Consider 2017 Tournament Application/Andover Athletic Association July 20, 2017 INTRODUCTION This item is in regard to considering the attached 2017 Tournament Application Form for the upcoming 2017 fall softball season as requested by the Andover Athletic Association. DISCUSSION The City has received an application from the Andover Athletic Association (AAA) for the upcoming fall season for a two day Fall State Fastpitch Tournament for September 23-24, 2017. Listed below are the dates and the fields being requested for the multi -day event. - September 23-24/AAA Fall State Fastpitch Tournament/Sunshine Park (Fields 1-6), City Hall Park Complex Field 47 and Eveland Fields (north, middle and south fields) ACTION REQUIRED The Park & Recreation Commission is requested to consider approving the attached 2017 Tournament Application Form for the upcoming 2017 fall softball season as requested by the Andover Athletic Association. No Field Maintenance Adult - $275.00 Field reservation fee is for the use of up to 2 fields (*) Youth - $275.00 Field reservation fee is for the use of up to 2 fields (*) for all youth organizations not affiliated with Andover youth (to be considered an organization from Andover, a minimum of 51 % participation of Andover residents shall be required based on the previous year participation of the organization or association). Note: (*) This field reservation fee is used to secure the use of the field(s). if your organization schedules more than 2 fields an additional $100 per field will be charged. If your organization uses more than the approved number of field(s), the organization will be charged double per field plus a 15% administration fee. Number of fields to be used Note: 1 day tournaments will be charged 75% of the field reservation fee. The field reservation fee includes the use of the chalker, chalk and batter's box during the duration of the tournament by the Tournament Director. The Tournament Directors is responsible for maintenance of the field(s), upkeep of trash bins, restrooms and building. 0 B. With Field Maintenance 0 Adult - $275.00 Field reservation fee is for the use of up to 2 fields (*) plus a $1000 escrow for maintenance. Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has been determined that the fees collected are not enough to cover the City maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee that has been collected for the tournament. 0 Youth - $275.00 Field reservation fee is for the use of up to 2 fields for all youth organizations not affiliated with Andover youth (*) (to be considered an organization from Andover, a minimum of 51% participation of Andover residents shall be required based on the previous year participation of the organization or association). A $800 escrow shall be required for maintenance for all organizations and/or associations. Note: Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has been determined that the fees collected are not enough to cover the City maintenance personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee that has been collected for the tournament. For organizations affiliated with Andover Youth, the field reservation fee will be waived but the escrow is required. Note: (*) This Field reservation fee is used to secure the use of the field(s) and to pay for a City employee to maintain the facilities throughout the tournament (upkeep of trash bins, restrooms and building) including the maintenance of fields. If your organization schedules more than 2 fields, an additional $100 per field will be charged. If your organization uses more than the approved number of field(s), the organization will be charged double per field plus a 15% administration fee. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. 0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.) All requests for tournaments must be submitted by Friday, January 6, 2017. The application will be considered by the Park & Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees (including escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the tournament have been determined by the Public Works Department. * If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following policy: "Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, the field reservation fee nor the Non -Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament". If further information is needed, please contact the Parks Coordinator at (763) 755-5100. The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. The Park and Recreation Commission must approve any late applications at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. Any Fees paid, the $500.00 (or the $250.00) less any money for damages, will be returned after inspection by the Public Works Department. If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A The City Council has adopted the following policy: "Field reservation fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, the field reservation fee nor the Non -Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to notify the City in writing at least 14 days prior to the date of the tournament". DISCUSSION Attached for your review is a screenshot of where the existing security lights are located in the south parking lot at Prairie Knoll Park. Staff has provided an aerial view of the south end of the park. Mr. Aus has indicated to the Anoka County Sheriff's Department and to City staff that they would like to see another security light installed near the entrance at the west end of the south parking lot. The cost of the additional security light will range from $2500 to $5000 depending on where the electric service would come from. Mr. Aus has indicated that they will be present at the meeting to address this with the Park and Recreation Commission. BUDGETIMPACT If the security light is recommended to be approved, the improvement would be funded from the 2017 miscellaneous fund which is funds from park dedication. ACTION REQUIRED The Park and Recreation Commission is requested to discuss and consider a request from Gary Aus for an additional security light in the south parking lot (near west end at the driveway entrance) at Prairie Knoll Park. Staff is currently obtaining quotes for paving the basketball court. • Update on Existine and Future Park Facilities Chart — Item is on the workshop agenda. Once the Park Commission determines the Park Facilities Chart is ready to go for all Zones (A -D), staff will schedule a joint meeting with the City Council so the Park and Recreation Commission can present the recommendation in regards to proposed improvement to the park system. OTHER ITEMS OF INTEREST — Kelsey Round Lake Park -- Staff has received notice from the MNDNR grant (Outdoor Recreation Grant Program) that it was not selected as part of this round. Staff will resubmit again as part of the 2018 round. ASN Trail -- Staff has received from the MNDNR grant (Local Trail Connections Grant Program) that it was not selected as part of this round. Staff will resubmit again as part of the 2018 round. • Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what needs to be done. As mentioned previously AAA and the Andover High School coach are interested in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty poor condition in some sections and probably should be replaced if the outfield fence is to be relocated. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2017- Andover Blvd NW between Bluebird Street NW and Vale Street NW. The contract has been awarded by the City Council to install this section of trail and work will begin sometime in July or early August. ❖ 2018- Crosstown Blvd NW between Bunker Lake Blvd NW and 140`h Avenue NW. Note: At this point it looks like there are some right of way issues that will need to be addressed delaying this project until 2018. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Program). Application was submitted by the March 31, 2017 deadline. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is now under construction west of Prairie Road. The project is anticipated to be done by the fall of 2017. There will be road closures throughout the summer. Review 2017 Existing and Future Park Facilities Chart/Park Zone D DATE: July 20, 2017 INTRODUCTION The Park and Recreation Commission is requested to review the updated 2017 Existing and Future Park Facilities Chart for Zone D. DISCUSSION A copy of the most updated version of the 2017 Existing and Future Park Facilities Chart for Zone D that staff has been working on over the past couple weeks is located in the side pocket of the packet. Staff updated the left column of the spreadsheet (Existing) so the Commission has an idea of what currently exists in each park. The updated middle column of the spreadsheet (Future Facilities) items that will be used to determine Park Dedication Fee. The updated right column of the spreadsheet is replacement items that are being recommended to be replaced over the next 20 to 50 years which are items that would need to be funded from another source (for example the City's general fund). Now that all the Zones have been reviewed, the Commission has indicated in the past that they would like one more opportunity to review Zones A -D to make any final adjustments to the Chart before they are forwarded to the City Council for their review. Staff recommends the final draft version be scheduled for the August 17, 2017 Commission meeting. Staff will look to schedule a joint meeting with the City Council in September or October to discuss the proposed improvements that are being recommended by the Park and Recreation Commission. Consider Lachinski Property Sketch Plan/Park Dedication Requirements July 20, 2017 INTRODUCTION The Park and Recreation Commission is requested to review the proposed sketch plan and consider the park dedication requirements for the Lachinski Property. DISCUSSION Attached is a copy of the proposed sketch plan. This parcel was previously reviewed by the Commission back on September 5, 2013 and the recommendation was to accept cash in lieu of land. The reason the Commission is being presented this sketch plan is for a couple reasons. First the property will be developed by a different developer and second is the property being considered now includes all the property that will be developed all the way up to 161" Avenue NW. As you know Oakview Park is located adjacent to the parcel on the west that is being considered for development. By reconfirming the previous recommendation to accept cash in lieu of land will allow the developer to move forward with preparing the preliminary plat. ACTION REQUIRED The Park and Recreation Commission is requested to reconfirm that the park dedication requirements will be cash in lieu of land. Respectfully submitted, o�ell Todd J. Mr. Haas stated the Public Works Staff have reviewed the sketch plan and recommends not taking any more property than is necessary to fulfill the future planned improvements that are identified in the Future Facilities Chart for the park. At one time, there was the idea to have a free play area as part of the overall development of the park. Due to the delineated wetlands that were recently determined, there is more wetland than anticipated. Therefore, staff does not recommend any more than about 30-40 feet of additional street frontage along 158th Lane NW to allow for the installation of small shelter. Mr. Haas stated any property the Commission requests to be dedicated will be calculated based on the formula as per City Code 11-3-7 (C). The more land required to be dedicated the lesser the park dedication fee portion will be. Mr. Rick Packer, Centra Homes LLC, gave a brief description of the plan. He noted the site had been mined in the past. They are proposing standard size residential lots and no variances would be required. He asked the Commission if they would like to add to the existing park. Mr. Haas stated there may be room for a shelter but there would not be any room for a free play area. A copy of the comprehensive plan was included for Commission review. Commissioner Lindahl stated there is no irrigation currently in the park. Chair Butler stated a small shelter had been proposed as part of the future plan. Commissioner Miskowiec asked for the size of the proposed additional park space. Mr. Packer stated the addition would be 4000 square feet. Mr. Packer stated if that area is not taken as park, it would be used as ponding. Commissioner Miskowiec asked what was mined on the property and Mr. Packer said sand was mined. Chair Butler stated he would be inclined to accept enough to allow for a small shelter. A shelter 30-40 feet wide would be a desirable size for a shelter. Mr. Packer asked if the shelter could be put on the south end. Commissioner Melberg asked if there is room in the existing park for a shelter and Mr. Haas stated with some tree removal there would be room for a shelter. Mr. Packer stated if monies were given rather than park, a pond would be constructed. Commissioner Melberg stated that would be a nice view from the park. Motion by Commissioner Lindahl, seconded by Commissioner Miskowiec, to accept cash in lieu of land for the Centra Homes LLC project.
