INTRODUCTION
The Andover Baseball Association (ABA) has requested to be on the agenda to discuss locating a
storage POD at Sunshine Park that would be used for the storage of equipment and supplies.
DISCUSSION
ABA currently has a storage POD (see attached picture of the POD) and they would like to
relocate it from Andover High School near the varsity baseball field to Sunshine Park near the
existing storage POD which is currently located near the south and west end of the park (see
attached picture).
Before the City allows the ABA POD to be relocated to Sunshine Park or any of the other parks,
the Park and Recreation Commission should discuss if this something they want in the parks. As
of right now, City Code does not allow PODS to be placed in a General Recreation Zoning
District. To allow the POD to be permanently in the park would require a Zoning Code change.
Note: The City Administration Department is indicating that there is most likely not enough
interest to allow them at all and that the existing PODS or PODS that have been placed at various
parks around the City in the past would most likely need to be phased out.
If the Park and Recreation Commission is not interested in a Code amendment to allowing the
PODS in the park, the Commission should recommend a phasing plan to the City Council so the
associations can make arrangements to rent space or to consider constructing a permanent
building that meets the City requirement. If the Commission is not interested in allowing them at
any of the parks, staff would suggest that the phasing plan be considered to remove the PODS
within the 1 to 3 years from the time the associations are notified.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider if PODS should be allowed to be
placed in City parks or not.

Agreement currently is in place.
DISCUSSION
Attached is the request from Tracy Strombeck.

This request is more specifically in regards to
Just so you know, the City of Andover has an agreement on the joint use of Eveland Fields with
Anoka Hennepin School District. The School District is responsible for the maintenance of the
fields basically from September 1st through May 31st (unless the fields are needed to complete the
Girls High School Fast Pitch season) and the City of Andover is responsible for maintenance of
the fields from June 1st through August 31st. So keep the advertisement policy consistent with the
use of the fields at Eveland Fields, the Park and Recreation Commission may want to consider
clarifying the Park Advertisement Policy that any advertisement to be placed on the fences at
Eveland Fields between September 1st and May 31st, advertisement review, approval and
oversight would be the responsibility of the Anoka Hennepin School District or their duly
representative. The City would not receive any funds from the advertisement that are approved
through the School District.
Any advertisement proposed from June lst and August 31" would require application to be
reviewed and approved by the City of Andover. Fees to cover the cost would be required to be
submitted as per the City advertising agreement.
The Commission may want to consider any advertisements that have been approved by the
School District and/or by the City be allowed to be placed on the fences from spring through fall.
The Park Advertisement Policy should also be clarified that the School District would be
responsible for removing all advertisement signs they are responsible for and the City would be
responsible for removing all other advertisement signs at Eveland Fields that were approved
through the City.
ACTION REQUIRED
The Park and Recreation Commission is recommended to provide direction if the Park
Advertisement Agreement should be amended to clarify advertising responsibility between the
Anoka Hennepin School District and the City of Andover.

City of Andover Park Advertising Policy
It is the policy of the City of Andover not to allow advertising in City parks except as
follows:
1. Advertising signs shall only be allowed on the fences of fields at Hawk Ridge
Park, Pine Hills North, Sunshine Park, Eveland/Andover High School Fields, and
Andover Station North.
2. Athletic Field and Scoreboard Advertising Signs: Athletic field advertising and
scoreboard advertising signs shall be permitted in all districts subject to the
provisions of this chapter and with the following conditions:
a) Athletic field advertising signs shall not be visible from adjacent
residential properties when viewed at ground level.
b) Scoreboard advertising signs shall be placed in such a way so as to
minimize to the greatest possible extent the exposure to adjacent
residential properties.
c) Athletic field scoreboard advertising signs shall not be illuminated
when not in use for ball games.
3. Only the City or a party or parties who have a valid lease agreement with the City
shall place signs in the approved parks.
4. Signs shall be no larger in size of 5' high by 10' wide.
5. The signs shall be designed so as not to inhibit the ability of players to see the ball
in play.
6. Signs shall not be placed prior to April 1St and shall be removed by November 1st
each year.
7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are
prohibited, as are signs containing offensive or obscene language.
8. The content of all signs shall be subject to approval by the City of Andover before
installation.
9. Signs shall be installed and removed by the City of Andover. Off-season storage
of signs shall be the responsibility of the lessee(s).

10. Signs shall be kept in good repair, in conformance with City Code section 12-16-
7-B. The lessee(s) shall be responsible for the maintenance, repair, and
replacement of damaged, vandalized, or dilapidated signs.
11. All signs shall comply with the Andover City Code.
12. Proceeds from the program shall be used to improve local park facilities utilized
by local sporting associations.

AN AGREEMENT BETWEEN THE CITY OF
ANDOVER (LESSOR) AND THE
(LESSEE),
GOVERNING THE USE OF CITY PARK FACILITIES FOR THE SALE OF
ADVERTISING SPACE
1. The City will place advertising signs on the outfield walls of baseball and/or softball fields at
Sunshine Park, Eveland Fields, and Andover Station North. The City will place advertising signs
where appropriate at Hawk Ridge Park and Pine Hills North.
2. The City shall receive $240 for each 2 year agreement to cover the costs to administer the
agreements and also for installing and removing the advertising signs each season. Full payment
shall be made at the time of application and prior to the installation of the sign.
3. All signs shall conform to the City of Andover Park Advertising Policy.
4. All signs shall be maintained during the season and stored during the off-season by the lessee.
5. Any damage to the park property caused by the sign program shall be paid for by the lessee.
6. Sponsorship, promotion, and administration of the advertising sign program shall be the sole
responsibility of the lessee.
7. The lease agreement shall expire on , 20_, and is renewable upon agreement by both
parties for two-year periods.

INTRODUCTION
This item is an update for the Park and Recreation Commission regarding additional signage
along a couple County Roads.
DISCUSSION
Attached is a list of the park signs that have been approved by the Anoka County Highway
Department (ACHD). As far as Hawkridge Park signage, it has been determined that the best
location place those signs would be on 161St Avenue NW east and west of Verdin Street NW.
Staff has already made notified the ACHD regarding these signs to be placed on 161" Avenue
NW.

SUBJECT: 8. Update on Outdoor Pickle Ball Courts

INTRODUCTION
The Park and Recreation Commission is requested to continue the options of where pickle ball
could be played outdoors.
DISCUSSION
As discussed at the February 2, 2017 meeting, a resident approached the Park and Recreation
Commission to see if there was an opportunity to bring pickle ball outdoors to one of the parks
since this is a growing sport. There was some discussion about possibly converting one of the
tennis courts at Northwood's West Park which under ownership of the City. Most other tennis
courts that are located around the City are located on School District property. If the Commission
was interested in converting one of the courts at Northwood's West Park to allow a pickle ball
court direction from the Commission would have to be provided.
Staff is aware that some of the pickle ball players are using some of the basketball courts around
the City to play pickle ball and bringing portable nets so they can play. Attached is an aerial view
of the tennis courts at Northwood's West Park. Note: The tennis courts are lighted.
For those that are not familiar with pickle ball, attached are the dimensions currently being used.
Also attached is information about court construction costs.

Pickleball Court Construction Costs
A total playing area of 34X64 is recommended for each court. One-fourth of a standard
tennis court is 30X60 which is the minimum recommendation (34X64 preferred). If a
compromise on the size must be made, the width is more important than the length.
The perimeter fencing is typically 10 feet high, the same as a tennis court. That works out
well most of the time. At that height, a ball might still occasionally go over the fence. On a
wider pad, you can get away with a lower fence.
Low fences between the courts are recommended. Without fences or some other barrier,
stray balls can interrupt play and be a potential safety hazard. A 4 -foot fence usually works
well. Padding on the top rail of a 4 -foot fence is recommended.
You are probably looking at a range of about $1 OK per court to $50K per court depending
on a lot of variables as described below. It can be done for much less with volunteer labor.
The techniques used for building pickleball courts are identical to the techniques used for
tennis courts. Your best bet is to get quotes from local tennis court contractors.
Some of the variables that can affect your costs are listed below. It helps a lot if you just "go
bare." In other words, trim it down to the bare essentials and eliminate some of the extra -
cost, optional items.
• One of the biggest local variables is site preparation, grading, and drainage. Certain
types of unstable soils require additional preparation. Almost every court installed in
our area has run into delays from the city and county because of drainage problems
or reviews. You can't make any changes to a site without dealing with drainage and
sometimes that gets expensive. The extent of local bureaucracy can be a big factor.
Do they require the expense of drainage studies?
• Type of surface... concrete or asphalt. In our area, post -tensioned concrete is the
preferred choice. Asphalt is less expensive, but can present higher maintenance
costs, more cracking, and low spots.
• Are there existing trees or other landscaping to deal with?
• Is there an existing sprinkler system that needs to be reworked?
• What type of landscaping, if any, is planned?
• Will there be perimeter fencing? How high? Will it include windscreen?
• Will there be court separation fencing?
• Are there access considerations during construction?
• What are the access consideration considerations for players and spectators? Will
there be walkways to and around the courts?
• Will there be spectator seating and seating for waiting players?
• Will compromises be made on the size of the pad?
• Do you require lighting? We have found that evening play is almost as popular as play
during the day, especially during the hot months. Lighting can be expensive.
• Do you plan on shade for spectators and players?
• Are there architectural, zoning,. or CC&R restrictions?
Are there easements for water, electric, or gas lines? Are there setback
requirements?
• Will there be water for water fountains or hose bibs for cleaning the courts?
• Is electricity needed for lights or court -cleaning equipment? If plumbing and electrical
are not in the area, the cost of getting it there can exceed the basic cost of the court.
• Will proximity to local residences require walls or landscaping for sound attenuation or
visual separation?
One example of costs on the high end is the city of Surprise, AZ. They had projected a total
cost $640,000 for 12 courts including lighting and most of the stuff above. Cost was also
inflated when tennis player on the city council insisted on a sound wall between the courts
and the local tennis center. The entire project got scrapped when the economy turned sour
and the city experienced a budget crunch. It can be done for a whole lot less if you don't
have too much local bureaucracy and you keep the requirements to a minimum.
Construction costs can also vary with local wage rates and the extent to which the
contractors are hungry.

ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
April (this will be presented in May since the Commission will not have a meeting on April 20`h).
• Update of Ouarterly Sheriffs Department Report on Park Patrol & Vandalism — Next quarterly
report is due in April (this will be presented in May since the Commission will not have a meeting on
April 201h)
• Andover Lions Park — The existing playground equipment has been removed and the site has been
graded. The Parks Maintenance Department staff will be installing the equipment in the spring. Now
that the Bunker Lake Blvd reconstruction will be done in 2017, the new water service can be installed
so the park can be irrigated sometime this summer. The irrigation system will be installed sometime
after the water service has been installed.
• Fox Meadows Park — The low bid of $139,000 (engineer's estimate $203,807) has been received for
the grading of the site and will be considered for award by the City Council at their April 4`h meeting.
E.H. Renner & Sons will be starting the irrigation well once road restrictions are off.
• Shadowbrook East Park — The new playground equipment for 5-12 years olds has been delivered to
the City. The City will need to cover about $10,000 for some of the equipment and the deductible.
Most of the cost to replace the equipment will be covered by insurance. The equipment will be
installed in the spring.
• Chesterton Commons Park —The playground equipment has been ordered. The neighborhood is
planning a volunteer install tentatively set for first thing Saturday morning on April 22nd. By
volunteering their time to install the equipment they were able to get a bigger structure. The
playground equipment supplier (MN -WS Playground) will be providing a certified playground
installer to oversee the installation.
• Update on Existing and Future Park Facilities Chart — Item is the agenda to review Zones A and
B. Zones C and D are tentatively scheduled to be reviewed at the May 4`h meeting. Once the Park
Commission determines the Park Facilities Chart is ready to go for all Zones A -D, staff will schedule
a joint meeting with the City Council so the Park and Recreation Commission can present the
recommendations in regards to proposed improvement to the park system. This Park Facilities Chart
will be used to help calculate the park dedication fee that is collected from new developments
ON -HOLD PROJECTS — None at the time.
UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD —Commissioner Butler
OTHER ITEMS OF INTEREST —
• Update of Park Signage Along County Roads/City Streets — Item is on the agenda.
• Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a
MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the
park. The application for this grant has been has been submitted to the MNDNR.
• ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local
Trail Connections Grant Program) for trail construction from Kensington Estates development to
Andover Station North Ball Field Facility. The application for this grant has been has been submitted
to the MNDNR.
• Eveland Field Fencing — Staff has discussed the relocation of the fence with both the Andover
Athletic Association (AAA) and the Andover High School Fast Pitch Softball Head Coach and what
needs to be done. City staff is waiting for a response from both of them as to what they are willing to
contribute to relocate the fence. As mentioned previously AAA and the Andover High School coach
is interested in seeing the outfield fence relocated closer to home plate to meet the fast pitch standards
so the players have an opportunity to hit homeruns. Staff will provide more of an update at the
meeting once we had an opportunity to meet with the association and school district. Note: The
existing outfield fencing itself is in pretty poor condition in some sections and probably should be
replaced if the outfield fence is to be relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140", Avenue NW.
Note: At this point it looks like there are some right of way issues that will need to be
addressed making the project to be possibility delayed until 2018.
❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. Note: This
trail project may now be done in 2017 due to the right of way issues on the Crosstown
Blvd NW project.
❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has
received approval from the City Council to apply for a MNDNR grant (Local Trail
Connections Program). Application is due March 31, 2017.
Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project is now under construction. The project is anticipated to be
done in the fall of 2017. There will be road closures throughout the summer. You can visit the

Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

• Parks Supervisor attended a Playground Safety Inspector Course 3/8-3/10.
• Parks Supervisor and Assistant Public Works Director met with the ABA President to discuss future
projects and the upcoming season.

• Completed painting the interior of the Prairie Knoll warming house and the Crooked Lake warming
house.

INTRODUCTION
The Emerald Ash Borer (EAB) is an invasive pest that kills all of our native ash trees. It was
found in the City of Andover in August 2016. Thus, it now threatens to spread into other parts of
the City. Our parks system has a lot of ash trees that are at risk. To help prepare and better assist
with an informed decision, staff performed an inventory of select parks near the EAB find.
DISCUSSION
Staff did an inventory of select parks to gauge what is at stake. The results of the inventory will
be shared and staff will offer recommendations. The inventory will guide and help us with a
management plan for ash trees in our Park system.
In addition, a City contractor was hired to perform direct trunk injections on eligible trees on
public and private properties. This service will be beneficial on quality, specimen ash trees in our
parks that provide multiple benefits.
BUDGETIMPACT
The associated costs will be covered in the Parks budget and established EAB budget.
ACTION REQUESTED
Staff will give a brief presentation to summarize the ash inventory in select parks. Staff needs
direction on how to proceed with management of ash trees in our park system.

INTRODUCTION
The Park and Recreation Commission is requested to review the updated 2016 Existing and
Future Park Facilities Chart for Zone A and B.
DISCUSSION
A copy of the most updated version of the 2016 Existing and Future Park Facilities Chart for
Zones A and B that staff has been working on over the past couple months is located in the side
pocket of the packet. The Parks Maintenance Department updated the left column of the
spreadsheet (Existing) so the Commission has an idea of what currently exists in each park. The
updated middle column of the spreadsheet (Future Facilities) is items that will be used to
determine Park Dedication Fee. The updated right column of the spreadsheet is replacement
items that are being recommended to be replaced over the next 5 years by the Parks Maintenance
Department which are items that would need to be funded from another source (for example the
City's general fund).
Staff will be working on updating Zones C and D over the next couple months and will bring
those Zones back to the Commission for review before all the Zones are forwarded to the City
Council for review.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the updated 2016 Existing and
Future Park Facilities Chart for Zone A and B.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2018-2022 Park Capital
Improvement PIan (CII').
DISCUSSION
The target date for draft CIP is June 2nd. Also attached is a projected fund balance sheet that was
prepared recently by the Finance Department for your use. The Commission should pay attention to the
status of 2017 end of the year balance. The Commission will need to make sure that the ending balance
for each year has a positive balance of $50,000.00 or more.
2018
• Small irrigation project - $20,000 (no recommended changes from staff).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2019
• Small irrigation project - $20,000 (no recommended changes from staff).
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2020
• Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this
project will be done in 2020 or beyond or if the project should be removed from 5 year plan).
• Wild Iris Park — Small irrigation project. $42,500 has been identified for this improvement.
• Annual Misc. Projects - $15,000 (no recommended changes from staff).
2021

As noted in the past there are a number of parks that do not have security lights. Also keep in mind the
Public Works Parks Department has expressed concern in the past that some of the parks need to be
updated with a paved surface parking lot throughout the parks system. Staff has attached a list of park
replacement improvements recommended by the Public Works Parks Department for the Commission to
consider. If the Commission is interested in knowing the planned improvements for all the parks, please
review the most current spreadsheet prepared by staff that the Park and Recreation Commission has been
reviewing over the past few months.
BUDGET IMPACT
Depending on what the Commission would like to recommend for projects, the Finance Department has
indicated to Public Works Department that the ending fund balance for each of the 5 years should have a
minimum positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussions on the 2018-2022 Parks
Capital Improvement Plan.
