Consider Request to Construct a Gaga Ball Pit by an Eagle Scout DATE: June 1, 2017 INTRODUCTION This item is in regard to Aaron Olesen, Eagle Scout, to construct a Gaga Ball Pit at one of the parks. DISCUSSION Attached is the request from Mr. Olesen. For those that are not familiar with this sport, please visit the following website at https://www.bing.com/videos/search?q=gaga+ball+pit to see videos of how the game is played. Rules for the game are attached. If the Park and Recreation Commission is interested in having this activity at one of the parks, it will be necessary to determine the best location for the pit. Mr. Olesen will be at the meeting to present this item. ACTION REQUIRED The Park & Recreation Commission is to consider allow the construction of a Gaga Ball Pit as requested by Aaron Olesen. The game's roots originated in Israel. The word 'Ga' means Hit or Touch, so 'Ga -Ga' means Hit -Hit. There are several variations on exactly how the game is played, but we find these rules to be the most common and fair, while keeping the game competitive and fun: 1. To start, everyone in the pit must be touching the wall. Someone tosses the ball in the center of the pit, and it must bounce twice on the ground. As it bounces, everyone can say "Ga" for each bounce. After the second bounce ("Ga -Ga"), the ball is live. 2. Slap -hit the ball with your hand, aiming it at another player's leg at the knee or below. If the ball hits or touches anyone at the knee or below, that player is out and must exit the pit. At any time, if a player makes any type of contact with the ball at the knee or below, that player is out. 3. Anytime the ball goes out of the pit, the last person the ball touched is out. 4. You can only hit the ball one time until it either touches another player or the wall, then you are able to hit it again. You can bounce the ball against the wall to position it if necessary; and, you can move around anywhere inside the pit during the game. 5. The game ends when the last person is eliminated or to speed up the end of the game, the last few players can be given a count -down for a tie game. Once the game is over, everyone else re-enters the pit to start a new game. W You can add variations to the game such as playing with more than one ball, play in teams, expand the 'hit' area to above the knee, catching the ball to eliminate the person that hit it, and any other variation you can come up with! A suggestion for school recess time is to play rotation instead of elimination. This is done by allowing a certain number of players in the pit, and forming a line for the rest that want to play. Then, as one person gets out, the next person in line goes into the game. Recommend 2018-2022 Parks Capital Improvement Plan DATE: June 1, 2017 INTRODUCTION The Park and Recreation Commission are requested to review the final draft 2018-2022 Parks CIP and consider recommending approval to the City Council. DISCUSSION The Park and Recreation Commission at the last workshop meeting on May 18, 2017 reviewed the draft 2018-2022 Park CIP. Based on the consensus of the Commission it was suggested that the proposed Park CIP be considered on a regularly scheduled agenda to present the CIP and allow the public to provide any input they may have on proposed improvements. Attached is the proposed 2018-2022 Park CIP for your final review before it is presented to the City Council at a possible future meeting (joint meeting has not yet been determined). Listed below are the current projects listed for 2018-2022 and the recommendation of each: 2018 • Small irrigation project - $25,000 (it is recommended to use these funds to install the irrigation systems for Wild Iris Park and Hills of Bunker Lake West Park). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2019 • Small irrigation project - $20,000 (no recommended changes from staff). • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2020 • Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 year plan). May want to increase the estimate for this parking lot improvement due to possible material price increases. • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2021 • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2022 0 Annual Misc. Projects - $15,000 (no recommended changes from staff). Note: It was requested by the Park and Recreation Commission to research what the cost was to construct the north parking lot at Prairie Knoll Park. The lowest bid that was provided in 2014 was $125,000.00. BUDGETIMPACT The Finance Department has indicated to Public Works staff that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000 or more. ACTION REQUIRED The Park and Recreation Commission is requested to review the final draft 2018-2022 Parks CIP and consider recommending the approval to the City Council. Review Outstanding Items/Maintenance Update DATE: June 1, 2017 Issues list as of 5/26/17 UPDATE OFANDOVER COMMUNITY CENTER AD VISOR YBOARD — Commissioner Butler COMPLETED PROJECTS — • Andover Lions Park — The new playground equipment has been installed by the Parks Maintenance Department and is ready to be used by the residents. If you get a chance stop by the park and check it out. ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is in July. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly report is in July. • Fox Meadows Park — E.H. Renner & Sons is on site and is in the process of drilling the well. Grading is very close to being completed. The Parks Maintenance Department will begin installing the irrigation system in June. • Nordeen's Park — Public Works Department has identified the location of where the basketball court will be installed. Once Parks Maintenance Department is ready to begin construction, engineering will skate the location so they can begin grading. • Update on Existing and Future Park Facilities Chart — Zone D has quite a few parks that need to be reviewed. Most likely this will be presented at the July 20t" meeting. Once the Park Commission determines the Park Facilities Chart is ready to go for all Zones A -D, staff will schedule a joint meeting with the City Council so the Park and Recreation Commission can present the recommendation in regards to proposed improvement to the park system. This Park Facilities Chart will be used to help calculate the park dedication fee that is collected from new developments. ON -HOLD PROJECTS — None at the time. OTHER ITEMS OF INTEREST — • Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the park. The application for this grant has been submitted to the MNDNR. • ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Grant Program) for trail construction from Kensington Estates development to Andover Station North Ball Field Facility. The application for this grant has been submitted to the MNDNR. Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what needs to be done. As mentioned previously AAA and the Andover High School coach are interested in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty poor condition in some sections and probably should be replaced if the outfield fence is to be relocated. Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW. Note: At this point it looks like there are some right of way issues that will need to be addressed delaying this project until 2018. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. Note: This section of trail will now be done in 2017 due to the right of way issues on the Crosstown Blvd NW project. d• 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Program). Application was submitted by the March 31, 2017 deadline. Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project is now under construction east of Prairie Road.. The project is anticipated to be done in the fall of 2017. There will be road closures throughout the summer. You can visit the following website for updates at http://www.anokacounty.us/1578/Construction-Weekly Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2017. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Update 5/13/17 • Mowed all athletic field turf areas. Started mowing trails. • Groomed all ball fields. • Completed full trash service. • Continued work associated with Andover Lions Park playground install. • Smoothed out all gravel lots in parks, especially those receiving the 1St chloride application. • Replenished supplies and cleaned in ASN & Sunshine Park buildings. • Accepted delivery of trees that will be planted in parks. • Swept up grass clippings and clumps at Prairie Knoll Park. 5/20/17 • Completed full mow cycle. • Groomed all ball fields. • Completed full trash service in all Parks. • Cleaned ASN & Sunshine Park buildings. • Completed inspection of YMCA playground and delivered new wood chips. • Installed yellow fence capping on all ASN fields. Installed sign in ASN batting cage. • Cleaned and prepped storage boxes for pickle ball courts. • Trained in three new seasonal employees. • Installed two Adopt -a -Park signs.
