INTRODUCTION
The Park and Recreation Commission is requested continue discussing the Park Advertisement
Policy and Agreement.
DISCUSSION
Attached is the most current version of the Park Advertisement Policy and Agreement that was
recently approved by the City Council on April 18, 2017 regarding advertisement at Eveland
Fields.
The Commission has requested to evaluate the fee structure. The breakdown of how the approved
$240 (for 2 years) was determined is as follows: $40 is for administration of each of the
advertisement signs and $100 is for 2 people for installing each of the signs for 2 years and $100
for taking the signs down in the fall for 2 years.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the $240 fee to determine if this fee
should be adjusted.

City of Andover Park Advertising Policy
It is the policy of the City of Andover not to allow advertising in City parks except as
follows:
Advertising signs shall only be allowed on the fences of fields at Hawk Ridge
Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and
Andover Station North. Note: Andover High School and/or Anoka Hennepin
School District will be responsible for managing any advertisement at Evelan_d
Fields year around.
2. Athletic Field and Scoreboard Advertising Signs: Athletic field advertising and
scoreboard advertising signs shall be permitted in all districts subject to the
provisions of this chapter and with the following conditions:
a) Athletic field advertising signs shall not be visible from adjacent
residential properties when viewed at ground level.
b) Scoreboard advertising signs shall be placed in such a way so as to
minimize to the greatest possible extent the exposure to adjacent
residential properties.
c) Athletic field scoreboard advertising signs shall not be illuminated
when not in use for ball games.
3. Only the City or a party or parties who have a valid lease agreement with the City
shall place signs in the approved parks except for Eveland Fields which will be
managed by Andover High School and/or the Anoka Hennepin School District.
4. Signs shall be no larger in size of 5' high by 10' wide.
5. The signs shall be designed so as not to inhibit the ability of players to see the ball
in play.
6. Signs shall not be placed prior to April I" and shall be removed by November Is'
each year.
7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are
prohibited, as are signs containing offensive or obscene language.
8. The content of all signs shall be subject to approval by the City of Andover before
installation.

9. Signs shall be installed and removed by the City of Andover. Off-season storage
of signs shall be the responsibility of the lessee(s) except for Eveland Fields
which will be managed by Andover High School and/or the Anoka Hennepin
School District.
10. Signs shall be kept in good repair, in conformance with City Code section 12-16-
7-B. The lessee(s) shall be responsible for the maintenance, repair, and
replacement of damaged, vandalized, or dilapidated signs.
11. All signs shall comply with the Andover City Code.
12. Proceeds from the program shall be used to improve local park facilities utilized
by local sporting associations except for Eveland Fields which will be managed
by Andover High School and/or the Anoka Hennepin School District.

AN AGREEMENT BETWEEN THE CITY OF ANDOVER (LESSOR) AND THE
(LESSEE),
GOVERNING THE USE OF CITY PARK FACILITIES FOR THE SALE OF
ADVERTISING SPACE
1. The City will place advertising signs on the outfield walls of baseball and/or softball fields at
Sunshine Park and Andover Station North. The City will place advertising signs where
appropriate at Hawk Ridge Park and Pine Hills North.
2. The City shall receive $240 for each 2 year agreement to cover the costs to administer the
agreements and also for installing and removing the advertising signs each season. Full payment
shall be made at the time of application and prior to the installation of the sign.
3. All signs shall conform to the City of Andover Park Advertising Policy.
4. All signs shall be maintained during the season and stored during the off-season by the lessee.
5. Any damage to the park property caused by the sign program shall be paid for by the lessee.
6. Sponsorship, promotion, and administration of the advertising sign program shall be the sole
responsibility of the lessee.
7. The lease agreement shall expire on , 20_, and is renewable upon agreement by both
parties for two-year periods.

SUBJECT: 6. Update on Outdoor Pickle Ball Courts, Cont.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the options of where pickle ball
could be played outdoors and determine the cost of purchasing portable nets for the public to checkout.
DISCUSSION
Staff has received a cost estimate from the Andover Community Center staff for purchasing portable
pickle ball nets. The cost to purchase one portable net is about $180. In addition, a bag to put the net
away would need to be purchased since the bags that come with nets are not very durable. The type of
bag that would be purchased would be similar to hockey bags which would cost anywhere from $40-$80.
Andover Community Center staff has suggested that City Hall front desk be responsible for checking out
the nets since a damage deposit fee would need to be collected. So the Commission will need to answer a
couple questions:
• Question #1. Does the Commission wish to purchase nets and if so how many?
• Question 42. Does the Commission wish to recommend a rate to rent the nets and/or should there
be a damage deposit fee? Note: The nets are rather cumbersome and to pull the nets out of the
bag and to set them up each time after they return them back to City Hall to receive their damage
deposit fee will be a challenge for our front desk personnel to verify the nets have not damaged.
Basketball court locations around the City where pickle ball could be played are as follows: Fox
Meadows, Country Oaks, Green Acres, Hidden Creek North, Terrace, Wild Iris, Creek View Crossing,
Prairie Knoll, Red Oaks West, Shadowbrook East, Shady Knoll, Sophies, and Sunshine Park. Refer to the
park map in your Information Packet if you are not sure where these parks are located. One idea that
could be considered by the Commission is to locate a pickle ball court in each of the Park Zones. Staff
would recommend the following for each of the Zones:
• Zone A - Fox Meadows Park (As you may recall an individual has already painted lines on the
basketball court)
• Zone B - Country Oaks Park
• Zone C - Terrace Park
• Zone D — Sophie's Park (As you may recall an individual has already painted lines on the
basketball court)
Staff is aware that pickle ball players are using some of the basketball courts around the City to play
pickle ball utilizing their own portable nets.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue the options of where pickle ball could be
played outdoors.

January 1, 2017 — March 31, 2017
The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park
activity for the 1st quarter.

Deputies responded to an ATV that went through the ice. When the deputy arrived he spoke to the
owner who advised he was fine but the ATV broke through the ice. A tow was ordered to remove the
vehicle.
02.05 1:54 AM Coon Creek 17026840
A deputy was driving past the park and something was thrown at his car. He began recording the
incident and using his spot light. He saw some juveniles in the woods and attempted to pursue them
but was unable to find them once he could pull over. There was no damage to the squad.
02.17 2:54 PM Wild Iris 17027144
A caller reported 2 vehicles driving on the walking trail. The deputy arrived and located 2 vehicles
parked near the park. He contacted the owners of the vehicles who said they were on the trail so
they could take pictures of their cars next to the trees at the park. The males showed the deputy the
photos on their phones. There was no damage to the walking trail or park; the drivers were told to
not do that.

A caller reported suspicious items in a garbage can at the park — a trombone and a purse. The deputy
found an ID in the purse and contacted the owner. The owner said her purse was stolen from
Champlin Park High School the prior week.

Two juvenile males reported a man in the park with a gun. When the deputy arrived, he made
contact with a male who was playing basketball. The deputy did a pat down on the male and did not
locate anything; the deputy also searched his vehicle and found nothing.

A deputy was dispatched to the skate park side for a grass fire. When he arrived, he began
extinguishing the 30x40 fire with his fire extinguisher. The fire department arrived and finished
putting out the fire. A witness stated he saw a vehicle leaving the location. The deputy located a
couple of burnt photographs and they were given to the Fire Chief.

A caller reported 3 juvenile males walking on the roof of the warming house. The deputy arrived and
located the kids. The deputy identified the kids and contacted their parents. The parents responded
and were told that they will be held responsible if there was any damage to the roof.

A deputy responded to vandalism report; it was unknown when it occurred. It appears the suspect
attempted to start a fire with tree branches and cardboard but were not successful. The deputy could
not reach the reporting party to gather further information.

COMPLETED PROJECTS—
ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Andover Lions Park — The existing playground equipment has been removed and the site has been
graded. The Parks Maintenance Department staff will be installing the equipment in the next couple
of weeks. Now that the Bunker Lake Blvd reconstruction will be done in 2017, the new water service
can be installed so the park can be irrigated sometime this summer. The irrigation system will be
installed sometime after the water service has been installed.
• Fox Meadows Park — E.H. Renner & Sons is on site and is in the process of drilling the well. Trees
have been removed and grading is to begin within the next two weeks. Next item that Commission
needs to start working on is the shelter selection.
• Shadowbrook East Park — The new playground equipment for 5-12 years olds has been delivered to
the City. The City will need to cover about $10,000 for some of the equipment and the deductible.
Most of the cost to replace the equipment will be covered by insurance. Staff has been in contact with
the MN -WS Playground about installing the equipment within the next few weeks.
• Chesterton Commons Park — The playground equipment has been installed by the volunteers. The
Parks Maintenance Department has installed most of the wood chips for the fall zones. They will also
be finishing up the concrete work including borders and pads for the picnic shelter. Once everything
has been completed, the neighborhood would like to have a grand opening. Commissioner Angell will
provide an update at the meeting.
• Nordeen's Park — Public Works Department will be evaluating the best location for the construction
of the basketball court within the next couple weeks. The area is known to have possible poor soils in
that general location.
• Update on Existing and Future Park Facilities Chart — Item is on the agenda to review Zone C.
Zone D is tentatively scheduled to be reviewed at the May 18th or June 1St meeting. Once the Park
Commission determines the Park Facilities Chart is ready to go for all Zones A -D, staff will schedule
a joint meeting with the City Council so the Park and Recreation Commission can present the
recommendation in regards to proposed improvement to the park system. This Park Facilities Chart
will be used to help calculate the park dedication fee that is collected from new developments
ON -HOLD PROJECTS — None at the time.
UPDATE OFANDOVER COMMUNITY CENTER ADVISORYBOARD — Commissioner Butler
OTHER ITEMS OF INTEREST —
• Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a
MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the
park. The application for this grant has been submitted to the MNDNR.
• ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local
Trail Connections Grant Program) for trail construction from Kensington Estates development to
Andover Station North Ball Field Facility. The application for this grant has been submitted to the
MNDNR.
• Eveland Field Fencing — Nothing new to report. Staff is waiting for a response from the Andover
Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what
needs to be done. As mentioned previously AAA and the Andover High School coach are interested
in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards so the
players have an opportunity to hit homeruns. Note: The existing outfield fencing itself is in pretty
poor condition in some sections and probably should be replaced if the outfield fence is to be
relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140`h Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed delaying this project until 2018.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. Note: This
section of trail will now be done in 2017 due to the right of way issues on the
Crosstown Blvd NW project. The plans will be approved soon by the City Council so
staff can advertise for bids.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Application was submitted by the March 31, 2017 deadline.
• Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is now under construction. The project is anticipated to be
done in the fall of 2017. There will be road closures throughout the summer. You can visit the

• Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.
If you have any questions or comments regarding any of the items mentioned above or any items
relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff
recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is
considering.

• Completed trash service for all park areas including City Hall and trails.

INTRODUCTION
The Park and Recreation Commission is requested to review the updated 2017 Existing and
Future Park Facilities Chart for Zone C.
DISCUSSION
A copy of the most updated version of the 2017 Existing and Future Park Facilities Chart for
Zone C that staff has been working on over the past couple weeks is located in the side pocket of
the packet. The Parks Maintenance Department updated the left column of the spreadsheet
(Existing) so the Commission has an idea of what currently exists in each park. The updated
middle column of the spreadsheet (Future Facilities) are items that will be used to determine Park
Dedication Fee. The updated right column of the spreadsheet is replacement items that are being
recommended to be replaced over the next 20 years by the Parks Maintenance Department which
are items that would need to be funded from another source (for example the City's general
fund).
Staff will be working on updating Zone D over the next couple weeks and will bring that Zone
back to the Commission for review. Once all the Zones are completed, the Commission will get
one more opportunity to review Zones A -D before they are forwarded to the City Council for
review.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the updated 2017 Existing and
Future Park Facilities Chart for Zone C.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2018-2022 Park Capital
Improvement Plan (CIP).
DISCUSSION
The target date for draft CIP is June 2nd. Attached is a projected fund balance sheet that was prepared
recently by the Finance Department. The Commission should pay attention to the status of 2017 end of
the year balance. The Commission will need to make sure that the ending balance for each year has a
positive balance of $50,000.00 or more.
2018
• Small irrigation project - $20,000 — $25,000 (it is recommended to use these funds to install the
irrigation systems for Wild Iris Park and Hills of Bunker Lake West Park).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2019
2020
Small irrigation project - $20,000 (no recommended changes from staff).
Annual Misc. Projects - $15,000 (no recommended changes from staff).
Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this
project will be done in 2020 or beyond or if the project should be removed from 5 year plan).
May want to increase the estimate for this parking lot improvement due to possible material price
increases.
Wild Iris Park — Small irrigation project. $42,500 has been identified for this improvement. (it is
recommended to remove this park for 2020 since the service and irrigation system will be done in
2017 and 2018

As noted in the past there are a number of parks that do not have security lights. Also keep in mind the
Public Works Parks Department has expressed concern in the past that some of the parks need to be
updated with a paved surface parking lot throughout the parks system. Staff has attached a list of park
replacement improvements recommended by the Public Works Parks Department for the Commission to
consider. If the Commission is interested in knowing the planned improvements for all the parks, please
review the most current spreadsheet prepared by staff that the Park and Recreation Commission has been
reviewing over the past few months. Also attached is a list of ball fields where fencing could be installed
to keep vehicles from driving on the fields.
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to Public Works Department that the ending fund balance for each of the 5 years should have a
minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussions on the 2018-2022 Parks
Capital Improvement Plan.

INTRODUCTION
The Park and Recreation Commission is requested to review options for the construction of a
new shelter at Fox Meadows Park.
DISCUSSION
Staff will provide some options for the purchase of a new shelter for the park at the meeting. The
size of existing shelter at the park is 23 ft x 23 ft. The plan is to consider removing the existing
shelter and construct a new shelter that would be built between the playground area and the
basketball court. Due to limited space and to make the drainage works properly the maximum
size that staff would recommend is a 30 ft x 30 ft shelter. The revised budget based on bids
received is $380,000. The Capital Improvement Plan (CIP) identified $457,300 for
improvements to the park. If the recommendation of the Park and Recreation Commission is to
move forward with constructing a new shelter, a combination of funds from park dedication and
Park Maintenance Funds would be utilized to fund the new shelter.

new shelter at Fox Meadows Park.
