INTRODUCTION
This item is in regard to considering approving the attached Application for Scheduled Use of
Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka
Hennepin School Community Education for dog training.
DISCUSSION
The Anoka Hennepin School Community Education would like to use one of the hockey rinks at
City Hall Outdoor Hockey Rink Facility for a six week long dog training course on the following
days: Tuesday's (September 5, 12, 19, 26 and October 3 & 10) and Wednesday's (September 6,
13, 20, 27 and October 4 & 11) from 5:30 pm - 6:30 pm.
Lupita Forsyth from Anoka Hennepin School Community Education will be at the meeting to
make a short presentation about the training course. Attached is information about the training
course.
ACTION REQUIRED
The Park & Recreation Commission is requested to approve the Application for Scheduled Use
of Recreational Facilities for use of the hockey rink at City Hall Outdoor Hockey Rink Facility as
requested by Anoka Hennepin School Community Education.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this completed form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority. \

To Whom It May Concern:
I am an Adult Programmer with Anoka -Hennepin Community Education; I plan
classes for adult learners in the categories of Create, Hobbies, Home and Taste. I am
writing to seek renewal for continuing our current 6 -week dog -training course into the
fall. Due to district building policies, we are unable to facilitate this type of course in-
house. We are currently on schedule to run 2 sections of this course on: May 2, 9, 16, 23,
30 and June 6 from 6-7PM and again from 7:15-8:15PM. We are pleased to inform you
that both sections are full with 12 participants plus their dogs in each of the two sections.
This class provides participants with skills and knowledge for responsible pet ownership
through practice in basic obedience with clicker training and positive reinforcement. We
would like for request to continue with one section on: Tuesday's, September 5, 12, 19,
26, October 3 and 10 from 5:30-6:30PM and the second section on Wednesday's,
September 6, 13, 20, 27, October 4 and 11 from 5:30-6:30PM. We are requesting the
5:30-6:30PM time to allow for the earlier sunset time in the fall. We anticipate needing
15 minutes before and after each class to allow for instructor setup or preparation.
I am would like to include this class in our Fall 2017 catalog that will be mailed
out August 3, 2017. I request that my application please be considered for the next Parks

INTRODUCTION
The Park and Recreation Commission is requested continue discussing the $240 that has been
approved as part of the Park Advertisement Policy and Agreement and how the fee was
determined.
DISCUSSION
The calculation for the fee was determined as follows:
• Two Public Works employees are used to install the banner in the spring (0.5 hour) and to
remove the banner in the fall (0.5 hour) for a total of 1 hour. The fee for this service for
one year is approximately $84. Note: This fee does not include the use of a City vehicle.
• To review/approve and manage the agreement by administrative staff for one year is $32.
So the total for 1 year is about $116. Multiple that by two years the fee (rounded out) is $240.
Also a copy of the most current version of the Park Advertisement Policy and Agreement is
attached which includes the recommended language change to Item 12 that was discussed at the
last meeting on May 4, 2017.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the $240 fee that has
been approved as part of the Park Advertisement Policy and Agreement and how the fee was
determined. The Commission is also recommended to approve the proposed revision to the
policy in Item 12.

City of Andover Park Advertising Policy
It is the policy of the City of Andover not to allow advertising in City parks except as
follows:
Advertising signs shall only be allowed on the fences of fields at Hawk Ridge
Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and
Andover Station North. Note: Andover High School and/or Anoka Hennepin
School District will be responsible for managing any advertisement at Eveland
Fields year around.
2. Athletic Field and Scoreboard Advertising Signs: Athletic field advertising and
scoreboard advertising signs shall be permitted in all districts subject to the
provisions of this chapter and with the following conditions:
a) Athletic field advertising signs shall not be visible from adjacent
residential properties when viewed at ground level.
b) Scoreboard advertising signs shall be placed in such a way so as to
minimize to the greatest possible extent the exposure to adjacent
residential properties.
c) Athletic field scoreboard advertising signs shall not be illuminated
when not in use for ball games.
3. Only the City or a party or parties who have a valid lease agreement with the City
shall place signs in the approved parks except for Eveland Fields which will be
managed by Andover High School and/or the Anoka Hennepin School District.
4. Signs shall be no larger in size of 5' high by 10' wide.
5. The signs shall be designed so as not to inhibit the ability of players to see the ball
in play.
6. Signs shall not be placed prior to April 1St and shall be removed by November 1St
each year.
7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are
prohibited, as are signs containing offensive or obscene language.
8. The content of all signs shall be subject to approval by the City of Andover before
installation.

9. Signs shall be installed and removed by the City of Andover. Off-season storage
of signs shall be the responsibility of the lessee(s) except for Eveland Fields
which will be managed by Andover High School and/or the Anoka Hennepin
School District.
10. Signs shall be kept in good repair, in conformance with City Code section 12-16-
7-13. The lessee(s) shall be responsible for the maintenance, repair, and
replacement of damaged, vandalized, or dilapidated signs.

AN AGREEMENT BETWEEN THE CITY OF ANDOVER (LESSOR) AND THE
GOVERNING THE
(LESSEE),
USE OF CITY PARK FACILITIES FOR THE SALE OF
ADVERTISING SPACE
1. The City will place advertising signs on the outfield walls of baseball and/or softball fields at
Sunshine Park and Andover Station North. The City will place advertising signs where
appropriate at Hawk Ridge Park and Pine Hills North.
2. The City shall receive $240 for each 2 year agreement to cover the costs to administer the
agreements and also for installing and removing the advertising signs each season. Full payment
shall be made at the time of application and prior to the installation of the sign.
3. All signs shall conform to the City of Andover Park Advertising Policy.
4. All signs shall be maintained during the season and stored during the off-season by the lessee.
5. Any damage to the park property caused by the sign program shall be paid for by the lessee.
6. Sponsorship, promotion, and administration of the advertising sign program shall be the sole
responsibility of the lessee.
7. The lease agreement shall expire on , 20, and is renewable upon agreement by both
parties for two-year periods.

UPDATE OFANDO VER COMMUNITY CENTER AD VISOR Y BOARD — Commissioner Butler
COMPLETED PROJECTS —
• Shadowbrook East Park — The new playground equipment for 5-12 years olds has been installed.
• Chesterton Commons Park — The playground equipment has been installed by the volunteers. The
Parks Maintenance Department has installed the fall zones and has completed the grading and seeding
in the park. The only thing that staff is waiting for is the neighborhood would like to have a grand
opening.
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is in
July.
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is in July.
• Fox Meadows Park — E.H. Renner & Sons is on site and is in the process of drilling the well. Trees
have been removed and the grading has started by Matt Bullock Contracting Co. Inc. Item on
workshop agenda to look at a couple options for a new shelter.
• Andover Lions Park — The new playground equipment will be installed by Parks Maintenance
Department this week or the following week. Some of the concrete borders have been poured.
• Nordeen's Park — Public Works Department will be evaluating the best location for the construction
of the basketball court within the next couple weeks. The area is known to have possible poor soils in
that general location.
• Update on Existing and Future Park Facilities Chart — Zone D is tentatively scheduled to be
reviewed at the June V meeting. Once the Park Commission determines the Park Facilities Chart is
ready to go for all Zones A -D, staff will schedule a joint meeting with the City Council so the Park
and Recreation Commission can present the recommendation in regards to proposed improvement to
the park system. This Park Facilities Chart will be used to help calculate the park dedication fee that is
collected from new developments
ON -HOLD PROJECTS — None at the time.
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a
MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the
park. The application for this grant has been submitted to the MNDNR.
• ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local
Trail Connections Grant Program) for trail construction from Kensington Estates development to
Andover Station North Ball Field Facility. The application for this grant has been submitted to the
MNDNR.
• Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover
Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what
needs to be done. As mentioned previously AAA and the Andover High School coach are interested
in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the
players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty
poor condition in some sections and probably should be replaced if the outfield fence is to be
relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140 Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed delaying this project until 2018.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. Note: This
section of trail will now be done in 2017 due to the right of way issues on the
Crosstown Blvd NW project. The plans will be approved soon by the City Council so
staff can advertise for bids.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Application was submitted by the March 31, 2017 deadline.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is now under construction east of Prairie Road. The project is
anticipated to be done in the fall of 2017. There will be road closures throughout the summer. You

Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.
If you have any questions or comments regarding any of the items mentioned above or any items

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

• Mowed all athletic field turf
• Flail mowed Fox Meadows Park prior to grading work.
• Tilled the soil for the Community Garden plots.
• Completed trash service in all Parks areas including City Hall and trails.
• Applied pre -emergent herbicide to turf areas in Parks.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2018-2022 Park Capital
Improvement Plan (CIP).
DISCUSSION
The target date for draft CIP is June 2nd. Attached is a projected fund balance sheet that was prepared
recently by the Finance Department. The Commission should pay attention to the status of 2017 end of
the year balance. The Commission will need to make sure that the ending balance for each year has a
positive balance of $50,000.00 or more. This was tabled from the last meeting.
2018
• Small irrigation project - $25,000 (it is recommended to use these funds to install the irrigation
systems for Wild Iris Park and Hills of Bunker Lake West Park).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2019
• Small irrigation project - $20,000 (no recommended changes from staff).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2020
• Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this
project will be done in 2020 or beyond or if the project should be removed from 5 year plan).
May want to increase the estimate for this parking lot improvement due to possible material price
increases.

As noted in the past there are a number of parks that do not have security lights. Also keep in mind the
Public Works Parks Department has expressed concern in the past that some of the parks need to be
updated with a paved surface parking lot throughout the parks system. Staff has attached a list of park
replacement improvements recommended by the Public Works Parks Department for the Commission to
consider. If the Commission is interested in knowing the planned improvements for all the parks, please
review the most current spreadsheet prepared by staff that the Park and Recreation Commission has been
reviewing over the past few months. Also attached is a list of ball fields where fencing could be installed
to keep vehicles from driving on the fields.
BUDGETIMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to Public Works Department that the ending fund balance for each of the 5 years should have a
minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussions on the 2018-2022 Parks
Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the new shelter that is
being considered at Fox Meadows Park.
DISCUSSION
Attached is a picture of a couple different shelters from Coverworx which is a manufacturer of
shelters. Staff is aware that the Park and Recreation Commission would like to have a shelter
similar to the one at Crooked Lake Boat Landing which is basically built with cedar. Staff is
recommending to stay away from cedar (due to the annual maintenance needed to seal the wood)
and construct a shelter that is maintenance free. Shelter A (28 ft. x 28 ft.) is very similar to the
shelter built at Maple View Park which is estimated at $30,746.28 (includes the lattice,
decorative base for the columns and freight) plus an additional $13,875 for install which includes
shelter and concrete slab/footings. Shelter B (28 ft. x 28 ft.) is a basic metal shelter and is
estimated at $20,946.98 plus an additional $12,785 for the install and concrete slab/footings. If
the recommendation of the Park and Recreation Commission is to move forward with
constructing a new shelter, a combination of funds from Park Dedication and Park Maintenance
Funds would be utilized to fund the new shelter.
The cost of the shelter fits within the total budget for Fox Meadows Park as identified in the
Capital Improvement Plan.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the options that are being presented
for constructing a new shelter at Fox Meadows Park.
