INTRODUCTION
The Park and Recreation Commission is requested to consider the 2017 Tournament Application
as requested by the Tribute to the Troops of Minnesota for the I" Annual Softball Tournament
called The Heroes Tourney.
DISCUSSION
Attached for your review is the application that has been submitted by the group. The group has
requested to use Sunshine Park Fields 1-4 all day for Saturday, August 12, 2017. This request
does not conflict with any of the youth tournaments as none are scheduled for that weekend since
the youth fall schedules are not due until July.
There will be fees required since this is an adult group that will be using the fields. The fee
proposed will be as follows (assuming no field maintenance is required by the City):
• $206.25 Tournament fee for the park (1 day only).
• $200 Field usage fee for the 2 extra fields that are being requested. A total of 4 fields are
being used.
• $250 Damage deposit fee which refundable after the tournament is over and an inspection
has been done by Public Works
Note: The required fees to hold the tournament at Sunshine Park has been paid in full.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the 2017 Tournament Application
as being requested by the group Tribute to the Troops of MN.

Note: (") This field reservation fee is used to secure the use of the field(s). If your organization schedules more
than 2 fields an additional $100 per field will be charged. If your organization uses more than the approved
number of field(s), the organization will be charged double per field plus a 15% administration fee.
4 Number of fields to be used
Note: 1 day tournaments will be charged 75% of the field reservation fee.
The field reservation fee includes the use of the chalker, chalk and batter's box during the duration of the
tournament by the Tournament Director.
The Tournament Directors is responsible for maintenance of the field(s), upkeep of trash bins, restrooms and
building.
0 B. With Field Maintenance
0 Adult - $275.00 Field reservation fee is for the use of up to 2 fields (") plus a $1000 escrow for maintenance. Note:
Any remaining escrow will be returned to the applicant once the final City maintenance personnel costs have been
determined. If it has been determined that the fees collected are not enough to cover the City maintenance
personnel costs of the tournament, the applicant will be responsible to pay for these costs prior to the release of
any damage deposit fee that has been collected for the tournament.
0 Youth - $275.00 Field reservation fee is for the use of up to 2 fields for all youth organizations not affiliated with
Andover youth (*) (to be considered an organization from Andover, a minimum of 51 % participation of Andover

escrow shall be required for maintenance for all organizations and/or associations. Note: Any remaining escrow
will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has
been determined that the fees collected are not enough to cover the City maintenance personnel costs of the
tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee
that has been collected for the tournament. For organizations affiliated with Andover Youth, the field reservation
fee will be waived but the escrow is required.
Note: (*) This Field reservation fee is used to secure the use of the field(s) and to pay for a City employee to
maintain the facilities throughout the tournament (upkeep of trash bins, restrooms and building) including
the maintenance of fields. If your organization schedules more than 2 fields, an additional $100 per field

be charged double per field plus a 15% administration fee.

SPECIAL REQUEST SECTION Check the following boxes if applicable.
X If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by Friday, January 6, 2017. The application will be considered by the Park
& Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a space
available basis. and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field
reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees (including
escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the
tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the
tournament have been determined by the Public Works Department.
* If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the
tournament date. If the tournament is cancelled, the field reservation fee nor the Non -Intoxicating Liquor License Fee will be
returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new
sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred
by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to
notify the City in writing at least 14 days prior to the date of the tournament".

• The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
• During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
• Regulations, Violations and Penalties Regarding (City Code Title 8 Chapter 4) use and occupancy of city parks are available
on the City of Andover's webpage at www.andovermn.gov

INTRODUCTION
The Park and Recreation Commission is requested to consider the Application for Scheduled Use
of Recreation Facilities as requested by Kevin Torgerson.
DISCUSSION
Attached for your review is the application that has been submitted by Kevin Torgerson to play a
baseball games at Shadowbrook East Park (north field only) and at Hidden Creek North Park on
Saturday, April 8th and Sunday, April 9th from noon to 6 pm. Note: Mr. Torgerson is aware that if
the fields are not ready to play on due to snow or frost in the ground that they will need to cancel
the games.
Since this is a two day request it is recommended to waive the Guideline requirements to use this
facility.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2017 Application for
Scheduled Use of Recreational facilities as requested by Kevin Torgerson.

of Recreation Facilities as requested by the Andover High School Girls Fast Pitch Softball
Program.
DISCUSSION
Attached for your review is the application that has been submitted by the Andover High School
Fast Pitch Softball Program (9A/9B/B-Squad/JVNarsity) to play fast pitch softball games at
Sunshine Park on fields 1-4 on Friday, May 19"' from 1 pm to 10 pm.
It is City staffs understanding that the Andover Athletic Association (AAA) and Andover High
School representatives will work together on the use of the fields for Friday night.
Since this is a one day request it is recommended to waive the Guideline requirements to use this
facility.

Association (ABA). The group has requested to use Andover Station North west and middle
fields August 12-13, 2017. This request does not conflict with any of the youth tournaments as
none are scheduled for that weekend since the youth fall schedules are not due until July.
No fees are required since ABA will provide their own maintenance for the tournament.
ACTION REQUIRED

as being requested by the Andover Baseball Association.

0 Youth - $275.00 Field reservation fee is for the use of up to 2 fields for all youth organizations not affiliated with
Andover youth (*) (to be considered an organization from Andover, a minimum of 51 % participation of Andover
residents shall be required based on the previous year participation of the organization or association). A $800
escrow shall be required for maintenance for all organizations and/or associations. Note: Any remaining escrow
will be returned to the applicant once the final City maintenance personnel costs have been determined. If it has
been determined that the fees collected are not enough to cover the City maintenance personnel costs of the
tournament, the applicant will be responsible to pay for these costs prior to the release of any damage deposit fee
that has been collected for the tournament. For organizations affiliated with Andover Youth, the field reservation
fee will be waived but the escrow is required.
Note: (*) This Field reservation fee is used to secure the use of the field(s) and to pay for a City employee to
maintain the facilities throughout the tournament (upkeep of trash bins, restrooms and building) including
the maintenance of fields. If your organization schedules more than 2 fields, an additional $100 per field
will be charged. If your organization uses more than the approved number of field(s), the organization will
be charged double per field plus a 15% administration fee.

SPECIAL REQUEST SECTION Check the following boxes if applicable.
0 If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
0 List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by Friday. January 6, 2017. The application will be considered by the Park
& Recreation Commission at the third Thursday meeting in January. Any tournament application after that will be on a space
available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field
reservation fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees (including
escrows if maintenance is being requested) must be submitted with the application no later than eight weeks prior to the
tournament date. For any late application, the late fees (including escrows if maintenance is being requested) must also be
submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation
Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City
Youth Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection and final City maintenance personnel costs of the
tournament have been determined by the Public Works Department.
* If the tournament organization is requesting a Non -Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following policy:
"Field reservation fees and the required escrow for tournaments shall be paid no later than eight weeks prior to the
tournament date. If the tournament is cancelled, the field reservation fee nor the Non -Intoxicating Liquor License Fee will be
returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new
sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred
by the City. Where tournament reservation fees are not required and a tournament is cancelled, the association or group is to
notify the City in writing at least 14 days prior to the date of the tournament".

INTRODUCTION
This item is in regard to consider approval of the 2017 spring/summer softball/baseball schedule.
DISCUSSION
Attached for your review is the proposed 2017 softball/baseball schedule. The City has received
two (2) applications for use of the fields for the upcoming season from the Andover Athletic
Association (AAA) and the Andover Baseball Association (ABA). At this point, AAA has
indicated that they would like maintain the same arrangement with the Andover Baseball
Association (ABA) regarding the use of Sunshine Park Fields 5 and 6 on Tuesday's and
Thursday's. This means ABA would only use these fields on Tuesday's and Thursday's when
they have games scheduled. AAA has also requested to use Sunshine Park Fields 5 and 6 on
Friday nights. Timber Trails Park ball field is closed to allow the grass to grow during the spring -
summer season.
The City has received applications for use of the fields from the following youth groups:

INTRODUCTION
The Andover Baseball Association (ABA) has requested to be on the agenda to discuss locking
of the ball fields at the Andover Station North (ASN) Ball Field Facility during the regular
season.
DISCUSSION
ABA would like to see the ball fields at ASN locked during the regular season except when there
are games and practices to minimize damage to the fields and pitching mounds. As of right now
the fields have been locked by the Parks Maintenance Department this spring to keep teams and
the public off the fields until the turf is dry and the frost is out of the ground. Once the fields are
ready to go for use the City will notify the associations.
As far as locking the fields during the times when they are not used may pose an issue with
residents and youth that would like to use the field and improve their skills. Keep in mind the
fields are public. Note: Organized groups that would like to use the fields are required to make
application with the City but groups or individuals not part of an organization and would like to
go out and play pickup ball or throw around a football or frisbee in the past have been able to use
the field at will as long as they do not damage or vandalize the ball fields.
ACTION REQUIRED

INTRODUCTION
The Park and Recreation Commission is requested to consider a small park irrigation project or
projects for 2017.
DISCUSSION
A small park irrigation project is identified in the 2017 Capital Improvement Plan (CIP) besides
the irrigation project that is scheduled for Andover Lions Park which is a carryover project from
last year since the Bunker Lake Boulevard NW reconstruction project did not start until this
spring. The Parks Maintenance Department has identified 3 parks that are recommended to be
considered for 2017. The 3 parks identified for irrigation improvements are as follows:
• Wild Iris Park. This park is identified in the CIP for improvements for the year 2019. A
water service will need to be installed since there is no existing city service to the park in
addition to the irrigation system that will need to be installed. $42,500 has been identified
to make all the improvements.
• Hills of Bunker Lake West Park. This is a park that has also been identified by the
Parks Maintenance Department as possible irrigation project. A water service will need to
be installed since there is no existing city service to the park in addition to the irrigation
system that will need to be installed.
• Hidden Creek East Park. This park has also been identified by the Parks Maintenance
Department as a possible irrigation project. There is already a water service available to
the park so it is just a matter of installing the irrigation system and controls.
With an allocated budget of $20,000 for 2017 it will not be possible to install the a water service
and the irrigation system all in one year for Wild Iris Park or for Hills of Bunker Lake West Park
but it possible to install the water services this year for both parks. So its staff's recommendation
is to install the water service at both Wild Iris Park and at Hills of Bunker Lake West Park in
2017 and install the irrigation system at both parks in 2018. With a new irrigation being installed
at Andover Lions Park and at Fox Meadows Park in 2017, the Parks Maintenance Department
staff will not have the time to install any additional irrigation systems in other parks in 2017.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the install of water service
installations for both Wild Iris Park and Hills of Bunker Lake West Park in 2017 and install the
irrigation systems for both parks in 2018.

ON-GOING PROJECTS -
• Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in
April (most likely will be presented in May since the Commission will not have a meeting on April
20th).
• Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Next quarterly
report is due in April (most likely will be presented in May since the Commission will not have a
meeting on April 20'h).
• Andover Lions Park — The existing playground equipment has been removed and the site has been
graded. The Parks Maintenance Department staff will be installing the equipment in the spring. Now
that the Bunker Lake Blvd reconstruction will be done in 2017, the new water service can be installed
so the park can be irrigated sometime this summer. The irrigation system will be installed sometime
after the water service has been installed.
• Fox Meadows Park — The bid of $149,999 has been awarded to E.H. Renner & Sons for construction
of the irrigation well. The bid opening for the grading of the park is scheduled for March 28th.
• Shadowbrook East Park — The new playground equipment for 5-12 years olds has been delivered to
the City. The City will need to cover about $10,000 for some of the equipment and the deductible.
Most of the cost to replace the equipment will be covered by insurance. The equipment will be
installed in the spring.
• Chesterton Commons Park —Staff and one of the playground suppliers is scheduled to meet with the
neighborhood on March 16'`. The neighborhood at this point has not selected a playground structure
as of yet but is still looking at sale units which expire on March 31 St.
• Update on Existing and Future Park Facilities Chart — Staff is currently working on updating the
draft Park Facilities Chart. This is tentatively scheduled to be on the agenda for review at the April 6th
meeting as a workshop item. Once the Park Commission determines the Park Facilities Chart is ready
to go, staff will schedule a joint meeting with the City Council so the Park and Recreation
Commission can present the recommendations in regards to proposed improvement to the park
system. This Park Facilities Chart will be used to help calculate the park dedication fee that is
collected from new developments

UPDATE OF ANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler
OTHER ITEMS OF INTEREST —
• Update of Park Signage Along County Roads/City Streets — Item is on the agenda.
• Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a
MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the
park. Application is due March 31, 2017.
• ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local
Trail Connections Grant Program) for trail construction from Kensington Estates development to
Andover Station North Ball Field Facility. Application is due March 31, 2017.
• Eveland Field Fencing — As mentioned at the February 2"d meeting by the Andover Athletic
Association (AAA), the association is interested in seeing the outfield fence relocated closer to home
plate to meet the fast pitch standards so the players have an opportunity to hit homeruns. Staff has
received an estimate from a fence contractor for discussion purposes only with the association and the
Anoka Hennepin School District. Staff will provide more of an update at the meeting once we had an
opportunity to meet with the association and school district. Note: The existing outfield fencing itself
is in pretty poor condition in some sections and probably should be replaced if the outfield fence is to
be relocated.
• Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows:
❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140a' Avenue NW.

received approval from the City Council to apply for a MNDNR grant (Local Trail

Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson
Street NE in Ham Lake — The project has been awarded to North Pine Aggregate. The project is
now under construction. The project is anticipated to be done in the fall of 2017. There will be road
closures throughout the summer. You can visit the following website for updates at

Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility —
The Commission will need to determine if you would like to have a meeting at one of the City parks
in 2017.

recommends the Commission continue reviewing the City Council meeting minutes that you receive
by e-mail as to discussions of various projects the City Council has been working on or is

Weekly Parks Maintenance Update
1/28/17
• Re -opened ice rinks and warming houses on January 27th after closing on January 19`n due to wane
temperatures.
• Continue ice rink maintenance and flooding on January 261H
• Completed trash service for all parks, trails and warming houses.
• Installed concrete picnic tables at Maple View Park and Rose Park.
• Continue tree pruning at Purple Park and parks areas A and B.
• Snow removal on trails, rinks and other areas as needed.
2/4/17
• Continue ice rink maintenance and flooding.
• Completed trash service for all parks, trails and warming houses.
• Continue tree pruning in parks areas A, B, C and D.
• Snow removal of trails, rinks and other areas as needed.
• Updated playground equipment installation information spreadsheet.
• All staff attended training for new soap/foamier system for cleaning equipment.
• Completed the February Toolbox Safety meeting on defensive driving & winter driving.
• Completed the monthly inspection of Parks Department fire extinguishers.
2/11/17

• Removed a fallen tree behind 13770 Cottonwood Street (in Shadowbrook neighborhood) that fell on
the resident's fence.
2/18/17
• Closed all warming houses and ice rinks for the season February 12`n.
• Completed trash service for all warming houses, rinks, City Hall and high traffic parks.
• Continue seasonal tree pruning around City Hall, Public Works buildings and trails.
• Removed hockey nets and started painting/repairing them to store for next season.
• Cleaned the Hawk Ridge rental warming house and had it removed for the season on February 161H
• Cleaned rink maintenance equipment to be stored for the summer.
• Pruned perennials and trees located around all Park signs.
• Completed seasonal service on duck houses located in parks.
2/25/17
• Completed trash service for City Hall and high traffic parks.
• Continue seasonal tree and shrub pruning around City Hall, Public Works building, Fire Stations and
trails.
• Completed painting and repairing hockey nets and put in storage until next season.
• Started converting rink equipment to mowers for the summer and stored winter attachments.
• Completed pruning perennials and trees located around all park signs.
• Completed seasonal service of duck houses located in parks.
