Review Outstanding Items/Maintenance Update DATE: February 2, 2017 Issues list as of 1/30/17 COMPLETED PROJECTS — ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Ouarterly Report — Next quarterly report is due in April. • Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Next quarterly report is due in April. • Andover Lions Park — The existing playground equipment has been removed and the site has been graded. The Parks Maintenance Department staff will be installing the equipment in the spring. • Fox Meadows Park — Engineering staff continue working on finalizing the grading plan. The new irrigation well will be out for public bidding very soon. • Shadowbrook East Park — The new playground equipment for 5-12 years olds has been delivered to the City. The City will need to cover about $10,000 for some of the equipment and the deductible. Most of the cost to replace the equipment will be covered by insurance. The equipment will be installed in the spring. • Chesterton Commons Park —Staff met with the neighborhood on January 19, 2017. The neighborhood is currently looking at sale units and will notify City staff once they have selected the playground equipment they would like to have in the park. • Update on Existing and Future Park Facilities Chart — This is on-going. Once City staff has finalize the draft Park Facilities Chart, this will be brought to the Park and Recreation Commission for one last reviewed before it is presented to the City Council along with the Park Chapter of the Comprehensive Plan. ON -HOLD PROJECTS — None at the time. UPDATE OFANDOVER COMMUNITY CENTER ADVISORY BOARD — Commissioner Butler OTHER ITEMS OF INTEREST — • Update of Park Signage Along County Roads/City Streets —The Anoka County Highway Department (ACHD) has received the request from City staff of the parks that we are recommending signage along the County roads to help the public find their way to a specific park. Due to some timing on some projects that are going on, ACHD will not be able to provide a response until March. This information is scheduled to be provided in time for the Park and Recreation Commission meeting on March 19t'. As part of the response ACHD will identify who is responsible for the cost for making and installing the sign. • Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the park. Application is due March 31, 2017. • ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Grant Program) for trail construction from Kensington Estates development to Andover Station North Ball Field Facility. Application is due March 31, 2017. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 140'' Avenue NW. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Program). Application is due March 31, 2017. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project will be rebid very soon with construction starting in the spring of 2017. The project is anticipated to be done in the fall of 2017. There will be road closures throughout the summer. You can visit the following website for updates at http://www.anokacounty.us/2803/Bunker-Lake-Blvd-CSAH- I 16 -Reconstruction • Update of Scheduling Park and Recreation Commission meeting at a City Park or Facility — The Commission will need to determine if you would like to have a meeting at one of the City parks in 2017. If you have any questions or comments regarding any of the items mentioned above or any items relating to parks or projects, feel free to contact Todd Haas or Dave Berkowitz at the City. Staff recommends the Commission continue reviewing the City Council meeting minutes that you receive by e-mail as to discussions of various projects the City Council has been working on or is considering. Note: If you have any items that you would like to add to the list, let me know at the meeting. Weekly Parks Maintenance Update 1/14/17 • Continued flooding ice skating rinks and removed snow as needed. • Completed trash service for warming houses and high traffic areas. • Continued tree pruning at Purple Park. • Set up for Hockey Winter Classic Tournament January 13-15 at the City Complex rinks. Meet with Associations Regarding Future Capital Improvement Plan DATE: February 2, 2017 INTRODUCTION The Park and Recreation Commission is requested to meet with the associations regarding the future Capital Improvement Plan (CIP). DISCUSSION Staff notified the associations on January 6, 2017 regarding this upcoming workshop so they have enough time to meet with their individual association boards to discuss the improvements that are necessary, such as new fields, upgrades to existing parks/facilities and other park improvements that may be needed. Note: Some of the improvements that are being requested may need to be considered as part of the Park Comprehensive Plan if it is determined by the Commission not to include the requests in the 2018-2022 CIP. Discuss 2018-2022 Park Capital Improvement Plan DATE: February 2, 2017 INTRODUCTION The Park and Recreation Commission is requested to begin discussing the 2018-2022 Park Capital Improvement Plan (CIP). DISCUSSION It is that time of the year to begin discussing the 2018-2022 Park CIP. The target date for draft CIP is June 2nd. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission should pay attention to the status of 2017 end of the year balance. The Commission will need to make sure that the ending balance for each year has a positive balance of $50,000.00 or more. 2018 • Small irrigation RM ect - $20,000 (no recommended changes from staff). • Annual Misc. Proiects - $15,000 (no recommended changes from staff). 2019 • Small irrigation prQLect - $20,000 (no recommended changes from staff). • Annual Misc. Proiects - $15,000 (no recommended changes from staff). 2020 • Pine Hills North/Parking lot with curb - $120,000 (the Commission will need to determine if this project will be done in 2020 or beyond or if the project should be removed from 5 year plan). • Wild Iris Park — Small irrigation project. $42,500 has been identified for this improvement. • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2021 • No projects identified as of yet. • Annual Misc. Projects - $15,000 (no recommended changes from staff). 2022 • No projects identified as of yet. • Annual Misc. Projects - $15,000 (no recommended changes from staff). As noted in the past there are a number of parks that do not have security lights. Also keep in mind the Public Works Parks Department has expressed concern in the past that some of the parks need to be updated with a paved surface parking lot throughout the parks system. Staff has attached a list of park replacement improvements recommended by the Public Works Parks Department for the Commission to consider. If the Commission is interested in knowing the planned improvements for all the parks, please review the most current spreadsheet prepared by staff that the Park and Recreation Commission has been reviewing over the past few months. BUDGETIMPACT Depending on what the Commission would like to recommend for projects, the Finance Department has indicated to Public Works Department that the ending fund balance for each of the 5 years should have a minimum positive balance of $50,000.00 or more. Discuss Andover Community Survey DATE: February 2, 2017 INTRODUCTION This item is in regards to the Andover Community Survey that is scheduled to be conducted in late March or early April. DISCUSSION Attached is the parks section of the Community survey that was done in late 2013 and early 2014. The Park and Recreation Commission is requested to review the survey to see if any modifications should be made or if the Commission would like to include additional questions in the survey. A joint meeting has been scheduled with the YMCA Community Center Advisory Committee for Thursday, February 16, 2017 at 7 pm to discuss other survey questions Commissions may want to consider. The City Council will make the final determinations as to what questions will be included in the survey.
