Consider 2017 Softball/Baseball Tournament Applications DATE: January 19, 2017 INTRODUCTION The Park and Recreation Commission is requested to consider approving the ten softball/fast pitch and baseball tournament applications for the upcoming 2017 softball/baseball season as requested by the Andover Athletic Association (AAA) and the Andover Baseball Association (ABA). DISCUSSION Tournament applications are due by the 1 st Friday of January for the upcoming summer season. Listed below are the five applications received from AAA and five applications from ABA along with the dates that have been requested for the tournaments. Consider 2017 Soccer/Lacrosse Tournament Applications DATE: January 19, 2017 INTRODUCTION The Park and Recreation Commission is requested to approve 8 soccer tournament applications for the upcoming 2017 soccer/lacrosse season as requested by the North Metro Soccer Association (NMSA). DISCUSSION Tournament applications are due by the 1 st Friday of January for the upcoming summer season. The City has received 8 applications from NMSA for the upcoming season. The Andover Area Lacrosse Association has indicated to staff that they do not anticipate making application for the upcoming lacrosse season. Consider Application for Scheduled Use of Recreational Facilities/Anoka Hennepin Community School DATE: January 19, 2017 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of the City Hall Outdoor Hockey Rink as requested by Anoka Hennepin Community Education for dog training. DISCUSSION The Anoka Hennepin Community Education would like to use one of the hockey rinks at City Hall Outdoor Hockey Rink Facility for six week long dog training course on the following days: May 2, 9, 16, 23, 30 and June 6, 2017 from 6 pm -7 pm. Lupita Forsyth from Anoka Hennepin Community Education will be at the meeting to make a short presentation about the training course. Attached is some information about the training course. In my work I plan classes for adult learners in the categories of Create, Hobbies, Home and Taste. I am working on planning a 6 -week dog -training course. Due to district building policies, we are unable to facilitate this type of course in-house. I am writing to seek approval to use one of your ice rinks as a location for this class. The class proposed dates are: May 2, 9, 16, 23, 30 and June 6 from 6-7PM. This class would entail providing community participants with skills and knowledge for responsible pet ownership through practice in basic obedience with clicker training and positive reinforcement. We anticipate limiting the class to 15 owners and dogs. We anticipate needing 15-30 minutes before each class to allow for instructor setup or preparation. I am planning this class to be included in our Spring/Summer 2017 catalog that will be mailed out March 6, 2017. Consider Application for Scheduled Use of Recreational Facilities/Legacy Christian Academy Middle School Baseball DATE: January 19, 2017 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of a ball field as requested by Legacy Christian Academy Middle School Baseball for the their upcoming spring season. DISCUSSION The school is requesting 1 field 5 days a week (Monday—Friday) from April P (subject to when the snow is gone and fields are approved by the Parks Maintenance Supervisor to use) through May 25h. The team is need of a field with 75 foot bases. At this point there are 5 fields that would accommodate this (Hidden Creek Park North Field, Strootman Park, Shadowbrook East Park North Field, Pine Hills South Park and Andover Station North East Field). Hours would be from 2:30 pm to 4:30 pm unless they have a game which typically starts at 3:45pm, 4 pm or 4:30 pm on Tuesday's or Thursday's. Games are generally about 1 to 1.5 hours so the Andover Baseball Association (ABA) would need to adjust their practice/games times on their schedule to start a little bit later on both of these game days. Otherwise ABA practices on all other weekdays can start after 5:30 pm. It is very important that Legacy Christian Academy follow up with maintenance that may be needed immediately following the games and practices. Legacy Christian Academy representative is recommended to meet with the Parks Maintenance Supervisor Jason Grode as soon as they can to go over the maintenance requirements. The fields would require 54 foot mound and 75-80 foot bases. The fire department worked with the school liaison officer to identify the juvenile and he was charged with misdemeanor damage to property. 11.01 8:26 PM Sunshine 16248693 Deputies responded to an alarm at the concession stand. The concession door was pried and opened. Nothing appeared taken. No useable evidence was detected. 11.05 11:12 AM Sunshine 16251703 A caller reported her son was assaulted at the skate park. After investigating the victim declined to press charges. 11.15 10:49 AM Timber Trails 16259501 A city employee reported that sometime overnight there was graffiti written on the park equipment. Extra patrol was conducted for the park. 11.19 1:23 AM Sunshine 16262569 On routine patrol a deputy observed a vehicle in the parking lot after hours. The deputy made contact with the occupant and the vehicle smelled of burnt marijuana; marijuana was found in the vehicle. The driver was cited and told to leave. 11.22 8:38 AM Sunshine 16264795 A caller reported a male at the park who was letting his dogs run loose. When confronted the male threatened to fight the caller. The deputy arrived and the male had left. The witness could not provide a license plate or description. 12.13 10:20 AM Fox Meadows 16280424 A deputy responded to an abandoned vehicle parked in the lot. Discuss Andover Community Survey DATE: January 19, 2017 INTRODUCTION This item is in regards to the Andover Community Survey that is scheduled to be done so the residents can be surveyed in late March or early April. DISCUSSION Attached is the parks section of the Community survey that was done in late 2013 and early 2014. The Park and Recreation Commission is requested to review the survey to see if any modifications should be made or if the Commission would like to include additional questions in the survey. A joint meeting has been tentatively scheduled for Thursday, February 16, 2017 at either 6 pm or 7 pm with the YMCA Community Center Advisory Committee to discuss other survey questions Commissions may want to consider. The City Council will make the final determinations as to what questions will be included in the survey. Review Outstanding Items/Maintenance Update DATE: January 19, 2017 Issues list as of 1/13/17 COMPLETED PROJECTS — ON-GOING PROJECTS - • Update of Park Dedication Improvement Fund Quarterly Report — Item is on the agenda. • Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is on the agenda. • Andover Lions Park — The existing playground equipment has been removed and the site has been graded. The Parks Maintenance Department staff will be installing the equipment in the spring. • Fox Meadows Park — The draft grading plan will be presented at a joint meeting between the City Council and the Park Commission on Tuesday, January 241' at 6 pm. An update on the well will also discussed. Staff has met with the well designer (WSB) to get the process started. • Shadowbrook East Park — The new playground equipment for 5-12 years olds has been delivered to the City. The City will need to cover about $10,000 for some of the equipment and the deductible. Most of the cost to replace the equipment will be covered by insurance. The equipment will be installed in the spring. • Chesterton Commons Park —Staff will be meeting to explore playground options with the neighborhood on January 19, 2017. Prior to the regular meeting. • Update on Existing and Future Park Facilities Chart — An update regarding the Park Chapter of the Comprehensive Plan and the Chart will be discussed at the joint with the City Council on January 24'. ON -HOLD PROJECTS — None at the time. UPDATE OF ANDOVER COMMUNITY CENTER ADVISOR YBOARD — Commissioner Butler OTHER ITEMS OF INTEREST — Update of Park Signage Along County Roads/City Streets —The Anoka County Highway Department (ACHD) has received the request from City staff of the parks that we are recommending signage along the County roads to help the public find their way to a specific park. Due to some timing on some projects that are going on, ACHD will not be able to provide a response until March. This information is scheduled to be provided in time for the Park and Recreation Commission meeting on March 19`h. As part of the response ACHD will identify who is responsible for the cost for making and installing the sign. • Kelsey Round Lake Park -- Staff has received approval from the City Council to apply for a MNDNR grant (Outdoor Recreation Grant Program) for trail construction on the west side of the park. Application is due March 31, 2017. • ASN Trail -- Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Grant Program) for trail construction from Kensington Estates development to Andover Station North Ball Field Facility. Application is due March 31, 2017. • Update of Pedestrian Trails — The trails that are planned for the next 3 years are as follows: ❖ 2017- Crosstown Blvd NW between Bunker Lake Blvd NW and 1401h Avenue NW. ❖ 2018- Andover Blvd NW between Bluebird Street NW and Vale Street NW. ❖ 2019- ASN Trail from Kensington Estates to ASN Ball Field Facility. Note: Staff has received approval from the City Council to apply for a MNDNR grant (Local Trail Connections Program). Application is due March 31, 2017. • Update of the Reconstruction of Bunker Lake Boulevard from Crane Street NW to Jefferson Street NE in Ham Lake — The project will be rebid soon with construction starting in the spring of 2017. The project is anticipated to be done in the fall of 2017. There will be road closures throughout the summer.
