser the park dedication fee portion will be.
Mr. Rick Packer, Centra Homes LLC, gave a brief description of the plan. He noted the
site had been mined in the past. They are proposing standard size residential lots and no
variances would be required. He asked the Commission if they would like to add to the
existing park.
Mr. Haas stated there may be room for a shelter but there would not be any room for a
free play area. A copy of the comprehensive plan was included for Commission review.
Commissioner Lindahl stated there is no irrigation currently in the park. Chair Butler
stated a small shelter had been proposed as part of the future plan.
Commissioner Miskowiec asked for the size of the proposed additional park space. Mr.
Packer stated the addition would be 4000 square feet. Mr. Packer stated if that area is not
taken as park, it would be used as ponding. Commissioner Miskowiec asked what was
mined on the property and Mr. Packer said sand was mined.
Chair Butler stated he would be inclined to accept enough to allow for a small shelter. A
shelter 30-40 feet wide would be a desirable size for a shelter. Mr. Packer asked if the
shelter could be put on the south end.
Commissioner Melberg asked if there is room in the existing park for a shelter and Mr.
Haas stated with some tree removal there would be room for a shelter.
Mr. Packer stated if monies were given rather than park, a pond would be constructed.
Commissioner Melberg stated that would be a nice view from the park.
Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to accept
cash in lieu of land for the Centra Homes LLC project. Motion carried on a 6 -ayes, 0 -
nays, 1 -absent (Van Vark) vote.
