The Meeting of the Andover Economic Development Authority was called to order by President
Julie Trude, February 21, 2017, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Present: Commissioners Sheri Bukkila, James Goodrich, Mike Knight,
Valerie Holthus and Joyce Twistol-
Absent: Commissioner Timothy Cleven
Also present: Executive Director, Jim Dickinson
Community Development Director, Joe Janish
Public Works Director/City Engineer, Dave Berkowitz
APPROVAL OF MINUTES
January 3, 2017, Regular Meeting: Correct as amended.
President Trude requested a correction on page 2; line 23, a common be inserted after the word
density.
Motion by Twistol, Seconded by Knight, to approve the minutes as amended. Motion carried
unanimously,
REVIEW COMMERCIAL PROJECT ACTIVITY
Mr. Dickinson reviewed the following:
The Shops @ Andover, 13650 Hanson Boulevard- Dunkin' Donuts, Natural Nails and Joy
Kitchen are under construction. Joy Kitchen has applied for a Conditional Use Permit to sell
alcohol. Joy Kitchen could be open by the end of March.
Commissioner Holthus indicated Dunkin' Donuts is training staff at this time and they may be
opening the middle of March.
Estates at Arbor Oaks/Trident Development, 1753 156`4 Lane- City Building Inspectors are on
site every day. City water supply to the project has been turned on. A summer 2017 opening is
scheduled for the age 55+ luxury facility.

Eight Unit Townhome Building, 1826-1840 139`" Ave. - Construction is moving along. The
building will match the existing nearby buildings. Some of the units will be rental units.
President Trude asked about the vacant property owned by DSTI. Mr. Dickinson stated DSTI
plans to expand either this year or next year. The expansion would be a 50,000 square foot
building.
8 President Trude asked if the City is requiring too many parking spaces at commercial businesses.
9 Mr. Janish answered it depends on what the business use is. He continued the Comprehensive
10 Plan could be re-evaluated regarding commercial parking requirements.

12 Andover Cinema, 1836 Bunker Lake Blvd. - A building permit has been applied for to improve
13 seating in the theatre. Recent communication indicates a Conditional Use Permit (CUP)
14 application is forthcoming. The CUP would allow for a beer and wine license.

16 Daycare Interest- Staff has been working with two separate daycares interested in building new
17 facilities in Andover. One location is Clocktower Commons, the other is along Round Lake
18 Boulevard.

20 Staff continues to work with interested parties in investing in Andover and are marketing all
21 commercial sites.

23 Mr. Dickinson provided a handout to the EDA of building permits and building valuations —
24 2012 through 2016 summary. The summary was reviewed. Mr. Dickinson stated this is a
25 product of the Building Department.

27 Andover will have 11 homes in the spring Parade of Homes tour.

29 REDEVELOPMENT UPDATES

31 Mr. Janish indicated staff has been approached by two developers since the last EDA meeting
32 regarding work force housing. One of the developers has a project in a nearby community.

34 The EDA discussed the redevelopment area, TIF District information and Federal tax credits for
35 developers.

37 Mr. Janish stated the developers have offered to come to a future EDA meeting and give a
38 presentation and talk about their facility management style. Mr. Janish stated in his experience
39 when it comes to work force housing it's really how the facility is managed.

41 Mr. Dickinson stated the positive is there are developers interested in Andover.

43 EDA direction to staff is to continue discussions with developers.

SUBJECT: Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
The Shops at Andover, 13650 Hanson Boulevard NW — Dunkin Donuts, Joy Kitchen and
Natural Nails are all under construction at the Shoppes at Andover. Dunkin Donuts is open. Joy
Kitchen received a Conditional Use Permit to sell alcohol and received a beer & wine license
only. Both Joy Kitchen and Natural Nails are expected to open by the end of the month.
Estates at Arbor Oaks / Trident Development, 1753 156th Lane NW — City inspectors will be on
site daily until the entire building structure has been reviewed for code compliance. Drywall
work is being completed. They are working from the top down with drywall and then will move
to interior finishing work.
• Eight Unit Townhome Building, 1826 through 1840 139h Ave. NW — The construction is
virtually wrapped up and most of the work is landscaping.
• Andover Cinema, 1836 Bunker Lake Blvd NW -Staff met with the Andover Cinema owners last
year to discuss future seating improvements to the theatre and discuss the potential of the theatre
applying for a CUP that would allow for a beer and wine liquor license. The cinema is underway
with the remodeling to different seating.
• Daycare Interest - City Staff have been working with two separate daycares interested in building
new facilities in Andover. Each are in the preliminary stages of design and in final negotiations
with the current property owners.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites.
