11 Julie Trude, January 3, 2017, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard

Motion by Trude, Seconded by Twistol, to appoint EDA Officers and Staff for 2017:
President — Julie Trude, Vice President — Mike Knight, Secretary — Joyce Twistol, Treasurer —
Valerie Holthus, Assistant Treasurer — Sheri Bukkila, Commissioner — James Goodrich, Resident
Commissioner — Timothy Cleven, Executive Director — Jim Dickinson, Recording Secretary —
Michelle Hartner, Staff Support — Joe Janish. Motion carried 6 ayes and 1 absent (Goodrich).
REDEVELOPMENT UPDATES
Mr. Dickinson reviewed the following:
ReMax Results, 2677 Bunker Lake Boulevard- the building is complete and operational. Staff
is working on setting up a future meeting with Mission Development and Boser Construction
regarding plans for the other lot on the property.
The Shops @ Andover, 13650 Hanson Boulevard- Dunkin' Donuts and Joy Kitchen are under
construction.
Estates at Arbor Oaks/Trident Development, 1753 15e Lane- the roof is going on the senior
luxury living facility. The building is very prominent along that roadway, very nice looking
building.
7r4 Avenue and Bunker Lake Boulevard — Staff has received a proposal on the area of 7`h
Avenue and Bunker Lake Boulevard, which is zoned high density for a work force housing 2-3
level multi -family building. Mr. Dickinson explained the developer would likely be seeking
some help from the City, such as a resolution of support. Staff is looking for direction on these
proposals.
Commissioner Holthus asked how many units would be in the building. Mr. Dickinson stated he
did not know.
President Trude stated she would like to see commercial in that area. She also noted the
community is not asking for work force housing.
Commissioner Holthus stated there is no public transportation in that area.
Commissioner Bukkila indicated she would be ok with market rate housing, but is not with work
force housing.
The EDA discussed the Met Council guidelines.
Commissioner Twistol asked what type of incentives the developer would be looking for from
the City. Mr. Dickinson replied they could possibly ask for reduced water and sewer hookup,
reduced park dedication fee, narrower streets or even a TIF District.
The proposal was discussed. A majority of the EDA does not support this type of proposal for

work force housing, continue to focus on market rate rentals and commercial.

SUBJECT: Review Commercial Project Activity

INTRODUCTION
Staff will provide a progress report on ongoing commercial project activity at the meeting.
ANDOVER COMMERCIAL PROJECTS
• The Shops at Andover, 13650 Hanson Boulevard NW — Dunkin Donuts, Joy Kitchen and
Natural Nails are all under construction at the Shoppes at Andover. Dunkin Donuts is
interviewing for employees. Joy Kitchen has applied for a Conditional Use Permit to sell
alcohol, it is anticipated they will only apply for a beer & wine license.
• Estates at Arbor Oaks / Trident Development, 1753156" Lane NW— City inspectors will be on
site daily until the entire building structure has been reviewed for code compliance. Plumbing
and mechanical work are extending into the second and third floors. City water supply to the
project has been turned on and fire hydrants are charged to insure project fire safety.
• Eight Unit Townhome Building, 1826 through 1840 139h Ave. NW — Construction for the last
eight unit townhome building in the Parkside at Andover Station Development is underway. The
building will match the existing nearby buildings as permitted under the terms of the original
PUD.
• Andover Cinema, 1836 Bunker Lake Blvd NW - Staff met with the Andover Cinema owners
last year to discuss future seating improvements to the theatre and discuss the potential of the
theatre applying for a CUP that would allow for a beer and wine liquor license. Recent
communication indicates an application is forthcoming.
• Daycare interest - City Staff have been working with two separate daycares interested in
building new facilities in Andover. Each are in the preliminary stages of design and in final
negotiations with the current property owners.
• Overall marketing - City Staff continue to work with parties interested in investing in Andover
and marketing all commercial sites.
